Specialization and Coordination: New Paradigm, Theory, and Path for Regional Development

In its new development stage,China seeks to derive new dynamism from reform and opening up at a higher level to boost consumption and services.This process coincides with a further differentiation of comparative advantages across regions.Economic activity and population will continue to concentrate in clusters in coastal and central cities amid a continuous outflow of population from remote areas.Development expansion from coastal to interior regions and from central cities to the periphery will promote a new regional development paradigm of“dual centers and periphery”.Therefore,China’s regional development strategy should follow the new theory of seeking relative equilibrium amid development,identify regions of population inflow and outflow,and explore a new development path of regional specialization and coordination.By deepening market reforms and increasing central government coordination,the country is poised to improve the spatial allocation of resources and unleash institutional dividends in the process of developing a unified national market.

Differentiated Paths of Regional Green Development Driven by Industrial Enterprise Innovation

A fundamental shift in the regional development pattern is crucial to achieving a comprehensive green transformation in China.Currently,innovation-driven green development is a significant strategic option for regional development.As the main body of innovation and the basic unit of regional composition,enterprises have a profound impact on the development of regional economy,society,ecology,and other aspects.However,considering China’s vast territory and significant regional differences in natural environment and industrial structure,it’s necessary to further explore the specific impact paths of regional green development driven by enterprise innovation.Therefore,taking industrial enterprises as an example,based on the panel data of 30 provinces in China from 2016 to 2020,this study verifies the impact of industrial enterprise innovation on the regional green development level by constructing a parallel multiple mediating effect model and dividing the economy into eastern,central,and western regions to discuss the specific impact paths.The results show that industrial enterprise innovation has a significant positive effect on regional green development level,via different influencing paths in each region:(1)The eastern region improves the regional green development level by narrowing the urban-rural income gap;(2)The central region improves the regional green development level by reducing resource dependence;and(3)The western region raises the regional green development level by improving the rationalization of industrial structure.

A company that does a good job in human resource management will promote the process of regional economic development,and related enterprises will develop rapidly as a result.In future work,enterprises should carefully study the relationship between the two,and innovate their human resource management and development methods while fully considering the needs of talent development and regional economic development,in order to fundamentally optimize the regional economic development status.

Hub-and-Spoke System in Air Transportation and Its Implications to Regional Economic Development——A Case Study of United States

Considerable changes have taken place in commercial passenger air transport since the enactment of the 1978 Airline Deregulation Act in the US and the deregulation of airline networks that has occurred elsewhere. The commercial and operational freedoms have led most of the larger carriers to develop hub-and-spoke networks, within which certain cities or metropolitan areas emerge as key nodes possessing tremendous advantages over other locations in the air transport system. This paper examines the nature of hub-and-spoke operations in air transportation services, and the benefits that accrue to a city or geographical region that is host to an airline hub. In particular, it looks into linkages between the air service hub and local economic development. Four potential types of impact of airports on the regional economy are defined and discussed. As an example, the assessment of the economic impacts of Cincinnati-Northern Kentucky International Airport (CVG), a major Delta Airlines hub, is introduced.

Intensity Allocation Criteria of Carbon Emissions Permits and Regional Economic Development in China——Based on a 30-Province/Autonomous Region Computable General Equilibrium Model

The intensity allocation criteria of carbon emissions permits and its influence on China＇s regional development are analyzed through the 30-province/autonomous region computable general equilibrium （CGE） model. Simulation results show that： industrial intensity criteria without taking regional economic development into account deepen the unbalance of regional economic development; regional intensity criteria without taking industrial properties into account exert little negative impact on regional harmonious development, but relatively high negative influence on high-carbon emission industries. The two-step allocation scheme that the central government allocates emissions permits to provincial governments based on regional economic development and then provincial governments allocate emissions permits to emission resources or entities based on industrial properties is a feasible and operable choice.

Coordinating Regional Development as a Solid Foundation for Common Prosperity

Coordinating regional development is a key step for China to achieve the goal of common prosperity for all. From the era of the planned economy to the development,consolidation and improvement of the socialist market economic system after reform and opening up since 1978, as a key target of economic development, China has been committed to balancing regional development, and after decades-long explorations and relentless efforts made great progress. Coordinated regional development-as manifested in narrowed regional development gaps, more equal access to basic public services and eradication of regional absolute poverty-has paved the way for more substantive progress to be made in delivering common prosperity for all. Despite the progress, China still needs to further improve institutional systems for regional coordination and undergird the regional foundation for common prosperity according to the requirements of its new development stage. Specifically, China should focus on the following priorities:(i) Strengthen institutional infrastructure, smooth regional internal and external circulations, and develop a unified domestic market at a higher level;(ii) give full play to the role of the government in equalizing access to basic public services, promoting infrastructure connectivity and protecting basic living standards;(iii) optimize integrated urban-rural development mechanisms, take solid steps to revitalize the countryside, and further coordinate urban and rural development;(iv) improve the layout of the industrial chain and advance interregional industrial chain upgrade and social progress.

