The gas regulation service was differentiated into vegetation gas regulation service and net ecosystem gas regulation service. Carbon tax approach, reforestation cost approach and industrial oxygen approach were employed to calculate gas regulation value. Results show that there was significant seasonal variation in vegetation gas regulation flux. Daily CO2 uptake fluxes averaged 82.00 kg·ha^-·d^-1 and 59.37 kg·ha^-·d^-1 and the corresponding 02 emission fluxes were 59.65 kg·ha^-·d^-1 and 43.19 kg·ha^-·d^-1 for QYF and CBF, respectively. The cumulative curves of vegetation gas regulation value always followed a sigmoid shape, and the annual gas regulation value produced by vegetation was RMB 14342.69 yuan·ha^-1 and RMB 10384.18 yuan·ha^-1 for both QYF and CBF, respectively. In terms of monthly net ecosystem gas regulation service, QYF appeared as a CO2 sink and O2 source for the whole year, while CBF appeared to be a CO2 sink and O2 source mainly in the period between May and September. The cumulative curves of net ecosystem gas regulation value presented a sigmoid ("S") shape for QYF, while a unimodal type curve for CBF. The annual net ecosystem gas regulation value was 8470.52 yuan·ha^-1 and 5091.98yuan·ha^-1 for QYF and CBF, respectively. The economic value of both the vegetation gas regulation service and net ecosystem gas regulation service were mainly produced between May and October.展开更多

Quantitative approaches were deve...The ecosystem-based management of nearshore waters requires integrated assessment of ocean health and scientific guidance on artificial regulations to promote sustainable development. Quantitative approaches were developed in this paper to assess present and near-term ocean health based on ecosystem services. Results of the case study in the Laizhou Bay of China showed that the index score of ocean health was 0.785 6 out of 1.0 at present and was expected to range from 0.555 1 to 0.804 1 in the near-term future depending on different intensities of artificial regulation of negative pressures. Specifically, the results of ocean health at present mainly indicated that cultural services and provisioning services performed essentially perfectly while supporting services and regulating services functioned less well. It can be concluded that this nearshore ecosystem would partially lose supporting and regulating services in the near-term future if the increasing pressures were not wellregulated but that all of these categories of ecosystem services could be slightly improved if the negative pressures were fully controlled. Additionally, it is recommended that publicity and education on ecosystem services especially on cultural services and regulating services should be further strengthened. The analytical process and resulting quantification provide flexible tools to guide future development of regulations so as to facilitate ecosystem-based management in the coastal zone.展开更多

