This paper evaluates the place of public relations in the image management strategies of the Nigeria Security and Civil Defence Corps (NSCDC) particularly after the infamous “Oga at the Top” interview by the Lagos S...This paper evaluates the place of public relations in the image management strategies of the Nigeria Security and Civil Defence Corps (NSCDC) particularly after the infamous “Oga at the Top” interview by the Lagos State Commandant of the Corps. The paper uses questionnaire and the interview schedule as instruments to gather data from members of the public who are familiar with the “Oga at the Top” incident and the public relations officers (PROs) of the NSCDC respectively. From the data gathered, we conclude that the NSCDC adopted different image management strategies to salvage the corporate image of the Corps;that the image management strategies have engendered a cordial relationship between the media and the Corps;and that the infamous “Oga at the Top” incident brought some fame to the Corps as free advertisement as well as questioned the capacity of its officials to discharge their duties effectively. As a fallout of this evaluation, it is recommended that NSCDC management should endeavour to engage only professionals in the field of public relations who would understand and implement public relations objectives and functions in the organisation and that all ranking officers of the NSCDC should endeavour to involve the public relations unit in all their engagement with the external publics to avoid a repeat of the “Oga at the Top” incident that affected the Corps’ image negatively.展开更多

Purpose:This paper describes a comprehensive user survey carried out in China to investigate public needs for government information service in libraries.It is expected to provide insights into the ways to help public...Purpose:This paper describes a comprehensive user survey carried out in China to investigate public needs for government information service in libraries.It is expected to provide insights into the ways to help public libraries meet the user needs.Design/methodology/approach:The paper is founded on a survey among library users,librarians and non-library users.Paper questionnaires were distributed in the National Library of China and 32 provincial public libraries in China and electronic questionnaires were sent to non-library users.A total of 909 valid questionnaires were collected.Findings:A lot of attention is paid to policies,laws and regulations relating to common people’s work and lives such as science,technology,education,culture,finance,market supervision,health care,sports,urban construction and environment protection.A wide variety of government information resources is needed and information delivered to users shall be accurate and timely.Internet has become the main means of accessing government information and mobile phones the preferred Web access channel,while printed materials are considered important information sources.Users need assistance and training in the use of library information resources and services.Research limitations:The sample was limited to respondents from provincial-level public libraries,but city and county-level library users were not included.Practical implications:The survey results are beneficial for the Chinese public libraries to design service programs and improve their services.Originality/value:The paper is one of the comprehensive surveys on public needs for government information service in the Chinese libraries and some of die findings will be of wider interest for other libraries.展开更多

This study investigated public relations practices for effective service delivery in polytechnic libraries in North-Central,Nigeria.The study was guided by two research questions.The descriptive survey research design...This study investigated public relations practices for effective service delivery in polytechnic libraries in North-Central,Nigeria.The study was guided by two research questions.The descriptive survey research design was adopted for this study.The population of the study was 107 library staff consisting of both federal and state polytechnic libraries in North-Central,Nigeria.There was no sampling as all the population of the study was used as sample.Two sets of instruments were used to collect data for the study:questionnaire for library staff and interview guide for the polytechnic librarians.The instruments were subjected to face validation by two experts.Quantitative data were analyzed using descriptive and inferential statistics while the qualitative data were transcribed,coded,and analyzed through document analysis as confirmatory to the quantitative data collected.The formulated hypotheses were tested using t-test.The findings revealed that public relations practices used by librarians were attending to users’enquiries on the public information desks and providing suggestion boxes to collect users’opinions,etc.(X=3.20,Sd=0.77;X=3.10,Sd=0.73);Projectors and bulletin boards were the facilities employed in public relations practices(X=3.21,Sd=0.86;X=3.18,Sd=0.69).Based on the findings,it was recommended that,the library management should create awareness on the public relations practices used for effective service delivery through such fora as workshop,orientation,and seminar to educate library users on the relevance of public relations;also librarians should use every possible avenue to be abreast with state-of-the-art facilities that can be employed in public relations practices in polytechnic libraries for effective service delivery,among others.展开更多

Interestingly, all these changes are not followed by Onmi International Hospital which it ultimately in 2009 led to the crisis. This crisis was beginning from the customer, Prita Mulyasari, who felt disappointed at the hospital service, and wrote an e-mail to her friend. Suddenly, in a short time the e-mail was disseminated widely on the Internet and produced a lot of support and public humiliation to the Omni International Hospital. The corporate governance of public libraries is the key work for a long time in China.As the national pilots,these pilots have provided reference experience and policy foundation,and set good models for boosting explo...The corporate governance of public libraries is the key work for a long time in China.As the national pilots,these pilots have provided reference experience and policy foundation,and set good models for boosting exploration of the new corporate governance structure in all kinds of public libraries across the country.However,the proposed corporate governance structure still suffers from issues,such as unbalanced regional development,limited breakthrough innovations,insufficient government support for social forces,and insufficient support for the decision-making power of the boards.Therefore,further development of the corporate governance structure of public libraries in China should focus on the following aims:clarifying the responsibilities for each stakeholder;making a series of matching rules and regulations;establishing and implementing rules for the"Librarianship Foundation"to guarantee the smooth flow of funds;reforming and innovating the personnel system to reflect the contemporaneity and the regional characteristics.With those elements in place,the professional modern public library governance structure that is oriented towards public welfare and based on scientific decisions and a sound incentive-based supervisory system would be built up gradually.Finally,the governance and service efficiency of Chinese libraries would be improved overall.展开更多

A national library law is currently being enacted while several local library legislations have already seen fruitful results. In the enactment of 'Regulations for the Protection of Information Network Dissemination Rights', the library professional participated for the first time in enacting a national copyright law, which led to unprecedented flourishing of library activities and copyright studies. The promulgation of another legal framework,'Government Information Disclosure Regulations' further advanced the research on related issues and pushed forward government information services in public libraries in the same way. A new landmark for library legislation in recent years is the promulgation of'Guidelines for Land Utilization for Public Library Construction' and 'Public Library Construction Standards', while the framing of 'Rules of Professional Ethics for Librarians in China(On trial)' and the 'Library Service Manifesto' give indication that a framework of self-disciplinary measures of library professionals is established.展开更多
