With the deepening of reform and opening up,the rural land system has experienced the evolution from contracting to transfer to the current rural revitalization strategy,and has always been closely linked to the well-being of farmers and the vigorous development of the rural economy.The reform of this system is not only a key driving force for rural economic development,but also an important cornerstone for realizing the rural revitalization strategy.Through in-depth analysis of the connotation of rural revitalization and rural land system reform,this study discusses in detail the internal dynamic mechanism of rural land system reform driving rural revitalization,and comprehensively analyzes the current implementation of rural land system reform.On this basis,this study puts forward the strategic concept of promoting the rural land system reform in the context of rural revitalization.Studies have shown that the rural land system reform has mainly played a positive role in the following four aspects in promoting rural revitalization:providing a solid material foundation for rural revitalization,optimizing the allocation of rural resources,promoting the transformation and upgrading of rural industrial structure,and promoting rural social harmony and stability.In the context of the current rural revitalization,the rural land system reform is undoubtedly one of the core issues of China s rural development.In order to further improve this system,we need to continue to optimize and innovate the rural land transfer system,the homestead reform system,and the rural collective construction land market entry system. 展开更多

Using innovative information means to form the digital management sys- tem of rural residential land is the key point to solve the difficult and hot issues in rural residential land management. In view of the diversity, large quantity, and preservation with paper of rural residential land data, a new method for automatic cutting and classification of digital images based on the image data source and us- ing the image processing algorithm and Python programming was proposed in order to achieve rapid and accurate collection and digital storage of rural residential land cadastral data. Using this method, digital image automatic cutting and classification were realized, and the efficiency and accuracy of this method was validated by comparing with the non-support free shooting method and manual image process- ing. The experimental results showed that the efficiency of the data acquisition of the fixed shooting method was 4.24 times of that of the non-support free shooting method with the accuracy rate increasing by 7.1%, and the efficiency of automatic image processing was 35 times of that of manual processing. Based on rapid and accuracy data acquisition, this method realized the automatic processing of digital images, which provided a reference for the research of informatization technology of the whole rural residential land data and has the value of popularization and appli- cation. 展开更多

However, the following problems are found in the process of the pilot work: insufficient propaganda work, inconsistent recognition of affirmation registration work, low enthusiasm of grass-roots work; lack of unified regulations, each company working on their own; requiring large amount of manpower and resources for rural land contracted management rights, and severe shortage of national and municipal inputs; incomplete land ownership information and lack of marks between land plots, leading to resolving difficulty of the disputes; urgent need of strengthening subsequent work, untimely adjustment of related policies. Therefore, it needs to intensify propaganda, so that farmers can know the land right confirmation registration and certifi- cation, and recognize its importance; unify the introduction of job specification and results storage standard, making it convenient for the unified use of the results unified; set up special funds, and make experiments first in the areas with better economic conditions; establish arbitral institutions for land ownership disputes; earnestly make great effort to the supporting and subsequent work for right confirmation registration, and give full play to the role of land registration results. 展开更多

The objective of this paper is to analyze land use characteristics of rural settlements in urban fringe so as to provide references for optimizing the regional distribution of rural settlements, consolidating rural settlements, and coordinating urban-rural integrated development. The methods of spatial statistical analysis, buffer analysis, Ripley's K function, kernel density analysis based on GIS(Geographic Information System) were used to analyze the characteristics of scale, spatial differentiation and spatial patterns of the rural settlements in Liangjiang New Area in Chongqing Municipality of China. The fractal dimension formula was also developed to reflect fractal feature of the rural settlements. The results show that, the scale of rural settlements in Liangjang New Area takes on distinct characteristics of spatial differentiation along with changes in elevation, gradient, location, geohazards distribution, and the like. The fractal characteristic of rural settlements has obvious regional variations subject to the 6 factors of location in the Liangjiang New Area. Overall, the worse the terrain conditions are, the larger the fractal dimension values become. The better the locationconditions, the larger the fractal dimension values are. The spatial pattern in the township scale presents three kinds of distribution as being aggregated, uniform and random. In contract, the spatial pattern in the plaque scale displays a banding distribution from a general view with several aggregation zones centering on each town center. From the results, we can see that the characteristics of rural settlements in urban fringe are more complicated. For such kind of rural settlements in special regions, in the rural land consolidation more attention should be paid to improve the rural living environments and public services, as well as to promote the harmonious relationship between the urban and rural areas. 展开更多

