There is no doubt that public finance and accounting have been playing a pivotal role in supporting the government＇s aspirations in the development in any countries. Through the receipt of funds from the state budget...There is no doubt that public finance and accounting have been playing a pivotal role in supporting the government＇s aspirations in the development in any countries. Through the receipt of funds from the state budget, the organizations in the public sector use country＇s resources towards the implementation of objectives as well as social policies set by national government. Therefore, most countries will aim to gradually improve the management of public finance, but control of public finance has faced challenges because of the existing limitations As a result, the public finance management needs to be reformed. In Vietnam, this process has been performed in recent years. To enhance the effectiveness of improvement, public finance has to combine with the transformation of public sector accounting. In fact, there are a lot of researches in public sector accounting together with financial management. However, in the world, from the past to present, very little research has been conducted to examine the change in management to the public finance and relationship to public accounting, especially to the model of general accounting. Because of the significance of above matters, the main purposes of this paper are to identify the role of public finance and the process of reforming it and to build up the new model in Vietnam, called as General State Accounting （GSA） which is applied for Vietnamese government in the near future. By using the mixed method for research, the author will analyze the figures of last budget data, administer the described statistics, and collect information about the budget from Vietnamese experts.展开更多

On this basis, simi...Characteristics of townscape reform projects in Guangxi and Taiwan were respectively introduced from the perspectives of origin, gist, course, content, implementation method and supporting measure. On this basis, similarities and differences between reform projects in both regions were compared. It was pointed out that townscape reform project in Taiwan focused on landscapes, but that in Guangxi focused on facade of buildings; reform in Taiwan was a long-term movement with higher participation and cooperation degree of the public, but that in Guangxi was a short-term activity. This study, by focusing on the participation of the public in Taiwan's townscape reform movement, proposed that the long-term and unceasing promotion of urban and rural landscaping policies was to make the value deeply rooted among the masses, and then trigger enthusiasm of community residents by using the spread effect of "a spark of fire burning the whole forest". By comprehensively summarizing the successful experience of Taiwan, suggestions were given to the further reform of urban and rural landscapes in Guangxi.展开更多

In perspective, local Public Administrations （PA） may represent the reference target for the introduction of IPSAS standards but a direct application in the short-run can hardly be imagined in the Italian context. According to the CFOs of medium-small Municipalities in the Lazio Region, the IPSAS enforcement strategy swings between the ＂forced＂ model and the ＂spontaneous＂ model. This commentary discusses the emergence of a new paradigm to address the health policy issues through Public-Private Participation (PPP).The discussion provides a detailed literature review of PPPs by presenting an in...This commentary discusses the emergence of a new paradigm to address the health policy issues through Public-Private Participation (PPP).The discussion provides a detailed literature review of PPPs by presenting an initial overview of the ideological shift from state to market intervention,then identifying arguments in support of or against public-private approaches and finally exploring the emergence of this new paradigm of PPP or its hybrid forms.It then discusses the contextual realities of Public-Private Participation in health care,and whether an optimal balance is possible with better government stewardship and private provision.Conceptually,the premise of stewardship in governance is that it is possible to create not only efficient but also effective systems.These ideas may find a receptive audience in many countries,especially in the emerging economies with improving standards.In East Asian societies,the concept of stewardship bears a strong resemblance to Confucian ideals of morality in government,with social expectations of those who govern to be principled and virtuous.Increasingly,a pragmatic theory of development seems to apply in public-private,similarly,through it is expected,that public-private participation in the healthcare system should also achieve the goal of Universal Health Coverage through good governance.展开更多