R ice-duck-fish symbiosis has been promoted in several developing countries as a way of increasing incomes for rice farmers, but investigations of its value have mainly focused on direct economic' benefits, such as food and raw material production. Few studies have been conducted on the estimation of indirect services provided by rice-duck-fish complex ecosystem. The gas regulation service and its economic values provided by rice-duck-fish complex ecosystem were studied in Wuhan, China. The major components of gas regulation are O2 emission and greenhouse gases (GHGs, CO2) regulation. The results show that O2 emission from different treatments (including rice-duck (RD), rice-fish (RF), rice-duck-fish (RDF) and rice (CK)) ranged from 26,370 kg/ha to 33,910 kg/ha per year. with an economic value of 10,050-12,920 yuan/ha per ),ear (Chinese currency: 1 euro =10.2475 yuan, August 28, 2007). The net GHGs exchange varied from 1,200 to 3,320 kg/ha per year; and its economic value ranged from 1,040 yuan/ha to 2,900 yuan/ha per year Consequently, the total economic value of gas regulation provided by symbiosis complex ecosystems ranged from 11,090 yuan/ha to 15,820 yuan/ha per year. and the maximum overall economic value of gas regulation was provided by RDF complex ecosystem. Based on the UTAUT model,this article introduces three variables including perceived cost,information quality and hedonic motives,and using the level of education as a moderator variable,to build an acceptance model o...Based on the UTAUT model,this article introduces three variables including perceived cost,information quality and hedonic motives,and using the level of education as a moderator variable,to build an acceptance model of mobile information service system in rural area.Based on the household survey obtaining firsthand data of 961 farmers in Jiangsu Province,the study tests the improved UTAUT model by using Amos22.0 software.The results show that compared with the original UTAUT model,improved UTAUT model willingness to accept the explanatory power get further increase(from 49.0%to 61.9%).Performance expectations,social impact,information quality have significant positive influence on accepting intend,hedonic motives have a significant negative impact to accept in-tend,convenient conditions directly affect the use of behavior;gender and level of education has a regulating effect to accept intention.Through further grouping path analysis,the result shows that hedonic motives have broader impacts for women farmers accept mobile information services.Compared with other groups,only farmers with primary education are easily afected by others,and farmers with college education or above are more easily afectede by information quality.Finally,this paper explains the results and puts forward countermeasures and suggestions accordingly.展开更多
The Baltic Sea is essential for marine ecosystem services(MES)provision and the region’s socio-economic dy-namics.It is considered one of the busiest and most polluted regional seas in Europe.In recent years a collec...The Baltic Sea is essential for marine ecosystem services(MES)provision and the region’s socio-economic dy-namics.It is considered one of the busiest and most polluted regional seas in Europe.In recent years a collective effort in enforcing European and regional environmental policies and directives(e.g.Water Framework Direc-tive 2000/60/EC,2000;Marine Strategy Framework Directive 2008/56/EC,2008;Maritime Spatial Planning Directive 2014/89/EU,2014)has been carried out.Ecosystem Services assessment and mapping is integrated into these directives.An increasing number of scientific studies,projects,and other works were developed in this context,generating a vast body of knowledge.Despite all efforts to improve the Baltic Sea’s environmental status,the targets established were not fulfilled.It is also important to analyze if current methodological approaches for assessing and mapping MES are robust enough to provide the needed results.This perspective paper analyses the status of assessment and mapping methodologies.The results showed that most of the studies were focused on qualitative assessments,with limited validation and reliability.Although the number of robust and quantitative works is increasing,more are needed.It is vital to carry out quantitative assessments to inform decision-makers better and standardize MES practices across the Baltic Sea.展开更多

The Qilian...Hydrological service is a hot issue in the current researches of ecosystem service, particularly in the upper reaches of mountain rivers in dry land areas, where the Qilian Mountain is a representative one. The Qilian Mountain, where forest, shrubland and grassland consist of its main ecosystems, can provide fresh water and many other ecosystem services, through a series of eco-hydrological process such as precipitation interception, soil water storage, and fresh water provision. Thus, monitoring water regulation and assessing the hydrological service of the Qilian Mountain are meaningful and helpful for the healthy development of the lower reaches of arid and semi-arid areas. In recent 10 years, hydrological services have been widely researched in terms of scale and landscape pattern, including water conservation, hydrological responses to afforestation and their ecological effects. This study, after analyzing lots of current models and applications of geographical information system(GIS) in hydrological services, gave a scientific and reasonable evaluation of mountain ecosystem in eco-hydrological services, by employing the combination of international forefronts and contentious issues into the Qilian Mountain. Assessments of hydrological services at regional or larger scales are limited compared with studies within watershed scale in the Qilian Mountain. In our evaluation results of forest ecosystems, it is concluded that long-term observation and dynamic monitoring of different types of ecosystem are indispensable, and the hydrological services and the potential variation in water supplement on regional and large scales should be central issues in the future research.v展开更多
Within the public health sector of Hong Kong(China),there is a consensus around the important role of traditional Chinese medicines.For Hong Kong(China)to play a bridging role to bring Chinese medicines to the global ...Within the public health sector of Hong Kong(China),there is a consensus around the important role of traditional Chinese medicines.For Hong Kong(China)to play a bridging role to bring Chinese medicines to the global market requires a concerted effort from the government,academic institutes and industries.The release of the final version of the European Medicines Agencies guidance document,which details the acceptance of minimum requirements to nonclinical package in bibliographical applications,grants the opportunity for well-established and traditional herbal medicines to demonstrate an‘acceptable safe’status for registration in the European Union.It is anticipated that this minimum nonclinical package can be applied to demonstrate the safe use of many traditional Chinese medicines regardless of their eligibility to be registered under the simplified procedure within the European Union.This paper conceptualizes an integration of a simplified evaluation route for eligible proprietary Chinese medicines(pCm)with long history of use into the existing drug regulatory framework in Hong Kong(China).Such integration utilizing the minimum nonclinical package,based on bibliographical data or expert report,as proof of evidence to demonstrate safety for pCm with long history of use requires less demand in scientific resources.With Hong Kong(China)conducting‘first hand’review for eligible pCm,it provides an option for overseas and local pharmaceutical companies to register their products in Hong Kong(China)without the need to rely on issuance of Certificate of Pharmaceutical Product from other countries.This could bring eligible pCm with long history of use to reach international risk-based standard and to be marketed globally as‘medicines’to reach their full therapeutic potential.An important process to positioning Hong Kong(China)to compete with other countries in promoting importation and exportation of pCm to better serve the global health.展开更多

