Applied hygienic measures result only partially efficient, as demonstrated by the high number of reported cases in the human population. Alternative strategies to prevent the disease though a direct action at primary production level have been explored. Preliminary data showed that cattle and pigs fed with bamboo and olive by-products, respectively, were free from Campylobacter, suggesting potential sustainable prevention strategy. In addition, biochemical analysis showed high levels of unsaturated fatty acids in red meat and meat products, adequate for the application of health claims in line with EU food law. 展开更多

利用描述性统计分析、方差分析、相关系数分析和回归分析,对2012—2019年国内食用农产品质量安全事件舆情实时监测数据进行分析,通过事件发生的时间节点、发生区域、风险诱因、行业、产业链环节及报道媒体的特征揭示国内食用农产品质量... 利用描述性统计分析、方差分析、相关系数分析和回归分析,对2012—2019年国内食用农产品质量安全事件舆情实时监测数据进行分析,通过事件发生的时间节点、发生区域、风险诱因、行业、产业链环节及报道媒体的特征揭示国内食用农产品质量安全舆情风险发生发展的趋势。结果表明:舆情事件发生具有周期性,夏秋为高峰期;广东、山东、浙江、北京等地为舆情问题事件高发区域;风险诱因具有复杂性,“违禁农兽渔药及农兽渔药残留”(27.03%)、“制假售假及违法违规加工”(22.06%)和“非法添加”(15.00%)为前三诱因;发生行业具有集中性,多在种植业(30.10%)和畜牧业(29.86%);问题多出现在产业链前端,即生产和初加工环节;报道问题事件的首发媒体主要为报纸(45.30%)和网站(43.59%)。 展开更多

以粤港澳大湾区为研究对象,基于计划行为理论构建公众参与食品安全治理影响因素的理论模型。描述性统计分析发现粤港澳大湾区食品安全治理的公众参与存在地区差异,即珠三角地区公众参与、主观规范、知觉行为控制、对政府监管的满意度低... 以粤港澳大湾区为研究对象,基于计划行为理论构建公众参与食品安全治理影响因素的理论模型。描述性统计分析发现粤港澳大湾区食品安全治理的公众参与存在地区差异,即珠三角地区公众参与、主观规范、知觉行为控制、对政府监管的满意度低于港澳地区。随后通过结构方程模型分析揭示了公众参与食品安全共治的影响因素和机制,结果显示食品安全治理中政府监管满意度对公众参与有显著影响,其作用机制是通过正向影响主观规范、参与态度、知觉行为控制对公众参与产生正向影响。食品受害经历对风险感知和参与态度有正向影响,进而促进食品安全治理的公众参与,即有食品受害经历的个体参与食品安全治理的意愿更高。研究结论对促进粤港澳大湾区食品安全跨界合作与社会共治具有重要参考意义。 展开更多

[研究目的]近年来社会高度关注食品安全问题,由食品安全事件引发的网络舆情风险递增,对社会稳定产生负面影响。因此,通过构建食品安全网络舆情信息传播风险评估模型,分析影响风险类型的关键因素,以帮助相关部门及时发现和评估舆情风险,提高风险预警能力。[研究方法]基于言语行为理论,将舆情信息内容作为研究对象,由说话者言语信息构建舆情信息传播风险影响因素特征集,由受话者言语信息构建风险类型的多标签标注体系,并借助稀疏性多标签学习模型对关键特征进行选择,实现对网络舆情信息传播风险影响因素的研究。[研究结论]实验结果表明,该模型可有效提取影响信息传播风险类型的关键特征,为食品安全网络舆情的风险监测与预警提供决策依据。 展开更多

Food safety has received a great deal of attention in both developed and developing countries in recent years. In China, the numerous food scandals and scares that have struck over the past decade have spurred significant food safety regulatory reform, which has been increasingly oriented towards the public-private partnership model adopted by the Europe Union's (EU) food safety regulatory system. This paper analyzes the development of both the EU's and China's food safety regu- latory systems, identifies the current challenges for China and additionally considers the role of public-private partnership. The success of co-regulation in the food regulatory system would bring significant benefits and opportunities for China. Finally, this paper recommends additional measures like training and grants to improve the private's sector effectiveness in co-regulating China's food safety issues. 展开更多

