A Study of Xi Jinping Thought on Governing the Country Based on the Unity of “Party Spirit-People’s Nature”

The unity of “party spirit-people’s nature” is the basic proposition of Xi Jinping’s governance.Deng Xiaoping summarized the experience and lessons in the early days of reform and opening up,and put forward the basic line of the “leadership and unity” of the party in the early stage of socialism around “one center,two basic points”;Xi Jinping’s so-called “unification”,which is based on the the basic line of Deng Xiaoping’s initial stage of building a socialist country that is “rich,strong,democratic,civilized,harmonious and beautiful”,has further established the importance of “people as the center” and “party’s leadership”.Therefore,the “people-centered” and “the party’s overall leadership” are unified and become the basic idea of General Secretary Xi Jinping’s governance of the country.Xi Jinping has put forward the unity of “party spirit-people’s nature”,the “consistency” between governing the country and politics,and the “integration” between the people’s interests and the party’s leadership,thus forming “persistence”,“comprehensive”,“confidence”,“maintenance” and other assertions.

Brexit Implications on Capital Market and International Financial Governance

This paper assumes as a focal point the concept that the ＂post-Brexit＂ may represent a change of era for European and global financial service and particularly for capital market sector. The change of era produces new ＂global systemic interrelation＂ in which financial globalization, governance and regulation will give place to new, largely unknown complexities. In general, the different interests and immediate priorities of euro and non-euro countries, coupled with a need for prompt and, at times, politically sensitive action, have had the result of a greater fragmentation or a differentiated integration in EU governance in the financial sector. On this assumption, we may say that the post-Brexit scenario is in some way preceded by a series of ＂fractures＂ in European governance. The direct effect of the post-Brexit era is that UK regulated financial entities will still need ＂passporting＂ across the EU single market： UK is going to vest the role of third party country, which will require an ＂equivalence regime＂ similar to the ＂substituted compliance＂ used in the same direction by US regulators. At the same time, while an equivalence regime may work in principle to deal cross-border issues at the global level, in the long term, it may be an instrument for a ＂battle of ideas＂ in the new political arena of global financial governance.

Analysis on the Background of a Coalition Government Proposed by the Communist Party of China

It was under extremely complex background at home and abroad that the Communist Party of China proposed to form a coalition government. Domestically, the Kuomintang was faced with military defeat and political crisis while the strength of the Communist Party of China grew increasingly. Besides, the Constitutionalism Movement launched by democratic parties failed. Internationally, the proposal of a coalition government was inspired politically by some European countries and promoted by the US-Soviet policies towards China. It had a significant impact on domestic and international situation at that time and pointed out the direction of Chinese political model for Chinese people.

中国共产党是超大规模政党,大党有大的优势,也有自身独有难题。中国共产党在其一百多年的进程中不断探索自身治理的有效路径,形成了“人民监督、人人负责”的第一个答案和“自我革命”的第二个答案。进入新时代,全过程人民民主就是人民监督的最新形态,党的自我革命进一步丰富完善,由此形成了“内外兼修”的双重路径,开创了超大型政党治理的新形态、新成效。全过程人民民主是第一个答案在新时代的新发展,是超大型政党治理的外部路径。自我革命是中国共产党基于自身使命任务的行动自觉,是刀刃向内,是内部路径。全过程人民民主与党的自我革命具有目标指向的一致性,旨在解决跳出历史周期率的问题。“两个答案”内在统一,都源自党的初心使命,贯穿党的奋斗历史,统一于新时代全面从严治党伟大实践。全过程人民民主与自我革命体现了中国共产党与世界上其他类型政党的本质区别,从政党发展、政党现代化的角度看,是一种与时代同向而行的政党治理创新。

中国新型政党制度的国家治理本质特征和比较优势

现代政党制度旨在通过规范权力分配、整合社会利益、建构国家认同、输送人才和监督权力来服务国家治理。但西方竞争型政党制度在一些实践中发生了对治理本位的偏移,体现在政府权威性式微、利益集团垄断权力、共同体意识淡化、民主赤字困境等方面。在实现现代化的历史进程中,中国共产党团结带领包括各民主党派、无党派人士在内的全国各族人民,践行中国新型政党制度。这一制度彰显国家治理本质特征,以超大规模国家治理为目的、以现代化治理能力为核心、以人民整体利益为基础、以凝聚共识为需要、以民主监督为重点,成为推动中国式现代化,建设中华民族现代文明的重要制度保障,为人类政治文明提供重要参考价值。

