Design: This study follows a phenomenogra...<strong>Aim:</strong> The aim of this study was to illuminate registered nurses’ (RNs) perceptions of Trust-Based Public Management (TBPM) in Swedish health care. Design: This study follows a phenomenografic approach guided by Ference Marton’s philosophy. <strong>Methods:</strong> Semi-structured interviews were used to identify variations in RNs’ perceptions of TBPM. Between February and April 2019, 24 RNs from five Swedish public healthcare departments participated in the study. <strong>Results: </strong>The results show that none of the participants had previously heard about the work of the Swedish Delegation for TBPM. The study revealed perceptions those politicians and managers were absent from the workplace, that power had been displaced to HR, and that perceptions of trust in the leadership and of working to guidelines varied. Perceptions varied between RNs employed by the municipalities and by the hospitals concerning administration, the time allotted for work, cooperation, and education.展开更多

This paper centers on a critical analysis and what the purpose of the government's management is; which refers to consolidate the Gulf of Morrosquillo (Colombia) as a competitive tourism destination for it to be as relevant as any other tourism destinations. Even though public management never stops, it is imperative for the governance to delineate the appropriate development path of a region to guarantee the correct conditions for it to be promoted properly. Methodologically speaking, this paper was started with the revision of the literature about the macro-environment related to touristic activities and an instrument was used to collect the information, which was designed to gather data about the lodging establishments. The concept of global governance first appeared in research on international political governance in the early 1990s. At the time much of the theoretical research on global governance was to some extent isolated from ...The concept of global governance first appeared in research on international political governance in the early 1990s. At the time much of the theoretical research on global governance was to some extent isolated from the realities of world development, but since the beginning of the 21th century, global governance research has been turning to real world issues, We propose the construction, from a public management perspective, of a governance "issue-actor-mechanism" framework. This sees postwar global governance practice as the old paradigm. The paper points out that the rapid global development after the end of the Cold War has had a crucial impact on the traditional governance paradigm, followed by the emergence of new global governance issues and changes in new governance actors resulting from the changing world of the last twenty or thirty years which have led to the failure of traditional governance mechanisms. These "issue-actor-mechanism" changes are closely interlocked, and hence require a new global governance paradigm that can reflect the complex interconnections of governance issues, actors and mechanisms. We thus need to reexamine and refresh our perceptions of the world and open up a new research agenda.展开更多
Since New Public Management theory,which seeks to promote public management reform with the techniques used to catalyze economic development,was introduced into the field of education,it has led to the implementation ...Since New Public Management theory,which seeks to promote public management reform with the techniques used to catalyze economic development,was introduced into the field of education,it has led to the implementation of education accountability measures and reforms focusing on performance-related pay for teachers.Performance-related pay was meant to improve teacher performance,and has played an important role in providing teachers with incentives and raising educational quality.In practice,however,problems have emerged that deserve serious attention.For example,the evaluation indicators based on this theory have distorted the direction of public management due to their over-emphasis on instrumental rationality and neglect of value rationality.Further,they highlight the interim goal of"instilling knowledge"at the cost of the fundamental aim of"cultivating talent,"thus producing results opposite to those intended.On the basis of the value rationality of education and China’s reality,this paper suggests that educational institutions should shift from"New Public Management"to a"holistic and decentralized governance"approach,fostering an environment dedicated to cultivating talent and introducing this feature intothe evaluation of teacher performance.The core socialist values need to be integrated into teacher policy and internalized by teachers as their emotional identity and customary behavior.展开更多

No funds for investment available TRAMOC (Transport Management and Operation Centre), the Transport Management and Operation Center started the experiment of transforming Hanoi Public Transport by management based on action research, introducing some interventions, which had shown to be effective in Europe. Phase I of the experimental approach was carried out with the smallest company that operated Line 32. The number of daily passengers surged from 1,700 to 8,000. In Phase II, the experiment was extended to the whole net. In 2001, there were 35,000 passengers per day, in 2010, there were 1 million; this is an increase of 3,000%. The result surpassed by far the expectations. The key for understanding the surprising results is the mode choice. 53% of the users are riders by choice; they have access to a car or motorbike. Simulation of the decisions as rational choice based on time needed for trips was proved to be quite accurate. Behavior was analyzed in the frame of behavior setting theory, which brings together urban structure and the design of the transport system. Success with introducing public transport needs a self-reliant leadership, which works with people in their real life situation. An urban transport system is part of the organized behavior of the people, who make use of the technical opportunities offered.展开更多

