Analysis of the Higher Education Research in the Chengdu-Chongqing Region:A Comparative Perspective Based on Three Major Economic Circles in China

Drawing on literature regarding higher education research retrieved from the CNKI database from 1997 to 2021,this paper used CiteSpace to analyze the current status of higher education research in the Chengdu-Chongqing economic circle.By comparing it with that in the Beijing-Tianjin-Hebei region,the Guangdong-Hong Kong-Macao Greater Bay Area,and the Yangtze River Delta,this paper concluded that the level of higher education research within a region is in line with the level of the region’s economic and social development.As higher education research in the Chengdu-Chongqing economic circle draws more and more attention,its research areas and topics are becoming increasingly diversified.However,by comparison,the research in this region features a late start and lower participation of researchers and research institutions,resulting in insufficient research in both quantity and quality.Therefore,it is essential to encourage more experts and scholars to participate in higher education research in the Chengdu-Chongqing economic circle.Efforts should also be made to strengthen academic exchanges and cooperation between scholars in Chengdu and Chongqing and establish a long-term cooperation mechanism for higher education research between the two cities.Improved higher education research will definitely facilitate the construction of first-class universities,thus providing human capital and intellectual support for the construction of the Chengdu-Chongqing economic circle.

Choose one’s Professional Future and Sandwich Training in Higher Education: Experiences and Perspectives from CFA University in Corsica

In France,the field of lifelong learning has undergone many changes since 2014 according to the laws that have been promulgated[Law No.2014-288 of 5 March 2014 on vocational training,employment and social democracy https://www.legifrance.gouv.fr/affichTexte.do?cidTexte=-JORFTEXT000028683576&categorieLien=id;Law n°2018-771 of September 5,2018 for the freedom to choose one's professional future https://www.legifrance.gouv.fr/affichTexte.do?cidTexte=JORFTEXT000037367660&categorieLien=id.].While the reform on vocational training for employment and social democracy finalized the decentralization of vocational training by giving regions the means for a more coherent action and placed them as a pilot for the construction of training policies,the recent law for the freedom to choose one's professional future recentralises the regulation of continuing vocational training and sandwich courses.This development will not fail to impact the governance of the CFA,especially those of Higher Education anchored in the small territories.Faced with this major structural issue in the specific context of a small island economy,the University Center for Apprenticeship Training in the Corsican region strives,for a decade,to contribute to the enhancement of the professional integration of work-study students from the University of Corsica,by the development and the durability of determining factors characteristic of a small territorial area in search of structuration[Specially:increased employability and quality of professional integration of its human capital,demonstrated growth in the level of skills acquisition in line with the needs expressed by local socio-economic actors,transfer of relevant knowledge through the learning process,active incentive to entrepreneurial capacity.].After having highlighted the qualitative results resulting from the activity dynamics of the CFA University in Corsica,this contribution will analyze the perspectives drawn from the exemplary nature of the latter in the context of a new law that is supposed to contribute to the regional structuring of a knowledge and competence economy.

Strategies for Promoting Regional Smart Education

Owing to the continuous advancement of information technology,smart education has become a new direction for educational development.Through investigation,it was found that there is an imbalanced education development in some regions.To promote the integration of urban and rural education,promoting regional smart education as a whole will be the key to solving this problem.Based on this direction,this study focused on explaining the concept and characteristics of smart education,the value and significance of regional smart education,the problems and challenges of regional smart education,and strategies and measures to promote the development of regional smart education.This is significant to form a universal regional smart education promotion strategy and provide reference for the overall promotion of smart education.

Regional Inequality of Higher Education in China and the Role of Unequal Economic Development

Over the past decade the scale of higher education in China has expanded substantially.Regional development policies have attempted to make use of scale expansion as a tool to reduce inequality of higher education among regions with different development levels by providing poor regions with preferential treatment and support.This paper analyzes a provincial dataset(1997-2008),aiming to provide comprehensive quantitative evidence for the development of inequality of opportunity in higher education across provinces in China over the period of scale expansion.Results show that,for higher education,regional inequality relative to provincial population size clearly decreased over the research period.Accompanying the reduction in overall inequality across provinces,inequality between poor and rich regions actually increased over the same period.However,the increase was realized in favor of the poor region.The empirical results are consistent with the policy orientation of reforming the higher education system and of promoting regional development in China over the past decade.

