Research on Construction of the Public Technique Terrace in High-tech Result Conversion

The public technique terrace is the research organization for providing the middle experimentation and applying research for technology conversion. Firstly, the paper analyzes the important function of the public technique terrace. Secondly, some suggestions on how to build up the public technique terrace are put forward from five aspects including government, enterprise, media organization, and so on.

Gastric cancer research in Mexico:A public health priority

This study aimed review studies conducted on Mexican patients diagnosed with gastric cancer and/or diseases associated with its development,in which at least one Mexican institute has participated,and to assess their contributions to the primary and secondary prevention of this disease.A search of the Medline database was conducted using the following keywords:gastric/stomach cancer,Mexico.Studies of the Mexican population were selected in which at least one Mexican Institute had participated and where the findings could support public policy proposals directed towards the primary or secondary prevention of gastric cancer.Of the148 studies found in the Medline database,100 were discarded and 48 were reviewed.According to the analysis presented,these studies were classified as:epidemiology of gastric cancer(5/48);risk factors and protectors relating to gastric cancer(9/48);relationship between Helicobacter pylori and pathologies associated with gastric cancer and the development of the disease(16/48);relationship between the Epstein-Barr virus and pathologies associated with gastric cancer and the development of the disease(3/48);molecular markers for the development of diseases associated with gastric cancer and gastric cancer(15/48).Mexico requires a program for the prevention and control of gastric cancer based on national health indicators.This should be produced by a multidisciplinary committee of experts who can propose actions that are relevant in the current national context.The few studies of gastric cancer conducted on the Mexican population in national institutes highlight the poor connection that currently exists between the scientific community and the health sector in terms of resolving this health issue.Public policies for health research should support projects with findings that can be translated into benefits for the population.This review serves to identify national research groups studying gastric cancer in the Mexican population.

Analytic Methods for Quality Control of Scientific Publications Part VI: Presentation in Research Gate, Journal Indexing, and Recognition

In the world of science, recognition of scientific performance is strongly correlated with publication visibility and interest generated among other researchers, which is evident by downloads and citations. A published paper’s number of downloads and citations are the best indices of its importance and are useful measures of the researchers’ performance. However, the published paper should be valuated and indexed independently, and the prestige of the journal in which it is published should not influence the value of the paper itself. By participating in and presenting at congresses and international meetings, scientists strongly increase the visibility of their results and recognition of their research;this also promotes their publications. Status in Research Gate (RG), the so-called RG Score, the Percentile, and the h-index give researchers feedback about their performance, or their place and prestige within the scientific community. RG has become an excellent tool for disseminating scientific results and connecting researchers worldwide. RG also allows researchers to present achievements other than publications (e.g., membership in recognized associations such as the American Chemist Society, a biography in Marquis Who’s Who in the World, awards received, and/or ongoing projects). This paper discusses questions regarding how the RG Score, Percentile, and h-index are calculated, whether these methods are correct, and alternative criteria. RG also lists papers with falsified results and the journals that publish them. Thus, it may be appropriate to reduce the indices for such journals, authors, and the institutions with which these authors are affiliated.

中国公共服务标准化建设的回顾与展望:一个基于研究文献的分析

以标准化促进基本公共服务均等化、普惠化、便捷化,是新时代提高保障和改善民生水平、推进国家治理体系和治理能力现代化的基本要求。公共服务标准化建设已成为学界关注的重点。对既有文献的系统分析发现,中国公共服务标准化建设已实现对公共服务标准化内涵与战略价值较系统的澄清与定位,并展开了具有地方特色的公共服务标准化建设实践。整体而言,近十年中国公共服务标准化建设取得了较可观的成效,但当前也面临着理论、技术与制度层面的困境,需要在强化理论探索、提升标准质量和完善监督机制等层面进行更多尝试。为更好地助推中国公共服务标准化建设实践,未来相关研究应重点关注建立更具公共精神的公共服务标准化理论框架、构建科学合理的公共服务标准化政策评估体系以及重视质性与量化研究的结合等相关主题。