党建引领如何破解中国基层治理的三重困境?——基于广州市南沙区的实践

中国基层治理存在资源、权限和激励三重困境,如何充分发挥党建引领的核心作用破解这些困境,是提升基层治理效能的关键。本研究借鉴组织变革理论搭建分析框架,基于广州市南沙区党建引领基层治理改革实践,发现党建引领利用信息化建设、流程再造、结构调整、机制设计和文化重塑的系列措施,形成组织建设、权威协同和激励驱动三条机制路径,有助于破除基层治理中普遍面临的三重困境,推动了中国基层治理格局的整体变革。未来推进基层社会治理改革,可以借鉴“创造性破坏”和整体性治理的基本逻辑,推进基层组织的服务流程与组织间协同,重塑中国基层治理的良好格局。

我国高校院系治理的演进、困境与进路探赜

院系治理是大学治理能否实现现代化的关键。在协调党政关系主基调下,我国高校院系治理大致历经了“探索初创期”、“调适定型期”和“提质增效期”等三个演进阶段。当前,我国院系治理面临领导体制不健全、制度体系不完备、运行机制不通畅、治理主体权责失衡、党组织功能“悬浮化”等瓶颈和困境。推动院系治理现代化,应在遮蔽与澄清、守正与创新的动态调适中科学规避“制度移植陷阱”,创造性地推进党委领导下的校长负责制向院系层面的制度移植。在实践中,明晰院系党政共同领导下的分工负责制、完善党政联席会议制度、构建党政学协商共治模式、充分发挥党组织功能作用,是加快推进院系治理现代化的应然路径。

红色业委会创新实践、困境及进路

红色业委会是新时代以来我国广大城市住宅小区党建的创新性实践。红色业委会的核心特征是业委会中党员人数占绝对优势,为党建引领奠定组织基础。有制度合法性依据、从入口遴选和双向任职双重维度把握人员选择、规范业委会履职方式、合理设计考核标准及其奖惩机制是红色业委会得以推进的四个主要支撑性条件。当前红色业委会的创建虽具有重要实践价值,但仍面临诸多问题。要进一步深化红色业委会在小区党建中持续有效发挥积极作用,亟待从全面提升小区党员队伍建设水平并注重发掘与培育中青年党员、持续优化红色业委会运行机制以形成组织形式和工作效果同频共振、谨慎推行“一肩多职”以降低小区治理复杂化和一元化风险、有效填补制度罅隙以提升红色业委会的合法性水平、深化研究工作方法与沟通策略以不断提升业主对业委会党建的熟悉度和接纳度等方面着力。

耕地保护考核和粮食安全考核“合二为一”的基础与推进路径

为让耕地保护目标更好地服务于保障国家粮食安全总目标,我国开始推动耕地保护考核和粮食安全考核“合二为一”。从制度基础看,修订后的《省级政府耕地保护责任目标考核办法》和《粮食安全省长责任制考核办法》都经过多年应用实践,在奖惩措施、结果运用等方面都具有较高的借鉴价值;从实践基础看,地方探索取得初步成效,典型省份的耕地面积、粮食播种面积都稳中有增。然而考核只是手段,耕地保护党政同责和粮食安全党政同责都实行不久。更好发挥这两项考核“合二为一”对确保各项政策措施落实见效的作用,还需要从根本上理顺关系、构建机制,为此,应着力从以下两方面推进:其一,推动形成党政齐抓共管的工作格局,重点是从讲政治的高度看待耕地保护和粮食安全问题,厘清党政权责界限,统筹协调各部门形成合力,充分发挥考核“指挥棒”作用和督察“利剑”作用;其二,构建以主产区为主、主销区和产销平衡区共同支撑的国家粮食安全保障格局,重点是主产区优先享有政策扶持和利益补偿,主销区对主产区承担横向利益补偿义务,加快产销平衡区经济发展。

