Evaluation Study on the Level of High-Quality Development of the Construction Industry in Henan Province of China

Based on the data of the construction industry in Henan Province, China, from 2005 to 2020, the high-quality development level of the construction industry in Henan Province is measured. Firstly, this paper constructs the indicator system based on the high-quality development theory and the characteristic of the construction industry from seven dimensions: industrial scale, industrial efficiency, industrial benefits, industrial innovation, industrial risk, industrial potential, and the green development of the construction industry. Secondly, using the global principal component analysis (PCA) method to measure the high-quality development level. Thirdly, cluster analysis is applied to measure the relative changes of various dimensions in different stages. The results show that overall the high-quality development level of the construction industry in Henan province is increasing, but different indicators perform differently in various stages, and the changes in real estate policies have a significant impact on this. Finally, based on these findings, we think it is better to reduce real estate dependence, promote the application of new materials and technologies and maintain the stability of real estate policies.

Regional difference and dynamic evolution of development quality of power industry in China

To achieve the goals of carbon peaking and carbon neutrality and maintain high-quality economic growth,China is currently striving to improve the quality of development of its power sector.In this regard,revealing the regional differences and evolutionary trends in the development quality of China’power sector has a high value to inspire the next improvement direction toward how to integrate regional power recourses to an overall optimization level.Motived by this purpose,this paper uses the entropy method to evaluate the com‐prehensive and subsystem indices of the development quality of the power industry,and reveals their re‐gional differences and evolutionary trends with the help of the Dagum Gini coefficient and Kernel density es‐timation methods.The findings show that:There are obvious regional differences in the development quality of China’s power industry,and the differences are steadily declining in all regions except the West.Regional differences are mainly derived from inter-regional differences,with the largest inter-regional differences in the East-Northeast region.Intra-regional differences show a distribution pattern of East>West>North‐east>Center.

Industry Linkage and Low-carbon Development--Based on Logistics Industry & Manufacturing Industry

Key project of " manufacturing industry and logistics industry linkage"was proposed in the Logistics Adjustment and Revitalization Plan by the state council in 2009. However the consumption and pollution generated by manufacturing industry and logistics industry linkage in China are also large at present. How to conduct manufacturing industry and logistics industry linkage by the low-carbon manner is one of most important issues under current low-carbon economy background. In this paper,the issue is studied and analyzed by constructing system dynamics model,which could propose suggestions for low-carbon linkage development of manufacturing industry and logistics industry.

Current Development Status of Cucumber Industry in Linyi City and Countermeasures for Improving Quality and Benefits

In order to expand and strengthen the cucumber industry in Linyi City of Shandong City and make it more effective in revitalizing the rural economy,the authors surveyed the current situation of the cucumber planting area,production management,fresh-keeping processing and marketing in Linyi City.Based on the survey,it analyzed the current problems in the development of the cucumber industry in Linyi City,including low level of facilities and equipment,the post-picking processing technology,the imperfect quality control system,the low degree of information and the weak degree of organization.Finally,it came up with recommendations including developing increasing modern technological innovation of facility structure and equipment,accelerating research on post-picking commercial processing technology of cucumber,accelerating the construction of product quality traceability system,promoting in-depth integration of informationization and cucumber industry,and improving the degree of organization and industrialization,to improve the quality and benefits of cucumber industry,so as to provide guidance for improving the overall quality,benefit and market competitiveness of cucumber industry in Linyi City.

Countermeasures and Recommendations for High Quality Development of Tan Sheep Industry in Ningxia

Tan sheep industry is a characteristic and superior agricultural industry in Ningxia,and it is also an enriching industry that helps in poverty alleviation and increases farmers’income.The local government has been committing to building the"Yanchi Tan Sheep"brand and has made remarkable achievements.In order to explore the resource efficiency and quality of Tan sheep industry,the current situations and advantages of brand development,this paper made an empirical research through field investigations.The research was mainly concentrated on breeding scale,industrial integration,brand building,breeding benefits,and policy support.After a comprehensive evaluation,it came up with the recommendation that the Tan sheep industry should take the high-quality,high-end and green development road.

