The weather conditions of the summer of 2022 were very unusual,particularly in Eastern Asia,Europe,and North America.The devasting impact of climate change has come to our attention,with much hotter and drier conditions,and with more frequent and intense flooding events.Some extreme events have reached a dangerous level,increasingly threatening human lives.The interconnected risks caused by these extreme disaster events are triggering a chain effect,forcing us to respond to these crises through changes in our living environment,which affect the atmosphere,the biosphere,the economy including the availability of energy,our cities,and our global society.Moreover,we have to confront the abnormal consequences of untypical,rapid changes of extreme events and fast switches between extreme states,such as from severe drought to devastating flooding.Recognizing this new situation,it is crucial to improve the adaptation capacity of our societies in order to reduce the risks associated with climate change,and to develop smarter strategies for climate governance.High-quality development must be science-based,balanced,safe,sustainable,and climate-resilient,supported by the collaborative governance of climate mitigation and adaptation.This article provides some recommendations and suggestions for resilience building and collaborative governance with respect to climate adaptation in response to a new planetary state that is characterized by more frequent and severe extreme weather events. 展开更多

Disaster risk reduction has become a global strategy for making cities more resilient since the establishment of the Hyogo Framework for Action in 2005. The question that still challenges emergency management scholars and professionals, however, is what contributes to the progress of resilience building. Previous literature suggests that disaster resilience can be attributable to multiple factors, including leadership. But the specific abilities that help leaders promote resilience have not yet been examined empirically. To address this problem, using the United Nations International Strategy for Disaster Reduction 10 Essentials for Making Cities Resilient as guidelines, we assessed the progress of flood resilience building in Thailand and its relationship to local government leaders' abilities. Our research showed that, since the flood disaster in 2011, municipalities in Thailand have made moderate progress in flood resilience building. The results of a multiple regression analysis revealed that disaster resilience leadership abilities have had a statistically significant, positive effect on the progress of flood resilience building. Our findings underscore the role of leadership in making cities more resilient and shed light on how local government leaders can contribute to the progress ofdisaster risk reduction. We also outline the academic implications and practical contributions of our research. 展开更多

Climate warming-induced rangeland degradation in arid and semiarid steppe imposes substantial threats to the livelihoods of people.But this dilemma can be solved by combining all sectors of agriculture,animal husbandry and tourism through their complementarity,i.e.by adopting integrated landscape ecosystem-based approaches.A number of experiences and lessons have been achieved in a specific sector for its successful development,but not in the multiple social,economic,and ecological systems.In this study,we use the perspective of integrated ecosystem management to strengthen crop-livestock integration and innovative livelihoods,and propose a multifunctional Kailash Landscape to activate the inter-linkage among agriculture,animal husbandry,and heritage pilgrimage/tourism in order to achieve multiple functions of the socio-ecological system.A case study of Kailash Sacred Landscape Conservation and Development Initiative in China was quantitatively and qualitatively analyzed by land use and land cover change and their consequences on multiple ecosystem services.Integrated landscape management was found to be effective in building resilience of socio-ecosystems by reducing the vulnerability of traditional agriculture in terms of improving crop production and animal husbandry.A multifunctional landscape is expected to be integrated and build a resilient sector complementarity including farming,pastorism,environmental and socioeconomic function.The analyses show that integrated landscape approaches provide an effective perspective for sustainable socio-economic development in this sacred landscape.The findings highlight the importance of landscape-scale ecosystem-based adaptation to environment change. 展开更多

There is less than a decade left to accomplish the goal of ending global poverty by 2030.This paper investigates global poverty dynamics and finds a shift in the world's poverty gravity center from South Asia to Africa in the period 1990–2015.Sub-Saharan Africa has become the main battlefield for poverty reduction in the world.Global poverty reduction has been accompanied by political instability and local conflicts,economic marginalization,rural decline,and natural hazards as well as climate change which are jointly impacting the least developed areas and making the world's poverty reduction vulnerable to external shocks.The"STAR"scheme,including maintaining political stability,promoting targeted poverty alleviation,implementing regular assessments of poverty reduction initiatives,and revitalizing rural and poverty-stricken areas,is proposed with specific measures to enhance the resilience capacity of poverty alleviation in the world. 展开更多