健全全面从严治党体系的历史逻辑与现实路径

深入学习研究党的二十大报告提出的“健全全面从严治党体系”的新课题,需要从把握历史逻辑、梳理丰富成果和探索现实路径等维度,着力阐明我们党在加强自身建设的历史进程中始终坚持推进伟大工程与坚持管党治党方针并举,把党的建设作为一大法宝,以着力加强党的建设为党领导中国革命、建设和改革不断走向胜利所发挥的重要政治保证作用。从这个历史逻辑中,可以得出只有始终坚持党的领导,坚持全面从严治党,才能确保党永远不变质、不变色、不变味,始终成为强国复兴伟业的坚强领导核心的启示。新时代十年,我们党把加强党的领导作为全面从严治党的核心,把全面从严治党作为党的建设鲜明主题,不断深化对自我革命规律的认识,把全面从严治党贯穿于党的建设新布局,坚持以政治建党为统领,以思想建党凝心铸魂,以组织建党造形,以制度治党为保障,以正风、肃纪与反腐为党心民心所向,初步构建起全面从严治党体系。要把健全全面从严治党体系这个新时代加强党的建设的重大举措、重大任务落实好,必须深化对“坚持内容上全涵盖、对象上全覆盖、责任上全链条、制度上全贯通”的理解和把握,着力在党的建设各个方面内容上全涵盖,在管全党和治全党上全覆盖,在党的各级组织肩负主体责任、各级纪委承担监督责任上全链条,在把制度建设落实到全面从严治党全过程与各层级上全贯通,对健全全面从严治党体系的现实路径指向作出探讨。

中国式现代化进程中我国乡村治理:必要性、问题及实践路径

中国式现代化是区别于西式现代化的社会主义发展之道。乡村是中国社会发展的基础,但长期城乡二元体制导致现阶段我国乡村地区存在治理主体认知和能力不足,治理制度作用发挥不足,人才、资金、资源要素不足等问题。因此,在中国式现代化进程中乡村治理实践可施行双主体合作共治,提高村民、村干部素质和现代化治理能力;建立“三治”融合的现代乡村治理体系;消除城乡差距,吸引人才、资源、资金“逆流”乡村,以此不断推进乡村治理现代化发展。

找回群众与双向赋能:党建引领乡村治理有效的韧性机制——基于C村美丽屋场建设的个案考察

治理有效是党建引领乡村治理的基本目标。本文从群众路线视角出发,对C村“党建引领美丽屋场建设”实践探索进行剖析,探讨党建引领与乡村治理有效之间的机制。党建引领乡村治理的实践路径在于,通过群众动员和组织建构两种策略,在过程层面促进党领共治的治理行动生成,在结构层面实现党领共治的治理网络重塑。党建引领乡村治理的关键要素在于,以政党力量融入为牵引、以群众路线回归为主线,实现农民群众主体性回归和村民自治的职能归位,进而以“政治引领自治、行政助推自治”的双向赋能,充分激活乡村社会自主治理效能,持续形塑乡村治理有效的韧性机制。

习近平总书记关于党的建设的重要思想的核心要义与时代价值

高度重视和不断加强党的自身建设一以贯之于党的历史进程中,激励党不断从胜利走向新的胜利。新时代,习近平总书记提出一系列管党治党的新理念新思想新战略,深刻阐明了新时代党的建设的根本原则、科学布局与重点任务等,形成了习近平总书记关于党的建设的重要思想。这一思想不仅深刻指明政党建设在国家治理中的重要战略地位,而且彰显了执政党的使命担当与为民情怀,对于推进新时代党的建设新的伟大工程具有重要意义。

党建引领社区韧性治理:内在机理与实践策略

当前,社区成为抵御和应对风险扰动冲击的前沿场域,社区的韧性治理既符合时代背景,也契合基层社会治理体系和治理能力现代化的目标。但韧性社区的建构面临碎片化、原子化、淡漠化和单一化困境,松散的社会空间中如何找到一个主体和信念能迅速将社区主体集合起来,党建引领便成了关键载体。应以党组织具有的组织统筹、信任枢纽、嵌入动员和领导示范的优势破解韧性治理困境,通过多向度统筹挖掘社区资源,保障资源冗余性;搭建社区的沟通枢纽,增进内部信任;充分发挥嵌入和动员功能,保障社区组织力;领导和培育社区中多元主体,塑造共同体精神。
