And the study was carried out on decoupling degree and temporal changes of economic development level and resource and environment carrying ca- pacity in the central area of Yunnan Province. Results indicated that (i) the economic development level and resource and environment carrying capacity in the central area of Yunnan Province mainly experienced strong decoupling, weak decoupling, and ex- pansive negative coupling, and in general it was strong decoupling, and it took on re- verse "N" in temporal changes. (ii) Change rate of economic development level in the central area of Yunnan Province was greater than zero, but the amplitude of change was not large, while the change rate of resource and environment carrying capacity was negative in 2007-2008, and it was positive in the rest years; from 2007, it took on gradual expansion trend, and scissors difference gradually increased after experi- encing reverse "V" change. 'Agreement on Cooperation for Sustainable Development of Mekong Basin' signed by the four riparian countries along the lower Mekong River on April 5, 1995 provides a new opportunity for sustainable development of the Basin. According to preliminary analysis, if the multipurpose utilization of the water resources is the target for carrying out integrated planning and management, and the efforts are made 1) to focus on energy exploitation on the Lancang River Mainstream and the tributaries of the lower Mekong River; 2) to build gated weirs at Tonle Sam; 3) to construct spillways at the Mekong Delta; 4) to facilitate flood dykes in big cities and on both banks of the mainstream which are concentrated with population and farmland and liable to be flooded, and 5) to strengthen networks for forecasting hydrological and meteorological conditions, then all problems such as power demand, irrigation, flood, salt water intrusion as well as acid water erosion to soil could be solved without constructing large cascaded stations and dams on the lower Mekong Mainstream. This will not only avoid input of great number of fund, large scale resettlement and land inundation, but also prevent aquatic organisms living in Mekong River from being injured due to dam construction, and promote the sustainable development of the Basin.展开更多

If the surface water use keeps the scale as present, the maximum safe yield of groundwater is about 2.05 × 109m3/a that is 55.8% of the recharge. Thus the evapotranspiration discharge will reduce 60.4%, while spring water reducing 35.6%. If the surface water use rate is up to 80% and coefficient of canal water use increase to 0.55 in the future, the maximum safe yield of groundwater will reduce to 1.85 × 109m3/a with the recharge reducing to 3.1 × 109m3. However, the sustainable groundwater development is depended on the protection of the quality aspect linked with the quantity aspect. In particular, protection of the glaoier and water conservation forestry in the Kunlun Mountains and coordinating development of surface water and groundwater should be taken seriously. Besides, the legislation, administrative management and the technology construction, and ability construction are also critical important and necessary.展开更多

The pace of economic construction in the west is advanced step by step, and all kinds of economic construction subjects show obvious increasing trend. As one of the regions with rich agriculture and animal husbandry resources,it is inevitable to face the problems that wild resources are gradually consumed, and environmental pollution is severe in Tibet. While developing the economy,it must not damage the environment. To a certain extent, the resource and environment infrastructure is the material basis for economic development. With the gradual progress of economic construction, improvement of residents' living standards, and updating of consumption structure,it needs to build, produce and live in the environment of " beautiful Tibet with clean water, blue sky and green". Their exploitation is a key factor in economic growth and development of the nation, but one that can have serious negative environmental and socio-economic impacts. Therefore it is important to understand their origin/occurrence and exploitation in terms of environmental sustainability. The human society has profited from exploitation of earth resources, precisely when energy use became much more efficient during the industrial era. Some of these earth resources (renewable and non-renewable) are oil and gas, coal, water, metal ore, wind, air etc. and their methods of exploitation are surface and subsurface mining methods [1]. Thus the geological perspectives of earth resources refer to origin and occurrence of these earth resources while the engineering perspectives refer to the processes involved in the extraction (mining), processing and utilization of the resources. To fulfill the requirement of sustainable development, the efficiency with which resources are utilized has to be improved. The main concerns associated with earth resources, therefore, are generally the costs and environmental impacts of extracting, transporting, and refining them. The economics of earth resources deals with the supply, demand and allocation of the resources.展开更多