Improving water use efficiency is the key solution to dealing with this issue. There are two basic mechanisms practiced in the world aiming to pursue water conservation, i.e. administrative and market-based management pattern. Water as an irreplaceable resource with many attributes, either public or market-based management mechanism has its disadvantages. In order to avoid the inherent "administrative failure" or "market failure", this paper emphasizes the importance of changing traditional water resource management mechanism to establish a mixed mechanism of public and market water management based on China’s conditions and experiences from developed countries. Three key aspects of this combined mechanism are identified in this paper, i.e. recognizing and managing water rights to promote efficiency, strengthening effectiveness of government management to lower transaction cost and encouraging water user participation to increase flexibility. Originally, only cash-based budgetary accounting existed, but the will to evolve towards an accounting system allowing the follow-up of the public patrimony and debt and ensuring a better transparency of accounts appeared. So, after several changes in budgetary and accounting practices, the legislative authorities introduced an accrual-based accounting system and double-entry general accounting. The reform of 2003 is the main element of this accounting modernization, which is inspired by the new public management. This papert first describes the development of Belgian public accounting since 1846 and then dwells on the accounting reform of 2003, and more specifically, on its content and triggering factors, which can be linked not only to the development of Belgium but also to the international development. Using a mixed methods approach, this paper empirically examines IOp in a networked STEM (science, technology, engineering and mathematics) secondary school that includes 16 school districts and their public agency and NGO partners, particularly in its planning and operational phases. By extension, the successful integration of the Lean Management leads to positive organizational results, such as higher quality, along with improved financial, environmental and business market performance. Although a lot of studies related to the effect of Lean production on the organizational performance have been conducted, empirical findings that examine the case of the public sector are absent. Additionally, there is no precise mechanism through which the Lean Management determines the organizational performance of the public utility companies. The above mentioned research gap is examined with this research, given that it investigates the influence of the Successful Lean Management on the Organizational Performance (Environmental Performance, Financial Performance, Business Performance) in public utilities in Greece. <b>Research Methodology: </b>The research method combin<span style="letter-spacing:-0.2pt;">es bibliographic research and empirical—with quantitative m</span>ethod—through a case study. More specifically, via quantitative approach, which was based on sample research with standardized questionnaire, performed in two of the biggest and most important public utilities in Greece, the Public Power Corporation S.A. (PPC S.A.) and the Athens Water Supply and Sewerage Company (EYDAP S.A). <b>Findings: </b>Quantitative findings from this illustrated that the successful transformation towards the Lean principles/saving resources affects positively the Business Market Performance, the Environmental and the Financial Performance. <b>Limitations: </b>Main restrictions of the current study are the capitalization of random sample and the strict focus on Greek public utilities that function under conditions of competition. Content analyses of corporate blogs of large Korean firms over two years in a longitudinal design revealed that relationship management strategies of openness, positivity and sharing of tasks were featured relatively strongly, whereas networking, access, and assurances were enacted relatively weakly. Further, most Korean corporate blogs utilized a tightly controlled top-down strategy. In addition, the use level of relationship management strategy was tied to the kind of corporate blogging strategies, but not to the industry type of the firms. Although utilized the same social media device, corporate blogs enacted different purposes and relational management activities in different countries, indicating that corporate blogs are largely cultural and driven locally.展开更多

However, for many organizations, these benefits remain elusive, while outsourcing projects are usually accompanied by unexpected and often negative effects. The paper focuses on in-depth analysis of the current situation concerning outsourcing of information technology projects (IT-projects) in Slovenian public sector. Presented research initially analyses substantive, procedural and other relevant aspects of outsourcing and provides a set of applicable decision making criteria. Stemming from the analysis results, this paper eventually presents the development of a multi criteria decision-support model based on Analytic Hierarchy Process (AHP) which could facilitate enhanced evaluation, selection and implementation of IT outsourcing projects in the public sector.展开更多

