Investing in projects that support environmental benefits, such as tree harvesting, has the potential to reduce air pollution levels in the atmosphere in the future. However, this kind of investment may increase the current level of emissions. Therefore,it is necessary to estimate how much the policy affects the current level of CO_(2) emissions. This makes sure the policy doesn’t increase the level of CO_(2) emis-sions.This study aims to analyze the effect of the One Bil-lion Trees program on CO_(2) emissions in New Zealand by employing the 2020 input–output table analysis. This inves-tigation examines the direct and indirect effects of policy on both the demand and supply sides across six regions of New Zealand. The results of this study for the first year of plantation suggest that the policy increases the level of CO_(2) emissions in all regions, especially in the Waikato region. The direct and indirect impact of the policy leads to 64 kt of CO_(2) emissions on the demand side and 270 kt of CO_(2) emis-sions on the supply side. These lead to 0.19 and 0.74%of total CO_(2) emissions being attributed to investment shocks.Continuing the policy is recommended,as it has a low effect on CO_(2) emissions. However,it is crucial to prioritize the use of low-carbon machinery that uses fossil fuels during the plantation process. 展开更多

Green technology innovation is an important driving force and source to promote my country’s high-quality development, and it is the core path to achieve sustainable development. This paper uses my country’s provincial panel data from 2016 to 2019 to study the impact mechanism of R&D investment on green technology innovation, and introduces the level of digitization, using the panel threshold model to discuss its role in the impact mechanism of R&D investment on green technology innovation. The study found that when the level of digitalization in a region is low, increasing R&D investment does not necessarily improve the ability of green technology innovation;when the level of digitalization is relatively high,R&D investment has a positive role in promoting green technology innovation. Therefore,it is necessary to improve policies to encourage enterprises to increase investment in research and development;at the same time,it is necessary to promote the coordinated development of digital foundation, digital investment, digital literacy, digital economy and digital application, and promote the deep integration of digitalization and green technology innovation. 展开更多

Since China's reform and open door, the countries and regions of direct investment in China's mainland have been increasing. In 1995, the amount of foreign direct investment (FDI) in China was US$ 37.81 billion that was from more than 170 countries and regions. The regional structure of capital market of FDI in China has three characteristics: (1) The most of FDI was from the near countries or regions, Hong Kong Macao, Taiwan, Japan, South Korea, Thailand and Malaysia provided 80.3% of the amount of FDI in 1995. (2) Only several countries and regions provided most of FDI in China. (3) According to the contributory rate, the main capital market of FDI in China could be divided into four classes, including the guiding market, subsidiary market, new and development market, opportunity market. Most of FDI in China was from the developing countries and regions, which had a negative effect on the size and technical level of foreign capital enterprises. The author puts forward the countermeasures to improve the regional structure of capital market: (1) to keep the guiding market stable, (2) to open up chiefly the subsidiary market, (3) to guide actively the new and developing market, (4) to try hard to start the opportunity market. 展开更多

Development is an ever growing process and its impact is often detrimental to environment which in turn may lead to adverse consequences for human life. Environment Impact Assessment (EIA) is an anticipatory and participatory environment management tool which helps in the decision-making process for different upcoming development projects by analyzing the environmental consequences of the action. The large scale projects like setting up of Special Investment Regions (SIR), Special Economic Zones (SEZ) and Industrial Estates (IE) have cumulative impacts on the environmental condition of the region. This paper intends to describe different practices of impact assessment and seeks to direct this debate towards the potential benefits of applying Regional EIA over the project specific EIA to capture the cumulative impact of large development projects like SIRs and IE on the environmental condition of the region and underline the challenges often faced during the study. Regional EIA is a new concept in India and the process of development of an SIR is different from the other industrial projects such as SEZ or IE. Unlike SEZ which comprises of only industrial activity, SIR also includes residential commercial and other amenities over an area of more than 100 square kilometers. Further, the implementation of Regional EIA in Indian context is also constrained by problem in baseline data collection and lack of exhaustive ecological and socioeconomic indicators for impact assessment and restricted use of state of art technologies such as Geographical Information System due to many factors such as cost involved and lack of awareness among consultants. The whole process of Regional EIA should be made rapid and more participatory. 展开更多

