Safeguarding the elderly population in the countryside is an inherent requirement for alleviating social conflicts in rural areas and effectively carrying out China’s Rural Revitalization.The existing spatial mismatc...Safeguarding the elderly population in the countryside is an inherent requirement for alleviating social conflicts in rural areas and effectively carrying out China’s Rural Revitalization.The existing spatial mismatch between rural elderly service facilities and pop-ulation distribution in China aggravates the imbalance of facility resource space,how to improve the accuracy of demand and supply results and better measuring the spatial fairness of elderly service is significant to realize the optimal allocation of rural elderly service.Based on the above,this study pays attention to the refined needs of the elderly population,and focuses on the spatial equity of the rural elderly facilities,to make up for the short boards of the basic public services in the countryside and realize the all-round rural revitalization.This study takes Huanxian County in the hilly loess area of Longdong,China as an example and explores the spatial equity of rural elderly services by using the Urban Spatial Network Analysis(UNA)to measure the accessible quantity and supply capacity of elderly services.The results found that there were 553 rural eldercare service facilities in Huanxian County,including 285 eldercare facilities and 268 medical and health facilities,and the spatial distribution is characterized by a southward shift in the east and uneven regional distribution.Overall,the supply capacity of rural pension services was generally good,with the township center as the gathering point and spreading out in a faceted manner,with nearby townships forming a contiguous area;however,there were strong contrasts and obvious differences in the strength of supply capacity.However,the spatial equity of rural eldercare service was poor.In 42.05%of the eld-erly population grid cells,eldercare service spatial equity was extremely low.The spatial distribution also presented a northern preference over the southern,a western preference over the eastern,and a concentration along the highway.The study explored the realization of spatial equity in the optimal allocation of rural elderly services based on paying attention to the refined needs of the rural elderly pop-ulation,a vulnerable group,to provide a reference for solving the shortcomings of basic public services in rural areas.The fair allocation of rural elderly services demands that the spatial optimization of facility layout be organically coordinated with policy,management,and post-maintenance,and all elements in the rural territorial system be fully mobilized to achieve the basic guarantee of China’s rural elderly problems.展开更多

Objective:This study aimed to understand the affordability,accessibility,and quality of maternal and child health services for postpartum mothers,and their impact on satisfaction.Methods:The study utilized the Anderso...Objective:This study aimed to understand the affordability,accessibility,and quality of maternal and child health services for postpartum mothers,and their impact on satisfaction.Methods:The study utilized the Anderson model and revised the Maternal Pregnancy and Perinatal Health Service Questionnaire.A survey was conducted among 289 mothers aged 20–49 in Feicheng City.Results:Regarding accessibility,most respondents(133)reported that travel time to healthcare services exceeded 60 minutes,while 99 respondents indicated a travel time of 16–30 minutes.The issue of affordability was highlighted,with 86.85%of participants perceiving maternal healthcare services as costly,indicating a significant financial burden.More than 50%of respondents were satisfied with two specific dimensions(P<0.05)regarding the quality of maternal healthcare services.Conclusion:The study found that accessibility,affordability,and quality significantly affect mothers’satisfaction with maternal health services.Future research should focus on developing more suitable service pathways for rural mothers.展开更多

In this paper, we present the evaluation of the broadband network constructed in rural China with several key indicators. It shows that with steppedup efforts of the telecom industry, broadband networks have been introduced into more and more villages. In this article,we use three-stage DEA model to carry out empirical research of the supply efficiency of rural public service in 31 provinces and regions of China. The results show that if without control over exogenous environment variables and random brunt,the classic DEA method will overestimate the rural public service efficiency; after controlling the impact of the external environmental factors,the mean of supply efficiency of rural public service in 31 provinces and regions of China is 0. 697; the improved rural per capita income,population density,population size and the educational level of residents,is a significantly favorable factor for enhancing the supply efficiency of rural public service,while the increase in the proportion of fiscal spending on rural public service to GDP plays no significant role in improving the rural public service efficiency; according to their efficiency type,the provinces and regions should adopt some measures,such as improving the management level or expanding the supply scale,to improve the supply efficiency.展开更多

