And the necessity of public participation was illuminated from following three aspects: 1) the public participation in China′s SEA is a key method of gaining the public support; 2) the public participation is one important source of gaining information; 3) the public participation is a good way to overcome the obstruction in the traditional mechanism of making strategy decision. Effective public participation should be involved in the whole process of SEA, and the public participators should include the public representatives of the groups affected by environmental change, the specialists in SEA and relevant fields, persons who are interested in the strategy and media, and so on. Various methods of public participation in SEA, including the methods of obtaining information and information feedback or consultation, were discussed. The law enforcement relies on a monitoring and reporting system to inform the European Commission and the public, for it is the citizens' right to be informed about harmful air quality. With sectoral measures, air quality could be improved in the past 20 years, but some emissions concentrations have stagnated in recent years and emissions temporarily exceed thresholds in nearly half of the Member States. The European Emission Inventory allows the commission to identify the substances, areas, and times of exceedances, and to implement sectoral measures leading to air quality improvements, all of which have to be made available publicly. This manuscript introduces the air quality legislation and reviews the quality of European air for recent years.展开更多
In China,many geological hazards occurred in remote mountainous regions,and it was time-consuming to disseminate disaster information for the responsible parties to make timely judgements.Besides,only relying on profe...In China,many geological hazards occurred in remote mountainous regions,and it was time-consuming to disseminate disaster information for the responsible parties to make timely judgements.Besides,only relying on professionals to monitor and manage disasters was demanding and costly.The Chinese government created a system to engage residents in the process of disaster risk management,namely’Public Participation Monitoring and Warning’(PPMW),to disseminate timely disaster information and bring down management costs.The objective of this system was to reduce casualties with minimum cost by organizing residents to evacuate from disasters in advance.This paper introduced the PPMW system,including its structure,operation mechanism by reviewing government documents and research articles,and its implementation by a case study of a landslide at Boli village(E 101°01’,N 27°29’),Yanyuan County,Sichuan Province,China on July 19th 2018.Further,this paper analyzed the strengths and limitations of the system and discussed its future development.It had the potential to become an affordable disaster risk management tool for other countries facing similar situations to China.展开更多

Based on risk social cognition theory and planned behavior theory, the influence factors of the public participation in the nanotechnology risk communication are analyzed,and the concept model is presented to analyze ...Based on risk social cognition theory and planned behavior theory, the influence factors of the public participation in the nanotechnology risk communication are analyzed,and the concept model is presented to analyze their relationships and functional mechanism. In the model,the risk communication behaviors are divided into two variables of the public opinion expression and information acquisition,and the subjective norm divided into the internal and external social networks. Then the questionnaire is designed so as to verify the proposed model and analyze their relationships. The survey data are analyzed using SMART PLS software. The validity analysis shows that the questionnaire has a high convergence and discriminant validity. In addition, the Cronbach'a coefficient of each item is more than 0. 70,which shows the questionnaire has a high credibility. Based on the statistical data analysis, relationships of the influence factors are obtained.Further,the influence path model of the public attitude,intention,self regulation and behavior control in the risk communication is established. According to the Bootstrap algorithm in SMART,the path coefficient and its explanation variance of each influence factor are obtained. The calculation results show that the explanation variance values are all bigger than 10% and the path is reliable.Based on the path model, the influence path and function relationships of the participation attitude, subjective norm and behavior control on the participation intention and behavior are obtained. This will provide theoretical and data supports for the risk management and strategy making of the public participation in nanotechnology risk communication.展开更多

Given the prevalence of smart mobile devices, an interact...Under the framework of developing resilient and livable cities, this study was aimed at engaging local communities to achieve the goal of public participation. Given the prevalence of smart mobile devices, an interactive app called "Citizen Probe" was designed to guide users to participate in building resilient and livable urban spaces by enabling users to report the condition of their living environment. The app collects feedback from users regarding the perceived condition of the urban environment, and this information is used to further develop an open online index system. The index system serves as a guide for the public to actively transform their city into a resilient and livable urban environment. The app was designed for the reporting of flood incidents with the objective of resilient disaster prevention, which can be achieved by enabling users to identify disaster conditions in order to develop a database for basic disaster information. The database can be used in the prevention and mitigation of disasters and to provide a foundation for developing indices for assessing the resilience and livability of urban areas. Three communities in Taichung, Taiwan, participated in the study. Residents of these communities were requested to use the app and identify local environmental conditions to obtain spatial data according to four stages in disaster response: assessment, readiness, response, and recovery. A volunteered geographic information database was developed to display maps for providing users with current reports ofpredisaster risk assessment, disaster response capacity, real-time disaster conditions, and overall disaster recovery. In addition, the database can be used as a useful tool for researchers to conduct GIS analyses and initiate related discussions. The interactive appraises public awareness on disaster prevention and makes disaster prevention a daily norm. Further discussion between the public and experts will be initiated to assist in policy management pertaining to the ongoing development of cities in addition to improving disaster prevention and response measures.展开更多

