With the deepening of reform and opening up,the rural land system has experienced the evolution from contracting to transfer to the current rural revitalization strategy,and has always been closely linked to the well-...With the deepening of reform and opening up,the rural land system has experienced the evolution from contracting to transfer to the current rural revitalization strategy,and has always been closely linked to the well-being of farmers and the vigorous development of the rural economy.The reform of this system is not only a key driving force for rural economic development,but also an important cornerstone for realizing the rural revitalization strategy.Through in-depth analysis of the connotation of rural revitalization and rural land system reform,this study discusses in detail the internal dynamic mechanism of rural land system reform driving rural revitalization,and comprehensively analyzes the current implementation of rural land system reform.On this basis,this study puts forward the strategic concept of promoting the rural land system reform in the context of rural revitalization.Studies have shown that the rural land system reform has mainly played a positive role in the following four aspects in promoting rural revitalization:providing a solid material foundation for rural revitalization,optimizing the allocation of rural resources,promoting the transformation and upgrading of rural industrial structure,and promoting rural social harmony and stability.In the context of the current rural revitalization,the rural land system reform is undoubtedly one of the core issues of China s rural development.In order to further improve this system,we need to continue to optimize and innovate the rural land transfer system,the homestead reform system,and the rural collective construction land market entry system.展开更多

Research on the sustainable livelihoods of rural households is of great significance to mitigating rural poverty and reasonable land expropriation policy helps to realize better livelihoods and sustainable development...Research on the sustainable livelihoods of rural households is of great significance to mitigating rural poverty and reasonable land expropriation policy helps to realize better livelihoods and sustainable development.Scholars have conducted considerable research on the relationships between land expropriation and farmers'livelihoods.However,few quantitative studies have used the characteristics of villages as control variables to systematically analyze the impact of land expropriation on farmers'livelihood capital and strategy in the mountainous and hilly regions of China.This study uses the Partial Least Squares-Structural Equation Model(PLS-SEM)to systematically explain the impact of land expropriation on farmers'livelihoods in mountainous and hilly regions of Sichuan in 2013,with the characteristics of the village including income,accessibility and terrain as control variables.The analysis uses both representative sample data of 240 rural households and spatial data calculated using a 30 m Digital Elevation Model(DEM)by Geographic Information System(GIS).Results are as follows:(1)The land expropriation characteristicsare negatively affected by village accessibility.Villages with worse accessibility tend to have fewer land parcels and less land area expropriated.Additionally,land that is expropriated from inaccessible villages tends to receive less compensation.(2)Natural capital is negatively affected by number and area of land expropriation.Natural capital is not only directly affected by village accessibility,but also indirectly affected by village accessibility through the mediating effect of the number and area of land parcels expropriated.(3)Physical capital is positively affected by compensation for land expropriation,and negatively affected by village accessibility through compensation for land expropriation.The worse a village's accessibility/location is,the less compensation it will receive for land expropriation,resulting in lower physical capital.(4)Financial capital is negatively affected by village accessibility indirectly through compensation for land expropriation.The better the village'saccessibility is,the greateris its compensation for land expropriation and,hence,the greater is its financial capital.(5)Social capital is directly and negatively affected by the number and area of land parcels expropriated,and is indirectly and positively affected by village accessibility through the number and area of land parcels expropriated.This study enhances our understanding of the characteristics of land expropriation and rural households'livelihood as well as the impact of land expropriation on rural households'livelihood.These findings provide reference for the formulation of proper policies related to land expropriation and the improvement of rural households'livelihoods in the mountainous and hilly regions of China.展开更多

