Spatial pattern of economy development is changing greatly, which needs eco-civilization construction and en- vironmental protection field continuously adjusting focus, environmental rules and laws correspondingly regulating, eco-civilization construction and environmental protection field also entering into new normal state. It requires scientifically understanding, actively adapting to and responding to new normal state of eco-civilization construction and environmental protection,and fighting a tough fight. Firstly, we should handle with the relationship between environment and economy, and strive to explore the way of environmental protection. Secondly, we should insist protection priority and prevention oriented,and promote transformation of environmental management strategy. Finally, we should accelerate to promote eco-civilization system reform and environmental protection management system reform, and further promote environmental protection work in Xi＇an on new level from eight aspects.展开更多
In order to solve the problem of experimental research on the penetration process of projectile into anchored rock mass, we derived the essential similarity conditions for the physical simulation experi- ment accordin...In order to solve the problem of experimental research on the penetration process of projectile into anchored rock mass, we derived the essential similarity conditions for the physical simulation experi- ment according to the similarity theory, carried out the experiment on the penetration process of a kind of penetrating bomb into the anchored rock mass of type III, and compared the experimental results with the values computed by the professional Young's empirical formula. The test results show that the phys- ical simulation experiment can represent the actual penetration process of projectile into anchored rock mass. The research method proposed in this paper provides technical support for the experimental research on the design and reconstruction of underground protection works.展开更多

We are publishing this transcript with a view to providing our readers with information about how China has worked persistently to protect citizens' right to work and social security and the achievements it has made in this regard. We need to remind our readers of the fact that back in March 2004, the National People's Congress, China's highest legislature, approved a recommendation for revision of China's Constitution. In accordance with the recommendation, the Constitution had one more clause added: The state shall establish and improve a social security system commensurate to the level of the economic and social development.展开更多