How to ensure energy supply and reduce environment pollution have turned into governments’ top priorities and key factors to maintain sustainable development. In this context, two major trade and investment agreements that could lead to profound influence on low-carbon energy systems development around the Asia-Pacific region are the Regional comprehensive economic partnership (RCEP) consisted of the Association of Southeast Asian Nations (ASEAN) plus Australia, China, India, Japan, New Zealand, and Republic of Korea and the Belt and road initiative (BRI) initiated by China. In order to have a smooth transition to low-carbon energy systems in Asia, besides RCEP and BRI, it is imperative to boost private sector investment. Success of encouraging private sector investment depends on appropriate government policies towards promoting innovations and reducing financial risks to private investors. The research questions that are examined in this study are: What type of policy measures affects trade in low-carbon transition, particularly renewable energy (RE) transition? How can investment signals and incentives be reframed to scale up private finance in RE? The objective is to investigate and to provide several feasible trade policy and investment policy tools for both national and regional markets that governments could adopt to accelerate the speed of private financing of the low-carbon energy industry, particularly the RE industry. 展开更多

In this article,it discusses the di£ferences in economic development between urban and rural areas and regions in our country from the perspective of education investment and fixed asset investment.Based on the provincial data of 31 provinces from 1999 to 2017 released by National Bureau of Statistics,it expends the Cobb-Douglas model and Lucas model, and analyses the data with multiple linear regression models. From the study,it finds that compared with investment in fixed assets, investment in education has a larger role in promoting economic development, which is more obvious in the underdeveloped central and western regions and rural areas. However,at the same time it needs to note that the positive effects of education investment will be restricted by the economic structure and policy environment, and education expenditure policies should also be implemented in accordance with time and local conditions. 展开更多

Nowadays,it has been in the period of rapidly developing China’s economy.Since the financial crisis in 2008,China has paid more and more attention to investing in fixed assets, and the growth rate of investing in fixed asset is also rising. However, when promoting regional economic growth,if we only pay attention to the total amount of fixed asset investment, there will inevitably exist some blindness and lack of sustainability. Therefore, the study between the investment structure of fixed assets and regional economic growth is quite important.China has a vast territory and many regions. The investment structure of fixed assets in different regions is also different,so the influence on economic growth is also different. This paper analyzes the investment structure of fixed assets and regional economic growth, and help realize the rapid growth of regional economy by recognizing the current situation of China's investment structure of fixed assets. 展开更多

This article explores the effects of investment upon energy intensity by applying a unique panel data of China's 27 provinces between 2004 and 2013.In addition,it also particularly stuthes other factors, such as energy price, economic structure, and urbanization. The results, based on four econometric regression model results, suggest that in general, the indigenous investment on research and development is a more powerful tool to decrease China's energy intensity regardless of region disparity. The foreign direct investment(FDI) has a prominent but not persistent effect on energy intensity. However, the outward direct investment has not shown its significant impact on energy intensity. At the level of an aggregate economy and China's eastern region, the results demonstrate that FDI improves energy efficiency significantly. For the central and western provinces,FDI does not support the similar conclusion.Based on these analyses,we present the corresponding regional policies for policymakers. 展开更多

GIS technology has been mostly concerned with handling physical data andmodeling physical environment. However, the retirements of GIS for handling socio-economicinformation in many cases are different from those concerning phenomena in the physical environment.Analysis of capital flow among regions requires the transitions both from economic values tophysical landscape and from physical surface to economic explanation. Rapid growth of Chineseeconomy comes mainly from investment. There are two main ways for obtaining high growth ofinvestment. One is government expenditure which usually invests in regional facility and amenityblock, which is regarded as stimulus for attracting investment. The other is the creation ofinvesting center and corresponding capital source areas, both of which need the central city withthe highest growth rate of investment among regions. This paper presents the cluster areas of bothgovernment revenue and total investment, the potential situation of capital flow between centralcity Shanghai and its neighbor provinces by using Classification' and Interpolation' functions ofArcView GIS. 展开更多

