As an important means to predict and avoid public risks, orders in cyberspace have three uncertainties: lack of information, information surplus, and information distortion, which may lead to the failure of the prediction. Orders in present-day cyberspace, such as technology controlling, legal controlling, and made orders further increase the public risks. Against such backdrop, according to the logic of the mutual conversion between real and virtual society, the reconstruction of the orders in cyberspace should be conducted through three paths: from virtual to real space, from real to virtual space, and from virtual to virtual space, so the public risks could be reduced and avoided to the maximum extent.展开更多
Background:With public health emergencies(PHE)worldwide increasing,the perceived risk of PHE has been one of the critical factors influencing college students’psychological distress.However,the mechanisms by which th...Background:With public health emergencies(PHE)worldwide increasing,the perceived risk of PHE has been one of the critical factors influencing college students’psychological distress.However,the mechanisms by which the perceived risk of PHE affects college students’psychological distress are not clear.The study’s purpose was to investigate the mediation roles of deviation from a balanced time perspective(DBTP)and negative coping styles between the perceived risk of PHE and psychological distress.Methods:A convenience sampling method was used to survey 1054 Chinese college students with self-reporting.Data was collected using the Public Risk Perception Scale(PRPS),the Zimbardo Time Perspective Inventory(ZTPI),the Simplified Coping Style Questionnaire(SCSQ),the PHE Anxiety Scale,and the Chinese version of the Patient Health Questionnaire(PHQ).The associations between the perceived risk of PHE,DBTP,negative coping styles,and psychological distress were clarified using the correlation analysis.Additionally,the mediating roles of DBTP and negative coping styles between the perceived risk of PHE and psychological distress were investigated using a structural equation model.Results:The findings revealed low to moderate correlations between the variables studied.Students’perceived risk of PHE was a positive predictor of their psychological distress(b=0.219,p<0.01).DBTP and negative coping styles played chain mediation roles between them with the effect being 0.009 and a 95%Boot CI of[0.003,0.023].This chain mediation model had an excellent fit index(χ^(2)/df=4.732,CFI=0.973,TLI=0.930,RMSEA=0.048,SRMR=0.047).Conclusion:These findings showed how the perceived risk of PHE affected college students’psychological distress.Specifically,these results suggested that improving students’mental ability to switch effectively among different time perspectives depending on task features and situational considerations and reducing their negative coping styles might be effective ways to promote their mental health.展开更多

Based on risk social cognition theory and planned behavior theory, the influence factors of the public participation in the nanotechnology risk communication are analyzed,and the concept model is presented to analyze ...Based on risk social cognition theory and planned behavior theory, the influence factors of the public participation in the nanotechnology risk communication are analyzed,and the concept model is presented to analyze their relationships and functional mechanism. In the model,the risk communication behaviors are divided into two variables of the public opinion expression and information acquisition,and the subjective norm divided into the internal and external social networks. Then the questionnaire is designed so as to verify the proposed model and analyze their relationships. The survey data are analyzed using SMART PLS software. The validity analysis shows that the questionnaire has a high convergence and discriminant validity. In addition, the Cronbach'a coefficient of each item is more than 0. 70,which shows the questionnaire has a high credibility. Based on the statistical data analysis, relationships of the influence factors are obtained.Further,the influence path model of the public attitude,intention,self regulation and behavior control in the risk communication is established. According to the Bootstrap algorithm in SMART,the path coefficient and its explanation variance of each influence factor are obtained. The calculation results show that the explanation variance values are all bigger than 10% and the path is reliable.Based on the path model, the influence path and function relationships of the participation attitude, subjective norm and behavior control on the participation intention and behavior are obtained. This will provide theoretical and data supports for the risk management and strategy making of the public participation in nanotechnology risk communication.展开更多

This article aimed to build up a typology of public road accidents (public road accidents) and risk factors associated with in the provincial city of Kinshasa and its peripheral cities (Kasangulu and Mongata), to identify the profiles of the vehicles and people involved in these public road accidents. Method: We conducted a prospective eco-analytical study on a stratified random sample whose size was determined by the Fischer formula. Results: Overall, from March to May 2017, we witnessed an incidence of public road accidents cases ranging from 139 public road accidents cases in the city province of Kinshasa and its two peripheral areas: road axes of high concentration: Rte Blvd Lumumba-Airport;Rte Poids Lourd-Pont Matete, the axes of medium concentration: Rte N21-IMBU, Rte Blvd 30 juin-socimat;Rte Matadi-Kasangulu toll;Rte Université-Intendance, Rte By Pass-triangle Maman Mobutu-Kintambo (Rte-Matadi)-Toll/lère virage-Triangle Maman Mobutu and those of low concentration were: Rte du tourisme/Mimoza-Mbudi;Rte Matadi-Terrain Siwabanza. Conclusion: In these areas, public road accidents are a real public health problem that deserves sustained attention from all and especially from decision makers. In the context of risk society, public administration is facing more complex circumstances, which will inevitably call for an overall restructuring. In the dimension of circumstances, extreme disasters, transboundary ...In the context of risk society, public administration is facing more complex circumstances, which will inevitably call for an overall restructuring. In the dimension of circumstances, extreme disasters, transboundary crisis and emerging risks create the complex context of public administration. In the dimension of structure, the original structure of public administration still exists but its mode of operation is subject to change. In the meantime, the adaptation to complex scenarios of potential risk society will bring innovations to the structure of public administration so that the structure can develop from a hierarchical mode to a network mode on the whole. In the dimension of process, driven by shifts between order and chaos within the social system, public administration will also undergo frequent shifts between routine administration and emergency management. The core of public administration in the context of risk society is its emergency management, which needs to strike a balance between security and development at the value goal level. As to institutional design, emergency management should be characteristic of an all-hazards approach, multi-organization participation, whole-process management and overall adaptive management. Both the theory and the practice of public administration in China need to be reviewed to address challenges of risk society and explore a new approach that is suitable for China's political situation and can be included into our global risk society governance.展开更多