The program is the consequent implementation of the National Land Policy (2004), which initiated...After a trial period between 2008 and 2010, the LTRP (Land Tenure Regularization Program) was implemented in Rwanda. The program is the consequent implementation of the National Land Policy (2004), which initiated the reform of the administration of land. With the LTRP, titles to land were registered in the name of every landholder to unlock the potentialities for sustainable growth based on a clear framework, equally valid to all landholders. This paper describes the changes in land and property market activity after the reforms and comments on increasing development pressure on land which can be observed. It recalls that this new market activity is intended and policy-made as a result of the Land Policy with the land tenure regularization and changed land tenure principles, the EDPRS2 which clearly focuses on enabling the private sector to participate in and drive economic development, and the new urbanization agenda coming with the Vision 2020 and the EDPRS2. Identified factors are also discussed which contribute to the new market values of land and a case study in Kigali is referenced which identified accessibility to an area as the most influencing factor, besides access to services and levels of investment on the land. The importance is now, to keep ensuring and enhancing the positive impact of the policy directions in a sustainable manner for their maximum positive impact on socio-economic progress. Provided are recommendations of how to strategically guide public policies and investment in support of sustainable land market activity and using geospatial technologies. On the one hand,it had been playing a great role in the city development and prosperity,and on the other hand,it had led the s...It is an unarguable fact that the urban-rural dual structure led to two different results. On the one hand,it had been playing a great role in the city development and prosperity,and on the other hand,it had led the slow development of rural economy and the income gap between rural and urban areas. The government makes efforts to promote the process of urbanization to maintain the sustained development of China's economy and economic transformation which are the two needs of the Chinese reality. But in the top-level design of the policy,the government did not give a fair profits distribution to all social groups. On the contrary,the result of urban development is based on the expense of a part of the people's interests in exchange for the interests of another parts of the people,and especially on the government expropriation in the process of urban expansion. Under Land Administration Law of the People's Republic of China,the government monopolized the expropriation right of the rural land,and the rural collectives and farmers as the land owner and constructors respectively have no rights to decide the land use purposes. In fact,they are forced to accept the land compensation,and because of the little bargaining rights,they gain little from the land value increment. Comparatively,the governments became the biggest beneficiary who made use of the land as a source and capital to earn the achievement in their official career and more money required by the urban development. The paper mainly analyzes the current situation of the distribution of the land added value,elaborates the reasons why the government strives for the land interests,and discusses what farmers lose in the government expropriation. [Method] In the late 2011, we had conducted a systematical survey in 24 villages of two provinces including Jiangsu Province and Shaanxi Province. [Result] Survey results suggest enormous unbalance at the village level in the rights that household have been extended. In some villages, farmers seem to hold relatively long-term tenure and most of the rights, where there are less land expropriations and reallocations. Even if some land expropriations or reallocations occur in these villages, a meeting with villagers would be hold, and the villagers would be given the rights to discuss the process of the land expropriation or reallocation. In other villages, on the other hand, the land expropriation or reallocation is more frequent, and the villagers have no right to decide the process of the land expropriation or reallocation, their land prop- erty right are limited and rather unstable, while the village cadres and government at a higher level have coercive power on the land. When land expropriations or reallocations occur in these villages, no villager meeting would be hold. With the extension of time, more and more land expropriations occur, with increasingly involved area. In addition, the frequency of land reallocation is reduced, and the affected areas become smaller and smaller sis for land property rights system [Conclusion] This study had laid the theoretical bareform in rural China.展开更多