This study explores the Chinese public’s perceptions of, and attitudes to, agriculture and food applications of bio-technology; and investigates the effect of socio-demographic factors on attitudes. A questionnaire survey and interviews were used in an attempt to combine quantitative analysis with qualitative review. The main finding of this study is that the Chinese population has a superficial, optimistic attitude to agricultural biotechnology; and that, in accordance with public attitudes, a cautious policy, with obligatory labelling, should be adopted. The study reveals that education is the factor among socio-demographic variables with the strongest impact on public attitudes. Higher education leads to a more positive evaluation of GM (genetically modified) foods and applications of biotechnology with respect to usefulness, moral acceptability, and suitability for encouragement. In addition, public attitudinal differences depend significantly on area of residence. Compared with their more urban compatriots, members of the public in less developed areas of China have more optimistic attitudes, perceive more benefits, and are more risk tolerant in relation to GM foods and agricultural biotechnology. Finally we obtained a very high rate of “don’t know” answers to our survey questions. This suggests that many people do not have settled attitudes, and correspondingly, that the overall public attitude to agricultural biotechnology and GM foods in China is at present somewhat unstable. 展开更多

Hepatocellular carcinoma(HCC) is one of the leading causes of cancer deaths worldwide,primarily affecting populations in the developing countries.Aflatoxin,a food contaminant produced by the fungi Aspergillus flavus and Aspergillus parasiticus,is a known human carcinogen that has been shown to be a causative agent in the pathogenesis of HCC.Aflatoxin can affect a wide range of food commodities including corns,oilseeds,spices,and tree nuts as well as milk,meat,and dried fruit.Many factors affect the growth of Aspergillus fungi and the level of aflatoxin contamination in food.Drought stress is one of the factors that increase susceptibility of plants to Aspergillus and thus aflatoxin contamination.A recent drought is thought to be responsible for finding of trace amounts of aflatoxin in some of the corn harvested in the United States.Although it's too soon to know whether aflatoxin will be a significant problem,since United States is the world's largest corn producer and exporter,this has raised alarm bells.Strict regulations and testing of finished foods and feeds in the United States should prevent a major health scare,and prevent human exposure to deleterious levels of aflatoxin.Unfortunately,such regulations and testing are not in place in many countries.The purpose of this editorial is to summarize the current knowledge on association of aflatoxin and HCC,encourage future research and draw attention to this global public health issue. 展开更多

Established within the framework of the World Trade Organization (WTO), the Trade Policy Review Mechanism (TPRM) reviews periodically the trade policies of all WTO Members. The review includes many aspects of food safety regulation. China's trade policy is reviewed every two years. This paper analyses in detail the reviews of China's trade policy in 2006, 2008, 2010, 2012 and 2014. It focuses in particular on food safety laws and types of standards, alignment of domestic standards with international standards, the role of different domestic institutions, transparency and notification of food safety measures under the WTO agreements on Sanitary and Phytosanitary Measures (SPS) and on Technical Barriers to Trade (TBTAgreement), import and export, and geographical indications (GIs). It concludes that the WTO TPRM can contribute, within its mandate, to reform of Chinese food safety laws and improvement of food safety in China. it notes that China has already undertaken substantial reforms of its system for regulating food safety. It recommends that China should continue to participate actively in the TPRM, follow its own path with regard to alignment and learn selectively from other WTO Members. 展开更多

The world population’s constant increase and the continuous need to ensure food safety and security are among the major challenges to be faced in the next 30 years. In addition, human diet is evolving with a decreased inclusion of proteins from animal sources. In this context, consumption of insects by humans (entomophagy) could be an alternative solution to the intake of protein derived from conventional livestock, due to the lower environmental impact of insect rearing compared to traditional farming. Furthermore, various insect species have promising nutritional profiles regarding both macro and micronutrients. Nowadays, it is recognized that about 2 billion people consume insects at a worldwide scale, with more than 2000 different species to have been reported. Since the beginning of the 2000s, mass rearing of insects for human consumption has been developing all over the world. Nevertheless edible insects are foodstuffs of animal origin and are usually consumed in their entirety, including the digestive tract, meaning that they may contain biological agents with hazardous potential (e.g. bacteria, parasites, viruses, prions, yeasts, molds, mycotoxins, histamine, and antibiotic resistance genes) and they must undergo a thorough analysis. Therefore, establishing the synthesis of the current knowledge on entomophagy and the related biological hazards is the main purpose of this review. 展开更多

An exploratory study of food safety and food handling: Examining ready-to-eat foods in independent delicatessen operations