文摘This paper intends to provide an in-depth and comprehensive analysis of China's service sector reform during 1978-2016 and characterize the model of the service sector reform. Due to unique national conditions and development journey, China's service sector reform was carried out in the context of China's overall reform and opening-up program based on non-industrial motivations with a pragmatic approach to improve both people's livelihood and efficiency and address practical problems facing China in various stages of its development, putting aside theoretical controversies. How to further improve the model of China's service sector reform that came into shape in such a unique historical context and advance service sector reform is an important yet arduous task.

Under the new normal, Zhejiang s agricultural development shows new characteristics and new trends of speed change, structural optimization, and power conversion, and meteorological services for agriculture have stronger demands, higher requirements, and heavier tasks. The socialization of meteorological services is a new type of system arrangement for the provision of meteorological services, and aims to provide high-quality and efficient meteorological service products for the public and promote the equalization of basic meteorological services in urban and rural areas. In this study, through research on the socialization of grassroots meteorological services in a new situation, a new way of the government to provide public weather services is proposed, and a mechanism of the government to purchase public meteorological services is established;social resources and forces are organized and guided to develop the innovation system and mechanism of public weather services, and social resources are fully mobilized to meet the demand for meteorological services in the process of agricultural supply-side structural reform.

文摘Valuation of ecosystem services has been sought as effective tools that enable the decision makers in designing the cost effective response policies for management of ecosystems towards alleviating the poverty especially in economically poor regions like South Asia. Various directions and linkages between poverty and degradation of ecosystem and reduced flow of ecosystem services can better be understood if the regulating services like hydrological flow and carbon sequestration by forest, and nutrient cycling and bioremediation: by wetlandv can be captured in monetary unit. South Asian Countries including India. Nepal, Pakistan and Bangladesh are the hotspots of poverty where poor depend upon various ecosystem services for their livelihoods and allocation of resource for conservation of ecosystems would have additional merit if regulating services are captured and internalized into the pubtic policy.The paperfirst raises problematic issues in valuation of regulatig ecosystem services, and attempts to link it withthe dependence of poor. Second, complexities of poverty-ecosystem dynamics are discussed. Thirdly, the possible in-tervention to achieve poverty alleviation goal is analyzed with the help of some examples from accounting and valua-tion of regulating services of lndian forest. 文摘Based on the UTAUT model,this article introduces three variables including perceived cost,information quality and hedonic motives,and using the level of education as a moderator variable,to build an acceptance model of mobile information service system in rural area.Based on the household survey obtaining firsthand data of 961 farmers in Jiangsu Province,the study tests the improved UTAUT model by using Amos22.0 software.The results show that compared with the original UTAUT model,improved UTAUT model willingness to accept the explanatory power get further increase(from 49.0%to 61.9%).Performance expectations,social impact,information quality have significant positive influence on accepting intend,hedonic motives have a significant negative impact to accept in-tend,convenient conditions directly affect the use of behavior;gender and level of education has a regulating effect to accept intention.Through further grouping path analysis,the result shows that hedonic motives have broader impacts for women farmers accept mobile information services.Compared with other groups,only farmers with primary education are easily afected by others,and farmers with college education or above are more easily afectede by information quality.Finally,this paper explains the results and puts forward countermeasures and suggestions accordingly.