Based on the UTAUT model,this article introduces three variables including perceived cost,information quality and hedonic motives,and using the level of education as a moderator variable,to build an acceptance model o...Based on the UTAUT model,this article introduces three variables including perceived cost,information quality and hedonic motives,and using the level of education as a moderator variable,to build an acceptance model of mobile information service system in rural area.Based on the household survey obtaining firsthand data of 961 farmers in Jiangsu Province,the study tests the improved UTAUT model by using Amos22.0 software.The results show that compared with the original UTAUT model,improved UTAUT model willingness to accept the explanatory power get further increase(from 49.0%to 61.9%).Performance expectations,social impact,information quality have significant positive influence on accepting intend,hedonic motives have a significant negative impact to accept in-tend,convenient conditions directly affect the use of behavior;gender and level of education has a regulating effect to accept intention.Through further grouping path analysis,the result shows that hedonic motives have broader impacts for women farmers accept mobile information services.Compared with other groups,only farmers with primary education are easily afected by others,and farmers with college education or above are more easily afectede by information quality.Finally,this paper explains the results and puts forward countermeasures and suggestions accordingly.展开更多

Based on the findings of a field survey, this article presents a summary of the structural imbalance between the provision of and demand for rural public services. This paper holds that the structural imbalance is primarily reflected in the dislocation between provision and demand, the unsuitable mode of provision, the monolithic provision mechanism, the excessive focus on construction at the expense of governance and the overemphasis of counties and townships at the cost of villages. Such structural imbalance is principally because of the limited financial strength of government at the grass-roots level due to treasury centralization and the over-dependence of public services on special funds allocated by government at or above provincial level.展开更多

文摘Based on the UTAUT model,this article introduces three variables including perceived cost,information quality and hedonic motives,and using the level of education as a moderator variable,to build an acceptance model of mobile information service system in rural area.Based on the household survey obtaining firsthand data of 961 farmers in Jiangsu Province,the study tests the improved UTAUT model by using Amos22.0 software.The results show that compared with the original UTAUT model,improved UTAUT model willingness to accept the explanatory power get further increase(from 49.0%to 61.9%).Performance expectations,social impact,information quality have significant positive influence on accepting intend,hedonic motives have a significant negative impact to accept in-tend,convenient conditions directly affect the use of behavior;gender and level of education has a regulating effect to accept intention.Through further grouping path analysis,the result shows that hedonic motives have broader impacts for women farmers accept mobile information services.Compared with other groups,only farmers with primary education are easily afected by others,and farmers with college education or above are more easily afectede by information quality.Finally,this paper explains the results and puts forward countermeasures and suggestions accordingly.
文摘Taking Sichuan Province as an example,by using the overall evaluation function of Sichuan's rural public service equalization development level and rural socio-economic development level,we conduct profound analysis on coordination between public service in Sichuan's rural areas and socio-economic development from 2003 to 2008.The results show that the coordination between rural public service and socio-economic development in Sichuan Province is not high,and the equalization phenomenon of rural public service construction and socio-economic development is very prominent.The equalization development of public service in rural areas of Sichuan Province from 2003 to 2008 lags behind socio-economic development.The coordination between public service equalization system in rural areas of Sichuan Province and socio-economic development system abates continuously;the coordination between infrastructure and socio-economic development increases slowly;the coordination between education and socio-economic development declines sharply;the coordination between public culture and socio-economic development tends to decrease;the coordination between ecological environment construction and socio-economic development decreases continuously with great amplitude;the coordination between public health and socio-economic development decreases continuously;the coordination between science and technology and socio-economic development lingers at low level;the coordination between social security and employment,and socio-economic development increases in fluctuation,but with small amplitude.
文摘The rural key circulation service network is an important channel for ensuring agricultural products'entry to market and urban industrial products'entry to rural areas.Through in-depth survey and research,we took a look at development changes and current situations of three circulation service networks,namely,circulation of nondurable consumer goods,circulation of agricultural means of production,and circulation of agricultural products.Based on several key problems in rural circulation service network,such as logistics problem,delivery problem,backward transaction mode,and the last kilometer information,we put forward corresponding development countermeasures.
文摘Rectifying the structural imbalance between the provision of and demand for rural public services can effectively boost the efficiency of public funds utilization and the level of public service provision. Based on the findings of a field survey, this article presents a summary of the structural imbalance between the provision of and demand for rural public services. This paper holds that the structural imbalance is primarily reflected in the dislocation between provision and demand, the unsuitable mode of provision, the monolithic provision mechanism, the excessive focus on construction at the expense of governance and the overemphasis of counties and townships at the cost of villages. Such structural imbalance is principally because of the limited financial strength of government at the grass-roots level due to treasury centralization and the over-dependence of public services on special funds allocated by government at or above provincial level.

