Central environmental protection inspection and carbon emission reduction: A tripartite evolutionary game model from the perspective of carbon neutrality

Since the carbon neutrality target was proposed,many countries have been facing severe challenges to carbon emission reduction sustainably.This study is conducted using a tripartite evolutionary game model to explore the impact of the central environmental protection inspection(CEPI)on driving carbon emission reduction,and to study what factors influence the strategic choices of each party and how they interact with each other.The research results suggest that local governments and manufacturing enterprises would choose strategies that are beneficial to carbon reduction when CEPI increases.When the initial willingness of all parties increases 20%,50%—80%,the time spent for the whole system to achieve stability decreases from 100%,60%—30%.The evolutionary result of“thorough inspection,regulation implementation,low-carbon management”is the best strategy for the tripartite evolutionary game.Moreover,the smaller the cost and the larger the benefit,the greater the likelihood of the three-party game stability strategy appears.This study has important guiding significance for other developing countries to promote carbon emission reduction by environmental policy.

Protection and Ecological Restoration of Water Level Fluctuation Zone in the Three Gorges Reservoir

Water level fluctuation zone(hereinafter referred to as "WLFZ") is a transitional ecosystem between terrestrial ecosystem and aquatic ecosystem,and also a key area to control its neighboring terrestrial and aquatic ecosystem. After the Three Gorges Reservoir was put into use,ecological environment of its WLFZ has aroused wide concern from domestic and foreign experts. On the basis of introducing characteristics of WLFZ of the Three Gorges Reservoir,current ecological environment and main problems of this area were analyzed,plant selection and configuration was elaborated as well as the implementation effect of many WLFZ protection and ecological restoration modes. In view of the actual conditions,pertinent suggestions were proposed for WLFZ of the Three Gorges Reservoir,namely classified protection and ecological restoration,enhancing monitoring and assessment of current situation and change tendency,carrying out technical researches and demonstration of WLFZ wetland ecological restoration.

Thoughts and Practice of Ecological Protection and Restoration of Mountains, Rivers, Forests, Farmlands, Lakes and Grasslands

The report of the 19th National Congress of the Communist Party of China stated that it was necessary to establish and practice the concept that lucid waters and lush mountains are invaluable assets,treat the ecological environment as life,and coordinate the management of mountains,rivers,forests,farmlands,lakes and grasslands.In recent years,China has organized a series of pilot projects for the ecological protection and restoration of mountains,rivers,forests,farmlands,lakes and grasslands,breaking the boundary between administrative divisions,departmental management and ecological elements,and implementing conservation and restoration oriented towards the improvement of ecosystem services,so as to solve the problem of the lack of overall planning for ecological protection and restoration projects and the separated management of ecological elements.This study systematically elaborated the theoretical basis and connotation characteristics of ecological protection and restoration of mountains,rivers,forests,farmlands,lakes and grasslands.It proposed the implementation path of ecological protection and restoration project of mountains,rivers,forests,farmlands,lakes and grasslands by taking the water source conservation area of Beijing-Tianjin-Hebei as a case,so as to provide reference for the implementation and decision-making management of ecological protection and restoration projects in various regions.

Current Situation and Ideas of Protection and Restoration of Aquatic Ecosystems in Rivers and Lakes of China

Based on the investigation and analysis of protection and restoration of aquatic ecosystems in rivers and lakes of China, the ideas and measures of restoring aquatic ecosystems were proposed to build healthy aquatic ecosystems of rivers and lakes in China, such as setting scientific and clear goals, improving the standard adopted by wastewater treatment plants, controlling sources of pollutants and intercepting pollutants, collec- tion of blue-green algae, water transfer, dredging, reducing the quantity of blue-green algae, restoring reed wetlands on a large scale, combing dredging and base raise of restored reed wetlands, making full use of microorganisms, and implementing effective management, technology integra- tion and innovation.

Study on Key Problems of a New Environmental Dredging Based on Ecological Protection and Subsequent Ecological Restoration

[Objective] The research aimed to study key problems of a new environmental dredging based on ecological protection and subsequent ecological restoration. [Method] People paid more attention to sediment pollutant removal in environmental dredging, without considering coming aquatic eco-restoration work after dredging. Factor affecting aquatic ecosystem existence and growth was screened, and ecological dredging manner was put forward. [Result] On the basis of analyzing dredging objective, effect and influence, started from ecological protection and subsequent ecological restoration, water depth and substrate were screened as priority control factors of the environmental sediment dredging. New manner of combining sediment dredging to reshape underwater terrain was put forward. [Conclusion] The research provided solution for water depth and substrate demands of the subsequent ecological restoration.