文摘The Baltic Sea is essential for marine ecosystem services(MES)provision and the region’s socio-economic dy-namics.It is considered one of the busiest and most polluted regional seas in Europe.In recent years a collective effort in enforcing European and regional environmental policies and directives(e.g.Water Framework Direc-tive 2000/60/EC,2000;Marine Strategy Framework Directive 2008/56/EC,2008;Maritime Spatial Planning Directive 2014/89/EU,2014)has been carried out.Ecosystem Services assessment and mapping is integrated into these directives.An increasing number of scientific studies,projects,and other works were developed in this context,generating a vast body of knowledge.Despite all efforts to improve the Baltic Sea’s environmental status,the targets established were not fulfilled.It is also important to analyze if current methodological approaches for assessing and mapping MES are robust enough to provide the needed results.This perspective paper analyses the status of assessment and mapping methodologies.The results showed that most of the studies were focused on qualitative assessments,with limited validation and reliability.Although the number of robust and quantitative works is increasing,more are needed.It is vital to carry out quantitative assessments to inform decision-makers better and standardize MES practices across the Baltic Sea.

文摘Hydrological service is a hot issue in the current researches of ecosystem service, particularly in the upper reaches of mountain rivers in dry land areas, where the Qilian Mountain is a representative one. The Qilian Mountain, where forest, shrubland and grassland consist of its main ecosystems, can provide fresh water and many other ecosystem services, through a series of eco-hydrological process such as precipitation interception, soil water storage, and fresh water provision. Thus, monitoring water regulation and assessing the hydrological service of the Qilian Mountain are meaningful and helpful for the healthy development of the lower reaches of arid and semi-arid areas. In recent 10 years, hydrological services have been widely researched in terms of scale and landscape pattern, including water conservation, hydrological responses to afforestation and their ecological effects. This study, after analyzing lots of current models and applications of geographical information system(GIS) in hydrological services, gave a scientific and reasonable evaluation of mountain ecosystem in eco-hydrological services, by employing the combination of international forefronts and contentious issues into the Qilian Mountain. Assessments of hydrological services at regional or larger scales are limited compared with studies within watershed scale in the Qilian Mountain. In our evaluation results of forest ecosystems, it is concluded that long-term observation and dynamic monitoring of different types of ecosystem are indispensable, and the hydrological services and the potential variation in water supplement on regional and large scales should be central issues in the future research.v
文摘Within the public health sector of Hong Kong(China),there is a consensus around the important role of traditional Chinese medicines.For Hong Kong(China)to play a bridging role to bring Chinese medicines to the global market requires a concerted effort from the government,academic institutes and industries.The release of the final version of the European Medicines Agencies guidance document,which details the acceptance of minimum requirements to nonclinical package in bibliographical applications,grants the opportunity for well-established and traditional herbal medicines to demonstrate an‘acceptable safe’status for registration in the European Union.It is anticipated that this minimum nonclinical package can be applied to demonstrate the safe use of many traditional Chinese medicines regardless of their eligibility to be registered under the simplified procedure within the European Union.This paper conceptualizes an integration of a simplified evaluation route for eligible proprietary Chinese medicines(pCm)with long history of use into the existing drug regulatory framework in Hong Kong(China).Such integration utilizing the minimum nonclinical package,based on bibliographical data or expert report,as proof of evidence to demonstrate safety for pCm with long history of use requires less demand in scientific resources.With Hong Kong(China)conducting‘first hand’review for eligible pCm,it provides an option for overseas and local pharmaceutical companies to register their products in Hong Kong(China)without the need to rely on issuance of Certificate of Pharmaceutical Product from other countries.This could bring eligible pCm with long history of use to reach international risk-based standard and to be marketed globally as‘medicines’to reach their full therapeutic potential.An important process to positioning Hong Kong(China)to compete with other countries in promoting importation and exportation of pCm to better serve the global health.
