The water pollution and the water governance system of th...The Tai and Chao Lake basins are currently facing a serious water pollution crisis associated with the absence of an effective environmental governance system. The water pollution and the water governance system of the two basins will be compared. The reasons for water pollution in both basins are similar, namely the weak current water environmental governance system cannot deal with the consequences of the rapidly growing economy. China’s water governance system is a complicated combination of basin management with both departmental management and regional management. There is an absence of legal support and sound coordination mechanisms, resulting in fragmented management practices in the existing water environmental governance system. A comparison is made for the Tai and Chao Lake basins and Canada, France, the United Kingdom and the United States. Based on China’s present central-local governance structure and departmental system, an integrated reform of basin level and water environmental governance in China should learn from international experiences. The reforms could consist of improved governance structures, rebuilding authoritative and powerful agencies for basin management, strengthening the organizational structure of the basin administrations, improving legislation and regulatory systems for basin management and enhancing public participation mechanisms.展开更多

G...This paper discusses participatory processes in wildland fire management (WFM). Participation is an essential element of both the European Sustainable Development (SD) Strategy and the White Paper on Governance. Governance end SD have thus become an interconnected challenge to be applied to WFM (as a sub-area in forest policy), amongst other policies. An overspread weakness in WFM is lack of real participation of stakeholders. Absence of (or deficient) participation can seriously impair contribution of this group to WFM in high-risk areas and runs counter governance and the SDS. Further, this weakness might prevent an efficient use of fire as a land management tool (prescribed burning, PB) and as a technique for fighting wildfire (suppression fire, SF). Even though these fire practices have been well known in many different places, they have been increasingly neglected or Prohibited over time in Southern Europe. At present, forest and fire fighting administrations are turning their eyes back on them and analyzing the benefits of using fire in relation to preventive and suppressive actions. Therefore, participatory and diffusion mechanisms (the latter adopting the shape of national and international experts' networks) are required in order to solve the so- called fire paradox: that is, the need to move from a one-dimensinnal perception of the negative impacts of fire to a more sophisticated one that also stresses its positive effects. Governance, based on broad social participation, and diffusion, through fire networks, are of utmost importance in order, first, to diminish long-standing suspicion amongst different interests as to the use of fire and, secondly, to diffuse best practices associated with PB and SF. Most importantly, the ELI should exercise its environmental leadership so that these new fire practices and sustainable WFM are diffused across the international arena.展开更多
In the context of renewed interest in collaboration in natural resource management,the collaborative governance approach has lately been introduced to the forest Protected Areas(PAs)in Bangladesh.The adoption of this ...In the context of renewed interest in collaboration in natural resource management,the collaborative governance approach has lately been introduced to the forest Protected Areas(PAs)in Bangladesh.The adoption of this co-management approach is seen as an attempt to influence the governance process towards a transformation from the conventional custodian system to a more participatory management regime.Recognition of rights and responsibilities,effective participation,and equitable distribution of benefits amongst the key stakeholders working under a facilitative policy and legal framework are believed to address the broader goals of sustainable development Notwithstanding the resurgence of interest in governance of forest PAs through the co-management approach,academic research on the subject remains limited.This article attempts to review selected key information and milestones on the forest PAs governance with special reference to the major policies and legal documents.With a brief introductory section,this article focuses on the genesis and selected major features of the Forest PAs in the country.The discussion then dwells on the policy and legal framework and provides a critique on its relevance for promoting community participation.The existing institutional arrangements for community engagement in protected area governance are also analyzed in light of the national and international commitment and policy obligations on the part of the country.The salient observations and key findings of the study include the following:(1)despite its limitations,comanagement as concept and practice has gradually taken roots in Bangladesh;(2)the degree and level of active community participation remain low and limited,and there is also clear weakness in conscientizing and orientating the local community on the key legal and policy issues related to PA governance in the country;and(3)policy makers,practitioners,and other local stakeholders related to PA governance need to be oriented on international commitment and national development strategies.The study calls for systematic focus on regular research on the performance of co-management in the country,and efforts towards improving the implementation mechanisms in the field.展开更多