This paper addresses such issues relating to highlighting elements reflecting the importance of the control function in the management process; and identifying the characteristics of the elements constituting the control systems in countries belonging to the European Union, which were grouped into two categories depending on the date of accession to the union, using public internal control related data provided by the European Commission. Particular attention is given to highlight the characteristics of the control system applied in Romania compared to other states. Research has revealed a greater number of similarities in the characteristics of the control systems of internal public in countries that joined the Union after 1990, compared with those who became members before this year, concerning the financing of the sector public, the accounting system applied, the coordination of such a system, who bears responsibility for financial management, or the limits of managerial responsibility.展开更多

文摘After the economic reforms in Vietnam, the number of motorbikes surged while public transport lost its passengers. No funds for investment available TRAMOC (Transport Management and Operation Centre), the Transport Management and Operation Center started the experiment of transforming Hanoi Public Transport by management based on action research, introducing some interventions, which had shown to be effective in Europe. Phase I of the experimental approach was carried out with the smallest company that operated Line 32. The number of daily passengers surged from 1,700 to 8,000. In Phase II, the experiment was extended to the whole net. In 2001, there were 35,000 passengers per day, in 2010, there were 1 million; this is an increase of 3,000%. The result surpassed by far the expectations. The key for understanding the surprising results is the mode choice. 53% of the users are riders by choice; they have access to a car or motorbike. Simulation of the decisions as rational choice based on time needed for trips was proved to be quite accurate. Behavior was analyzed in the frame of behavior setting theory, which brings together urban structure and the design of the transport system. Success with introducing public transport needs a self-reliant leadership, which works with people in their real life situation. An urban transport system is part of the organized behavior of the people, who make use of the technical opportunities offered.

文摘It is a challenge for China to address its serious water resource problems, and inefficient water use. Improving water use efficiency is the key solution to dealing with this issue. There are two basic mechanisms practiced in the world aiming to pursue water conservation, i.e. administrative and market-based management pattern. Water as an irreplaceable resource with many attributes, either public or market-based management mechanism has its disadvantages. In order to avoid the inherent "administrative failure" or "market failure", this paper emphasizes the importance of changing traditional water resource management mechanism to establish a mixed mechanism of public and market water management based on China’s conditions and experiences from developed countries. Three key aspects of this combined mechanism are identified in this paper, i.e. recognizing and managing water rights to promote efficiency, strengthening effectiveness of government management to lower transaction cost and encouraging water user participation to increase flexibility. Detailed information on implementing of this combined mechanism in China is given in the end.

