Strategies for Cultivating Public Funded Targeted Normal Students Based on Goal Management Theory : A Case Study of East, West and North Guangdong

Public funded targeted normal students are an important component of China's teacher team construction.Since its implementation in 2007,a large number of outstanding rural teachers who have been striving on the front line of education have been trained.Based on the theory of goal management,this paper explores the problems and countermeasures in the training of public funded targeted normal students.It strives to solve the problems of low willingness to teach and high default rates among public funded normal students,and hopes that the suggestions proposed in this paper can further promote the effective implementation of policies for public funded normal students.

SPECIAL ISSUE： ANTI-CORRUPTION STRATEGIES IN TRANSITIONAL CHINA --The Guidance Function of Cases of Misappropriation of Public Funds in Transitional ChinamWith the Reference to Criminal Trial of the Supreme People＇s Court of China as a Sample of Analysis

Compared with the traditional offenses of embezzlement, bribe-taking and so on, the misappropriation of public funds is not a routine charge but a result of the response of criminal law to social transition. The fact that a number of difficulties have arisen in legislative and judicial procedures relating to this offense makes the value of case reference material significant. The Supreme People＇s Court of China attaches great importance to the publication of cases of misappropriation of public funds, which offer guidance and reference for real-life adjudication. Cases publicized in the last decade reflect a judicial emphasis-- they focus on the official nature of the duties performed by the subject, on understanding ＂for individual use＂ from the viewpoint of formal rationality and on a cautious interpretation of the connotations of ＂public funds.＂ Publicizing such cases facilitates reaching the same verdict in similar cases and at the same time acts as a catalyst for the advancement of theory and practice.

Extreme rain event highlights the lack of governance to face climate change in the Southeastern coast of Brazil

New rainfall records were registered in the southeastern region of Brazil during February 2023.The amount of rain in the north coast region of the State of São Paulo was more than 650 mm in less than two days.Landslides and tragedies with a socioeconomically vulnerable population marked this climatic extreme.The country has a regulatory system that suggests the elaboration and implementation of municipal public policies aimed at territorial organization,environmental conservation,and the prevention of disasters induced by natural hazards.In addition,both federal and state funds earmarked for such hazard's prevention have been underutilized over the last decade.In addition to this current devastating climate episode,other events were registered in this decade,reinforcing that financial governance is a key challenge to face the climate crisis in Brazil.The predicted future extreme events in different regions of Brazil will require a different governance system to minimize social inequality,seek sustainable alternatives for urban environments and manage to adapt cities for the challenges posed by climate change.

Investments of Milk Processing Capacities from Romania, through the Funds Provided by the ＂NPRD 2014-2020＂

In this paper, an analysis of the possibilities of development of milk processing activity was made, using as financing source the public funds provided by the Common Agricultural Policy and the distribution of the investments in Romania. All the EU member states gain 99.6 billion through the European Agricultural Fund for Rural Development, the period 2014-2020, of which Romania has received the total of 8.128 billion euros. Through the 2014-2020 National Rural Development Program （NRDP 2014-2020）, sub-measure 4.2 ＂Support for investment in processing/marketing of agricultural products＂ （2014）, Romania is falling Regulation （EC） 1305/2013 in measure 4 ＂Investments in physical assets＂ （2013） and contributes to increasing the value added of products on local markets and inter-professional organizations, the establishment and development of small businesses and job creation. Until now, in the milk processing sector, investments of 93,918,043 euros were made, about 50% （47,667.41 euros） of which from public funds.

Future Prospects for Funding Strategies in Palestinian National Economy

On the international levels, funding has a wide importance in the sense that it is vehemently regarded as something that attracts both the developed countries and the developing countries. This is considered as the focal point of economy and economic activities. This is because of the fact that any economy can not continue without funding. This leads to a great care by institutions and governments as well as any social, political, and economic activity. The funding policy is regarded as one of the most important and active methods in having and preparing strategies that aim at having total control on private and public f＇mancial resources throughout financial activities to refresh the Palestinian economy. Due to the sensitivity of the current conditions, funding has a very important position and role. The deprivation stages the Palestirtian people have witnessed led to lack of Palestinian rights to build national institutions and bodies that are able to adopt social and economic policies that aim at having development as well as enabling the Palestinian entire society members to face both internal and external challenges and vice versa. There is vacuum of having an independent Palestinian state after 1967. There is a strict political s~,stem of lawful individuals and political domination, imposing by an Israeli military occupation to control and rule, controlling all Palestinian life to destroy the Palestinian economy and to distort the system without any lawful and constitutional independence. During the occupation period, the Palestinians lived under a lawful and managerial military power that destroys productivity paving the way to expel Palestinians out of their home which did not enable Palestinians to have their own social policies. The Palestinian national authority, ever since its rule, started to have a rehabilitation of its economic policies within a strategic plan that ensures economic development, stability, and geographical continuation amongst Palestinian resources control in a way that supports the Palestinian economy. That builds Palestinian policies to have economic development and improvement of general performance to develop, complete, and unify law and constitution. This also aims at Palestinian society development in terms of economy giving future hopes for Palestinians to have international development projects in the sense that any Palestinian strategy quickly faces lack of fund and therefore consequently everything is put to an end. The possibility of this study is to strengthen and stimulat the direct foreign investment as an alternative of the internal funding. Moreover, this study will investigate how to achieve an increase efficiency of investment and the national funding resources that generate income. The study＇s methodology is, descriptive analytical approach which has been applied because it matches the nature of this study. To answer study questions ＂What is the funding strategy followed by the Palestinian authority to develop the national economy？＂, confirmation is made that there are no funding strategies applied by the Palestinian authority to create funding mechanisms for development of national economy. This is not helpful for the national economy.