The US Center for Disease Control and Prevention (CDC, 2009) reports that each year 76 million cases of foodborne illness occur with over 300,000 people hospitalized and 5000 deaths. This study, phase I of a continuing study, identifies key areas for food safety improvement. This study is designed as an exploratory evaluation of independently owned and operated delicatessen operations, using Escherichia coli and Staphylococcus aureus as indicators to assess food handling and the public’s risk for pathogenic contamination from commonly served ready-to-eat/take-away foods. The analysis consisted of a comprehensive strategy of laboratory testing of samples for pathogenic contamination, informal field observation of food handling procedures, and the examination of the most recent health inspection reports for each of the 18 operations visited. The deli turkey, cream cheese and lettuce were tested using bacteria indicator plates. The results showed widespread levels of contamination. Of the 54 samples tested for Escherichia coli, 26 showed positive results which are ~45% for E. coli contamination. Of the 54 samples tested for Staphy-lococcus aureus, 31 showed positive results which are ~57% for S. aureus contamination. One issue discovered while conducting the study was the lack of consistent uniform international standards of contamination tolerance levels. The informal field observations and health report analyses revealed widespread temperature violations and numerous instances of poor food handling. The study offers independent practitioners a strategy designed to improve their health inspections scores, food handling, and mitigation of operator liability. Independent operators traditionally do not enjoy the resources of centralized supervision and expert on-staff training;yet in aggregate they account for significant volume in both dollars and the quantity of product served. 目的掌握合肥市突发公共卫生事件流行特征,为防控措施的制定提供科学依据。方法通过中国疾病预防控制信息系统突发公共卫生事件管理信息系统收集2011年1月1日—2020年12月31日合肥市突发公共卫生事件相关数据,对事件的分级、分类、地区... 目的掌握合肥市突发公共卫生事件流行特征,为防控措施的制定提供科学依据。方法通过中国疾病预防控制信息系统突发公共卫生事件管理信息系统收集2011年1月1日—2020年12月31日合肥市突发公共卫生事件相关数据,对事件的分级、分类、地区、场所及时间分布等情况进行描述性分析。结果2011—2020年合肥市共报告突发公共卫生事件190起,以未分级事件为主,占61.58%(117/190);报告发病5323例,死亡31例。传染病事件为主要事件类型,占81.58%(155/190),其次为食物中毒事件,占9.47%(18/190)。环境因素事件死亡数最多,其次为职业中毒事件,分别占48.39%(15/31)和22.58%(7/31)。传染病事件主要集中在11月—次年2月,占72.90%(113/155);食物中毒事件主要集中在5—7月,占55.56%(10/18);职业中毒8起事件中,4起发生在9月份。2011—2020年合肥市各县(市、区)均有突发公共卫生事件报告,包河区报告事件数最多,占全市的22.11%(42/190)。56.32%(107/190)的事件发生在学校,以小学为主,占50.47%(54/107)。传染病是学校突发公共卫生事件的主要类型,占94.39%(101/107)。学校事件数前三位的病种依次为水痘、其他感染性腹泻和流行性感冒,分别占38.31%(41/107)、21.50%(23/107)和14.02%(15/107)。结论近年来,合肥市突发公共卫生事件类型以传染病事件为主,学校是事件发生的主要场所,环境因素和职业中毒是主要致死因素。建议加强学校传染病监测和管理,同时要提高对环境因素和职业中毒事件应急处置能力和医疗救治水平。 展开更多

新冠肺炎疫情(以下简称“疫情”)在全球爆发后,引发一些粮食主要生产国限制出口,还有一些国家对国际贸易增设壁垒、阻断物流,导致良好的全球粮食供需关系被扭曲,全球粮价出现暴涨,引发各国政府和民众对粮食安全的高度关注。影响粮食安... 新冠肺炎疫情(以下简称“疫情”)在全球爆发后,引发一些粮食主要生产国限制出口,还有一些国家对国际贸易增设壁垒、阻断物流,导致良好的全球粮食供需关系被扭曲,全球粮价出现暴涨,引发各国政府和民众对粮食安全的高度关注。影响粮食安全的传统因素包括实际的产量、库存量、消费量、贸易量的增减变化,引发供需关系变化,并作用于价格。在互联网高度发达的背景下,上述信息经互联网传播发酵后,会形成一定规模的社会舆情,其传播效应甚至扭曲短期的供需关系和价格,也是影响粮食安全的重要因素。本文以疫情期间国际国内的几次涉粮舆情为例,分析互联网生态下舆情对粮食安全的影响,提出粮食安全基础仍需持续夯实,并要正确认识常态与极限思维下安全的关系、微观安全与宏观安全的关系、现在安全与未来安全的关系,持续做好互联网下的信息发布与舆情管理等方面的建议,为把握住正向引导预期、管理舆情主动权提供参考。 展开更多