With a subtropical climate,Guangxi Zhuang Autonomous Region has a typical karst landscape.Rocky desertification has become a serious environmental issue due to its high vulnerability caused by the joint effect of natural settings and human activities,because of which its eco-environment has been deteriorated in recent years,and farmland has been disappearing sharply at the same time.This,in turn,has exacerbated the poverty level in the rural areas of the region.In this study,we monitored the spatial distribution of rocky land desertification and its temporal evolution using Landsat TM/ETM images of 1985,1995,2000 and 2005.We also analyzed the driving forces of the desertification and its expansion.Through constructing regression models by using all the relevant variables and considering the lagged effects as well as fixed effects,we quantified the exact role of different factors causing rocky land desertification in the study area with some new findings.The new findings in this study are greatly helpful for preserving,restoring and reconstructing the degraded mountain environment in Guangxi and other karst areas in Southwest China,and also for alleviating poverty in the rural areas in the future. 展开更多

The questions of why this has happ... While urbanization has accelerated, the rural population in China has started decreasing in recent years. However, the expansion of rural settlement has not been sufficiently curbed. The questions of why this has happened and who has driven the land-use change(LUC) of rural settlement in China have aroused great interests among researchers. In this paper, it is suggested that population is not always a positive driving force for the LUC of rural settlement in China. Furthermore, socio-economic driving forces other than urbanization, population and industrialization are analyzed. On a national scale, the major driving forces are the per-capita rural housing area and the cultivated land area. On a regional scale, the main driving forces in the eastern China are the house-building capacity of rural households and the per-capita rural housing area; while in the central China, the main driving forces are rural housing investment, the proportion of primary industry employees in the rural working population, and the cultivated land area. For the western China, the main driving forces are rural register population and cultivated land area. 展开更多

On the basis of rural household survey in 12 provinces of China in 2005,this research built an econometrical model to find the area standard for rural housing land.This standard is expected to facilitate rural housing land administration,efficient and intensive housing land use and policy making.This research concludes:1) according to the household survey data,the average area for rural housing land in China is about 235.26 m 2,and the rural housing land mainly includes unused land(42.89%) and house construction land(37.76%) with the average floor-area ratio of 0.42;2) the indexes in the standard concern the factors such as location,landform,house form,household population and cultivated land area per farmer,which all have significant effects on rural housing land use;3) the reasonable area for rural housing land may be 150 m 2 in average before 2020,and the referential standards in different provinces are 120 m 2,130 m 2,140m 2,150 m 2,160 m 2,170 m 2,190 m 2,200 m 2,210 m 2,220 m 2,230 m 2 and 250 m 2 respectively;and 4) if there are less than two persons or more than five persons in a family,these standards need to be decreased or increased by 7%.When the cultivated land area per farmer is lower than the provincial average,the standards have to reduce by 3.5%. 展开更多

Land transfer is the necessity in terms of promoting agricultural scale operation and improving production efficiency; proving opportunities for narrowing urban and rural gap; realizing rural surplus labor transfer and facilitating urbanization. Major problems in the existing rural land transfer are analyzed:unclear laws and regulations and rural land transfer lacks relevant legal protection;rural social security system is imperfect and can not solve farmers' worries after land transfer; farmers and local governments are restricted by traditional ideas and it is hard to carry out the land transfer policies; rural system construction is relatively backward and the rural land transfer market is immature. Since land and labor force are primary resources to be used and controlled by rural households, the allocation of labor forces will influence land uses, and further lead to land use conversion. The present study used the Binary Logit model to investigate the influence of labor force transfer, characteristics of rural households, location, and land market on agricultural land use conversion at rural household level. This study was conducted based on 329 valid questionnaires, which were obtained in Changshu, Rudong, and Tongshan counties, respectively representing the southern, middle and northern areas of Jiangsu Province. The results showed that land market participation, location, zonal difference and labor transfer had strong influences on agricultural land use conversion. The participation of land market had a strong positive effect on land use conversion, especially for the farmland converted to the fishpond. The nearer to the county seat, the more conversion of land use occurred. Particularly, the labor force transfer caused by wage employment decreased this conversion probability, while the labor transfer caused by self-employment led to more conversion; and the increasing of income from labor transfer increased the conversion. Moreover, land use con- versions demonstrated zonal difference, which were more in Rudong and Changshu counties than in Tongshan County, and the factors influencing this conversion were different in the three regions. 展开更多

