Using sequential analysis procedures to rank the influencing factors of public work’s quality

In order to improve the efficiency in management of public work projects, screening and controlling influencing factors affecting the quality of a public work project is essential. This study synthesized 9 influential categories including 91 factors related to quality management of public works in Taiwan using a sequential analysis procedure. According to the Borda-values of influencing factors obtained from a first stage questionnaire, the number of primary factors selected by the re-sponsible entities and the design-supervisory entities were 44 and 45 respectively. A Fuzzy Analytic Hierarchy Process (FAHP) was used to prioritize and rank these factors. The top five factors ranked by the responsible entities were (1) introduction of the earned value analysis, (2) working efficiency, (3) environmental laws and regulations, (4) price-index fluctuation, and (5) on-site safety management. The top five factors ranked by the design-supervisory entities were (1) man power, (2) laws and regulations, (3) price-index fluctuation, (4) traffic conditions, and (5) faulty design.

Application of the Industry-University-Research Education Model of“Works,Products,and Public Goods”in Design Majors Practical Courses in Colleges and Universities

One of the goals and requirements of China’s educational modernization includes prioritizing,guiding,and promoting the social service capabilities of universities.The teaching of practical courses in design majors in colleges and universities has long been plagued by problems such as being“out of touch with the market and social needs”and“ignoring the cultivation of creativity.”It fails to meet the goals and requirements of educational modernization.This article takes the“Fundamentals of Styling and Comprehensive Expression”course offered by the School of Design of Guangxi Normal University as an entry point to study the industry-university-research education method that combines“social service”with the teaching of design professional practical courses.It also attempts to improve“works,products,and public goods”through the establishment of the theoretical model of“product”and the analysis of practical application paths is carried out to solve the problems existing in the traditional teaching of the design major,enhance the social service capabilities of the design major,promote talent employment and industry and social development,and carry out teaching reform attempts.

Workplace Risk Prevention in Public Building Projects in Mexico

The importance of risk prevention in the workplace during the construction of public infrastructure projects is particularly relevant due to the large number of workers involved as well as the frequency and severity of the accidents. The aim of this work was to conduct an exploratory study of workplace risk prevention in the construction of public work projects in Mexico. The methodology was based on a case study which included an exploration of the attitudes assumed by the civil servants working for the government agency, regarding workplace risk prevention, and the observation of construction processes in a sampling of projects. The results show that the regulations are not fully adhered to during the stages of project planning and contracting for the work. During project designing, the inclusion of criteria regarding workplace risk prevention is relegated, and during public tendering, the experience of the contractor in risk prevention and workplace safety plans are not taken into account. Consequently, as one might expect from the above, during the construction processes, it was possible to observe that only about half of the prevention requirements applicable in the workplace were actually complied with.

Challenges in Work-Family Balance and Support Needs of Japanese Parents with Nursery School-Aged Children

We aimed to identify the challenges parents face raising preschool-aged children when trying to maintain a good work-family balance. We also highlight how public health nurses can support the community in this regard. Seven Japanese parents volunteered to participate, and individual in-depth interviews were conducted from May to October 2021. We analyzed the recorded interview data using qualitative descriptive methods. Three main themes concerning work-family balance challenges were extracted: 1) conflicts between parents’ childcare and work roles, 2) issues related to institutions and social systems, and 3) a lack of informal support. Factors contributing to the difficulties were a lack of time to spend with their children;an imbalance in the division of housework and childcare roles between married couples;the employment environment in Japan that makes it difficult to pursue a career while raising children;a lack of childcare services, including childcare for sick children;inadequate consultation systems;and an aging grandparents’ generation owing to late marriages. To solve this problem, we suggest that in addition to establishing a reliable system for providing childcare, local public health nurses should work with childcare workers to create an environment in which parents feel comfortable discussing work-family balance, considering the time constraints of parents during the childrearing period, and use nursery schools as a place for parent-child support.

基于明尼苏达量表的安徽省乡镇公共卫生服务从业人员工作满意度研究

目的了解安徽省基层公共卫生服务从业人员的工作满意度及影响因素,并提出相应的建议。方法2021年1—4月采用分层随机整群抽样方法在皖北、皖中、皖南分别抽取乡镇卫生院公共卫生服务从业人员进行问卷调查。采用明尼苏达满意度短式量表调查从业人员工作满意度情况,采用多元线性回归进行工作满意度的影响因素分析。结果共调查了39个县723家乡镇卫生院的5430名公共卫生服务从业人员。其中,男性2112人(占38.90%),女性3318人(占61.10%);40~49岁人群居多(2240人,占41.25%);学历以大专及以上为主(3934人,占72.45%);所学专业最多的为临床医学(2503人,占46.10%);来自一般乡镇卫生院更多(3091人,56.92%)。工作总体满意度得分为(2.02±0.78)分,内部满意度得分为(1.94±0.71)分,外部满意度得分为(2.19±0.89)分。其中“我的报酬与我所做的工作量”得分最高,为(2.46±1.02)分;“能够做不违背自己良心的事情”得分最低,为(1.74±0.65)分。性别、职称、工作机构规模和单位培训重视程度是影响乡镇公共卫生服务从业人员工作满意度的主要因素(t=−4.61、2.28、2.70、−41.78,P均<0.05)。结论安徽省基层公共卫生服务人员工作总体满意度较高,外部满意度稍逊于内部满意度。建议通过加强人才培养、改善工作条件、提升薪酬待遇等途径提高基层公共卫生服务人员工作满意度。
