The United Nations has recommended integrating digital technology into various aspects of life, including public services. The objective is to offer real-time, high-quality digital services, improve the delivery of public services, enhance their effectiveness and efficiency, while achieving objectives such as transparency, interoperability and citizen satisfaction. However, most governments in developing countries are unable to keep up with this trend. As a result, they often create digital public services that fall short of users’ expectations. This study aims to identify the fundamental factors influencing the quality of service in relation to user satisfaction and to explore the relevance of digital technology in implementing this quality within Cameroon public administrations. To achieve this, we used a qualimetric research method, which included non-directive interviews, questionnaires, and structured observations. The results showed that the public services offered in our study environment did not meet users’ expectations. However, the study identified the fundamental aspects to be considered in providing quality public services connected to user satisfaction, as well as the strengths of digitization in achieving this quality.展开更多

A properly dimensioned institutional repository has the potential to increase research impact and enhance the visibility of an institution through its scholarly outputs. The aim of the study is to design and develop a web-based digital repository for scholarly materials and publications in a tertiary institution. The motivation for carrying out this project is to provide a lasting solution to the need for an effective, efficient, reliable and easily accessible system for storing and retrieving scholarly materials, which will make study and research work less cumbersome and stressful for academic staff and students, thereby enabling them to easily carry out their day-to-day activities, especially as it concerns obtaining relevant scholarly information quickly. The system will be developed using open source software and OOADM (Object Oriented Analysis and Design Methodology). Findings obtained from system validation tests show that the system is a viable solution to the major challenges encountered in the management and sharing of scholarly information at the institution.展开更多

However, to date, most of the studies and applications have focused on science, the private sec- tor and government. A DE-supported online oceanic educational public service and popularization system, iOcean, is studied. First, the vision for the public's engagement with "digital ocean" is described: an analysis is presented from four aspects, i.e., the space dimension, the time dimension, the state dimension and its relationship with human beings. Second, the technical framework of iOcean is discussed, including data updating and model computing, the data, the function, and the application layers. Third, two key technolo- gies are studied in detail that will enable the construction of iOcean. More than half a million public viewers have used the current version's website. Practical demonstrations show that iOcean can bring virtual oceans to web browsers and desktops and construct a bridge between government departments and the general public.展开更多
BACKGROUND This is a secondary database study using the Brazilian public healthcare system database.AIM To describe intestinal complications(ICs)of patients in the Brazilian public healthcare system with Crohn’s dise...BACKGROUND This is a secondary database study using the Brazilian public healthcare system database.AIM To describe intestinal complications(ICs)of patients in the Brazilian public healthcare system with Crohn’s disease(CD)who initiated and either only received conventional therapy(CVT)or also initiated anti-tumor necrosis factor(anti-TNF)therapy between 2011 and 2020.METHODS This study included patients with CD[international classification of diseases–10th revision(ICD-10):K50.0,K50.1,or K50.8](age:≥18 years)with at least one claim of CVT(sulfasalazine,azathioprine,mesalazine,or methotrexate).IC was defined as a CD-related hospitalization,pre-defined procedure codes(from rectum or intestinal surgery groups),and/or associated disease(pre-defined ICD-10 codes),and overall(one or more type of ICs).RESULTS In the 16809 patients with CD that met the inclusion criteria,the mean follow-up duration was 4.44(2.37)years.In total,14697 claims of ICs were found from 4633 patients.Over the 1-and 5-year of follow-up,8.3%and 8.2%of the patients with CD,respectively,presented at least one IC,of which fistula(31%)and fistulotomy(48%)were the most commonly reported.The overall incidence rate(95%CI)of ICs was 6.8(6.5–7.04)per 100 patient years for patients using only-CVT,and 9.2(8.8–9.6)for patients with evidence of anti-TNF therapy.CONCLUSION The outcomes highlighted an important and constant rate of ICs over time in all the CD populations assessed,especially in patients exposed to anti-TNF therapy.This outcome revealed insights into the real-world treatment and complications relevant to patients with CD and highlights that this disease remains a concern that may require additional treatment strategies in the Brazilian public healthcare system.展开更多
Song China was a period in which China experienced a great increase in its population.Concurrently,the Song dynasty also experienced a rise in the frequency of epidemics and two major wars with the Western Xia and Lia...Song China was a period in which China experienced a great increase in its population.Concurrently,the Song dynasty also experienced a rise in the frequency of epidemics and two major wars with the Western Xia and Liao dynasties during the 1000s and 1040s.The consequences of these changes were exacerbated by the increased geographical mobility of certain social groups such as traders and examinees attending civil service examinations.Thus,casualties of wars,epidemics,or disease,especially of people whose families were far away and could not care for them were left without care and“their corpses often lay bare along the roads.”This new social environment created a need for general relief.The Northern Song government(960-1127 CE),especially during the reign of Emperor Huizong,established an innovative public health system to address this issue.The public health system included poorhouses,public hospitals,and pauper’s cemeteries.The first were more of charity organizations,whereas the latter two promoted public health by providing medical services for the poor and burial for those that nobody cared for.In terms of rationale behind these institutions,on the one hand,they constituted an attempt to get the poor and homeless off the streets while providing them relief or burial.On the other hand,it seems that Huizong’s deep concern with medicine propelled him to design and implement a comprehensive public health system oriented to prevent contagion and outbreak of epidemics.This article depicts the background,the organization,and the functions of the system.The article also discusses the conditions and reasons that gave rise to such a unique undertaking by the Northern Song government.展开更多