Regional Inequality of Higher Education Resources in China

With the expansion of the higher education system in China since the late 1990s,questions on the distribution of higher education opportunities and resources have attracted increasing attention from academics,policymakers,and the general public.While there have been an increasing studies on the development of higher education opportunity equality in China,quantitative,systematic research on the distribution of higher education resources across China is still rather limited.This paper aims at filling this gap.It provides quantitative and comprehensive evidence on the development of the distribution of higher education resources across Chinese provinces.The analysis is based on a provincial panel dataset and uses a generalized Theil index to measure inequality.Results show that higher education resources have been far from equally provided in relation to the size of provincial student populations in China.The unequal distribution has become even more pronounced over the past decade.In other words,even if high school students have an increasingly equal access to higher education in China(Bickenbach&Liu,2013b),the increasingly unequal distribution of higher education resources makes it difficult for university students to equally benefit from higher education.

Analysis of educational factor in regional innovation and the corresponding policy implications

Education is a basic factor in regional innovation system. The impact of the scale, structure and pattern of education on regional innovation Performance has long been an important matter in innovation economics. With the method of econometric analysis, it is found that regional innovation ability of China's provinces (autonomous regions and municipalities) has a strong correlativity with public educational outlay and the number of people who hold a diploma higher than junior college. Meanwhile, mechanisms of education that exert impact on regional innovation ability through function such as forming human capital. diffusing knowledge and knowledge overflow are analyzed. Moreover,some policy implications for China are given.

Innovation Transformation and Industry-Education Integration:A Study on the Integration Path of Guangxi Zhuang’s Intangible Cultural Heritage and Master of Arts Education in China

This study focuses on the master of arts education in higher education institutions in Guangxi Zhuang Autonomous Region of China,explores the path of integrating Guangxi Zhuang’s intangible cultural heritage with the teaching of master of arts,and puts forward the teaching mode of“thinking guidance-autonomous judgement-program construction.”A theoretical model of innovative transformation of intangible cultural heritage is also summarized.Through the development of this study,it is expected to further enrich the practical teaching mechanism of master of arts education in Chinese universities and form a master of arts teaching model with strong local cultural characteristics.At the same time,the teaching reform based on the integration of Guangxi Zhuang’s intangible cultural heritage and master of arts education also has strong practical significance for promoting the inheritance and innovation of Chinese intangible cultural heritage,promoting the development of cultural and creative industries,and serving the economic and social development of Guangxi.

Correlation between Geographical Regional Economy and Construction of County-level Vocational Education Centers

In the period of Eleventh Five-Year Plan,the construction of county-level vocational education centers in Shanxi Province made great contribution to local social and economic development. Due to influence of special geography,population environment and regional economic development situation,it forms the pattern of strong in southeast and weak in northwest. Education Investment Fixed Asset Investment and Regional Economic Development Differences--Empirical analysis based on Chinese

In this article,it discusses the di£ferences in economic development between urban and rural areas and regions in our country from the perspective of education investment and fixed asset investment.Based on the provincial data of 31 provinces from 1999 to 2017 released by National Bureau of Statistics,it expends the Cobb-Douglas model and Lucas model,and analyses the data with multiple linear regression models.From the study,it finds that compared with investment in fixed assets,investment in education has a larger role in promoting economic development,which is more obvious in the underdeveloped central and western regions and rural areas.However,at the same time it needs to note that the positive effects of education investment will be restricted by the economic structure and policy environment,and education expenditure policies should also be implemented in accordance with time and local conditions.

School Education and Inheritance of Ethnic Culture in Minority Areas-Take School Education in Tibetan Areas as an Example

Intra-Nationalization of Higher Education:The Hong Kong Case

This paper explores the internationalization of higher education initiatives of Hong Kong,being one of the Special Administrative Regions(SAR)of China,within the context of the Chinese Mainland-Hong Kong(CM-HK)relations.Historical,social,economic,and political ties between Hong Kong and the Mainland of China,their economic and political interdependency,and a time series analysis of Hong Kong’s University Grants Committee(UGC)statistical data(local and non-local participation,geographic composition,and cost analysis of UGC-funded programs)are used to support what the author calls the“intra-nationalization of higher education.”This forms a unique internationalization strategy,whereby a sub-national region such as Hong Kong and possibly Macao,orients its internationalization strategy towards a motherland,in this case China.

China-ASEAN Relations in Higher Education:An Analytical Framework

China’s dramatic economic rise has tended to overshadow other wider perspectives on the developing China and Association of Southeast Asian Nations(ASEAN)relationship,including in higher education.The article examines contemporary relations between China and ASEAN,set against the longer term development of cultural and trade relations.It is argued that,notwithstanding current territorial disputes,and a history of discrimination against ethnic Chinese in several parts of ASEAN,prospects for a deepening of relations in higher education remain strong.Singapore,Malaysia,and Vietnam are selected as three instances of the developing relationship in higher education and some of the links traced,with the former assessed as best placed to take advantage of its China relations in higher education.The developing sense of regionalism is seen as likely to further enhance China-ASEAN relations in higher education.
