In this study,financial position and financial performance of public hospitals(PH)in Turkey were analyzed.Financial statements of 948 public hospitals between 2008 and 2017 were used in analysis.Financial statements were analyzed by ratio analysis technique to analyze the financial status and financial performance of public hospitals.With the Z-score analysis technique,the risk of financial failure of public hospitals was measured.The credibility of public hospitals was measured by the rating analysis technique.It was determined that the accumulated losses in public hospitals lowered the equity below zero,the institutions has trouble with paying debt,and the credit risk of public hospitals is high. 展开更多

Since New Public Management theory,which seeks to promote public management reform with the techniques used to catalyze economic development,was introduced into the field of education,it has led to the implementation of education accountability measures and reforms focusing on performance-related pay for teachers.Performance-related pay was meant to improve teacher performance,and has played an important role in providing teachers with incentives and raising educational quality.In practice,however,problems have emerged that deserve serious attention.For example,the evaluation indicators based on this theory have distorted the direction of public management due to their over-emphasis on instrumental rationality and neglect of value rationality.Further,they highlight the interim goal of"instilling knowledge"at the cost of the fundamental aim of"cultivating talent,"thus producing results opposite to those intended.On the basis of the value rationality of education and China’s reality,this paper suggests that educational institutions should shift from"New Public Management"to a"holistic and decentralized governance"approach,fostering an environment dedicated to cultivating talent and introducing this feature intothe evaluation of teacher performance.The core socialist values need to be integrated into teacher policy and internalized by teachers as their emotional identity and customary behavior. 展开更多

The purpose of this paper is to assess the operational efficiency of a public bus transportation via a case study from a company in a large city of China by using data envelopment analysis(DEA)model and Shannon’s entropy.This company operates 37 main routes on the backbone roads.Thus,it plays a significant role in public transportation in the city.According to bus industry norms,an efficiency evaluation index system is constructed from the perspective of both company operations and passenger demands.For passenger satisfaction,passenger waiting time and passenger-crowding degree are considered,and they are undesirable indicators.To describe such indicators,a superefficient DEA model is constructed.With this model,by using actual data,efficiency is evaluated for each bus route.Results show that the DEA model with Shannon’s entropy being combined achieves more reasonable results.Also,sensitivity analysis is presented.Therefore,the results are meaningful for the company to improve its operations and management. 展开更多

The most important chapter is "the evaluation of public servants". The analysis for the evaluation and subsequently the personal development and career planning of human resources based on both academic theories and their practical implementation. The new model is based on proportionality and administrative Europeanization, which creates formal and informal rules, modern processes of public policy that will shape common beliefs and values incorporated in the specific national policies. Performance appraisal is the process by which organizations evaluate job performance. 目的探讨公立医院廉洁风险防控量化评价,为提升公立医院廉洁风险防控工作质效提供参考。方法自行设计《公立医院权力事项廉洁风险防控检查标准》,从权力运行流程梳理清晰程度、廉洁风险点查找准确程度、防控措施有力程度三个方面对四川... 目的探讨公立医院廉洁风险防控量化评价,为提升公立医院廉洁风险防控工作质效提供参考。方法自行设计《公立医院权力事项廉洁风险防控检查标准》,从权力运行流程梳理清晰程度、廉洁风险点查找准确程度、防控措施有力程度三个方面对四川大学华西医院各部门/临床医技科室提供的权力事项廉洁风险防控进行评分和评级。结果共检查了236个权力事项的廉洁风险防控情况,根据检查标准,57项评为一档,103项评为二档,76项评为三档,占比分别为24.15%、43.64%和32.20%。经检查,全院236个权力事项的廉洁风险防控检查得分为(5.82±1.92)分,其中,流程维度得分为(2.11±0.75)分,风险点查找维度得分为(1.89±0.75)分,防控维度得分为(1.89±0.79)分,体现出部分单位的工作流程不够清晰、个别风险点查找不准确、防控措施不具体等问题。结论医院要结合自身工作环节的问题,从思想、行为、成效和考核评价几方面入手,着力思考廉洁风险防控长期建设中的具体化、精准化、显著化和可量化。 展开更多

目的建立以医院战略目标为核心的多维度的医师高级职称晋升量化评估指标体系,充分发挥职称晋升“指挥棒”作用。方法本研究于2021年1月—2022年6月采用德尔菲专家咨询法,对指标重要性进行评分、筛选,以重要性排序法计算指标权重。采用... 目的建立以医院战略目标为核心的多维度的医师高级职称晋升量化评估指标体系,充分发挥职称晋升“指挥棒”作用。方法本研究于2021年1月—2022年6月采用德尔菲专家咨询法,对指标重要性进行评分、筛选,以重要性排序法计算指标权重。采用实证研究法,以上海某三级综合性医院某年度高级职称晋升人员为对象进行模拟评估计算评分。将晋升通过者与未通过者分为2组,比较2组均值间的差异。结果最终构建了包含一级指标5个、二级指标31个、三级指标99个的医师高级职称晋升评估指标体系。模拟评估结果显示,通过职称晋升的临床医师平均得分为(8.54±0.15)分,未通过的临床医师平均得分为(8.22±0.29)分,通过晋升的临床医师得分高于未通过者,差异有统计学意义(P<0.05)。结论指标体系合理有效,与新形势改革目标及医院战略目标契合,对医师个人晋升以及医院发展具有重要意义。 展开更多