Based on the survey data, the paper analyzed the effect of agricultural land reform on cotton culti- vation from 2 aspects of cotton cultivation scale and benefit, and also studied the willingness of farmers for agricultural land reform. [Result] The main obstacle for farmer's unwillingness of continuous land reform for cotton cultivation was that the cotton cultivation risk was big, and the benefit could not be guaranteed. The agricul- tural land area per household increased after agricultural land reform, which increased the modernization progress of cotton cultivation. It also increased the benefit of cotton cultivation, and further affected the benefit of cotton cultivation. 文摘In view of artificially high urbanization rate of China and possible causes,survey and data analysis methods were used to discuss reform of household registration system,and path for promoting rural land system reform. Results show that it is required to eliminate bottlenecks of land system in the advance of new urbanization process. In line with land system bottlenecks of new urbanization,it is recommended to take following measures.( i) Promoting land right confirmation centered land system reform.( ii) Weakening rural land ownership and stressing land use right.( iii) Establishing urban and rural integrated land market and putting an end to low cost urbanization road.( iv) Realizing asset value of rural construction land and tackling the problem of insufficient construction land.( v) Reforming the land expropriation system and increasing the share of gain in land value to farmers.( vi) Implementing different land policies to promote coordinated development of regional social economy.( vii) Establishing land circulation access system to ensure unchanged land use purpose and high efficient use.
文摘As a general rule of Economics of Development,economic growth and development require rational institution guarantee.Land Tenure.As a main institution factor in agricultural development,closely relates to the reform of Chinese agriculture.Based on the relevant theories of Economics of Institution and Economics of Development,and combined with the marketization process of Chinese Land Tenure of Property Rights,the article studied the effects of institutional factors and put forward some choices in the development of agriculture,which is of both significant and practical importance.
文摘Agricultural land is the key to large-scale agricultural management,and the transfer price is the key to the success or failure of land transfer. At present,there are many problems in the pricing of rural land transfer in China,such as low price,random pricing,and large price difference,which seriously hinder the development of rural land transfer. Drawing lessons from the research results of domestic and foreign scholars,combined with the actual situation of rural land transfer in China,this paper analyzes the influencing factors of land transfer price in the context of rural land reform. Finally,according to the influence of different factors on the behavior of agricultural land transfer,this paper proposes establishing and perfecting the evaluation system of contracted land,perfecting the evaluation institution of transferred land assets and establishing a unified dynamic monitoring system of land transfer price in the whole country,and then driving the broad masses of farmers to get rich together,which is of great significance to achieving the revitalization of China’s rural areas.
文摘The current plights of farmers' land rights in China are analyzed.They cover the vain installation of the security of farmers' land rights,vain position of the dominant role played by rural collective land,incomplete functions of rural collective land and the inadequate material assistance of farmers.The solutions for ensuring the security of farmers' land rights are put forward,in the first place,perfecting the legislation of guaranteeing farmers' land rights.In the second place,scientifically installing the rural land rights,which covers the following aspects,such as,clearly defining that the collective ownership of rural land belongs to farmers in law;clearly defining the main body of rural land property and eliminating the shortage of property rights;demarcating the range of public interests and clearly stipulating the reasonable compensation of main body of land expropriation.In the third place,villagers' autonomy should be perfected.In the forth place,standardizing the system of land expropriation,which includes the two aspects of normalizing the land transference procedure and the control of collecting land tax,and establishing fair compensation standard and normalizing land compensation procedure.In the fifth place,strengthening land transference and judiciary,and enforcing supervision;in the sixth place,accelerating the development of peasants' cooperative economic organizations and cultivating peasants' rights keeping organization.Through the discussion on the plights and solutions of farmers' land rights protection,the coordination of rural and urban development will be realized and a harmonious society will be built.

文摘Frequent occurrence of land expropriation disputes in rural areas of China has attracted attention of scholars to study causes. Most existing studies discuss causes from " structure- institution" level. In other words,land expropriation disputes are caused by existing imperfect institutions,regulations,and policies. Such analysis model points institutional causes,but pays little attention to policy implementation process,especially the subjective initiative of parties concerned. This paper described a decade-long land expropriation dispute case in detail.Through description of event and process and survey of reasons of actors,it revealed factors resulting in occurrence and upgrade of dispute,and analyzed factors and their interactions with the aid of Smith Process Model.

文摘This paper introduces the status of group differentiation of farmers whose land is expropriated and analyses the forcing of urban community factor and social workers' intervention on community integration of farmers whose land is expropriated.Since individual characteristics factors,external factors,social support and internal factors are different,the understandings of current farmer group whose land is expropriated on social work have great disparity.The obstacles existing in urbanization of farmers whose land is expropriated are concluded as follows.In terms of group constitution,there is a shortage of development-oriented of farmer groups whose land is expropriated,but impoverished groups overabound;in terms of cities,it lacks direct platforms and institutions that provide services for farmers whose land is expropriated.In terms of social work,the degree of social workers intervening in community integration of farmers whose land is expropriated is insufficient.From three aspects:the intervention of social work in integration of different types of communities of farmers whose land is expropriated,social work intervention at level of social policy,and social worker team carrying out the plan of helping others,this paper proposes path selection of intervention of social work in community integration of farmers whose land is expropriated.

