The Historical Position and Value Dimensions of Human Rights Civilization

Human beings are the mainstay and the ultimate goal of civilization.The history of human civilization is a continuous struggle to realize the respect,liberation,protection,and development of humanity.Human rights are an achievement of humanity and a symbol of progress,and the human rights civilization is an important component of human civilization.Understanding and interpreting human rights from the perspective of human rights civilization means that human rights are not only a concept or an idea but also a grand historical and long-term social practice.Up to now,the development of human rights civilization has roughly experienced four awakening eras:initialization,revolution,popularization,and globalization.In terms of its value dimensions,it has the characteristics of progressiveness,diversity,commonality,inclusiveness,indivisibility,openness,and so on.The historical position of human rights civilization and the development of its value dimensions have shown to the world that human rights are the common wealth of humanity,and human rights belong to all mankind;human rights are historical,concrete,and developmental;the concept of human rights is constantly evolving,and its connotations and categories are constantly expanding;achieving the free and well-rounded development of every person is the highest value realm of human rights civilization.The Chinese modernization endows Chinese civilization with modern strength and opens up new horizons for human rights civilization.The new pattern of human rights civilization to be created by Chinese modernization not only possesses the common characteristics of human rights civilization but also enjoys Chinese characteristics based on its own national conditions,enriching and developing the diversity of human rights civilization for all mankind.

Research on Data Theory of Value

This paper explores the data theory of value along the line of reasoning epochal characteristics of data-theoretical innovation-paradigmatic transformation and,through a comparison of hard and soft factors and observation of data peculiar features,it draws the conclusion that data have the epochal characteristics of non-competitiveness and non-exclusivity,decreasing marginal cost and increasing marginal return,non-physical and intangible form,and non-finiteness and non-scarcity.It is the epochal characteristics of data that undermine the traditional theory of value and innovate the“production-exchange”theory,including data value generation,data value realization,data value rights determination and data value pricing.From the perspective of data value generation,the levels of data quality,processing,use and connectivity,data application scenarios and data openness will influence data value.From the perspective of data value realization,data,as independent factors of production,show value creation effect,create a value multiplier effect by empowering other factors of production,and substitute other factors of production to create a zero-price effect.From the perspective of data value rights determination,based on the theory of property,the tragedy of the private outweighs the comedy of the private with respect to data,and based on the theory of sharing economy,the comedy of the commons outweighs the tragedy of the commons with respect to data.From the perspective of data pricing,standardized data products can be priced according to the physical product attributes,and non-standardized data products can be priced according to the virtual product attributes.Based on the epochal characteristics of data and theoretical innovation,the“production-exchange”paradigm has undergone a transformation from“using tangible factors to produce tangible products and exchanging tangible products for tangible products”to“using intangible factors to produce tangible products and exchanging intangible products for tangible products”and ultimately to“using intangible factors to produce intangible products and exchanging intangible products for intangible products”.

Study on the rights and interests value of mineral resources and its evaluation method

The rights and interests value of mineral resources includes the prospecting rights value and the mining rights value. The mining rights value is made up of the min-eral resources value and the compensation value based on the inputs of capitals and labors in different exploration stage, the prospecting rights value should be equal to ex-ploration differential rent of resources. According to the stage characteristic of mineral resources exploration and development, the initial evaluating methods and models are used to evaluate the prospecting rights and mining rights value.

