It relieves environmental pressure and resolves the glaring contradiction between urban land idleness and urban sprawl. It addresses issues of urban land use and farmland protection in China. This paper compares brownfield with greenfield, and defines brownfield and its redevelopment. It elaborates general and special government policies for this sustainable land use strategy in the context of China. General policies contain two aspects: clarifying brownfield redevelopment's priority in Chinese urban planning and land use and setting a general quantitative redevelopment target. The extent of the government's special policies, which aim at coordinating three factors in the redevelopment process, namely govern- ments, developers and users, are divided into five areas: statistics and categorization, assessment and remediation, fi- nancial supports and tax incentives, environmental and legal liability, and publicity and guidance. The paper concludes the major functions of different levels of Chinese government in the redevelopment process, i.e. making general strategy, formulating legislation, spectifying regulations and technical standards, estimating and categorizing brownfield sites, drawing up brownfield planning, providing information and financial support, guiding developers, publicizing the strategy to the public, and checking reuse results.展开更多

Housing marketization provides an opportunity for households to choose their residences. However, not all households benefit equally from residential relocation. Residential relocation in urban China has relatively strong association with the household’s position within the spectrum from state redistribution to market reward than with life cycles and consequent adjustment of housing demand, which are the primary reasons for residential mobility in a mature market. In this research we focused on social aspects, mainly relating to the impact of urban redevelopment in inner city of Ningbo and the resultant potential housing problem. This research is based on a questionnaire survey that was conducted in three neighborhoods redeveloped at different time periods in the past fifteen years. The findings suggest that new strategy of redevelopment of the integrated envi-ronment of the old city while still improving the living condition for its residents can be heard due to the efforts of many people at various positions. Yet, many things need to be done to change people’s ideas: information and education through newspapers, academic discussions through academic journals, conferences, and reports to decision makers.展开更多

The modes and trajectories of urban redevelopment have thus become areas of major concern for both policymakers and scholars. Taking the multi-actor participation nature of redevelopment, this paper stemming from the game-theoretical approach demonstrates in empirical terms on two major fronts. First, the redevelopment of industrial land without the transfer of land use right is shown to be deadlocked by the incapacitation of the original land-user and unlocked with the participation of the new developer. Second, the preference of the original land-user to maximize its interests by operating by itself rather than continue to cooperate with the new developer is observed in the post-redevelopment stage. Therein, the entrepreneurial local government acts only as a “mediator” between the two market entities and tends not to directly intervene in their cooperation. Thus that, it is the reasonable distribution of potential benefits or the pricing of different rights in the land property right bundle rather than their definition that matters more for land redevelopment. Because the delineation of land property rights has never been a problem in a mature land market, particularly for stock industrial land.展开更多

China's experience in establishing urban land markets is characterized by trial and error and the gradual evolution of transitional institutions. Based on archive data and interviews in a neighborhood(Jinhuajie) of Guangzhou, this research reveals that China's land redevelopment in the past two decades has followed an approach of partial and gradual reform, which was structured by the gradual evolution of transitional institutions to speed up local land redevelopment within the existing property rights system. Transitional institutions, including highly compensated residents' land use rights,in-kind land lease payment, flexible control on development rights of developers and short-term actual ownership of work units, are generated by the local government sequentially to dispel existing land use rights of different land users and make further development be able to follow market mechanisms.展开更多

Manufacturing, especially, automobile industry created and continued the thriving economy in Detroit, MI in the early to mid-1900s. When outsourcing impacted the industry, people began to leave the city. That turned into a demographic catastrophe in Detroit. Economy had continuously fallen and many of the properties were foreclosed. After the housing market crash in 2008, a big economic crisis effected all country. After such a strong economic crisis, Detroit has been desperately in need of economic revival which has begun to turn around very slowly in last 10 years. In this paper, Detroit has been investigated through the experienced constructional problems. Sustainable solutions for Detroit are discussed in a broader aspect. The main purpose of the research is to understand the current problems in construction in Detroit after a decade of the economic crisis and bring sustainable solutions for urban redevelopment and rehabilitation for Detroit. Paper also details the problems in Detroit area, reasons behind the complications, components/parameters, constraints/limitations, solutions, people involved and expected results.展开更多