This was the descriptive research study which employed both qualitative and quantitative research designs involving a total of 208 respondents. Where 127 respondents filled in the questionnaires, 51 respondents participated in the in-depth interviews and 30 respondents participated in the Focus Group Discussions (FGDs). The results indicate that decentralization reforms have facilitated the formation of health and water services governance structures that facilitate community participation in the service delivery. The findings further revealed the means through which community participated in the delivery of services, i.e., from participating in the meetings, project initiation and management, to membership in various statutory services boards and committees.展开更多

This paper takes it from here and looks at how factory nongmingong in China use social media to participate in rural politics, as well as the relationship between such use and political participation.We employ a processual approach to rural politics where rural politics is viewed as the interaction between individual participant and the structural forces,cultural or political, that comprise the current cultural nexus of power within the enlarged social landscape of rural politics. We will in this process examine the participation of their perception of rural politics, expression as well as action. By interviews and participant observation among nongmingong in this villa,ge, we demonstrated that their perception of the factory culture, the time limits imposed by the factory, and extant social networks on social media and the renting and mianzi principles attached to it are three important cultural forces shaping both their political use of social media and the observed political participation. The very affordance of friends and group chats offered by WeChat, when adopted by them, in our case, play a central role in this process.展开更多

Artisanal and industrial fleets have led to decline in fish catches in the presence of c...Despite Zambia's recent policies for optimizing sustainable management of fisheries, their success has been modest in practice. Artisanal and industrial fleets have led to decline in fish catches in the presence of currently prescribed management possibilities. Among other factors, excessive fishing and unsustainable fishing methods attributed to common property and free access to the resources are key. The country adopted co-management approach to fisheries management in the 1990s with a view to improve the fisheries stocks through community enforcement of fishery management regulations. Neither the success of co-management has been easy to measure nor its results appreciated. In view of overfishing, it is required to continue providing a range of empirical evidence of area-specific co-management interventions as basis for designing realistic and innovative solutions for the nation. This implies that new policies and institutions need to be developed by research to understand fisheries systems and better promote sustainable trajectories. The following review recommendation to central government is a coherent approach that uses and crystallizes the multiple interests and skills of co-management stakeholders. Most stakeholder groups have been involved in an ad hoc fashion through workshops, public meetings and consultative processes mainly organized by Department of Fisheries. Stakeholders should be involved from the design of the process to each step in the process, including the ongoing monitoring and evaluation. A form of memorandum of understanding is suggested. This will formally set out a process that acknowledges each stakeholder's interests and provide forums to facilitate discussion, consultation and monitoring of management activities.展开更多

文摘Migrant relocation is an important measure for the scenic spot to effectively protect the ecological environment.The problem of migrant relocation of Wulingyuan World Heritage Site is the most serious and difficult problem in the development of Wulingyuan,and it is a very representative case of migrant relocation in tourist attractions of China.Based on the community participation theory,this paper made a detailed analysis of the panel data on the relocation of residents in Wulingyuan World Heritage Site.Combining the first-hand information obtained from the field interviews,starting from the reasons for the relocation,the resettlement plan,and the effects of the relocation,it also analyzed the problems existing in the relocation of residents in Wulingyuan World Heritage Site.Finally,it came up with recommendations in line with the interests of residents from the perspective of community participation.

文摘Participatory governance is a feasible method in the context of a need for effective governance.With the introduction of participatory governance,the focus has shifted to how to empower.A comparative study of two cases in this paper finds that full empowerment is the key to effective governance in participatory governance.Full empowerment can motivate a community to participate through the empower of rights and resources and can improve community participation capacity through the introduction of technical services.The full empowerment encourages a community to undertake its due responsibility and thus forms a mechanism of the simultaneous downward shift of right and responsibility;the refined technical services enhance community participation capacity and thus develop the mechanism of self-management and adaptation,and the interactions between multiple agents produces a coordinating mechanism for government empowerment and community acceptance.
文摘The Tai and Chao Lake basins are currently facing a serious water pollution crisis associated with the absence of an effective environmental governance system. The water pollution and the water governance system of the two basins will be compared. The reasons for water pollution in both basins are similar, namely the weak current water environmental governance system cannot deal with the consequences of the rapidly growing economy. China’s water governance system is a complicated combination of basin management with both departmental management and regional management. There is an absence of legal support and sound coordination mechanisms, resulting in fragmented management practices in the existing water environmental governance system. A comparison is made for the Tai and Chao Lake basins and Canada, France, the United Kingdom and the United States. Based on China’s present central-local governance structure and departmental system, an integrated reform of basin level and water environmental governance in China should learn from international experiences. The reforms could consist of improved governance structures, rebuilding authoritative and powerful agencies for basin management, strengthening the organizational structure of the basin administrations, improving legislation and regulatory systems for basin management and enhancing public participation mechanisms.

