Research on the Foreign Communication of Chinese Science Fiction Literature in the Perspective of Public Diplomacy

In recent years,China’s public diplomacy has flourished,with literary exchanges and external communication undoubtedly becoming an essential part.Particularly with the progress of Chinese technology,science fiction literature has become a focal point both domestically and internationally.This paper investigates the background of the Chinese science fiction literature’s national characteristics,the manifestation of these characteristics in works,and the advantages of communication from three aspects.It also explores new ideas for the external communication of Chinese science fiction literature from the perspective of public diplomacy,inspiring new pathways for the integration of Chinese culture with the world,and telling Chinese stories to the world.

Advancing Public Diplomacy during Cold Sino-Japan Relations A Case Study of the Confucius Institute at Ritsumeikan

Tense political relations are seen as a barrier to China's public diplomacy with Japan.Despite various setbacks,Confucius Institutes,a classic example of public diplomacy,have continued to stay open in Japan.This paper uses the Confucius Institute at Ritsumeikan(CIR) as a case study to explore how public diplomacy can be carried out when political relations between China and Japan are cold.It concludes that cold political relations do not necessarily mean public diplomacy will fail.Good cooperation with Japanese partners can bring positive results.Also,choosing the right partner is important;government "interference" should be avoided.Finally,China should deal with each Confucius Institute differently,and Japanese universities' enthusiasm should be stimulated through encouragement and retreat mechanisms.

Development and Interaction for Globalization and Belt Road in Russian and Chinese Public Diplomacy

Globalization and the information revolution have connected the world,making it easier for governments to communicate and influence foreign audiences.As rising state China has embraced,adapted,and increased the function of public diplomacy to influence international audiences in support of its objectives.Political scientist Joseph Nye wrote,“A communications strategy cannot work if it cuts against the grain of policy.Actions speak louder than words and public diplomacy that appears to be mere window dressing for hard power projection is unlikely to succeed”.Discussing about China’s strategy,it is important to communicate a disclaimer about China’s national objectives or grand strategy.The international community may feel threatened by China’s economic and military development and modernization and by China’s push to influence the international environment.However,China attempts to reassure the world through the strategic concept of“peaceful development”.China seeks to peacefully become a global power through economic development and modernization and to gain world acceptance of Chinese power.And in the period Gorbachev’s advocating perestroika and glasnost,journalists became the new hope of the Russian society who become the most important power of today Russian public diplomacy.

A Study on Post-Disaster Tourism Strategies in Osaka From the Perspective of City Public Diplomacy

International metropolises are playing an increasingly important role in public diplomacy.As a result,the development model and practical path of City Public Diplomacy has become an important issue.This paper explores the relationship between urban tourism strategies and City Public Diplomacy by analyzing Osaka’s post-disaster strategies for revitalizing the city’s tourism industry over the past 10 years,from the Great East Japan Earthquake in 2011 to the impact of the New Crown epidemic.In 2011,a turning point in Japan’s“tourism policy”,Osaka launched its“Urban Charm Strategy”to strengthen the city’s tourism infrastructure and cultural diffusion,with an emphasis on“diffusion power”in the world.In 2016,the“Urban Charm Strategy”focused on the“10 urban images”and the“power of presentation”of specific city images around the world.In 2021,the“Urban Charm Strategy”adapted to the development of the epidemic situation,pay attention to cross-cultural needs and integration,and attach importance to“attraction”.The strategy of building the image of the attractive city is based on the tourism strategy,and the public diplomacy strategy in the city to construct the image of Osaka as a cultural city among the world cities.

The path,value and limits of the Confucius Institute in carrying out public diplomacy

On the basis of Chinese language teaching and cultural communication activities,the Confucius Institute carries out a variety of cultural exchange activities between China and the host country,which has become an effective way for China to carry out public diplomacy and participate in global cultural governance.By analysing the concepts of public diplomacy,cultural diplomacy,people-to-people exchange and cultural governance,this paper summarises three typical paths of Confucius Institutes in carrying out public diplomacy:‘from the government to foreign nationals’,‘from the government to Chinese citizens and then to foreign nationals’,and‘from the government to foreign nationals and then to foreign nationals’.The value of the Confucius Institute in carrying out public diplomacy is reflected on the level of national diplomacy,international exchange and global governance.Furthermore,the capability of the Confucius Institute as a language and cultural communication institution initiated by China and in cooperation with other countries in carrying out public diplomacy is limited.This limitation,on one hand,originates from the nature of the Confucius Institute as a language and cultural communication organisation,and on the other hand,is related to the difficulties and challenges that China faces in its participation in global governance.Public diplomacy and cultural diplomacy are based on national interests.They also transcend national interests and,furthermore,become a way for a country to actively participate in global cultural governance.The experience of and challenges faced by the Confucius Institute can have important implications for China in participating in global cultural governance.

