Changes in the Supply of Public Intermediate Goods,Fixed Wage,and the Relative Price in the Harris-Todaro Model

Since the Harris-Todaro model was proposed in 1970,it has played a crucial role in analyzing various environmental and trade issues in developing countries.This paper analyzes the effects of the amount of public intermediate goods provided by the government,the increase in the fixed wage rate in the urban sector,and the changes in the relative international prices of agricultural and manufacturing goods on labor employment,unemployment,and the economic welfare in the context of a small open economy.It also proposes relevant policies to reduce the unemployment rate while improving national welfare.

The Role of Library and Information Science Education in the Development of Community Health Information Services for People Living with HIV/AIDS: Perspectives of Directors and Managers of Public Libraries

This article identifies the role of library and information science (LIS) education in the development of community health information services for people living with HIV/AIDS (PLWHA). Preliminary findings are presented from semi- structured qualitative interviews that were conducted with eleven directors and managers of local branches in the Knox County Public Library (KCPL) System that is located in the East Tennessee region in the United States. Select feedback reported by research participants is summarized in the article about strategies in LIS education that can help local public librarians and others in their efforts to become more responsive information providers to PLWHA. Research findings help better understand the issues and concerns regarding the development of digital and non-digital health information services for PLWHA in local public library institutions.

Impact of eco-efficiency compensation for public welfare forests on the incomes of farmers

The strategy of rural revitalization puts ecology and economic development at the same level,in order to explore whether the eco-efficiency compensation policy for public welfare forests can achieve a“win-win”for both ecology and people livelihood.This study probed into the consideration of income structure and used OLS analysis to conduct an empirical analysis on a sample of 443 households in Shaanxi Province.It was found that the eco-efficiency compensation for public welfare forests had not only a significantly positive effect on the forestry income and the total income of farm households,but also had a constructive influence on the non-forestry income,though smaller and less significant,which was closely attributed to the original income structures of these farm households.In addition,personal and household characteristics such as age,educational level and labor force size played decisive roles to nonforestry income and total income of farm households as well.

Based on the measurement parameters and index in the Specifications for Assessment of Forest Ecosystem Services in China(LY/T 1721-2008),the value of ecological service functions of ecological public welfare forest in Wenchang City was evaluated and analyzed.The results show that the total value of ecosystem service function of ecological public welfare forests in Wenchang City is about 4.020 billion yuan,of which storage capacity,water purification,soil fixation,fertilizer(N,P and K fertilizer) conservation,carbon sequestration,oxygen release,forest nutrient accumulation,providing anion,absorbing SO_2,absorbing fluoride,absorbing NxO,absorbing soil heavy metals,dust retention,noise reduction,sterilization,forest protection,forest biodiversity protection,and forest recreation(ecological tourism) are about 1.510 billion,582.256 million,3.769 million,268.220 million,116.360 million,2.747 million,22.682 million,42.817 million,1.722 million,74,600,131,900,187.918 million,77.409 million,28.721 million,43.090 million,180.696 million,571.036 million,and 108.677 million yuan

A Concept Compact City Vehicle Design for the Disabled Aging People

The degeneration of physical function of the aging often causes physical disability. The aging people have difficulties in getting in and out of the compact car, decreasing their chance to go outdoors. The present study is based on observation of six disabled aged users of light to moderate physical disability in moving inside and getting in and out of a car. From the video and interviews, problems the disabled aged people encountered in using compact cars were addressed. To solve the inconvenience and difficulty elderly disabled passengers have in a compact car, a concept design of a welfare vehicle was developed. In the concept welfare vehicle, a big hand bar on the side of the car door that can be controlled with the operation of car door was proposed to help the aging people support their body. Moreover, special enlarged chair, hand grip, and lighting under the rear seat were offered to help the aging people get in and out of the ear. In addition, a hand grip hidden on the ceiling can help the elderly disabled passengers move around inside a compact car.

Developing Better Services for Intimate Partner Violence： Hearing the Voice of Disabled People

This article deals with collaborative development work between the public sector and the third sectorin an area of Southern Savo, Finland, from the perspective of disabled victims. The purpose was to create structures for IPV （intimate partner violence） work, developing professionals＇ skills in both tackling IPV and service-user involvement. Five NGOs （non-goverumental organizations） for disabled people were involved. Professionals were trained to ask about IPV and to gainamore in-depth understanding of the issue （including thespecial features relating to disabled people） andof how to intervene. Care pathways, linking both basic and special services, were also modeled. A permanent and regional NEIPV （Network of Excellence in IPV） was established and is coordinated by both the public and third sectors, including Experts by Experience. Strong basic structures and care pathways are needed so that the special needs of disabled people can be recognized. Raising awareness of violence, routine enquiries modified according to the needs of organizations, and simple care pathways are needed--both in the public sector and for NGOs representing the disabled. Information gained through training will not necessarily be transferred into direct practice without a strong commitment from the managerial level. Establishing organizational guidelines is necessary. This will also promote professionals＇ openness toward user knowledge.