However, whether the parent-child activities and using digital devices were serial mediators of the relationship between children’s health and social development needs further verification. Purpose: This study explored how parent-child activities and children’s use of digital devices influence the relationship between children’s health and their social competence. Method: This study used data from Kids in Taiwan: National Longitudinal Study of Child Development and Care. A total sample of 2164 participants was used in this study. Serial mediation analyses were performed using model six of Hayes’ PROCESS (2012). Results: This study found that parent-child activities and the use of digital devices can serially mediate the relationship between children’s health and social competence. Children’s health could directly improve their social competence, but it could also serially mediate social competence by increasing parent-child activities and reducing the use of digital devices. Conclusion: Childcare policy planners and parenting educators should not only call on parents to reduce the use of electronic products for their children, but also encourage parents to spend more time interacting with their children, so that children can learn social skills by interacting with others in their daily lives.展开更多

This is because the genetic code is specific to each individual and does not change over time. Genetic information has been used to identify individuals in a variety of contexts, such as criminal investigations, paternity tests, and medical research. In this study, each individual’s genetic makeup has been formatted to create a secure, unique code that incorporates various elements, such as species, gender, and the genetic identification code itself. The combinations of markers required for this code have been derived from common single nucleotide polymorphisms (SNPs), points of variation found in the human genome. The final output is in the form of a 24 numerical code with each number having three possible combinations. The custom code can then be utilized to create various modes of identification on the decentralized blockchain network as well as personalized services and products that offer users a novel way to uniquely identify themselves in ways that were not possible before.展开更多
In the contemporary era of technological advancement,smartphones have become an indispensable part of individuals’daily lives,exerting a pervasive influence.This paper presents an innovative approach to passenger cou...In the contemporary era of technological advancement,smartphones have become an indispensable part of individuals’daily lives,exerting a pervasive influence.This paper presents an innovative approach to passenger countingonbuses throughthe analysis ofWi-Fi signals emanating frompassengers’mobile devices.The study seeks to scrutinize the reliability of digital Wi-Fi environments in predicting bus occupancy levels,thereby addressing a crucial aspect of public transportation.The proposed system comprises three crucial elements:Signal capture,data filtration,and the calculation and estimation of passenger numbers.The pivotal findings reveal that the system demonstrates commendable accuracy in estimating passenger counts undermoderate-crowding conditions,with an average deviation of 20%from the ground truth and an accuracy rate ranging from 90%to 100%.This underscores its efficacy in scenarios characterized by moderate levels of crowding.However,in densely crowded conditions,the system exhibits a tendency to overestimate passenger numbers,occasionally doubling the actual count.While acknowledging the need for further research to enhance accuracy in crowded conditions,this study presents a pioneering avenue to address a significant concern in public transportation.The implications of the findings are poised to contribute substantially to the enhancement of bus operations and service quality.展开更多

文摘Background: Studies have pointed out the influence of different children’s activities and prolonged use of digital products on their social development. However, whether the parent-child activities and using digital devices were serial mediators of the relationship between children’s health and social development needs further verification. Purpose: This study explored how parent-child activities and children’s use of digital devices influence the relationship between children’s health and their social competence. Method: This study used data from Kids in Taiwan: National Longitudinal Study of Child Development and Care. A total sample of 2164 participants was used in this study. Serial mediation analyses were performed using model six of Hayes’ PROCESS (2012). Results: This study found that parent-child activities and the use of digital devices can serially mediate the relationship between children’s health and social competence. Children’s health could directly improve their social competence, but it could also serially mediate social competence by increasing parent-child activities and reducing the use of digital devices. Conclusion: Childcare policy planners and parenting educators should not only call on parents to reduce the use of electronic products for their children, but also encourage parents to spend more time interacting with their children, so that children can learn social skills by interacting with others in their daily lives.

文摘With over 10 million points of genetic variation from person to person, every individual’s genome is unique and provides a highly reliable form of identification. This is because the genetic code is specific to each individual and does not change over time. Genetic information has been used to identify individuals in a variety of contexts, such as criminal investigations, paternity tests, and medical research. In this study, each individual’s genetic makeup has been formatted to create a secure, unique code that incorporates various elements, such as species, gender, and the genetic identification code itself. The combinations of markers required for this code have been derived from common single nucleotide polymorphisms (SNPs), points of variation found in the human genome. The final output is in the form of a 24 numerical code with each number having three possible combinations. The custom code can then be utilized to create various modes of identification on the decentralized blockchain network as well as personalized services and products that offer users a novel way to uniquely identify themselves in ways that were not possible before.

文摘In the contemporary era of technological advancement,smartphones have become an indispensable part of individuals’daily lives,exerting a pervasive influence.This paper presents an innovative approach to passenger countingonbuses throughthe analysis ofWi-Fi signals emanating frompassengers’mobile devices.The study seeks to scrutinize the reliability of digital Wi-Fi environments in predicting bus occupancy levels,thereby addressing a crucial aspect of public transportation.The proposed system comprises three crucial elements:Signal capture,data filtration,and the calculation and estimation of passenger numbers.The pivotal findings reveal that the system demonstrates commendable accuracy in estimating passenger counts undermoderate-crowding conditions,with an average deviation of 20%from the ground truth and an accuracy rate ranging from 90%to 100%.This underscores its efficacy in scenarios characterized by moderate levels of crowding.However,in densely crowded conditions,the system exhibits a tendency to overestimate passenger numbers,occasionally doubling the actual count.While acknowledging the need for further research to enhance accuracy in crowded conditions,this study presents a pioneering avenue to address a significant concern in public transportation.The implications of the findings are poised to contribute substantially to the enhancement of bus operations and service quality.