文摘This paper discusses participatory processes in wildland fire management (WFM). Participation is an essential element of both the European Sustainable Development (SD) Strategy and the White Paper on Governance. Governance end SD have thus become an interconnected challenge to be applied to WFM (as a sub-area in forest policy), amongst other policies. An overspread weakness in WFM is lack of real participation of stakeholders. Absence of (or deficient) participation can seriously impair contribution of this group to WFM in high-risk areas and runs counter governance and the SDS. Further, this weakness might prevent an efficient use of fire as a land management tool (prescribed burning, PB) and as a technique for fighting wildfire (suppression fire, SF). Even though these fire practices have been well known in many different places, they have been increasingly neglected or Prohibited over time in Southern Europe. At present, forest and fire fighting administrations are turning their eyes back on them and analyzing the benefits of using fire in relation to preventive and suppressive actions. Therefore, participatory and diffusion mechanisms (the latter adopting the shape of national and international experts' networks) are required in order to solve the so- called fire paradox: that is, the need to move from a one-dimensinnal perception of the negative impacts of fire to a more sophisticated one that also stresses its positive effects. Governance, based on broad social participation, and diffusion, through fire networks, are of utmost importance in order, first, to diminish long-standing suspicion amongst different interests as to the use of fire and, secondly, to diffuse best practices associated with PB and SF. Most importantly, the ELI should exercise its environmental leadership so that these new fire practices and sustainable WFM are diffused across the international arena.
文摘In the context of renewed interest in collaboration in natural resource management,the collaborative governance approach has lately been introduced to the forest Protected Areas(PAs)in Bangladesh.The adoption of this co-management approach is seen as an attempt to influence the governance process towards a transformation from the conventional custodian system to a more participatory management regime.Recognition of rights and responsibilities,effective participation,and equitable distribution of benefits amongst the key stakeholders working under a facilitative policy and legal framework are believed to address the broader goals of sustainable development Notwithstanding the resurgence of interest in governance of forest PAs through the co-management approach,academic research on the subject remains limited.This article attempts to review selected key information and milestones on the forest PAs governance with special reference to the major policies and legal documents.With a brief introductory section,this article focuses on the genesis and selected major features of the Forest PAs in the country.The discussion then dwells on the policy and legal framework and provides a critique on its relevance for promoting community participation.The existing institutional arrangements for community engagement in protected area governance are also analyzed in light of the national and international commitment and policy obligations on the part of the country.The salient observations and key findings of the study include the following:(1)despite its limitations,comanagement as concept and practice has gradually taken roots in Bangladesh;(2)the degree and level of active community participation remain low and limited,and there is also clear weakness in conscientizing and orientating the local community on the key legal and policy issues related to PA governance in the country;and(3)policy makers,practitioners,and other local stakeholders related to PA governance need to be oriented on international commitment and national development strategies.The study calls for systematic focus on regular research on the performance of co-management in the country,and efforts towards improving the implementation mechanisms in the field.
文摘This article examined community participation in the delivery of water and primary health care services in the Local Government Authorities (LGAs) in Tanzania. This was the descriptive research study which employed both qualitative and quantitative research designs involving a total of 208 respondents. Where 127 respondents filled in the questionnaires, 51 respondents participated in the in-depth interviews and 30 respondents participated in the Focus Group Discussions (FGDs). The results indicate that decentralization reforms have facilitated the formation of health and water services governance structures that facilitate community participation in the service delivery. The findings further revealed the means through which community participated in the delivery of services, i.e., from participating in the meetings, project initiation and management, to membership in various statutory services boards and committees.
文摘Among the few studies conducted on political participation in China,most, if not all, provided an urban-centric picture of participation with both Internet-based debate on certain topics or offline movement on a specific issue.Little attention is paid to the role social media use which might play in rural politics in China. This paper takes it from here and looks at how factory nongmingong in China use social media to participate in rural politics, as well as the relationship between such use and political participation.We employ a processual approach to rural politics where rural politics is viewed as the interaction between individual participant and the structural forces,cultural or political, that comprise the current cultural nexus of power within the enlarged social landscape of rural politics. We will in this process examine the participation of their perception of rural politics, expression as well as action. By interviews and participant observation among nongmingong in this villa,ge, we demonstrated that their perception of the factory culture, the time limits imposed by the factory, and extant social networks on social media and the renting and mianzi principles attached to it are three important cultural forces shaping both their political use of social media and the observed political participation. The very affordance of friends and group chats offered by WeChat, when adopted by them, in our case, play a central role in this process.