Government and Community Involvement in Environmental Protection and Flood Risk Management: Lessons from Keko Machungwa, Dar es Salaam, Tanzania

Since the 1960s, most cities in developing countries have faced a high rate of urbanization, which in turn has caused more harm to low-income earners, in urban areas. A majority of low-income earners most often face difficulties in accessing land in planned areas, as a result they are forced to build houses in unplanned settlements that are vulnerable to natural hazards. The situation is worse to the extent that people encroach the most vulnerable areas (hazard lands). As concentration of people increases, these unplanned areas become more unsafe to live in. This is partly due to the risks associated with natural hazards particularly flooding. Further, vulnerability of unplanned settlements in developing countries is aggravated by hosts of problems caused by many factors, including inadequate Government involvement in: environmental protection especially managing hazard lands and helping the community to minimize risks associated with hazards. This paper addresses this issue. It argues that community and Government initiatives are vital to any strategy for flood risk reduction and environmental protection in general. The study employed both the primary and the secondary data sources. Data collection tools and techniques involved in this study included: Checklist to various leaders, interview using questionnaires, focus group discussion, analysis of aerial photographs and non participant observation. A total of 70 households from within Keko Machungwa were interviewed. The study revealed that flooding is largely contributed by construction done by a large scale developer on a water course;and when affected community initiated a strategy to solve the problem they partially succeed due to inadequate support from the Government and other stakeholders. These findings could be useful to strengthen policy and legislation in environmental protection, management and flood control as well as in intervening land use conflicts between local community and developers.

The Impact of the Game between Stakeholders on the Protection of Farmland

This paper will first analyze three relative parties: farmers, local governments and central government. And then game theory will be used to study the behavior of these three parties so as to facilitate the conservation of farmland.

Evolution logic complementary needs and reform path of China’s marine ecological protection system

The issue of marine ecology is an institutional one.China’s marine ecological protection system has gone through a process of development from scratch to existence and from less to more.However,there are still many problems to be solved,such as whether a variety of complex systems can form a joint force of governance,and whether the rear system failures,deficiencies,and conflicts.Therefore,this paper reviews the evolution logic of China’s marine ecological protection system,explores the complementary space of the existing system from the perspective of institutional complementarity,and analyzes the path of institutional reform of supplement,amendment,and coordination,to promote the effective transition of marine ecological protection system emphasizing quality over quantity.The evolution of China’s marine ecological protection system can be divided into three stages:initial establishment,steady progression,and gradual transformation,showing a trend characterized by a changing governance mode from land-sea division to land-sea integration,a changing supervision mode from government only to multi-institution coordination,a changing safeguard mode from standard norms to the legal system.The internal motivation of promoting the evolution of the marine ecological protection system is the link age between the long-overdue institutional derived demand and supply,and between institutional cost constraints and institutional income drivers.Marine ecological protection is a complex and systematic project across regions and departments,and the link age between different ecological protection systems is crucial.Based on the theory of institutional complementarity,this study finds that China’s marine ecological protection system has great complementarity needs in three aspects:protection subject,protection means,and protection process.Among them,the problem of a single unitary protection subject is mainly caused by the lack of system,the low efficiency of protection means is mainly affected by the lack of system adaptability,and the separation of protection process mainly reflects the contradiction of system incongruity and mismatch.Based on this,the supplement of China’s marine ecological protection system should focus on the government’s responsibilities and the cultivation of multiple subjects.The revision of the system should focus on the further improvement of non-governmental mechanisms such as market incentives and information disclosure.The coordination of the system should be based on the whole process from pre regulation preparations to post-regulation review,in order to promote the effective connection and cooperation of policy tools.

On the Conflict and Balance Between Anti-terrorism and Protection of Human Rights

With the increasingly serious global terrorism situation,all countries have continuously revised their anti-terrorism laws and related criminal laws,adopting legislation to restrict and derogate civil liberties,increased the punishment for terrorists,and adopted corresponding anti-terrorism measures to increase monitoring of suspicious persons.In this context,conflicts and contradictions in human rights protection and the fight against terrorism often arise.The Xinjiang uygur Autonomous Region is at the forefront of China’s anti-terrorism efforts.Facing the special situation of dealing simultaneously with the slowdown in economic growth,making difficult structural adjustments,and absorbing the effects of the previous economic stimulus policies,since 2014,the local government of Xinjiang has adopted a combination of measures on anti-terrorism and de-extremism work and achieved significant results under the correct guidance of the strategy of governance in Xinjiang proposed by the central government.The most important consideration of anti-terrorism lies in the analysis Chinese and Western human rights values,coordinate and balance the relationship between anti-terrorism and human rights protection within the existing legal framework.

Academic Review of International Seminar on “Counterterrorism, De-radicalization and Human Rights Protection”

The International Seminar on Counterterrorism,De-radicalization and Human Rights protection sponsored by China Society for Human Rights Studies and organized jointly by Human Rights Research Institute of Southwest university of political Science and Law and School of politics and public Administration of Xinjiang university was held in urumqi,the Xinjiang uygur Autonomous Region,on September 3-7,2019,with the participation of more than 60 experts from 18 countries and international organizations.The seminar shared research and exchanged ideas on humanitarianism and human rights protection in counterterrorism and de-radicalization work and launched comparative research and international cooperation on counterterrorism and de-radicalization.The participants shared their understanding of terrorism and extremism and their counties experiences in combating terrorism and extremism,positively evaluated China’s work on counterterrorism and de-radicalization and the international cooperation to combating terrorism and extremism.This seminar contributed to stimulating the exchanges and cooperation in theoretical and practical research on counterterrorism,de-radicalization and human rights protection.

Human Rights Protection in the Modernization of China's State Governance

In China, the development of human rights is an inherent part of good governance, as reflected in the following: Firstly, people are able to participate in social and public administration through exercising their 'democratic rights' under the constitution.