The current traffic impact analysis (TIA) is lack of a comprehensive component for non-motorized transportation under redevelopment. For a better guidance of land redevelopment and non-motorized transportation planning, it is necessary to evaluate the negative impact of redevelopment on non-motorized traffic in the TIA. In this paper, an evaluation framework for the impact analysis is built up. We organized the pro- cedures and components of impact evaluation, and proposed the corresponding qualitative and quantitative evaluation indicators for non-motorized traffic under redevelopment. Level of service (LOS) and its criterion are employed for external impact evaluation, and level of safety, convenience, independence, and comfort which are four aspects of quality of service (QOS) are proposed to analyze the internal impact. The framework is applied to a redevelopment study in Shanghai, China. The case study results indicate that the rede- velopment from a residential area to a mixed commercial area has a significant impact on non-motorized traffic. The potential negative impact from both external and internal traffic can be minimized by reasonable improvements in the internal land use design.展开更多

Such operations are even more complex whenever a portion of an ancient city is involved. This essay describes the redevelopment project of the historic center of Wuhu through the different themes raised during the drafting of the project: from the cultural opportunity of a wide reconstruction work, to the definition of the main design strategies, and the question of memory and identity. The results show that the field of intervention in this project is broader than that of most restoration projects, that is, an evolving city center, which is impossible to consider with traditional restoration parameters or with pure conservation. The only possibility of interven- tion is on the city structure, which allows the city to develop itself continuously within a welt- defined system of rules.展开更多

文摘Urban development and construction has led to a series of problems, such as the deficiency of land resources, difficulty in old city renovation, and backward landscape construction, etc.Brownfield refers to the abandoned and polluted lands of industrial, commercial,or other uses, whose redevelopment can not only effectively stimulate the intensive utilization of urban lands and the growth of urban economy, but also improve the quality of the urban ecological environment.Considering that the research on brownfield redevelopment methodologies in China is still at its initial stage, the application of the theories of urban regeneration and landscape urbanism in brownfield redevelopment will be conducive to solving various urban problems and promoting brownfield land use values. This paper, based on an analysis on the theoretical connotations of urban regeneration and landscape urbanism and their infl uences on brownfi eld redevelopment, argues that the urban regeneration theory can serve as the"framework"while the landscape urbanism theory as"skeleton"of brownfi eld development, both of which can integrally form the"organic body of brownfi eld redevelopment."It further puts forward fi ve primary principles for brownfi eld redevelopment which are elaborated through a case study on Changchun Tractor Factory.

文摘Residents’concerns and feelings play pivotal roles in smoothly promoting urban redevelopment.Anxiety,as an intuitive feeling toward uncertainties, generally exists among residents who are confronted with redevelopment, and this feeling has gradually attracted scholars’attention. However, relatively few studies have focused on the multidimensional view of this concept and its influencing factors.Drawing upon a large-scale questionnaire survey conducted in 13 pilot areas in China, this study refines and verifies five prominent dimensions of anxiety, namely, housing conditions, monetary compensation, public services, life adaptation, and public participation level, through factor analysis and one-sample/-test.The finding contributes to achieving a complete understanding of anxiety, and the scales developed for measuring these dimensions lay the foundation for further empirical studies on anxiety. The individual and collective effects of age, job, and region variables on anxiety dimensions are demonstrated via independent-sample/-test and analysis of variance, which clarifies the formation process of anxiety and highlights the importance of these contextual variables.Tailored strategies for policymaking and engineering management, including establishing reasonable compensation standards, providing equal public services, and delivering highquality housing, are proposed to relieve residents5 anxiety. These strategies are expected to consider further the sensitive group, such as the elderly, farmers, and casual workers.
文摘While urban villages are combinations of interests of different stakeholders, the redevelopment of urban villages is the benefit rearrangement among these stakeholders, whose target is to create values for all stakeholders and the society effectively. The principle of urban village redevelopment is to meet the multiple requirements of all stakeholders and balance the benefits of the dynamic environment. This paper discusses the utilization of theory of stakeholder governance amid urban village redevelopment. It proposes a "four in one" benefit coordination mechanism from the view of city planning. Some valuable policy suggestions on that are also put forward at last.
