Local Government-owner Bidder and Corporate Control Transfer

In this study, we discuss the financial constraints and the behavior of local governments. We expect that governments in relative wealthy region will act as a helping hand for companies trader its control on average, while those in relative poor region will be a grabbing hand. By dividing local governments into 3 categories according to its GDP per capita and Fiscal Revenue per capita, we test the relationship between government attributes and the long-term performance of listed companies in corporate control market. We find that target companies who are later controlled by the wealthiest government achieve better performance, while those who were later controlled by the poorest governments also achieve significant better long-term performance.

Research on Real Estate Economic Security and Government Control

With the development of economy and the progress of society,people’s living standards are gradually improving,and the requirements for housing are also gradually improving.The development of the real estate industry provides conditions for people’s modern life,and its development meets the needs of China’s socialist development.In such a social background,the future planning of the real estate industry is gradually clear,promoting the steady rise of the real estate economy,which is an important development prospect of the current real estate industry.In this paper,through the analysis of real estate economic security and government control,aiming at the existing problems,put forward some effective measures to promote the advantages of real estate development and the combination of government macro-control to stabilize the healthy development of the real estate industry.

Government Controlling and Firm Performance： An Empirical Study on China＇s Listed Companies

The current study compares the firm performance in China＇s listed companies by distinguishing the governance controlling of three types of state-shareholder. The results indicate that the performances in firms with direct government controlling are significantly weaker than other firms. In contrast, the performances in firms without direct government controlling are not significantly different. The results suggest that the introduction of market-oriented state-share holders is a desirable process during the transition economy in China.

VoIP Market Intensified,the Government Control Still Won't Be Unlocked In the Near Future

The traditional telecommunications operator of China has entered into a substantive network construction stage of NGN and new VoIP service in 2006. As the increasing understanding and the consideration of cost to VoIP, VoIP has become more acceptable for CIO of large-scale enterprises. Small and medium-scale enterprises are sensitive to communication cost, but influenced by the maturity of VoIP technology and reduction of VoIP equipment price, the market is intensified. All these drive the VoIP equipment entering into the actual purchase stage and promote the stable growth of VoIP equipment scale.

Food safety controls in different governance structures in China's vegetable and fruit industry

Food safety issues constitute an international topic discussed by many scholars. Although there is an extensive body of literature on comparisons of food safety control practices across different governance structures, these studies have been conducted mainly in terms of qualitative and descriptive analysis. In addition, little attention has been given to family farms. This study addresses the food safety control practices adopted by firms with different governance structures in China. Food safety control is expressed by the following aspects, i.e., pollution-free, green, organic, and/or geographical indication prod- ucts certification, establishment of production records, and pesticide residue testing. Three types of governance structures that engage in agricultural production are distinguished： farmer cooperatives, agricultural companies, and family farms. The food safety control practices of various governance structures are investigated based on a database that comprises 600 vegetable and fruit enterprises in Zhejiang, China. The results show that （1） pesticide residue testing is adopted by the most firms, followed by products certification, and production records are adopted by the fewest firms, and （2） agricul- tural companies adopt more food safety control practices than family farms, while farmer cooperatives adopt the fewest food safety control practices. Governance structure features of a cooperative in terms of ownership, decision-making, and income distribution are the main reasons for the low level of food safety control in the cooperative.

STOCHASTIC OPTIMAL CONTROL FOR THE RESPONSE OF QUASI NON-INTEGRABLE HAMILTONIAN SYSTEMS

A strategy is proposed based on the stochastic averaging method for quasi non- integrable Hamiltonian systems and the stochastic dynamical programming principle.The pro- posed strategy can be used to design nonlinear stochastic optimal control to minimize the response of quasi non-integrable Hamiltonian systems subject to Gaussian white noise excitation.By using the stochastic averaging method for quasi non-integrable Hamiltonian systems the equations of motion of a controlled quasi non-integrable Hamiltonian system is reduced to a one-dimensional av- eraged It stochastic differential equation.By using the stochastic dynamical programming princi- ple the dynamical programming equation for minimizing the response of the system is formulated. The optimal control law is derived from the dynamical programming equation and the bounded control constraints.The response of optimally controlled systems is predicted through solving the FPK equation associated with It stochastic differential equation.An example is worked out in detail to illustrate the application of the control strategy proposed.