The Theoretical Explanation of Non-ecological Economic Qualities of the Development Mode of Industrial Civilization:An Analysis Based on the Critical Perspective

Leading High-Quality Development of Service Industry with Institutional Innovation

To realize the transition from high-speed growth to high-quality development,it is necessary not only to change the way and path of economic growth,but also to speed up the improvement of the institutional system that is compatible with highquality development.China has unique institutional advantages in promoting the high-quality development of the service industry(HQDSI),but the service industry is a typical institution-intensive industry that faces higher institutional barriers than the manufacturing industry.Therefore,institutional reform and business environment optimization are particularly important to the promotion of HQDSI,and the effect is also very prominent.Facing the future,we should lead HQDSI by building a high-standard socialist market economy,promote the high-quality and efficient development of the service industry by standardizing it,and encourage the innovation and entrepreneurship of the industry by improving the institutional environment,thus steadily boosting HQDSI in the new era of reform and opening up.

肉鸡产业高质量发展:问题挑战、趋势研判及政策建议

我国进入高质量发展阶段,肉鸡产业从数量型增长转向质量型增长势所必然。经过改革开放四十余年的发展,我国肉鸡产业综合生产能力大幅提升,种源保障能力取得重大突破,规模化程度不断提高,产业化进程持续推进,为产业实现高质量发展奠定良好基础。文章在回顾总结我国肉鸡产业发展成就的基础上,分析现阶段肉鸡产业发展面临的挑战,并对未来肉鸡产业发展趋势与前景作出判断,建议通过强化产业发展顶层设计、加大科技创新及应用支撑、完善疫病防控体系建设、加强市场信息监测预警以及严格产业质量安全保障等,推动肉鸡产业实现高质量发展,为保障国家粮食安全、推进健康中国建设以及促进畜牧业绿色发展等做出更大贡献。

大国竞争背景下新质生产力形成的理论逻辑与实现路径

新质生产力是习近平总书记基于大国竞争背景下我国发展阶段、发展环境、发展条件变化,作出的具有根本性、全局性、长远性的重大战略判断。在新一代信息技术加速突破应用、先进制造技术加速产业转型的新发展阶段,形成新质生产力既是构建新发展格局、推动高质量发展的必然要求,也是我国建设现代化经济体系的关键动能,关系我国在未来发展和国际竞争中赢得战略主动。新质生产力的内涵是以引领国际经济体系变革、重塑现代化产业体系、提升企业核心竞争力为目的,从传统生产力向新质生产力的演化升级应该包含国际竞争、国家优势和企业发展三个层面整个生产范式的转变。文章以马克思主义政治经济学、习近平经济思想、习近平生态文明思想为理论支撑,提出“新质生产力”的理论构建包括三个维度:一是微观载体——打造世界一流企业;二是中观治理——提升国际竞争优势;三是宏观发展——构建人类命运共同体。文章将新质生产力形成的理论逻辑和实践路径融入中国当前的发展战略中,从转变企业发展范式、重塑现代化产业体系和建设新的全球治理体系三个方面提出形成新质生产力的改革路径,三条路径相辅相成、协同发力,共同为新质生产力的形成注入活力,使得生产力发展更好地服务于中国高质量发展的战略定位。

高质量发展视域下区域绿色物流的多重并发因果关系与多元路径

区域绿色物流是推进物流业绿色发展的重要元素,也是实现区域高质量发展和产业高级化的关键目标与突破口。运用模糊集定性比较分析方法(fsQCA),以中国30个省(市)为研究对象,基于组态视角探究高质量发展视域下区域绿色物流的多重并发因果关系与多元实现路径。结果显示:高质量发展各要素对区域绿色物流的影响具有多重并发性与地域差异性。其中,激发高水平区域绿色物流的驱动路径包括四条三类,创新是关键驱动力量;导致非高水平区域绿色物流的制约路径有五条两类,创新与绿色发展的协同作用具有重要影响。因此,提高区域绿色物流水平应从技术、资金、人才等方面全方位提升物流创新能力,从资源、环境、生态等方面加强创新与绿色的多维度互动,从各地不同情况出发制定差异化提升政策。

新质生产力:文献综述与研究展望

历史唯物主义视域下,生产力是推动社会进步的最活跃、最革命的要素,生产力的发展是衡量经济社会发展水平的根本性标准。科技的进步必然伴随着生产力发展水平的提升,新质生产力这一概念的提出,是我们党在解放和发展生产力过程中总结的历史经验,是推进马克思主义中国化时代化的最新成果。新质生产力一经提出就受到了学术界的广泛关注,现有研究主要从新质生产力理论内涵、特征、形成逻辑,以及形成的实践和实现路径等方面展开。未来,应对新质生产力作系统的学理化阐释,结合中国经济未来的发展战略研究新质生产力,因地制宜研究新质生产力,加强新质生产力形成条件的研究,加强新质生产力的实证研究。

