Household Registration Reform,Labor Mobility and Optimization of the Urban Hierarchy

A rational hierarchy of rank-size distribution is indispensable for optimizing the urban hierarchy. On the basis of the number of permanent urban residents, using rank-size rule testing and core density estimation within the framework of spatial economics, we set up a labor force location choice model and conducted quantitative simulations. Our fmdings show that the structure of China＇s urban hierarchy differs from the pyramid structure of Zipf＇s Law, and the household registration system impedes the free movement of labor and makes the size distribution of cities deviate from Pareto optimality. Household registration （hukou） reform will be conducive to the optimization of the urban hierarchy. Optimizing the urban hierarchy should become a consistent objective in today＇s development of new-type urbanization, city clusters and metropolitan areas.

The Study of Legal Property of Household Registration System in Our Country

From ＂the case that three girls have some fate but have different value＂ to ＂the case that Hai Cheng took a police substation to court with three times＂, currently the household registration system of our country not only plays the role of account registration and account management, but also undertakes the limitation of migration movement, and for the additional functions of the lowest life guarantee, social insurance, compulsory education, employment and other social security benefits, it also makes a difference between local registered permanent residence habitant and nonlocal registered permanent residence habitant. Just because of these additional functions, the household registration system has become complicated, which originally has clear nature. Therefore, only it is necessary to define the legal nature of our country＇s current household registration system, can executive power be supervised and the rights of citizens get relief.

Registration system reform and initial public offering ownership preference:Evidence from China

Whether registration system reform(RSR)can curb administrative intervention and create a fair market environment has long been a concern in China.We explore this issue from the perspective of the initial public offering(IPO)preference based on the entropy balancing method,and findings are as follows.First,an IPO ownership preference exists under approval system.That is,state-owned enterprises(SOEs)are more likely than private enterprises to obtain IPO approval.However,RSR significantly changes this preference,especially for non-politically connected private enterprises.Second,the post-IPO market performance of SOEs is inferior to that of private enterprises under approval system,thus excluding the view that approval is prioritized for SOEs because of superior performance.Third,compared with SOEs,private enterprises are more likely to switch the issuance system from approval system to registration system;this change makes it easier for them to obtain IPO approval,indicating that private enterprise owners perceive the registration channel to be fairer.Fourth,the effect of RSR on IPO ownership preference mainly occurs in companies in three major urban agglomerations in China—the Pearl River Delta,the Yangtze River Delta,and the Beijing–Tian jin–Hebei region—and in technology-intensive industries.Collectively,our findings reveal that RSR cultivates a fairer IPO approval process.

Integrating traditional Chinese (herbal) medicines into risk based regulation-With focus on non-clinical requirements to demonstrate safety

Within the public health sector of Hong Kong(China),there is a consensus around the important role of traditional Chinese medicines.For Hong Kong(China)to play a bridging role to bring Chinese medicines to the global market requires a concerted effort from the government,academic institutes and industries.The release of the final version of the European Medicines Agencies guidance document,which details the acceptance of minimum requirements to nonclinical package in bibliographical applications,grants the opportunity for well-established and traditional herbal medicines to demonstrate an‘acceptable safe’status for registration in the European Union.It is anticipated that this minimum nonclinical package can be applied to demonstrate the safe use of many traditional Chinese medicines regardless of their eligibility to be registered under the simplified procedure within the European Union.This paper conceptualizes an integration of a simplified evaluation route for eligible proprietary Chinese medicines(pCm)with long history of use into the existing drug regulatory framework in Hong Kong(China).Such integration utilizing the minimum nonclinical package,based on bibliographical data or expert report,as proof of evidence to demonstrate safety for pCm with long history of use requires less demand in scientific resources.With Hong Kong(China)conducting‘first hand’review for eligible pCm,it provides an option for overseas and local pharmaceutical companies to register their products in Hong Kong(China)without the need to rely on issuance of Certificate of Pharmaceutical Product from other countries.This could bring eligible pCm with long history of use to reach international risk-based standard and to be marketed globally as‘medicines’to reach their full therapeutic potential.An important process to positioning Hong Kong(China)to compete with other countries in promoting importation and exportation of pCm to better serve the global health.

Accelerating the Reform of the Household Registration System to Ensure the Realization of Registered Population Urbanization Objectives and Tasks