The “Valley Economy” Model of Regional Development: A Case Study of Mountain Areas in Beijing, Northern China

A case study is presented of a regional development model for valley economies in the mountain areas of Beijing, China. The nature and framework of the valley economy model are described and the development of the model, which is specific to the mountain areas of Beijing, is analyzed. Five different valley economy models applied in the Beijing mountain areas are compared. The major purpose of the valley economy model is to develop the regional economy, including the selection of appropriate industries, the allocation of industrial space, the establishment of supply chains and the integration of various industries. Pilot experiments using the valley economy model have been conducted in seven counties(districts) in Beijing: Pinggu, Huairou, Changping, Mentougou, and Fangshan districts, and Yanqing and Miyun counties. Five models for developing the Beijing mountain areas have been explored, including: creative cultural industries, characteristic industry clusters, the promotion of large tourist areas, natural scenic tourism and folk cultural tourism. Each model has its own unique features and potential to help in the regional development of mountain areas.

Basic thoughts and practice of China's regional development planning in new period

Regional development planning is one of the 'hot spots' in the field of human geography in China Based on brief retrospection and reviewing of its development since the 1980s, this paper discusses the basic thoughts of regional development planning under the socialit market economy, i.e.,to work out planning of flexibility, sustainability, multi-objective coordination and high effective practicability. In line with these thoughts, the paper puts forwards boo countermeasure in the practice of working out a high effective regional developmed planning. These countermeasures are to strengthen research on market factors, to take the coordinated development between the economy,society and PRED as the main line of regional development to correctly deal with the relationship between qualitative analysis and quantitative research and to emphasize on researches of regional policies.

Industrial Agglomeration Externalities, City Size, and Regional Economic Development： Empirical Research Based on Dynamic Panel Data of 283 Cities and GMM Method

Local governments have long been ardently pursuing the industrial specialization effect(MAR externalities) and industrial diversification effect(Jacobs externalities). Such a pursuit has resulted in severe distortion of resource allocation and negative effect on sustainability of local economic development. Regarding the effect from both MAR and Jacobs externalities on local economic development existing literature records notable disputes. Therefore, for local economic development, one important issue is which externality(MAR or Jacobs) can better bring the effect into play. By studying a panel data of 283 Chinese cities from 2003 to 2012 and applying dynamic plane data GMM method, this paper conducted a regression analysis of the relationship among industrial agglomeration externalities, city size, and regional economic development. The result indicates that with regard to the whole nation, MAR externalities are conducive to regional economy development whereas Jacobs externalities will, to an extent, restrain regional economic development. As regards eastern, middle, and western regions, MAR externalities are conducive only to the economic development of the eastern region; their effects on middle and western regions are insignificant. Moreover, the interaction item between MAR externalities and city size has a significant negative synergistic effect on national economic development and a certain acceleration effect on eastern region as well as a strong negative synergistic effect on the middle region and an insignificant effect on the western region. The interaction item between Jacobs externalities and city size has a positive synergistic effect on only the middle region and has an insignificant synergistic effect on both eastern and western regions. Capital stock and labor input have significant accelerating effects on GDP growth per capita of Chinese cities, whereas material capital and labor input remain primary driving forces for Chinese local economic development. Furthermore, human capital contributes to accelerating urban economic development, whereas government intervention restrains urban economic development.

Regional Economic Development Trend Prediction Method Based on Digital Twins and Time Series Network

At present,the interpretation of regional economic development(RED)has changed from a simple evaluation of economic growth to a focus on economic growth and the optimization of economic structure,the improvement of economic relations,and the change of institutional innovation.This article uses the RED trend as the research object and constructs the RED index to conduct the theoretical analysis.Then this paper uses the attention mechanism based on digital twins and the time series network model to verify the actual data.Finally,the regional economy is predicted according to the theoretical model.The specific research work mainly includes the following aspects:1)This paper introduced the development status of research on time series networks and economic forecasting at home and abroad.2)This paper introduces the basic principles and structures of long and short-term memory(LSTM)and convolutional neural network(CNN),constructs an improved CNN-LSTM model combined with the attention mechanism,and then constructs a regional economic prediction index system.3)The best parameters of the model are selected through experiments,and the trained model is used for simulation experiment prediction.The results show that the CNN-LSTM model based on the attentionmechanism proposed in this paper has high accuracy in predicting regional economies.

Study on Development of the West of Shandong Province Based on Overall Regional Development Planning Pattern

LAND RECLAMATION IS BASIC GUARANTEE OF REGIONAL SUSTAINABLE DEVELOPMENT IN COAL MINING AREAS IN CHINA

Necessity of land reclamation is discussed, setting out viewpoint of sustainable development and land connotation and its attribute and combining destroyed forms and characteristics of land in coal mining areas. It is pointed out that land reclamation of coal mining areas is basic guarantee of solving contradiction between coal mining areas and countryside,raising life of resident and ensuring regional sustainable development.