However, in reality, the situation is different. The growing importance of public participation seems essential for the implementation of sustainable forest management. The aim of this study is to assess the implementation of a theoretical concept closely related to SFM, integrated land and resource management (ILRM). This Canadian concept aims to integrate many forest functions using participatory tools. Using semi-structured interviews with experts, we clarify our theoretical concept and adapt it to reality. Our results show that better communication between stakeholders is necessary. It is also important to increase the flexibility of the timber harvest system and adapted forest zoning should be considered. Public participation makes environmental governance measures more ...Public participation is an important way to improve the overall effect and social recognition of rural environmental governance in water source areas. Public participation makes environmental governance measures more targeted and effective, contributes to protecting the basic environmental rights of the public, and makes it easier to meet the livelihood needs of rural people. Public participation in rural environmental governance in water source areas is characterized by complex behavior and is dependent on public willingness to participate. Amongst other factors, it is subject to the combined influences of both internal(psychological cognition) and external(environmental regulation) conditions. This paper builds a theoretical framework for understanding public participation behavior in rural environmental governance, and uses it to analyze a case in the rural area surrounding the Xiqin Water Works in Fujian Province. In the case study, the public shows high willingness to participate, but low actual rates of participation. At the same time, the willingness of villagers to pay for the control of pollution from livestock and poultry breeding varies greatly from village to village, and there are also noticeable individual differences in public participation in the use of public collection points for rural household waste. We found that gender, understandings of environmental protection and perception of environmental regulation, play a key role in influencing the willingness of farmers to pay for the control of pollution from livestock and poultry breeding. Individual awareness of environmental protection, environmental protection facility conditions, and environmental service quality had a significant influence on public participation in the use of public collection points for rural household waste.展开更多

It is essential to better integrate wilderness representations of different stakeholders into wilderness conservation.The way in which local residents and other stakeholders frame the construction of wilderness of pro...It is essential to better integrate wilderness representations of different stakeholders into wilderness conservation.The way in which local residents and other stakeholders frame the construction of wilderness of protected areas in developing countries are poorly understood.In these areas,land use policy and decision may lead to conflicts.This study aims to explore existing public wilderness representations using a questionnaire survey(n=514)administered amongst tourists and other stakeholders in the Wuyishan National Park,in southeast China.The spatial differences in public representations of wilderness across different stakeholder groups were compared against expert knowledge.We found that integrated wilderness representation maps of different stakeholder groups were consistent,namely'area where wild animals live','area with no human influence','a barren and lonely area'.However,three sub-representations of the individual stakeholders varied significantly.Moreover,expert-based wilderness mapping did not reflect public representations accurately,and an integrated wilder-ness quality map considering wilderness representations across both stakeholders and experts can better identify detailed wilderness areas.Our study provides new insights and technical support for future exploration of wilder-ness conservation and mapping in China and other countries with insufficient awareness of wilderness values and investigations in a regional scale.展开更多

A volunteered geographic information database was developed to display maps for providing users with current reports ofpredisaster risk assessment, disaster response capacity, real-time disaster conditions, and overall disaster recovery. In addition, the database can be used as a useful tool for researchers to conduct GIS analyses and initiate related discussions. The interactive appraises public awareness on disaster prevention and makes disaster prevention a daily norm. Further discussion between the public and experts will be initiated to assist in policy management pertaining to the ongoing development of cities in addition to improving disaster prevention and response measures.

文摘In recent years, the application of Intemet technology in the public participation in environmental management has been developing continuously in China. From the case of Maoming PX Incident and the case of Chai's "Under the Dome," it can be seen that Internet technology has both advantages of promoting the public participation in environmental management and disadvantages of the lacks of normative guidance. 文摘In theory, sustainable forest management (SFM) puts public participation at the epicenter of the decision-making process. However, in reality, the situation is different. The growing importance of public participation seems essential for the implementation of sustainable forest management. The aim of this study is to assess the implementation of a theoretical concept closely related to SFM, integrated land and resource management (ILRM). This Canadian concept aims to integrate many forest functions using participatory tools. Using semi-structured interviews with experts, we clarify our theoretical concept and adapt it to reality. Our results show that better communication between stakeholders is necessary. It is also important to increase the flexibility of the timber harvest system and adapted forest zoning should be considered. After the decade for inaccessible information related to the decision taken, actually, the program of public participation is the reference of all the decision making process. 文摘Public participation is an important way to improve the overall effect and social recognition of rural environmental governance in water source areas. Public participation makes environmental governance measures more targeted and effective, contributes to protecting the basic environmental rights of the public, and makes it easier to meet the livelihood needs of rural people. Public participation in rural environmental governance in water source areas is characterized by complex behavior and is dependent on public willingness to participate. Amongst other factors, it is subject to the combined influences of both internal(psychological cognition) and external(environmental regulation) conditions. This paper builds a theoretical framework for understanding public participation behavior in rural environmental governance, and uses it to analyze a case in the rural area surrounding the Xiqin Water Works in Fujian Province. In the case study, the public shows high willingness to participate, but low actual rates of participation. At the same time, the willingness of villagers to pay for the control of pollution from livestock and poultry breeding varies greatly from village to village, and there are also noticeable individual differences in public participation in the use of public collection points for rural household waste. We found that gender, understandings of environmental protection and perception of environmental regulation, play a key role in influencing the willingness of farmers to pay for the control of pollution from livestock and poultry breeding. Individual awareness of environmental protection, environmental protection facility conditions, and environmental service quality had a significant influence on public participation in the use of public collection points for rural household waste.

