Application of the Industry-University-Research Education Model of“Works,Products,and Public Goods”in Design Majors Practical Courses in Colleges and Universities

One of the goals and requirements of China’s educational modernization includes prioritizing,guiding,and promoting the social service capabilities of universities.The teaching of practical courses in design majors in colleges and universities has long been plagued by problems such as being“out of touch with the market and social needs”and“ignoring the cultivation of creativity.”It fails to meet the goals and requirements of educational modernization.This article takes the“Fundamentals of Styling and Comprehensive Expression”course offered by the School of Design of Guangxi Normal University as an entry point to study the industry-university-research education method that combines“social service”with the teaching of design professional practical courses.It also attempts to improve“works,products,and public goods”through the establishment of the theoretical model of“product”and the analysis of practical application paths is carried out to solve the problems existing in the traditional teaching of the design major,enhance the social service capabilities of the design major,promote talent employment and industry and social development,and carry out teaching reform attempts.

Chinese medical service and medical education in urgent need of reform in the context of public welfare-based medical reform

After six years＇medical reform,about 7.8 billion person-times of medical service has been achieved by2014,and the number of persons covered by basic medical insurance for urban employees,basic medical insurance for urban residents,and new rural cooperative medical insurance exceeded 1.3 billion,of which the coverage ratio reached as high as over 95%,establishing the largest basic medical security network in the world.

Research on the Socialization of Grassroots Meteorological Services in Agricultural Supply-side Structural Reform

In 2017, the No. 1 Document of the Central Committee proposed that "it is necessary to further promote agricultural supply-side structural reform, accelerate the cultivation of new kinetic energy for agricultural and rural development, and create a new situation in the construction of agricultural modernization". Under the new normal, Zhejiang s agricultural development shows new characteristics and new trends of speed change, structural optimization, and power conversion, and meteorological services for agriculture have stronger demands, higher requirements, and heavier tasks. The socialization of meteorological services is a new type of system arrangement for the provision of meteorological services, and aims to provide high-quality and efficient meteorological service products for the public and promote the equalization of basic meteorological services in urban and rural areas. In this study, through research on the socialization of grassroots meteorological services in a new situation, a new way of the government to provide public weather services is proposed, and a mechanism of the government to purchase public meteorological services is established;social resources and forces are organized and guided to develop the innovation system and mechanism of public weather services, and social resources are fully mobilized to meet the demand for meteorological services in the process of agricultural supply-side structural reform.

Operations management and reform combining with the principles of public service of the university sports venue

Due to the low utilization rate of opening-use, backward management and unreasonable configurations, university sports venue cannot produce some economic benefits, which makes the operating expenses in college stadiums extremely tense. Even sometimes it comes to the precarious situation. Therefore, there should be an operations management reform for college sports venue. Firstly, the article analyzes the current situation of stadium operations management. Secondly, with the actual experience of the authors, this essay discussed on how to strengthen the operation and management of modem college sports venues and reform, which includes the way enhancing the training about modem operational management knowledge of college stadiums, strengthening the diversified operation of college stadiums, highlighting the ＂people-oriented＂ in college sports venue design concepts and vigorously developing the training services about stylistic aspects of youth and, etc.,

Environmental Information Governance Reform in the Era of Big Data--From Information Disclosure to Public Service

The development of environmental information governance includes three phases: providing for oneself,information disclosure,and public service. And then China is in the transition and transformation of environmental information disclosure to the environmental information public service. The core of the transformation is public participation,in the whole procedure of environmental information supply decision making,production,and quality supervision and evaluation,etc. The target path of the environmental information governance reform includes five parts: improvement of public satisfaction,optimizing information disclosure,information quality control,integration of information resources,and multiple supply.

Empirical Analysis of China's Service Sector Development and Strategic Transition

Since reform and opening-up in 1978, the service sector has become the largest industry in China's economy. Compared with developed countries, however, China's service sector, especially modern services, remains rather undeveloped in terms of its aggregate size and internal industrial structure. The underlying reason is that the international OEM model under an export-oriented strategy created both technology spillovers and crowdingout effects on domestic service firms. With the deepening global division of work, such a market crowding-out effect is outweighing the technology spillover effect. This paper suggests that China's service sector must shift towards a domestic consumption-based strategy, utilize domestic and foreign production factors, and promote service sector innovation and development in differentiated monopolistic competition.

Between Two Cultures:Civil Service Reform in Thailand and Indonesia

In many Asian countries,public administration is in the process of considerable change and reform.Citizens in these countries have demanded faster,better,and cheaper public service.They have also demanded for more effective and efficient government.In order to meet these demands,the nation has to change its public management into more democratic,efficient,and citizen-oriented government.A civil service reform is needed in those countries with respect to their own social cultures.

Civil Service Reform in Indonesia: Redefining the Ethics

The civil service in Indonesia considers slow, non-transparent, and non-accountable, lacks initiative, and has a tendency for corrupt practices. Civil service reform to achieve good governance is badly needed at present in Indonesia. Law No. 22/1999 and Law No. 43/1999, while steps are in the right direction, still need strong and determined leadership to steer reform to its logical conclusion.