文摘The role of public investment and its substantial contribution to economic growth and the quality of life of citizens is now being reaffirmed internationally,creating a trend towards enhancing the relative public spending.This paper analyses this role at international and European level,while it examines especially the case of Greece;having undergone a significant period of shrinkage over the years of the memorandums,the Public Investment Program(PIP)has again shown a tendency to increase its resources and its importance.Greece makes an important reform effort,which must take into account that,in order to keep track of current global trends and prospects,Public Investment Programs are now called for to be reconciled with new development models as well as new,internationally accepted rules of proper governance and financial management.In this context,they should also act as catalysts for further supporting and strengthening private investment.
文摘Belgian public accounting has faced many changes since the law of May 15, 1846 on state accounting and is continuously evolving. Originally, only cash-based budgetary accounting existed, but the will to evolve towards an accounting system allowing the follow-up of the public patrimony and debt and ensuring a better transparency of accounts appeared. So, after several changes in budgetary and accounting practices, the legislative authorities introduced an accrual-based accounting system and double-entry general accounting. The reform of 2003 is the main element of this accounting modernization, which is inspired by the new public management. This papert first describes the development of Belgian public accounting since 1846 and then dwells on the accounting reform of 2003, and more specifically, on its content and triggering factors, which can be linked not only to the development of Belgium but also to the international development. Finally, the level of implementation of this reform in different Belgian public entities is studied.
文摘The-increasing importance of interoperability (IOp)--reciprocal communication and accommodation among government organizations and NGOs to develop interactive policy and programming--has become an integral part of networked organizations, now utilized beyond IOps's emergency management origins in public administration. Using a mixed methods approach, this paper empirically examines IOp in a networked STEM (science, technology, engineering and mathematics) secondary school that includes 16 school districts and their public agency and NGO partners, particularly in its planning and operational phases. It also identifies the growing use of lOp in a number of non-emergency management settings and raises the prospects for utilizing this type of interorganizational management in the public arena.
文摘<b>Purpose: </b>Lean Management concerns a strategy or philosophy aiming a</span><span lang="EN-US" style="font-family:;" "="">t saving resource practices and curtailment of public expenses, with ultimate objective of the enhancement of the organizational performance. By extension, the successful integration of the Lean Management leads to positive organizational results, such as higher quality, along with improved financial, environmental and business market performance. Although a lot of studies related to the effect of Lean production on the organizational performance have been conducted, empirical findings that examine the case of the public sector are absent. Additionally, there is no precise mechanism through which the Lean Management determines the organizational performance of the public utility companies. The above mentioned research gap is examined with this research, given that it investigates the influence of the Successful Lean Management on the Organizational Performance (Environmental Performance, Financial Performance, Business Performance) in public utilities in Greece. <b>Research Methodology: </b>The research method combin<span style="letter-spacing:-0.2pt;">es bibliographic research and empirical—with quantitative m</span>ethod—through a case study. More specifically, via quantitative approach, which was based on sample research with standardized questionnaire, performed in two of the biggest and most important public utilities in Greece, the Public Power Corporation S.A. (PPC S.A.) and the Athens Water Supply and Sewerage Company (EYDAP S.A). <b>Findings: </b>Quantitative findings from this illustrated that the successful transformation towards the Lean principles/saving resources affects positively the Business Market Performance, the Environmental and the Financial Performance. <b>Limitations: </b>Main restrictions of the current study are the capitalization of random sample and the strict focus on Greek public utilities that function under conditions of competition. Consequently, whichever generalizations for the whole Public Sector as well as for businesses of the private sector it would be better to be avoided, as they differ concerning their structural and functional features and their organizational culture.
文摘This research explored the organization's public relationship management practices in corporate blogs on the web. Content analyses of corporate blogs of large Korean firms over two years in a longitudinal design revealed that relationship management strategies of openness, positivity and sharing of tasks were featured relatively strongly, whereas networking, access, and assurances were enacted relatively weakly. Further, most Korean corporate blogs utilized a tightly controlled top-down strategy. In addition, the use level of relationship management strategy was tied to the kind of corporate blogging strategies, but not to the industry type of the firms. Although utilized the same social media device, corporate blogs enacted different purposes and relational management activities in different countries, indicating that corporate blogs are largely cultural and driven locally.
文摘Recent research carried out in the public sector shows that outsourcing can indisputably bring many benefits to the organizations which master the art of devising, deploying and maintaining outsourcing relationships. However, for many organizations, these benefits remain elusive, while outsourcing projects are usually accompanied by unexpected and often negative effects. The paper focuses on in-depth analysis of the current situation concerning outsourcing of information technology projects (IT-projects) in Slovenian public sector. Presented research initially analyses substantive, procedural and other relevant aspects of outsourcing and provides a set of applicable decision making criteria. Stemming from the analysis results, this paper eventually presents the development of a multi criteria decision-support model based on Analytic Hierarchy Process (AHP) which could facilitate enhanced evaluation, selection and implementation of IT outsourcing projects in the public sector.
文摘The concern for greater efficiency in the public sector has determined the application in countries of the European Union of the public internal control systems, stemm from the desire of management of national funds in economic conditions. This paper addresses such issues relating to highlighting elements reflecting the importance of the control function in the management process; and identifying the characteristics of the elements constituting the control systems in countries belonging to the European Union, which were grouped into two categories depending on the date of accession to the union, using public internal control related data provided by the European Commission. Particular attention is given to highlight the characteristics of the control system applied in Romania compared to other states. Research has revealed a greater number of similarities in the characteristics of the control systems of internal public in countries that joined the Union after 1990, compared with those who became members before this year, concerning the financing of the sector public, the accounting system applied, the coordination of such a system, who bears responsibility for financial management, or the limits of managerial responsibility.