New adaptive quasi-sliding mode control for nonlinear discrete-time systems

A new adaptive quasi-sliding mode control algorithm is developed for a class of nonlinear discrete-time systems, which is especially useful for nonlinear systems with vaguely known dynamics. This design is model-free, and is based directly on pseudo-partial-derivatives derived on-line from the input and output information of the system using an improved recursive projection type of identification algorithm. The theoretical analysis and simulation results show that the adaptive quasi-sliding mode control system is stable and convergent.

Terminal Sliding Mode Controllers for Hydraulic Turbine Governing System with Bifurcated Penstocks under Input Saturation

Terminal sliding mode controller method is introduced to enhance the regulation performance of the hydraulic turbine governing system(HTGS).For the purpose of describing the characteristics of controlled system and deducing the control rule,a nonlinear mathematic model of hydraulic turbine governing system with bifurcated penstocks(HTGSBF)under control input saturation is established,and the input/output state linearization feedback approach is used to obtain the relationship between turbine speed and controller output.To address the control input saturation problem,an adaptive assistant system is designed to compensate for controller truncation.Numerical simulations have been conducted under fixed point stabilization and periodic orbit tracking conditions to compare the dynamic performances of proposed terminal sliding mode controllers and conventional sliding mode controller.The results indicate that the proposed terminal sliding mode controllers not only have a faster response and accurate tracking results,but also own a stronger robustness to the system parameter variations.Moreover,the comparisons between the proposed terminal sliding mode controllers and current most often used proportional-integral-differential(PID)controller,as well its variant NPID controller,are discussed at the end of this paper,where the superiority of the terminal sliding mode controllers also have been verified.

Quasi Controlled K-Metric Spaces over C^(*)-Algebras with an Application to Stochastic Integral Equations

Generally,the field of fixed point theory has attracted the attention of researchers in different fields of science and engineering due to its use in proving the existence and uniqueness of solutions of real-world dynamic models.C^(∗)-algebra is being continually used to explain a physical system in quantum field theory and statistical mechanics and has subsequently become an important area of research.The concept of a C^(∗)-algebra-valued metric space was introduced in 2014 to generalize the concept of metric space.In fact,It is a generalization by replacing the set of real numbers with a C^(∗)-algebra.After that,this line of research continued,where several fixed point results have been obtained in the framework of C^(∗)-algebra valued metric,aswell as(more general)C^(∗)-algebra-valued b-metric spaces andC^(∗)-algebra-valued extended b-metric spaces.Very recently,based on the concept and properties of C^(∗)-algebras,we have studied the quasi-case of such spaces to give a more general notion of relaxing the triangular inequality in the asymmetric case.In this paper,we first introduce the concept of C^(∗)-algebra-valued quasi-controlledK-metric spaces and prove some fixed point theorems that remain valid in this setting.To support our main results,we also furnish some exampleswhichdemonstrate theutility of ourmainresult.Finally,as an application,we useour results to prove the existence and uniqueness of the solution to a nonlinear stochastic integral equation.

Adaptive Quasi-PID Control Method for Switching Power Amplifiers

Quasi-PID control method that is able to effectively inhibit the inherent tracking error of PI control method is proposed on the basis of a rounded theoretical analysis of a model of switching power amplifiers (SPAs). To avoid the harmful impacts of the circuit parameter variations and the random disturbances on quasi-PID control method, a single neuron is introduced to endow it with self-adaptability. Quasi-PID control method and the single neuron combine with each other perfectly, and their formation is named as single-neuron adaptive quasi-PID control method. Simulation and experimental results show that single-neuron adaptive quasi-PID control method can accurately track both the predictable and the unpredictable waveforms. Quantitative analysis demonstrates that the accuracy of single-neuron adaptive quasi-PID control method is comparable to that of linear power amplifiers (LPAs) and so can fulfill the requirements of some high-accuracy applications, such as protective relay test. Such accuracy is very difficult to be achieved by many modern control methods for converter controls. Compared with other modern control methods, the programming realization of single-neuron adaptive quasi-PID control method is more suitable for real-time applications and realization on low-end microprocessors for its simple structure and lower computational complexity.

Overlapping Nonmatching Grid Method for the Ergodic Control Quasi Variational Inequalities

In this paper, we provide a maximum norm analysis of an overlapping Schwarz method on nonmatching grids for a quasi-variational inequalities related to ergodic control problems studied by M. Boulbrachene [1], where the “discount factor” (i.e., the zero order term) is set to 0, we use an overlapping Schwarz method on nonmatching grid which consists in decomposing the domain in two sub domains, where the discrete alternating Schwarz sequences in sub domains converge to the solution of the ergodic control IQV for the zero order term. For and under a discrete maximum principle we show that the discretization on each sub domain converges quasi-optimally in the norm to 0.