Religion and China’s Public Diplomacy in the Era of Globalization

Since the end of the cold war,especially since the 9/11,religion’s importance has risen sharply in international relations.It has already become an inevitable and important factor in the strategic considerations of national security and foreign policy in various countries.Therefore,in their considerations for foreign and strategic relations,public diplomacy associated with national religious image,or the so-called religious public diplomacy(faith diplomacy),which depends on their own religions and religious groups as the chief carrier,connecting foreign religious organizations and believers as the main object,and largely concerning about religion and relevant issues,is also gradually rising.This article argues that currently religious groups,academia and the government together constitute the main framework of China’s religious public diplomacy,and gradually form a pattern of divisions in which religious groups can implement programs,academia offer recommendations and suggestions,and governments coordinate;and,that the three sectors share resources,work together and have positive interaction to significantly promote religious public diplomacy of the country.

In the information and digital era,the international situation is becoming increasingly complicated.The construction of international relations and national image depends more on people-to-people diplomacy.During the Obama Administration,the Administration recognized the central role of public diplomacy as a tool and an essential element of the 21st century statecraft.US public diplomacy and public affairs faces the five strategic tasks:to pro-actively shape global narratives,expand and strengthen people-to-people relationships,counter violent extremism and better inform policy-making as well as redeploy resources in strategic alignment with shifting priorities.It presents new features under the guidance of the perfect mechanism,such as using digital methods and social media as the core to communicate,adjusting information transmission and message control,emphasizing the inter-departmental coordination,attaching great importance to the youth and women’s groups and optimizing the evaluation mechanism.This article summarizes and analyzes the striking features of public diplomacy under Obama’s administration,focusing on citizen diplomacy operations in the Middle East,thus putting forth a worthy reference for the further study of China’s public diplomacy.

China’s Cultural and Public Diplomacy to Countries in the Middle East

Recently,China’s cultural and public diplomacy has aroused the increasing attention of the international community.As a political power,its cultural and public diplomacy mode has had a positive influence on many countries in the world.Through three main waves of the cultural exchanges between the Middle East and P.R.China,this article further summarizes the successful experience of new China’s cultural and public diplomacy model to Asia,Africa and Latin America.In the theoretical and practical level,it explains the basic model of cultural and public diplomacy:at the theoretical level and advocates the concept that government and people participate in it simultaneously,and countries coexist in harmony and peace.In the practical level,we maintain that cultural and public exchange and cooperation from a“multi-level,multi-track,and multi-field”,thus has promoted China’s post-Olympic era of cultural and public diplomacy.Finally,in ambassadors meeting held in August 2009,President Hu Jintao made an important speech on the implication of cultural and public diplomacy;the article summarizes four advices of constructing cultural and public diplomacy with Chinese characteristics.

Savoring food is capable of triggering tangible and vivid emotional interactions that transcend language and geographical boundaries.Culinary diplomacy represents one of the most enthusiastic instruments of cultural diplomacy.Culinary diplomacy,gastrodiplomacy under certain contexts,is outlined as using food and national cuisine to create multicultural connections,with the aim of improving communication and long-term cultural understanding.Research on Egyptian youth’s acculturation with respect to food attitudes,habits,and environment is very limited.Hence,this study examines the role of culinary diplomacy as a public diplomacy instrument aiming to enhance foreign publics’perceptions.This study analyzes the usage of culinary diplomacy as a means to develop an edible nation-brand,reflected in foreign publics’behavior,perceptions,and consumption patterns.A quantitative survey has been distributed among Egyptians to assess and evaluate their perception,attitude,and behavior towards the use of food as a public diplomacy tool and its tagged symbolic connotations,ideas,values,identities,and behavior.

Maritime public diplomacy is needed to assist in implementing China’s maritime power strategy and joint construction of the 21st Century Maritime Silk Road.As a part of major country diplomacy with Chinese characteristics in the new era,China’s maritime public diplomacy follows the concept of building the maritime community with a shared future,and aims to explain China’s maritime strategy,strengthen maritime cooperation,expand the blue circle of friends,spread China’s traditional marine culture,and enhance blue soft power.Since Chinese government departments,coastal cities,central enterprises,mainstream media,and think tanks are politically reliable and can easily coordinate with each other,a"five in one"layout of maritime public diplomacy could allow them work together in the maritime field.

News coverage of Confucius Institutes in the pre-Trump era

A novel dataset is presented that reveals a general pattern of declining favourability in news stories about Confucius Institutes(CIs)from 2006 through 2015 in six English-speaking countries:the US,the UK,Canada,Australia,India and Kenya.There are sig-nificant differences in mean favourability and time trends across countries,however.Decreasing trends in favourability are observed in the US and Canada,in particular,whereas Kenya and India’s time trends are nil or possibly increasing.We report empir-ical models of favourability conditional on GDP per capita,trade with China and the number of CIs across country-year observa-tions.Consistent with Pew polling data,our data reveal an inter-esting pair of conflicting income effects.High-income countries tend to be more negative and less positive on CIs than low-income countries overall.Within-country positive shocks to real GDP per capita,however,are positively associated with favourabil-ity after cross-country differences in income levels are absorbed by country fixed effects.The number of CIs in a country has mixed effects on the favourability of news coverage about CIs across country-year observations.Despite billions of dollars spent on public diplomacy by the Chinese government,our findings suggest that its return on investment in public diplomacy in the form of CIs may not be as expected.
