Ecological and Environmental Protection Requirements in China s Regional Coordinated Development Strategy in the New Era

Starting from the historical evolution of China s regional coordinated development policy and practice,three stages of"enlightenment stage","development stage"and"maturity stage",as well as the connotation,characteristics and content of implementing regional coordinated development strategy were analyzed.On this basis,from different aspects of industrial distribution,pollutant characteristics and regional environmental protection policy,the existing ecological and environmental protection problems in China s regional coordinated development in the new era were analyzed,and some suggestions for the next step were put forward.It is necessary to follow the"four ones"concept from the overall point of view,implement"three lines and one list"from the perspective of the width of the access red line,strengthen"joint prevention and control"from the perspective of the depth of regional regulation,deepen the"planning environmental impact assessment"from the perspective of the breadth of industrial distribution,and promote the"green-way model"from the perspective of ecological low carbon.

The Status Quo, Opportunity and Approach——the Development of Ethnic Minorities in the Context of the Belt and Road Initiative

Currently, China is advancing the Belt and Road Initiative, which creates a new opportunity of historical significance and provides guidance for the economic and social development of ethnic minority communities(particularly those in western China). Under the new historical conditions, it is necessary to innovate and improve China's regional aid policies and regional development strategies such as the "pairing assistance" and the Western Development, and organically combine them with the Belt and Road Initiative. In the meantime, China should revolve tightly around the internal and external "connectivity," and give full play to the functions of the "pairing assistance" policy and the "Western Development" strategy in a bid to boost the ethnic development of contemporary China within the framework of the Belt and Road Initiative.

A HYBRID METHOD FOR SOLVING VARIATIONAL INEQUALITY PROBLEMS

By using Fukushima's differentiable merit function,Taji,Fukushima and Ibaraki have given a globally convergent modified Newton method for the strongly monotone variational inequality problem and proved their method to be quadratically convergent under certain assumptions in 1993.In this paper a hybrid method for the variational inequality problem under the assumptions that the mapping F is continuously differentiable and its Jacobian matrix Δ F(x) is positive definite for all x∈S rather than strongly monotone and that the set S is nonempty,polyhedral,closed and convex is proposed.Armijo type line search and trust region strategies as well as Fukushima's differentiable merit function are incorporated into the method.It is then shown that the method is well defined and globally convergent and that,under the same assumptions as those of Taji et al.,the method reduces to the basic Newton method and hence the rate of convergence is quadratic.Computational experiences show the efficiency of the proposed method.

Implementation methods and economic impacts of national node strategies

Pilot reforms gradually implemented through key nodes have become an important pattern of regional development in China since the policy of reform and opening up was in- troduced in 1978. On the basis of an analysis of the evolution processes and characteristics of regional development policies in post-reform China, this paper develops the concept and analytical framework of national node strategies （NNS）, defined as regional development strategies centered on specific spatial nodes, by addressing their theoretical basis and re- search scope. The regional economic impacts of NNS were explored quantitatively through the examples of the Shenzhen Special Economic Zone, Pudong New Area and Tianjin Binhai New Area in different stages of the reform and opening up. The results indicate that the evo- lution of China＇s regional development policies can be divided into three stages： the explora- tion stage led by Special Economic Zones （SEZs）, the expansion stage dominated by Eco- nomic Development Zones and the optimization stage featuring State-level New Areas and National Comprehensive Reform Pilot Areas. During all the three stages, NNS have played an important demonstrative and leading role and promoted the rapid evolution of China＇s regional development policies from localized to widespread implementation, and the role of the government has also changed accordingly. As an innovative application and development of the growth pole theory in transitional China, NNS have become engines of regional de- velopment as well as important conduits of institutional innovations. NNS and regional de- velopment have achieved a benign coupling and formed a gradated regional development model. Empirical research indicates that NNS are an important method used by the govern- ment to guide and regulate regional economic development, with complex and diverse eco- nomic effects that differ depending on the stage of regional development and the spatial scale of analysis.