Assessment of Sustainable Regional Development Policies： A Case Study of Jambi Province, Indonesia

This paper presents a study of sustainable regional development using multi-criteria analysis. The aim of this paper is to provide an evaluation framework that can be used for the assessment of sustainable regional development using multi criteria linked to development scenarios set by stakeholders. This study was carried out in Jambi Province in Indonesia where balancing sustainable development is constrained by the fact that conservation areas make up the majority of the region. The study employs four alternative policy scenarios for regional sustainable development： （1） business as usual; （2） development based on regional competitiveness; （3） development based on local resources; and （4） regional development based on non-extractive scenario. These four scenarios were assessed using the FLAG Model and the Imprecise Decision Model. Results from analysis show that development policy scenarios based on utilization of local resources and non-extractive economic activities are the most sustainable way of regional development. The study shows the trade-off among policy scenarios must be faced by policy makers in the region either to pursue high economic growth at the cost of the environment or vice versa.

Education Investment Fixed Asset Investment and Regional Economic Development Differences--Empirical analysis based on Chinese

In this article,it discusses the di£ferences in economic development between urban and rural areas and regions in our country from the perspective of education investment and fixed asset investment.Based on the provincial data of 31 provinces from 1999 to 2017 released by National Bureau of Statistics,it expends the Cobb-Douglas model and Lucas model,and analyses the data with multiple linear regression models.From the study,it finds that compared with investment in fixed assets,investment in education has a larger role in promoting economic development,which is more obvious in the underdeveloped central and western regions and rural areas.However,at the same time it needs to note that the positive effects of education investment will be restricted by the economic structure and policy environment,and education expenditure policies should also be implemented in accordance with time and local conditions.

Discussion and Application of Planning EIA Index System in the Industrial Development Region Based on Low Carbon Economy

Aimed at the low carbon economy and the characteristics of planning EIA in the industrial development region,the planning EIA index system which merged with the low carbon economy concept in the industrial development region was established.The construction planning of national eco-industrial park in Hefei High-tech Industrial Development Zone was comprehensively evaluated by using the gray correlation method.The evaluation results of considering and without considering the low carbon index were contrasted and were verified by using the improved entropy method.The results showed that the regional sustainable development index constantly rose,and the planning was reasonable.Moreover,the suggestions were also put forward to tackle the problems.

Major Function Oriented Zone: New Method of Spatial Regulation for Reshaping Regional Development Pattern in China

Newest planning methods implemented by Chinese government are promoting a coordinated regional development and shaping an orderly spatial structure by applying the regulation of territorial function. This article analyzes the problems of spatial planning and regional strategy caused by the wrongly-set primary goal of economic development; it states that the three-fold objective of competitiveness, sustainability, and welfare fairness shall be the principal for China to implement the spatial regulation in the new era; it discusses about theoretical thoughts and technology framework of conducting the ′Major Function Oriented Zone′ based on their different major functions that each region plays in urbanization and industrialization, ecological constructions, grain productions, and protection of natural and cultural heritages; it introduces the new concept of ′Major Function Oriented Zone′ that include the major functions category, the stereo regional equilibrium mode, the two-level zoning specification, and the territorial development intensity; it offers a zoning scheme that defines development-optimized and development-prioritized zones as regions with massive urbanization and industrialization, development-restricted zones as ecological constructing or grain producing regions, development-prohibited zones as natural and cultural heritage protecting regions; and finally it addresses the main obstacle for implementing ′Major Function Oriented Zone′, which is the institutional arrangement of the supreme goal of high GDP growth rate that is currently being implemented.

Impact of Regional Development on Carbon Emission: Empirical Evidence Across Countries

Global warming is recently an urgent issue worldwide. The increase of carbon emissions induced by human economic activi- ties has become a major driving force behind global climate change. Thus, as a matter of social responsibility, reasonable carbon con- straints should be implemented to ensure environmental security and sustainable development for every country. Based on a summary of studies that examined the relationship between carbon emissions and regional development, this paper shows that human activity-led carbon emission is caused by the combination of several influencing factors, including population size, income level, and technical pro- gress. Thus, a quantitative model derived from IPAT-ImPACT-Kaya series and STIRPAT models was established. Empirical analysis using multivariate nonlinear regression demonstrated that the origins of growing global carbon emission included the increasing influ- encing elasticity of the population size and the declining negative effect of technical progress. Meanwhile, in context of classification of country groups at different income levels, according to the comparison of fluctuating patterns of the influencing elasticity, technical progress was found as the main factor influencing carbon emission levels in high-income countries, and population size might he the controlling factor in middle-income countries. However, for low-income countries, the nonlinear relationship between carbon emission and its influencing factors was not significant, whereas population growth was identified as an important potential driving force in future carbon emissions. This study can therefore provide a reference for the formulation of policies on carbon constraints, especially to de- velop more efficient carbon mitigating policies for countries at different income levels.