文摘Gender equality is a yardstick for measuring the progress of social civilization and an important goal for mankind to achieve sustainable development.The importance of women in the global governance of climate change is self-evident.During the global climate change governance,it is very crucial to focus on achieving gender equality.Under the United Nations Framework Convention on Climate Change,which is the main channel of global climate change governance,the gender-specific climate change agenda started later than other topics and the progress is limited.This article summarized the progress,deficiencies and future directions of gender issues under the main channels of global climate governance,analyzed the current status of gender equality in Chinese climate response actions,and pointed out the progress and deficiencies of women in the fundamental scientific research and the participation in global governance and decision-making.Our research finds that in the current process of international climate change governance,gender issues have received adequate attention.While in China,despite the attention paid to gender issues,the practical action on gender equality is still out of the mainstream agenda.In the past few decades,Chinese women have made gratifying progress in basic scientific research on climate change and global climate governance,but there are still great insufficiencies in the field of decision-making.In the future,China needs to pay more attention to emphasize gender equality at the strategic level,and promote the formulation of policies and regulations in the field of gender and climate change.Increasing the proportion of women participating in decision-making and management in the field of climate change and disaster prevention and mitigation is also important.China also needs to focus on enabling a gender friendly environment and strengthening research on gender and climate change,support women's participation in relevant work,strengthen capacity-building,and enhance women's access to resources,funds,knowledge and information related to climate adaptation or mitigation.
文摘Despite Zambia's recent policies for optimizing sustainable management of fisheries, their success has been modest in practice. Artisanal and industrial fleets have led to decline in fish catches in the presence of currently prescribed management possibilities. Among other factors, excessive fishing and unsustainable fishing methods attributed to common property and free access to the resources are key. The country adopted co-management approach to fisheries management in the 1990s with a view to improve the fisheries stocks through community enforcement of fishery management regulations. Neither the success of co-management has been easy to measure nor its results appreciated. In view of overfishing, it is required to continue providing a range of empirical evidence of area-specific co-management interventions as basis for designing realistic and innovative solutions for the nation. This implies that new policies and institutions need to be developed by research to understand fisheries systems and better promote sustainable trajectories. The following review recommendation to central government is a coherent approach that uses and crystallizes the multiple interests and skills of co-management stakeholders. Most stakeholder groups have been involved in an ad hoc fashion through workshops, public meetings and consultative processes mainly organized by Department of Fisheries. Stakeholders should be involved from the design of the process to each step in the process, including the ongoing monitoring and evaluation. A form of memorandum of understanding is suggested. This will formally set out a process that acknowledges each stakeholder's interests and provide forums to facilitate discussion, consultation and monitoring of management activities.

文摘Government-leading,multi-agent participation and coordinated co-governance are the original intentions of River Chief System governance policy design,the purpose is to really improve governance benefits of the River Chief System.Regrettably,the current research is still in its infancy,mainly based on theoretical analysis and case analysis.Whether government-leading,multi-agent participation and coordinated co-govemance can really improve the effectiveness of governance still lacks empirical testing.For this reason,based on the 241 questionnaires of the governance benefits of the River Chief System in Guangdong Province,this paper deeply analyzed the influence of the organizational level of the River Chief System on the governance benefits,and further studied the regulatory role of multi-agent participation.The results showed that there was an inverted“U”relationship between the organizational level of the River Chief System and the governance benefit,and multi-agent participation had no positive influence on the relationship between the organization level and the governance benefit.This paper has important enlightening significance for expanding the theory of River Chief System research and guiding the practice of government-leading governance policy of River Chief System.On the other hand,this paper can provide reasonable suggestions on environmental governance for Guangdong-Hong Kong-Macao Greater Bay Area’s high-quality development.