文摘This paper presents a collaborative 3D GIS to support public participation.Realizing that public-involved decision-making is often a multistage process,the proposed system is designed to provide coherent support for collaborations in the different stages.We differentiate ubiquitous participation and intensive participation and identify their suitable application stages.The proposed system,then,supports both of the two types of participation by providing synchronous and asynchronous collabora-tion functionalities.Applying the concept of Digital Earth,the proposed system also features a virtual globe-based user interface.Such an interface integrates a variety of data,functions,and services into a unified virtual environment which is delivered to both experts and public participants through the Internet.The system has been designed as a general software framework and can be tailored for specific projects.In this study,we demonstrate it using a scene modeling case and provide a preliminary evaluation toward its usability.

文摘By means of a structural progressive mode of urban renewal, which operates through small and medium-scale projects on the basis of public participation, the Shenzhen International Low Carbon City has provided propagable and replicable experience for urban planning and construction in urban marginal areas. This article fi rstly introduces the improvement measures for willingness and capabilities of public participation in the process of structural progressive renewal in the Shenzhen International Low Carbon City, and expounds the construction methods of participation approach, feedback mechanism, and interest balance, followed by an introduction of the rolling development strategy, micro municipal construction strategy and spatial-industrial-ecological integrated development strategy and practice experience, hoping to serve as a reference for the planning and construction of other cities in China.
文摘From a stakeholder perspective,this paper discusses the positive and negative impacts of“We Media”on public participation in urban planning based on a case study on the public event related to the Urban Design of Xuanwu Avenue in Nanjing.This research draws the following conclusions.Firstly,“We Media”helps to reduce the cost of the bottom-up feedback in the public participation process as it expands information dissemination approaches,and the comprehensiveness and objectiveness of the information it carries is a key factor influencing the participation effect.Secondly,the absence of indirect stakeholders is one of the major reasons for ineffective participation.Based on this,this paper proposes the following suggestions:it is advisable to change“We Media”from a single functional feedback and complaint tool into a composite media platform for public participation engaging in every link of urban planning;public participation approaches should be well designed to adapt to different planning types,phases,and issues;and relevant government departments should develop a standardized response model for public emergencies.

文摘It is essential to better integrate wilderness representations of different stakeholders into wilderness conservation.The way in which local residents and other stakeholders frame the construction of wilderness of protected areas in developing countries are poorly understood.In these areas,land use policy and decision may lead to conflicts.This study aims to explore existing public wilderness representations using a questionnaire survey(n=514)administered amongst tourists and other stakeholders in the Wuyishan National Park,in southeast China.The spatial differences in public representations of wilderness across different stakeholder groups were compared against expert knowledge.We found that integrated wilderness representation maps of different stakeholder groups were consistent,namely'area where wild animals live','area with no human influence','a barren and lonely area'.However,three sub-representations of the individual stakeholders varied significantly.Moreover,expert-based wilderness mapping did not reflect public representations accurately,and an integrated wilder-ness quality map considering wilderness representations across both stakeholders and experts can better identify detailed wilderness areas.Our study provides new insights and technical support for future exploration of wilder-ness conservation and mapping in China and other countries with insufficient awareness of wilderness values and investigations in a regional scale.
文摘The development of green open spaces is the key component for cities built for the people and a major initiative to enhance the core competitiveness of Chinese cities.This paper summarizes the research on green open spaces in international metropolitan cities,focusing on public participation,funding mix,and governmental actions.It focuses on the alignment of interests between public,private,and community sectors in New York City's green open space development in a series of case studies.It draws lessons from New York's experience and applies them to Chinese cities and proposes that:private non-government organizations should be introduced to improve the mechanism of major development and governance;real estate development incentives should be optimized to guide the private capital to provide public welfare;and policy innovation in land and property development is imperative in fiscal health and sustainability.