Research on Corporate Right of Control: Mode of Arrangement and Innovation of Governance

The mode of arrangement and innovation of governance for corporate rights of control should be in accordance with the global resource disposition opportunities and efficiency competition. Based on rights formulated by acts and regulations, this paper establishes models of arrangement for corporate rights of control, and then analyses the composite basic features derived from the models. To conclude, a main frame for the arrangement and innovation of corporate rights of control is put forward based on the real practice of listed companies in China.

Game analysis of building energy saving behaviors between government and developers

Information asymmetry phenomenon and the differences between the main body's earning targets,which are existing in the building energy saving field,have made the game behaviors of its economic activities become inevitable.There are strategies choice between government departments and the developers,when the building energy saving work is carried out under the government control.Based on the players based assumptions,the path of player's behavior strategy choices is analyzed,expected revenue models are established and mixed Nash equilibrium is obtained in this paper.Based on the analysis results,the incentive strategy enlightenment could be concluded that it is particularly important to design the scientific incentive system for developers to develop energy-saving buildings reasonably and for the government to implement effective control;the role of informal system in encouraging developers to develop energy-saving buildings should not be ignored.

Financial Reporting Dilemmas for the Maltese Local Government

Maltese Local Councils are required to prepare financial reports compliant with International Financial Reporting Standards （IFRS）. Through documentary research, this study examined the suitability of this requirement and implications for institutional relationships. This study showed that IFRS statements are problematic to produce and interpret at the local level of government, and that, on their own, they are undermining the control needs of the Central Government. This study highlighted the important role of financial reporting for accountability by showing that the use of financial reporting systems that do not fit the reporting entity may actually lead to avoidance of accountability by mystifying reality.

Closed Loop Control of Bi-Directional Soft Switched Quasi Z-Source DC-DC Converter

Quasi Z-source converter is a single stage soft switched power converter derived from Z-source converter topology, employing an impedance network coupling the source with the converter. The quasi Z-source source converter can buck or boost the voltage and current flow is bidirectional. The duty cycle of the switch can be adjusted to maintain constant voltage during load change. To obtain constant output voltage, proper controller design is a must. This paper presents closed loop control of quasi Z-source converter using PI controller where controller parameters are estimated using the small signal model of the entire system. The transfer function of the system with AC sweep is used to obtain appropriate proportional and integral gain constants to reduce transient dynamics and to reduce steady state error.

Study on the Escape of the Portuguese Leasing in Macao from Chinese Criminal Law and the Governance by the Government of the Qing Dynasty

After the Portuguese leased in Macao in the mid-period of Ming Dynasty, the Portuguese officials here were asked to comply with the law of China more than once. To the Qing dynasty, the Portuguese still stubbornly refused to obey the law of China and often escaped from Chinese criminal law using briberies. In the case about Huiqian CHEN and the processing in the end of 1743, the fact that the Portuguese often escaped from the law of China was changed, and the principle of the Chinese judicial officials about processing the murders about Chinese killed by foreigners was explicitly defined. In this principle, Chinese significant compromises and concessions to the Portuguese were also included, but the criminal jurisdiction was ultimately controlled by the Government of the Qing Dynasty. Thus, the foreign-related criminal procedures conforming to foreign conditions were revised by the government of the Qing Dynasty according to the actual circumstances of Macao. However, the foreign-related criminal procedures revised by the government of the Qing Dynasty were not honestly observed by the Portuguese. After several major cases occurred in Macao, security rules and regulations were further issued by the government of the Qing Dynasty, in which the judicial control power of the government of the Qing Dynasty in Macao was unequivocally stated.

The Future of Quasi Emission Control Enterprises in a Low-Carbon Economy

At 9:30 a.m.on July 16,2021,the national carbon emission trading market started operation at Shanghai Environment and Energy Exchange.On the first day,the carbon emission quota totaled 4.244 million tons,with a turnover of 210 million yuan and an average transaction price of 51.23 yuan/ton.The carbon trading price is on the rise.With the gradual maturity and improvement of conditions,there will be about 8,000 to 10,000 emission control enterprises under the eight major industries in the future,and China’s carbon market will become the largest market covering greenhouse gas emissions worldwide.It can be seen that carbon trading is a“big deal.”If enterprises participate well,they will form carbon assets,but if they do not participate well,they will form carbon liabilities.This paper analyzes the opportunities and challenges faced by quasi emission control enterprises under the background of low-carbon economy.This provides certain reference significance for these enterprises to actively participate in the national carbon trading market in the future.