中国当代非虚构文学英译全景扫描

中国当代非虚构文学的英译由英文版文学杂志肇始,逐渐发展到以单行本的英语出版为主流方式。随着中国的进步与发展,单行本的英译出版也由过去单一的“译入”模式发展到现在的“译入”与“译出”模式并举,昭示了国际社会了解真实中国的迫切需求,也反映出在中国文化走出去中非虚构文学所承载的独有价值与作用。非虚构文学面向事实,依赖真人真事展开叙事,其英译和传播对构建真实的中国国际形象至关重要。因此,有必要覆盖整个翻译传播链,开展以中国当代非虚构文学英译为专题的理论研究,以强化我国非虚构文学英译的应有价值和功用。

NASA技术转移中的知识产权管理及对公共研究机构的启示

聚焦公共研究机构的知识产权管理问题,以美国国家航空航天局(NASA)为研究对象,对其成熟的技术转移体系背后的国家法律支持以及知识产权管理政策和规范进行分析,重点关注其机构知识产权所有权归属、技术转移机制/流程和内部技术转移机构设置、角色和职责设计、技术许可商业化流程及技术转移的收益分配和奖励。公共研究机构可以从NASA成功的经验中获得如下启示:在遵循国家法律政策的基础上,完善知识产权所有权归属和使用权的相关规定,探索新的举措;建立更规范且操作性强的技术转移业务流程,针对技术批露、知识产权申请预评估与申请决策、技术商业化决策等管理关键环节构建有效管理机制;从业务流程出发建立更清晰的部门和岗位职责设置,重视专业人才队伍培养和引进;从建立知识产权管理平台、完善利益分配和奖励制度等角度构建科学的知识产权管理政策体系,以促进技术转移活动的开展。

水肥一体研究的热点问题和可视化分析

水肥一体化近年来在农业施肥领域得到快速发展,是目前提高农作物肥效的重要途径。采用文献计量学方法,对水肥一体相关文献进行分析。利用中国CNKI数据库,选取2010-2023年的文献为研究对象,通过对中国知网核心数据库中216篇与“水肥一体”相关中文文献的文献数量、年代分布、期刊分布、发文机构分布、著者信息、研究内容及热点等进行客观、系统地分析,得出结果:自2010-2023年来,国内共发表水肥一体相关文章216篇,数据库内中国最早关于水肥一体方面的文献发表于2010年,发表的文章数量随着年份的增长呈波动式上升;就发表的论文、作者、发文机构等方面而言,有关“水肥一体”的论文主要发表在农业农林学等相关专业刊物上;水肥一体的发文机构是以中国的北京市、山东省、宁夏回族自治区的高等院校和科研院所等机构为重点,其具有雄厚的农业研究实力和较强的学术影响力;研究水肥一体这一领域的核心作者目前尚未形成稳定的群体且数量较少;从研究内容上看,目前中国的水肥一体技术研究重点集中在产量、物联网、控制系统以及滴灌等领域。结果可以客观地反映2010-2023年国内水肥一体相关课题的研究动态,为该领域的研究人员提供数据参考。

基于眼动追踪技术的哈尔滨地铁站入口设计造型审美意象研究

城市公共家具是城市便捷生活的助力产品,也是城市文化、城市形象的重要承载传播媒介。本文以哈尔滨地铁站入口为研究对象,采用眼动追踪技术、语义差分法、问卷调查、数据统计相结合的方法对哈尔滨城市公共家具造型审美意象进行定性定量化分析和研究。哈尔滨地铁站入口样本的兴趣区研究数据显示,地铁站入口造型的核心关注区域为站点标识牌、拱形造型、立柱等部位,地铁站入口类型对兴趣区观看时间影响不大,不同造型区域观看时间存在一定差别;哈尔滨城市公共家具会给人带来“厚重”“古典”的感觉。对于哈尔滨城市公共家具造型和审美认知的定量化研究,将模糊意识和主观评价转化为准确的数据化客观表达,为具有城市文化特色的公共家具造型设计创新提供科学参考依据。

生态位适宜度与公共研发组织创新价值——基于竞争与协同的中介效应

公共研发组织因所处创新生态系统创新资源的异质性而造成生态位适宜度差异,通过与其他主体竞争与协同实现价值共创。基于生态位适宜度和创新价值测度构建面板数据回归模型,实证检验2010—2020年中国内地31个省、自治区和直辖市数据,结果发现:①我国东部省份公共研发组织创新价值普遍较高;②北京、江苏、浙江、广东等省市创新生态位适宜度普遍较高,2020年各省份创新生态位适宜度值均实现不同程度提升;③生态位适宜度对公共研发组织创新价值具有显著正向影响,生态位适宜度通过协同效应和竞争效应提高公共研发组织创新价值;④按地区分组证实回归结果具有稳健性,并且不同地区创新生态位适宜度存在异质性。

