The analysis wa...The spatial-temporal evolution of coherent structures (CS) is significant for turbulence control and drag re- duction. Among the CS, low and high speed streak structures show typical burst phenomena. The analysis was based on a time series of three-dimensional and three-component (3D-3C) velocity fields of the flat plate turbulent boundary layer (TBL) measured by a Tomographic and Time-resolved PIV (Tomo TRPIV) system. Using multi-resolution wavelet transform and conditional sampling method, we extracted the intrinsic topologies and found that the streak structures appear in bar-like patterns. Furthermore, we seized locations and velocity information of transient CS, and then calculated the propagation velocity of CS based on spatial-temporal cross-correlation scanning. This laid a foundation for further studies on relevant dynamics properties.展开更多
In recent years,some countries have advocated a“rules-based international order.”However,they have not explicitly defined the“rules”here as“international law”and thereupon elaborated on their view of the rules f...In recent years,some countries have advocated a“rules-based international order.”However,they have not explicitly defined the“rules”here as“international law”and thereupon elaborated on their view of the rules for the international order.In fact,a series of legal practices implemented by these countries indicate that what they pursue is largely a view of rules that prioritizes domestic law over international law and regional international law over universal international law,and that politicizes international law.This view of rules undermines the role of international law in the international order and violates the requirements of the times for improving global governance and promoting the establishment of a more just and reasonable international order.To correct the view of rules pursued by these countries through the advocacy of a“rules-based international order,”China proposes an“international law-based international order.”The view of rules embodied in the“international law-based international order”recognizes that international law based and centered on the UN Charter is the authoritative system of rules governing international relations,while not excluding the role in the international order of other rules that do not violate international law.展开更多
This paper offers an analysis of the approaches employed in the three interpretations of the Basic Law of the Special Administrative Region of Hong Kong by the Standing Committee of the National People's Congress (...This paper offers an analysis of the approaches employed in the three interpretations of the Basic Law of the Special Administrative Region of Hong Kong by the Standing Committee of the National People's Congress (NPC) after the return of Hong Kong to China, including textualism, structural reading and originalism. The paper stresses the application of jurisprudential theory in the skilful employment of these methods in the NPC interpretations. In the case of "the right of abode" in Hong Kong the differences between the interpretations by the Court of Final Appeal of Hong Kong and by the NPC rest mainly in whether a formalist procedural review or a substantivist presumption of intent should be adopted in the process of determining an authoritative text that embodies the original intention of the legislation. That is not just a difference of legal interpretation but also one of jurisprudential theory and political stance. Based on the above considerations, this paper criticizes the common misconception that it is not appropriate for legislators to undertake legal interpretation, and calls for an understanding of the Basic Law in the framework of Chinese constitutional government.展开更多