Building Incubators for Chinese Socialist Human Rights Values

We are announcing the second group of na- tional human rights education and training bases, which is a significant as well as pleasant event in China＇s human rights development. An Academic Summary of the International Seminar on “Comparison of the Human Rights value between the East and the West in Epidemic Prevention and Control”

The international video seminar"Comparison of the Human Rights Values between the East and the West in Epidemic Prevention and Control",hosted by the Institute of Human Rights Law of Huazhong University of Science and Technology,was successfully held on May 30,2020.Against the background of the fight against the CO VID-19 pandemic,this seminar fostered exchanges and discussions on human rights values.As the first country that has contained the epidemic successfully,China shared its experience in the practice of human rights values in epidemic prevention and control,while experts from various countries also shared different human rights values embodied in epidemic prevention and control.This seminar allowed for demonstration of the situation of human rights protection in different countries and regions and exchanges of dilemmas and countermeasures during the specific practice of human rights protection.In the collision of different views and the exchange of multi-dimension dialogues,the seminar called for a sense of a global community of health for all and aimed to foster solidarity and international cooperation for greater contributions to the human rights protection in global epidemic prevention and the development of human rights worldwide.

Prognostic value of the echocardiographic right/left ventricular end-diastolic diameter ratio in patients with idiopathic pulmonary arterial hypertension

Background Previous studies have shown that an echocardiographic right/left ventricular end-diastolic diameter ratio(RV/LV ratio)≥0.9 is an independent predictor of poor prognosis in patients with acute pulmonary embolism. The prognostic value of the RV/LV ratio in patients with idiopathic pulmonary arterial hypertension(IPAH) is still unknown. Methods We retrospectively enrolled 95 consecutive patients with newly diagnosed IPAH and 16 of them were reevaluated by echocardiography at 3-12 months following targeted therapy.Follow-up data were obtained by telephone interviews and review of the patients’ records.Results The RV/LV ratio was in parallel with the severity of World Health Orgnization(WHO) functional class and mean right atrial pressure.The RV/LV ratio was positively correlated with total pulmonary resistance(P P P 2 saturation(P P = 0.001),weight and absence of targeted therapy were independent predictors of death.No significant changes in the RV/LV ratio before and after targeted therapy were observed. A baseline RV/LV ratio≥0.84 or a further increase in the RV/LV ratio during targeted therapy indicated a poor prognosis. Conclusions The RV/LV ratio helps to assess the severity of IPAH and serves as an independent predictor of prognosis in patients with IPAH.

Values and the view of hu- man rights are the concepts in the superstructure that belong to the category of morality category. So-called value refers to people＇s attitude towards the choice between material wealth and spiritual wealth. Specifically speaking, it reflects the interests, demands, psychological and behav- ioral orientation of certain subjects. It is the inward rule which is used by people to measure the value of things, judge whether they are good or not and determine their attitude towards them.

Constitutional Values of Protecting Human Rights of Disadvantaged Groups

The confrontation between the disadvantaged and advantaged groups is eternal throughout the competition for survival. But the human spiritual world has its humane aspect in addition to competition. The concern for and protection of the disadvantaged group is the moral law characteristic of humanity, just as the Universal Declaration of Human Rights says in its Article 1： ＂All human beings are born free and equal in dignity and rights.

A NEW OBJECTIVE STEREOSCOPIC IMAGE ASSESSMENT MODEL BASED ON STEREOSCOPIC PERCEPTION

In order to establish a stereoscopic image quality assessment method which is consistent with human visual perception,we propose an objective stereoscopic image quality assessment method.It takes into account the strong correlation and high degree of structural between pixels of image.This method contains two models.One is the quality synthetic assessment of left-right view images,which is based on human visual characteristics,we use the Singular Value Decomposition(SVD)that can represent the degree of the distortion,and combine the qualities of left and right images by the characteristics of binocular superposition.The other model is stereoscopic perception quality assessment,due to strong stability of image’s singular value characteristics,we calculate the distance of the singular values and structural characteristic similarity of the absolute difference maps,and utilize the statistical value of the global error to evaluate stereoscopic perception.Finally,we combine two models to describe the stereoscopic image quality.Experimental results show that the correlation coefficients of the proposed assessment method and the human subjective perception are above 0.93,and the mean square errors are all less than 6.2,under JPEG,JP2K compression,Gaussian blurring,Gaussian white noise,H.264 coding distortion,and hybrid cross distortion.It indicates that the proposed stereoscopic objective method is consistent with human visual properties and also of availability.