省级公益类科研院所创新绩效评估及实证研究

在深化完善科研院所分类改革背景下,构建以创新质量和贡献为导向的包括创新基础、创新产出、成果转化、履职定位、创新环境在内的公益类科研院所创新绩效评价指标体系,并基于山西省省属科研院所数据,对三类科研院所创新绩效进行测度。研究发现:(1)公益一类、公益二类、转制事业单位三类科研院所在职责任务、服务对象和资源配置上存在着较大不同,绩效评价重点也因之变化;(2)比较创新绩效差异性,三类院所在履职定位和创新环境方面得分较为均衡,而在成果转化、创新产出、创新基础3个指标呈现较大差异;(3)省级公益类科研院所在基础设施、创新平台、高层次人才、创新产出、科技成果转化方面有待改善。基于此,针对不同类型科研院所创新绩效水平提升提出策略,以期为地方科研事业单位创新绩效改革提供决策依据。

公立医院科研经费管理与内部审计探讨

公立医院科研经费管理存在诸多问题,包括科研制度不完善、项目执行进度慢、缺乏约束性和规范性、结题不结账等。这些问题不仅影响了科研工作的进展和质量,还可能引发财务风险。为了解决这些问题,需要建立科研项目资金管理体系,从申报、立项、中验、结题到结账全生命周期进行有效管理。内部审计作为公立医院的“免疫系统”,对医院科研经费进行有效监督管理,保障医院科研管理经费使用效能。通过完善科研制度、规范项目执行进度、加强经费管理、内部控制和风险管理等措施,推动公立医院科研工作的高质量发展。此外,也是重要的手段,通过建立以风险控制为导向的科研项目全过程管理体系,可以有效降低医院经济经营活动中发生风险的几率。

护理实习生突发公共卫生事件应对能力培养路径的质性研究

目的探究急诊科护理实习生和临床带教教师双方视角下突发公共卫生事件(以下简称突发事件)应对能力培养实践过程中的潜在问题及限制性因素,为护理实习生突发事件应对培训策略发展提供参考资料。方法2022年12月—2023年10月选取北京市某三级甲等医院急诊科护理实习生、临床带教教师作为研究对象,进行半结构式访谈,使用Colaizzi7步分析法提炼主题。结果护理实习生突发事件应对能力培养可归纳为3个主题:突发事件应对及培训经历、突发事件应对的能力培养、突发事件应对能力的培养策略。结论医学院校和临床协作在提升临床带教教师突发事件应对能力的同时,建议明确定位护理实习生对突发事件应对的培养目标及能力要求,结合急诊科临床实习环境,多方协调形成突发事件应对培养路径。

An Eco-translatological Perspective to Researching Publicity Texts Translation

The importance of an interdisciplinary investigation into the translation of publicity texts cannot be overestimated at a time when the role of international communication grows rapidly,which in turn pushes the development of globalization.Ecotranslatology takes the concept of"adaptation/selection"of Darwin’s Evolution Theory as its theoretical foundation,focusing on the integrity of the translation ecosystem,making a novel description and interpretation to the nature,process,standard,principles,methods of translation and translation phenomena from the perspective of Eco-translatology.Though the construct of the theory keeps expanding,there is still a lack of systematic discussion on translation activities with focus on the integrity and harmony in Eco-translatology.This study therefore aims to promote the need of researching publicity text translation from an Ecotranslatological perspective through the review of the existing literature in this field.

文献计量学视角下我国公共卫生信息化研究进展

目的分析2001—2022年我国公共卫生信息化研究现状和变化趋势。方法检索中国期刊全文数据库、中国学术期刊数据库、中文科技期刊数据库和中国生物医学文献数据库,运用CiteSpace软件对2001—2022年发表的公共卫生信息化相关研究进行文献计量分析。结果纳入文献4775篇,刊载于1480种期刊。核心作者257位,形成了3个较大的研究团队。研究涉及401所研究机构,中国疾病预防控制中心、复旦大学和北京大学发文量位列前3位,不同地区间存在差异。关键词网络形成10个聚类,研究重点包括信息化设施建设、技术支撑,以及信息化在公共卫生领域的业务实践。结论公共卫生信息化研究和实践应更加深入,需加强学者和团队间的跨学科交流合作,共同促进各地平衡发展。