This paper compartmentalizes regional land use of rural settlements in China by employing a hierarchical clustering method.The statistic data are sourced from the National Bureau of Statistics of China(NBSC) and the data of land use change from the Ministry of Land and Resources of China(MLRC).The population of rural settlement decreases from the southeast to the northwest of China and the density of rural settlement decreases from the east to the west of China.Land-use scale of rural settlement,the proportion of one-storey houses and the average household area decrease from the north to the south of China.The ratio of area of cultivated land to rural settlement is high in the northeast and southwest of China but low in the southeast of China.The land use regionalization of rural settlement can be divided into four regions,namely:the northern region of China,Qinghai-Tibet,Yunnan-Guizhou,and the middle and eastern region of China.The northern region of China and the middle and eastern region of China can be further divided into nine sub-regions:Xinjiang,Northeast China,Ningxia and Inner Mongolia,North China,the south of the Changjiang(Yantze) River and Sichuan Basin,Jiangsu-Shanghai,South China,the Loess Plateau,and Guangxi.In consideration of the significant regional differences,it is proposed that different policies should be implemented regarding the utilization and management of rural settlements. 展开更多

In China, rural settlements are usually multifunctional complex of natural societies and they also play important productive function. This study explored the spatiotemporal evolution of the productive function of three rural settlements, i.e.,Hetaoyuan, Dawengshan, and Gaoqiao, in the Yimeng Mountain in Shandong province of eastern China.Residents lived in this three types of rural settlements were all involved in agricultural production(i.e., grain threshing, drying and storage), which had remained dominant in Hetaoyuan. Dawengshan became an industrial-oriented settlement, while Gaoqiao became a commercial-oriented settlement. This evolution was reflected in the livelihood strategy changes of rural households and the transition of rural settlements changes. The choice of livelihood strategy was affected by the livelihood assets and policies, which resulted in the spatiotemporal evolution of the productive function of rural settlements. This study can provide references for the implementation and adjustment of rural residential land consolidation policies and the improvement of production and the quality of rural life in future. 展开更多

The thesis also analyzes perspicaciously the phenomenon of non-agricultural-use land and proclaiming phenomenon of contractual management right of land. We should establish normalized rural land property rights register system to perfect contractual management right of land. Proclaiming of agriculture land right also should adopt registration effectiveness so as to guarantee the legality of transference of agricultural land to non-agricultural land in terms of system. We should perfect rural land circulation in terms of normalizing land circulation laws and normalizing contractual farmers fees: in terms of the movable agricultural land right, we should further perfect the types and content of circulation and lessen non-legal form restrictions of circulation; in terms of contractual fees, we should normalize contractual fees of land in order to preclude the contradiction between the contractees and contractors arising from blank space of laws. 展开更多

This paper analyzes the relationship between the cultivated land use functions and the land rental decisions of rural households in three Dominant Functional Zones of Hubei, China. The results indicate that 41.10% of the rural households in the study areas participated in the land rental market. The land rental market in the Key Development Zone has both a higher participation rate and land rent; the Agricultural Production Zone has a higher participation rate but a lower land rent; and the land rental market in the Key Ecological Zone is underdeveloped. The difference in regional function and economic level leads to a significant difference in the spatial variation of the cultivated land use multifunction. Overall, the cultivated land function of rural households has a significant impact on their land transfer behavior. The higher the Functions of Economic Contribution, Food Production, and Pension & Employment, the more willing the rural households are to rent in the land, while the higher the Function of Inheritance and Retainment of the cultivated land use, the more likely the peasants are to retain their cultivated land resources. Furthermore, the correlation coefficient is significantly higher in the Key Development Zone than in the Key Ecological Zone. 展开更多

In view of the problems faced by implementation model of cooperated rural households in terms of limited use scope, insufficient governmental policy and one-sided participation of rural households, the comprehensive evaluation index system of the feasibility of implementation model of cooperated rural households is established. From the macro-perspective, seven indexes including urban land use, township economic development stage, urbanization and township enterprise structure are selected. From the micro-perspective, 12 indexes including location situation, governance capability and economic developmental level at village level are selected. Besides, the multiple factors evaluation model is established. Taking implementation items of cooperated rural households in Hubin Village, Baijia Town of Dianjiang County as an example, the implantations items are analyzed by using the comprehensive evaluation model and the evaluation results are in accordance with actual situation. The effectiveness of the comprehensive evaluation method is proved. However, affected by the limited application scope of implementation model, insufficient policy and one-sided farmers' participation, in order to avoid copying the successful experience of completed pilot blindly, farmers are suggested to adopt the implementation model of cooperated rural households. 展开更多

Land policy in China has been changed dramatically in the past two decades. Though the reform of rural farm land and the urban construction land has been launched successively, little has been done about the rural construction land by now, which has made a negative impact to the land utilization. This paper fi rst reviews the policy terms about the rural construction land, then gives a brief critique on them under the background of social-economic transformation in China, and discusses the driving forces and implications of institutional changes in the end. We think the further reform on the rural collective construction land is imperative. Firstly, as a production factor, it should be endowed with property attribute, and secondly the use right of rural construction land should be separated from its ownership so that it can be transacted in a competitive market, which will benefi t the building of harmonious society. 展开更多