文摘One of the reasons for many social tragedies resulted from land expropriation in China is failure of the constitution to bring into play its due functions in standardizing land expropriation power of the government and protecting farmers' rights.In the existing land expropriation system,government is not only a policy maker of land expropriation,but also a "referee" of dispute over land expropriation.Government' land expropriation power and land-expropriated farmers' rights become out of balance.As a result,some local governments do not attach importance to farmers' rights,making land-expropriated farmers dissatisfied and consequently leading to some social tragedies unfavorable for harmony and stability.To fundamentally settle disputes over land expropriation and realize win-win of farmers' right and state interest,it should bring into full play functions of the constitution through protecting farmers' right to participate in land expropriation and establishing constitution evaluation mechanism.
文摘The Agriculture and Forestry discipline in local normal colleges and universities plays an important role in cultivating talents and higher education to serve the local"agriculture,rural areas and farmers".The Land Resource Management discipline is a science that studies the use,allocation,and management of land resources and assets,and has comprehensive and practical features.In the context of the proposal of the rural revitalization strategy and the establishment of the Ministry of Natural Resources of the State Council,the importance of cultivating land resource management talents who understands both land planning and urban planning is self-evident,and the teaching reform of Land Resource Management discipline is receiving much attention.Taking the Land Resource Management discipline of Jiangxi Normal University,a key normal university in Jiangxi Province as an example,combining the characteristics of the discipline setting and the development process,we analyzed the existing problems in its development,so as to provide recommendations for the teaching reform of Land Resource Management discipline in local normal colleges and universities.
文摘After a trial period between 2008 and 2010, the LTRP (Land Tenure Regularization Program) was implemented in Rwanda. The program is the consequent implementation of the National Land Policy (2004), which initiated the reform of the administration of land. With the LTRP, titles to land were registered in the name of every landholder to unlock the potentialities for sustainable growth based on a clear framework, equally valid to all landholders. This paper describes the changes in land and property market activity after the reforms and comments on increasing development pressure on land which can be observed. It recalls that this new market activity is intended and policy-made as a result of the Land Policy with the land tenure regularization and changed land tenure principles, the EDPRS2 which clearly focuses on enabling the private sector to participate in and drive economic development, and the new urbanization agenda coming with the Vision 2020 and the EDPRS2. Identified factors are also discussed which contribute to the new market values of land and a case study in Kigali is referenced which identified accessibility to an area as the most influencing factor, besides access to services and levels of investment on the land. The importance is now, to keep ensuring and enhancing the positive impact of the policy directions in a sustainable manner for their maximum positive impact on socio-economic progress. Provided are recommendations of how to strategically guide public policies and investment in support of sustainable land market activity and using geospatial technologies. The supportive application of technologies is explored.