新质生产力的发展是推动我国经济转型,实现高质量发展的关键。基于四“新”维度,新质生产力相较于传统生产力是依靠技术突破创新而产生的生产力跃迁,是以新劳动者、新劳动对象、新劳动工具和新基础设施为核心的生产力。新质生产力依靠科技推动的本质没有发生变化,但其依靠持续的技术突破,摆脱了资源驱动型的传统发展模式,带来的是更清洁、更高效的环境友好型发展模式。随着我国科技创新能力持续增强、新兴产业不断发展壮大、能源转型和新型基础设施建设的不断加快,我国新质生产力发展条件呈现出逐年向好的态势,但也存在新劳动者储备不足、新劳动工具发展受限、新劳动对象应用场景欠缺、新型基础设施协调性较差等问题。新质生产力的发展一是要着重培养新科技人才、数字技术人才和“卡脖子”关键技术人才;二是要以基础研究为依托,推动整体科技创新能力提升,以实现真正的技术突破;三是要尽快建立起数据大市场;四是要以需求为导向推动新型基础设施建设,强调建用并重,强化以用促建。

我国物流业2023年发展回顾与2024年展望

2023年,我国经济实现恢复发展,物流需求稳步复苏,物流业在国民经济中的地位持续提升,物流供给质量稳步提高,物流运行环境持续改善,现代物流发展模式稳步转换,企业竞争力持续增强,全行业正在进入新的阶段。主要表现在八个方面:一是物流市场实现恢复增长;二是提质增效降本稳步推进;三是供应链物流引领转型发展;四是一流企业提升产业竞争力;五是创新驱动打造新质生产力;六是物流网络布局均衡发展;七是绿色低碳物流影响提升;八是制度保障优化营商环境。但是,我国物流业也面临一系列比较紧迫的问题,结构调整叠加有效需求偏弱,物流需求仍处于恢复期,需求不足企业占比较高,企业经营普遍承压,社会物流总额增速低于GDP增速,短期内行业新动能难以撬动存量大市场,现代物流正进入温和增长阶段,需要妥善应对。我国高度重视现代物流发展,建设现代物流体系是建设物流强国、构建新发展格局的重要支撑和保障。2023年底的中央经济工作会议强调,要有效降低全社会物流成本。尽管经过多年持续推进物流降本工作,但是无论从经济结构、货物结构、产业布局等宏观层面看,还是从市场主体、方式手段、主要环节、政策措施等微观方面看,我国未来一段时期进一步推动降本的难度仍然较大。为进一步提升物流业竞争力、有效降低全社会物流成本、助力实体经济高质量发展,必须改变我国传统物流低价格、低效率、低效益的现实,通过激发物流需求侧变革动力、再造物流全链条组织方式、用好物流新质生产力、发力现代化基础设施、支撑供应链韧性安全,打造我国现代物流发展新模式,激发产业升级新活力。可以预计,2024年及未来一段时期,我国物流业将呈现出一系列新趋势:一是大盘稳定,市场保持温和增长;二是结构调整,需求贡献持续分化;三是提质增效,物流降本仍有空间;四是产业融合,全链条系统化整合;五是市场导向,规模化集约化发展;六是韧性安全,保供稳链更为迫切;七是设施联通,物流网络高效畅通;八是创新驱动,数字化转型提速;九是绿色低碳,物流社会价值提升;十是多方合力,行业共治统筹协调。

中国露天煤矿70年成就回顾及高质量发展架构体系

露天煤矿作为我国煤炭工业的重要组成部分,具有生产能力大、开采成本低、安全条件好等优势,近年来在建设规模、生产总量、开采工艺及技术装备等多方面均取得了跨越式的发展,有力保障了煤炭作为国家能源安全稳定供应的“压舱石”地位。首先回顾了新中国成立后我国露天煤矿70年来的发展历程,将其划分为起步恢复阶段(1949—1979年)、快速发展阶段(1980—1999年)、综合发展阶段(2000—2020年)和智能化初级发展阶段(2021年以后)4个时期;系统总结了每个时期的产量与数量规模、开采理论与技术、开采工艺与装备、资源开发与环境保护方面取得的突出成就。然后,探讨了现阶段露天煤矿发展面临的4个方面的主要问题,包括发展布局不均衡、可持续发展面临瓶颈、关键技术难题需深入攻关、人才短缺培养机制不完善。最后,提出构建以“安全、高效、绿色、低碳、智能”为总体目标的全链条、全周期、全要素露天煤矿高质量发展架构体系,其内涵特征包括以时效边坡理论、开采扰动指数理论、绿色开采理论、生态型开采理论、零碳负碳开采理论、智能化开采理论6种学术思想为理论基础,以灾害安全监测防控、复杂条件协同保障、生态源头减损开采、节能减污清洁利用、数字-自动-智能同建5类技术体系为核心支撑,以透明地质模型动态重构、边坡蠕滑全程精准预测、深大孔低扰动控制爆破、采空区超前探测与处置、粉尘抑制及煤自燃防治等30项关键技术为重点突破,以设计理念先进化、安全保障标准化、建设规模大型化、生产工艺综合化、开采装备智能化、核心制造国产化、矿区生态绿色化、煤炭利用清洁化、组织管理科学化、人才队伍国际化的“十化型”露天矿山为建设任务;同时给出了以规划引领为基础,以科技创新为驱动,以人才培育为保障的露天煤矿高质量发展实现路径。最终为推动我国露天煤矿向持续健康高质量方向发展提供指导。