The Public Health VS the People＇s Autonomy： Banning Smoking in Orthodox Jewish Community

Smoking is a worldwide problem. Research in recent years has shown us that smoking and second hand smoking can cause many diseases1. As a result of the understanding of the results of smoking, the house of legislator in Israel decided to legislate a law that people under the age of 18 cannot smoke and, a couple of years later, it decided to ban smoking in public places. The problem begins when the law is affecting the person＇s autonomy and the person＇s culture. More than four decades ago when the smoking habit began in Israel, no one knew what the influence would be. Now, although that information is available, the orthodox community in Israel is not exposed to the knowledge. Smoking in this community begins from Purima or from the Bar-Mitzvah3 and from the will of the young orthodox to rebel. This law raises a question： Is it ethical to deprive the young orthodox of the right to smoke？ Alternatively, is there a better way to stop the orthodox from smoking than only the regulation？ In this paper, the author will try to show that regulation alone will not help in the orthodox community, and we need to think on more options to make the orthodox more informed to smoking problems. The author thinks that the best way will be to educate the orthodox community from young age.

Social Marketing:An Advocacy Empirical Analysis of Service Objects of Public Welfare Organizations

The ultimate goal of social marketing is to change the behavior,attitude,concept,and so on of target audiences.For the public welfare organization,the basis of its service project design is the organization's mission and location.The key to achieve the organizational mission is to be able to lock the service objects and respond to the needs of service objects effectively.This research is based on the theoretical framework of social marketing and based on the questionnaire survey and analysis of the advocacy effectiveness and problems of service objects of the 327 public service organizations in China.Using the Delphi method and the entropy method,the 6P model of social marketing for service objects advocacy in the field of domestic public welfare practice is concise,and a new operational mechanism for service objects advocacy of public welfare organizations is proposed to implement the mission and value of public welfare organizations and contribute to the change of service objects.

Logics of Action and Associative Experiences in Public Action for HIV/AIDS Control:Case of AAS and REVS+in Burkina Faso

The late 1990s was a significant landmark in HIV control all over the world and more particularly in Africa and Burkina Faso.Right from the outset in this country,the critical measures that public authorities and their international partners took against HIV,indeed encompassed associations which became the mainspring in the national incentive.Hence,the emergence of associations in the bid to contain AIDS which was initiated and gathered momentum in the decade from 1990 to 2000.The key target of these NGOs(non-governmental organizations)and associations was to attend to HIV patients considered as being most vulnerable to this infection.As a consequence,their main challenge was to put forth specific initiatives to meet their numerous needs.The manifold implications stemming from assisting infected people(prophylaxis,treatment,psychological counselling and so on)alongside collective management in an environment streamlined by the government and international financial backers are indications of an ever-growing complexification of public action requiring from the associations an adaption to the process as well as seasonable responses.Being the much sought-after health partners,the social organizations display their social efficiency in the general interest.This research deals with the experience of two pioneering health partners(AAS and REVS+)that,as early as 1998,broke grounds in treating HIV patients long before the government made the move to use ARV and many other methods.It hinges upon field observation and sound interviews with the staff and members of these associations in Ouagadougou and Bobo-Dioulasso.

《中华人民共和国学前教育法(草案)》现已提请审议,学前教育领域的专门法律即将出台。此次立法完善应当把握好学前教育普惠、公益的总体方向,进一步考虑学前教育的法律定位、《中华人民共和国学前教育法》的调整范围、学前教育机构的规划与举办、学前教育机构的财政保障、学前教育机构的管理体制以及教职工队伍建设等若干法律问题。通过对以上法律问题的思考,提出了对法律条文的具体修改建议,确保即将出台的《中华人民共和国学前教育法》既符合时代要求,又贴近现实需要,保障学前教育的法治化和规范化发展。

面向治理现代化的公共服务理论思考:内涵、要求与路径

公共服务作为保障国家和社会良好运行的物质载体,逐渐成为现代国家治理的合法性基础。面对人民群众需求层次提升的现实要求和推进治理现代化的时代使命,公共服务被赋予新的内涵和要求。而这种变化的具体要求和表现以及由此对公共服务供给方式带来的挑战,并没有在当前的研究中得到充分讨论。新时期公共服务现代化的要求在于实现服务配置的公平正义、服务供给的可持续性和服务供需的有效匹配。因此,有必要基于公共服务在内容体系、供给侧和需求侧的变化,结合公共服务供给的基本过程,构建理解治理现代化下公共服务发展要求的分析框架,重新思考公共服务的供给方式,提出公共服务的空间路径、财政路径和技术路径。一是科学配置有限的资源,优化空间功能与设施布局,重构公共服务的空间结构和空间秩序,以空间资源配置回应空间正义。二是明晰政府、市场和社会等主体的责权关系和角色,完善层级政府间的财政制度设计,以财政治理促进可持续发展。三是通过打造数字化的公共服务场景,利用数字技术优化公共服务需求识别和反馈机制,以技术赋能实现供需有效匹配。