文摘So far,the work of calculating the regional comprehensive price of expropriated agricultural land has been carried out for more than ten years,but in the specific calculation process,the concept and calculation method of the regional comprehensive price of expropriated land are still lack of unified standards.In this paper,from the point of view of the benchmark land price,the regional comprehensive price of expropriated agricultural land is calculated by using the relatively mature benchmark land price.
文摘It is an unarguable fact that the urban-rural dual structure led to two different results. On the one hand,it had been playing a great role in the city development and prosperity,and on the other hand,it had led the slow development of rural economy and the income gap between rural and urban areas. The government makes efforts to promote the process of urbanization to maintain the sustained development of China's economy and economic transformation which are the two needs of the Chinese reality. But in the top-level design of the policy,the government did not give a fair profits distribution to all social groups. On the contrary,the result of urban development is based on the expense of a part of the people's interests in exchange for the interests of another parts of the people,and especially on the government expropriation in the process of urban expansion. Under Land Administration Law of the People's Republic of China,the government monopolized the expropriation right of the rural land,and the rural collectives and farmers as the land owner and constructors respectively have no rights to decide the land use purposes. In fact,they are forced to accept the land compensation,and because of the little bargaining rights,they gain little from the land value increment. Comparatively,the governments became the biggest beneficiary who made use of the land as a source and capital to earn the achievement in their official career and more money required by the urban development. The paper mainly analyzes the current situation of the distribution of the land added value,elaborates the reasons why the government strives for the land interests,and discusses what farmers lose in the government expropriation. Last but not lest,the author reflects on the land reform and gives a proposal on distribution of land added value.
文摘[Objective] This study aimed to demonstrate the current status and variation trend of the land insecurity in rural China in recent years. [Method] In the late 2011, we had conducted a systematical survey in 24 villages of two provinces including Jiangsu Province and Shaanxi Province. [Result] Survey results suggest enormous unbalance at the village level in the rights that household have been extended. In some villages, farmers seem to hold relatively long-term tenure and most of the rights, where there are less land expropriations and reallocations. Even if some land expropriations or reallocations occur in these villages, a meeting with villagers would be hold, and the villagers would be given the rights to discuss the process of the land expropriation or reallocation. In other villages, on the other hand, the land expropriation or reallocation is more frequent, and the villagers have no right to decide the process of the land expropriation or reallocation, their land prop- erty right are limited and rather unstable, while the village cadres and government at a higher level have coercive power on the land. When land expropriations or reallocations occur in these villages, no villager meeting would be hold. With the extension of time, more and more land expropriations occur, with increasingly involved area. In addition, the frequency of land reallocation is reduced, and the affected areas become smaller and smaller sis for land property rights system [Conclusion] This study had laid the theoretical bareform in rural China.

文摘[Objective] The paper was to study the effect of agricultural land reform on cotton cultivation in Manasi, XinJiang based on reformed farmers. [Method] Rural land contract management rights transfer of rural household in Manasi County of Xinjiang Changji Hui Autonomous Prefecture were surveyed in August, 2011. Based on the survey data, the paper analyzed the effect of agricultural land reform on cotton culti- vation from 2 aspects of cotton cultivation scale and benefit, and also studied the willingness of farmers for agricultural land reform. [Result] The main obstacle for farmer's unwillingness of continuous land reform for cotton cultivation was that the cotton cultivation risk was big, and the benefit could not be guaranteed. The agricul- tural land area per household increased after agricultural land reform, which increased the modernization progress of cotton cultivation. It also increased the benefit of cotton cultivation, and further affected the benefit of cotton cultivation. [Conclusion] The study provided reference for improving scale cotton cultivation efficacy in Xinjiang.

文摘This paper discusses existing problems in protecting rights and interests of land-expropriated farmers' during urbanization,such as those farmers' failure to obtain benefits from land increment,difficult employment and imperfect social security system.Reasons for losses of farmers' rights and interests mainly include defects in land management and expropriation system,and uncoordinated development of urbanization and industrialization.However,the basic reason is urban and rural dual economic structure.On the basis of these situations,it puts forward solutions to protecting rights and interests of land-expropriated farmers:let land-expropriated farmers share land-increment benefits from land marketization;establish effective employment security system and perfect social security system,to make land-expropriated farmers share supply of public goods equal between rural and urban areas,and realize the inclusive growth balancing urban and rural areas.
文摘|Editorial Note|Land has become an issue of increasing social concern as demand continues to surge in the midst of economic development,urbanization and industrialization.The crux of the issue is the land regime. China has a unique dualistic land regime under which the land market has not been well developed.Based on a review and commentary of the existing land polices,this article elaborates on the deficiencies inherent in China’s dualistic land rights system and land market and offers policy recommendations for promoting land system reform and market development.This study will help us gain an in-depth understanding of the problems in China’s land regime.