盖房先烧砖:文明政治学和文明公共管理学的概念体系

概念不仅是人类思维、思想活动及交流沟通的基础,而且是研究者构建和发展理论和思想的基石,甚至是学术思想精华的最集中体现和反映;概念分析则是和规范、实证分析相并列的重要研究方法之一。因此,在提出文明政治学和文明公共管理学后,需对其概念体系进行深入研究。研究在讨论提出概念体系必要性、讨论概念定义基础上,依照文明“从哪里来”“是什么”“到哪里去”的基本逻辑,发展了包含“文明本源”“文明本身”“文明发展”为核心的文明政治学和公共管理学文明概念体系分析最基本框架。之后,在对概念体系具体阐释基础上,发展了文明政治学和文明公共管理学的核心概念体系,并讨论了概念体系发展的关键任务。研究不仅为文明政治学和文明公共管理学的发展提供简明扼要的路线图,也为其进一步发展奠定新基础。

三亚南山港公共科考码头总平面布置

三亚南山港公共科考码头是国内首座公共科考码头,也是公共科考母港码头,需满足多种科考船舶和保障船舶靠泊、中转换装、物资补给、科考实验及维修保养功能,同时兼顾货物装卸等功能,码头总平面布置是工程设计的重点与难点。本文针对公共科考码头的特点,进行三亚南山港公共科考码头工程总平面布置思路及布置方案论述,得出科考码头岸线利用与布置、水域平面布置、陆域平面布置及滑道与船台布置要点,充分体现先进、高效、节能、环保、经济且可持续发展的设计理念,旨在为类似工程提供参考。

An empirical research on strategic planning in public libraries of China's Mainland

Purpose: As an important issue, strategic planning in public libraries has been paid more attention in China recent years. However, a comprehensive and systematic research, especially strategic models based on empirical studies, is required in the public library strategic planning. The purpose of this research is to investigate the current practices and propose an appropriate reference and guidance of strategic planning in public libraries in China’s mainland.Design/methodology/approach: A questionnaire-based survey method is carried out to collect the views of public libraries staff at different levels in China’s mainland. The questionnaire is designed on the following four aspects toward strategic planning in public libraries: The attitude, the status quo, basic issues and the guides. The 882 valid questionnaires are processed by a statistic analysis to reflect the current practices of strategic planning in public libraries in China’s mainland.Findings: Our research results reveal that the unclear and confused understanding of the strategic planning still exist among the public libraries staff in China’s mainland. However, the majority of respondents still believe that the strategic planning in public libraries is significant and the library developments will be affected for lacking strategic planning. Moreover, it is considerable that the strategic plans are jointly made by independent agencies and public libraries, or by the public library itself. Also, guidelines and a set of softwares in strategic planning are needed.Research limitations/implications: The study was restricted to six main areas in China. A wider geographic sampling can preferable show the basic status of strategic planning in public libraries.The procedures of data collection would be another limitation. Nevertheless, case studies should be used in the further research.Originality: The importance of this research originates from a large number of first-hand data about strategic planning in public libraries in China’s mainland. The results provide extra perception into the future development of Chinese public libraries. The understanding obtained from this study will play a part in forthcoming evolution of this area of research.

创新链视角下地方公益农业类科研机构创新效率测度研究

文章基于创新链理论,将公益农业类科研机构划分为科技研发阶段和成果转化阶段,采用DEA-Malquist指数法测算2011—2020年21家福建省属公益农业类科研机构不同阶段科技创新效率。结果表明:10年间,科技研发阶段和成果转化阶段的创新效率均表现为退步状态,科技研发阶段创新效率下降5.10%,成果转化阶段下降3.20%,可见两阶段均有较大提升空间;21家机构不同阶段创新效率差距明显,47.62%的机构科技研发效率处于退步状态,创新指数最大差距达0.756,38.10%的机构成果转化效率处于退步状态,创新指数最大差距达0.919;机构创新发展模式差距大,23.81%为集约型,9.52%为粗放型,28.57%为研发高效-转化低效型,38.10%为研发低效-转化高效型。在此基础上,结合加快推进科技政策创新、科技体制改革等外部因素,引导机构形成学科布局、技术积累与产业经济发展格局相适应科研组织模式等内部因素,分类提出有针对性的对策建议。