后冬奥时代我国冰雪产业高质量发展的动力变革与实现路径

运用文献资料法和逻辑分析法对后冬奥时代我国冰雪产业高质量发展的基础能力、发展机遇、动力变革进行了研究。研究发现:冰雪产业自身变革发展模式、拓展地理空间、服务乡村振兴、区域协同等自身优势为高质量发展奠定了基础;北京冬奥会为我国冰雪产业的高质量发展提供了发展机遇,加快构建了冰雪产业高质量发展的新格局,促进了产品体系完善和多链融合;产业变革的动力来自供需平衡、市场主体支撑、要素驱动转化、制度环境、科技创新。因此笔者提出要加强顶层设计,构建中国特色现代化的高质量冰雪产业发展体系;提高效率,规范职能,建设协同高效的一流营商环境;加强健康引领,丰富供给类型,建设服务人民的冰雪体育公共服务体系;夯实开放理念,增强科技助力,建设创新融合低碳发展的冰雪产业市场机制;建立支撑冰雪产业高质量发展的人才培养体系;以更高水平的对外开放,深度融入全球冰雪产业格局等路径促进后冬奥会时代我国冰雪产业的高质量发展。

The Influence of the Urban-Rural Income Disparity on the Industrial Structure—Taking the Yangtze River Delta Region as an Example

In this paper, the effect of the mediation effect is mainly used to test and analyze the regression model, and most scholars have studied the impact of the modernization of the industrial structure on the income gap. However, this paper is from another perspective, based on the social background of high-quality development, the main study is the impact mechanism of urban and rural income gap on the industrial structure, taking the Yangtze River Delta as the main research object, and specifically selecting 22 central cities in the Yangtze River Delta region, which is also one of the highlights of this study. The regression model is constructed by using the intermediary effect, and the four intermediary variables of fiscal expenditure (M1), fixed asset investment (M2), number of patent applications (M3), and total import and export (M4) are selected, which represent the role of the government, fixed asset investment, scientific and technological level and opening-up level, and study and analyze the inherent influence mechanism between each variable. Before doing specific research, I consulted the papers and literature of many other outstanding scholars, among which Cheng Yuhong and Cheng Chi’s “The Influence Mechanism of industrial structure of urban and rural income gap” [1] has great reference value for this paper. According to the research results, under the background of high-quality development in the Yangtze River Delta region, the expansion of the income gap between urban and rural areas will inhibit the upgrading of the industrial structure, so it is necessary to focus on building a new type of urbanization, accelerating the construction of an urban innovation system, optimizing the rural employment structure to narrow the income gap between urban and rural areas, and providing impetus for the continuous upgrading of the industrial structure.

数字经济驱动与文化产业高质量发展

基于产业链的研究脉络,立足“价值链—技术链—企业链—空间链”的研究框架,利用2013—2020年省级面板数据,实证考察数字赋能文化产业高质量发展的效果、规律与路径,分析数字经济对文化产业高质量发展的影响效应。研究发现,数字经济能显著提升文化产业的高质量发展水平,且具有边际报酬递减的非线性特征;机制分析表明,数字经济对文化产业高质量发展的促进作用主要通过提高知识产权保护力度、促进创新要素流动和降低交易成本来实现;进一步区分“宽带中国”试点地区、大数据综合试验园区和智慧城市分析发现,政策工具试点地区数字经济对文化产业高质量发展的驱动作用更强。中国未来文化产业的发展应抓住数字化转型的重大时代机遇,推动文化科技融合创新,以高质量文化供给实现文化繁荣和经济增长的双重目标。