Thailand has currently enhanced and promoted intensive trade and investment liberalization and implemented long-term growth policy according with current regional economic integration, WTO obligations and globalization. Nevertheless, several recent internal and external factors e.g. the massive SARS and avian flu outbreaks, the Indian Ocean tsunami devastation, the Asia financial crisis and domestic policy reforms (ICSEAD, 2006) have also impeded this policy. While the issues are important for Thailand and developing countries in Asia, only limited research has been undertaken to investigate them. The paper conducts a substantive quantitative study to contribute to these trade and development policy issues. A new econometric modelling policy method, namely the generalized gravity theory (Tran Van Hoa, 2004) is used to develop a simple flexible simultaneous-equation econometric model of Thailand's openness model with its seven major trade partners (ASEAN-4, Australia, the USA, the EU, China, Japan and India). Using data from the ICSEAD, the World Development Indicators and the Bank of Thailand databases, the paper reveals efficient and reliable empirical findings on trade-growth causality, trade determination including the impact of shocks and policy reform on trade and growth between Thailand and its major trade partners over the past two decades. The paper also provides evidence on the linkages between trade in goods, FDI and services and regional economic integration for more credible policy implications. 展开更多

As an essential infrastructure, the rural power grid is vital in promoting agricultural and rural carbon sequestration and improving rural energy electrification. It is necessary to carry out in-depth research on its comprehensive efficiency.Based on the requirements of“double carbon”and rural revitalization strategy for the rural Power Grid, this paper focuses on the modernization and low-carbon transformation of the rural Power Grid.It constructs an input-output index system for the investment efficiency of the rural Power Grid in China under the new situation. It uses the primary data of the rural Power Grid of 30 prefecture-level cities in China from 2019 to 2021 to evaluate the investment efficiency of the rural Power Grid in China through a three-stage DEA model. The empirical results show that:considering the regional differences, the comprehensive efficiency of the rural Power Grid in backward areas is significantly improved;that is,the three-stage DEA method can more objectively evaluate the comprehensive efficiency of the rural Power Grid.In the context of the continued promotion of the rural revitalization strategy,to improve the comprehensive efficiency of the rural Power Grid,it is necessary to improve the technical level of the rural Power Grid further and appropriately expand the scale of investment in the rural Power Grid. 展开更多

The economies during the post-industrial era are returning to the classical meaning of manufacturing sector in the process of balanced regional growth and are searching for stimuli for diversifying economic structure and reindustrialization. Expansion of a new growth theory highlighted the necessity for the well-developed so-called innovative manufacturing sector; however, stimuli for realizing the potential of this sector are limited due to relative attractiveness of sectors with lower risks and faster returns especially in regions followers. Moreover, regional success as a result of the previous development can hinder changes and stimulate economic agents to avoid regions and sectors with high potential but weak performance. Generation of regional economic growth can be considered in a framework of two kinds of stimuli as financial and structural. Financial capital as an important factor for supporting structural change in economy helps to stay in harmony with the modern economy; however, existing sectoral composition can be persistent to changes. Latvia is considered as a case study about issues on fmancial and structural stimuli for regional growth because of the bright dominance of capital city region (high regional differentiation) and typical post-industrial economic structure in parallel with an intention to actively participate in reindustrialization and increase the innovativeness of economy. This article searches whether foreign investment stock in a company's equity capital provides a stimulus for an industrial change at a micro level (five regions and 12 manufacturing sectors in accordance with statistical classification of economic activities NACE 2 Rev. (Nomenclature generale des Activities economiques dans les Communuates Europeennes) two-digit level) and whether this change contributes to the regional growth. Unbalanced regional growth as a result of reallocation of financial resources among sectors of economic activity and differences in distribution of economic success at a sectoral level provide a useful foundation for testing the impact of foreign direct investments (FDI) on changes in economic structure. 展开更多

In recent years, China has promulgated many laws and regulations of environmental protection, gradually forming an environmental regulation system, and most enterprises are under the dual pressure of environmental protection and business performance. It would be a significant way that enterprises undertake R&D activities for a change. This paper is based on the Shanghai and Shenzhen A-share listed heavy pollution enterprises in 2011-2016, which is based on the review and summary of research results of former researchers, combining with current environmental regulation situation of our country, raising the relevant hypothesis between environmental regulations, R&D investment and business performance against heavy pollution industry. Adopting the method of empirical research, it also built the linear regression model which employs the relevant financial data of heavy-polluting enterprises in China as the statistical research sample. The relationship for heavy-polluting enterprises affected by environmental regulations between environmental protection R&D investment and enterprise business performance was tested. The results show that there is a positive influence on the environmental R&D investment and business performance, and a lag effect upon the R&D investment of enterprises to business performance. Finally, the research results were used to evaluates problems existing in the R&D investment on pollution industry in China as well as business performance and we put forward some suggestions on improving environmental regulation standards and technology innovation consciousness as well as optimizing the structure of R&D investment. 展开更多