New Challenges for Occupational Health Services Facing Economic Reform in China

In China, which is facing economic reform and the rapid development of small-scale industries, various occupational hazards are reappearing. The problems are related to the ignorance of the managers and the workers, a lack of capital, the insufficiency of occupational health services, and the transfer of some hazardous work from large factories in the cities to small plants in the towns and villages. The change in life-style, especially in smoking habits, has aggravated occupational hazards. Research on Optimizing the Tax Business Environment - Taking Shunde Taxation Bureau's Innovation Reform as an Example

Since 2013,optimizing the business environment has become China's national strategy.In recent years,the Party and the government have continuously introduced a series of new measures such as the'"streamline administration,delegate power,strengthen regulation,and improve services55 reform to promote the continuous optimization of the business environment.As an important part of the business environment,the tax business environment is of great significance to improve the business environment and promote economic development.By analyzing the current situation of the tax business environment in China,this article discusses the existing problems in the process of optimizing tax business environment in China.Taking Shunde Taxation Bureau's innovative reform of tax business environment optimization as an example,this article introduces the practical innovation and promotion of optimizing tax business environment from four aspects:promoting convenience,digitalization,legalization,and intensive reform,in order to provide relevant experience for the optimization of tax business environment in other areas of China.

On Rural Medical Care and Health Undertaking Development during New Medical Reform

Based on in-depth survey of township hospitals in Lushan County of Henan Province, this paper studies the development situations of rural medical care and health undertaking in the course of new medical reform. Results show that both rural medical institution and public health undertaking have considerable development in this course. Working capital situation gradually turns better. However, there are still problems and challenge of shortage of high quality medical care personnel, lack of employment mechanism, poor medical environment, and imperfect bidding and purchasing system of medicines. To further develop rural medical situation, it should improve medical environment, speed up informationization construction, and give prominence to functional orientation.

基于DEMATEL模型的三级公立医院运营效率影响因素分析及对策研究

目的 分析影响医院运营效率的主要因素并提出意见建议,为医院管理部门提升医院运营效能提供参考依据。方法 利用决策试验和评价试验法(dematel)模型分析影响因素之间的相互作用关系。结果 员工工作负荷、人员结构比例、岗位责任、绩效考核方式等12个要素是影响三级公立医院运营效率的关键影响因素。结论 三级公立医院的高效运转是多种因素共同作用产生的结果,提高运营效率要从合理配置人力资源,完善绩效考核模式,优化医疗流程布局,创新发展运营模式等方面入手。

北京市综合医改前后社区卫生服务机构治疗费用的受益人群分析

背景厘清社区卫生服务机构主要服务的人群特点,对下一步社区卫生服务机构的精准改革具有十分重要的意义。目的通过分析综合改革前后北京市社区卫生服务机构治疗费用的受益人群特征,为下一步改革政策制定和调整提供精准的数据支持。方法本研究基础数据来源于2016—2019年北京市卫生总费用核算基础数据库,其他数据来源于2016—2019年《北京市卫生健康统计年鉴》《北京市卫生财务统计年报》《北京市卫生费用核算报告》等。采用多阶段分层整群抽样的方案选取社区卫生服务机构,从HIS系统纳入全年的门诊数据、住院患者的数据。采用卫生费用核算体系2011(SHA2011)核算、分析社区卫生服务机构治疗费用的受益人群状况。结果2016—2019年北京市社区卫生服务机构治疗费用从121.81亿元增长至222.45亿元,年均增长19.07%。40岁以上中老年患者治疗费用历年占比均在92%以上,60~岁、80~岁两个年龄组患者治疗费用增长较快,年均增速分别为24.08%、25.84%;治疗费用中内分泌、营养和代谢疾病,症状、体征和检验异常、循环系统疾病占比最高,内分泌、营养和代谢疾病,神经系统疾病,症状、体征和检验异常疾病治疗费用增长较快,年均增速分别为40.11%、48.40%和32.43%。结论综合改革后分级诊疗成效初显,社区医疗服务资源主要由中老年患者、内分泌、循环系统等慢性非传染性疾病患者所消耗,改革引导更多中老年和慢性病患者流向社区,社区卫生服务机构应该从服务能力、人才队伍、慢性病管理、医联体建设等多方面着手,提升其服务能力,巩固和维持改革的效果。

DIP支付方式下医保供给侧政策协同对费用控制的影响研究

目的:本研究旨在探索DIP支付方式与其他医保供给侧政策间的协同效果。方法:以全国DIP改革试点城市A市为处理组,未改革城市B市为对照组进行比较研究。收集2019—2022年共1120个公立医疗机构样本,采用双重差分法对住院医疗总费用及部分费用结构进行分析。结果:A市DIP改革对医疗机构住院医疗总费用、住院检查化验总费用产生显著的抑制效应,对住院药品总费用和住院材料总费用未产生影响。结论:DIP支付方式发挥显著控费效果,住院医疗总费用得到有效控制;单纯采取调价政策与集采政策的控费效果尚有不足;DIP与其他供给侧政策协同,促进医疗费用结构更加合理。建议医保部门注重发挥供给侧政策协同作用,共同推动医保基金使用效率提升。