文摘The rural revitalization strategy regards the construction of a modern meteorological service system as an important part of the implementation of a new round of high-standard farmland construction planning. Preventing agricultural meteorological disasters is a prerequisite to ensure that the total agricultural output of Henan Province remains stable and the transformation of Henan Province from a major agricultural province to a strong agricultural province. Therefore, it is necessary to study and construct the agricultural meteorological disaster prevention service system in Henan Province. Through research and documentation, based on the perspective of rural revitalization strategy, the status and problems of the construction of the agricultural meteorological prevention defense service system in Henan Province were studied, and countermeasures and suggestions for optimizing the agricultural meteorological disaster prevention service system in Henan Province were put forward, hoping to provide decision-making reference for agricultural development in Henan Province.
文摘With decades of hard work,socialism with Chinese characteristics has crossed the threshold into a new era.The transformation of the principal contradiction in the new era has imposed new and higher requirements on the rural elderly care service system.However,the current service system based on welfare-multiplex and urban community environment is often difficult to operate in the rural areas of central and western China.And the urban home care service for the aged is inappropriate to the rural reality;community service for the aged faces difficulties in practice;institution care for the aged develops slowly;the synergy among different elderly care service models is poor.Through observing the rural areas of central and western China in the field for a long time,this paper proposes to build the rural elderly care service system based on family supporting,supported by community mutual assistance care,supplemented by institution care for the aged,combined with medical care,and localized with diversified forms for targeted groups according to different realities.And the system should follow the fundamental guidance of development-oriented family policy,adhere to the governance mode of multiple subjects with one core and respect rural reality,which could provide a feasible way for the reform and reconstruction of the rural elderly care service system.

文摘The field survey of two natural villages found that the relationship capital plays an important role in rural public sports service benefiting from the rural elite operation mode. However,negative effect brought by the relationship capital should not be neglected,including distorting the social equity,increasing social transaction cost,and weakening the public trust in government. It is a top priority to effectively evade its negative effect and bring into full play huge potential of the relationship capital.

文摘Based on the analysis of main body,decision making and financing mode concerning the supply of public cultural services in rural areas,we divide historical evolution of rural public cultural services in China into three periods:(i) The period from the founding of New China to the period before " Cultural Revolution" ;(ii) The period from " Cultural Revolution" to the period before the reform and opening-up;(iii) The period after the reform and opening-up.We analyze the defects in the supply of rural public cultural services in China:(i) Difference in the supply of public cultural services between urban and rural areas,caused by urban-rural " dual" structure;(ii) Insufficient supply of rural public cultural services,arising from unclear property rights and executive power of government at all levels;(iii) Structural imbalance in the supply of rural public cultural services,caused by top-down supply decision making mechanism;(iv) Single financing channels of rural public cultural services.From input,decision making,demand expression,financing and endogenous mechanism of supply of rural public cultural services,we put forward the recommendations for improving the supply of public cultural services in China.

文摘Based on field investigation, the rural empty-nesters in Chongqing were comprehensively analyzed from their family conditions, economic conditions, concept of old-age care and needs. As is indicated by the research, there is a high proportion of rural empty-nesters who have low income and live alone at home. The situation of empty-nesters has brought about a series of problems, which propose new challenges to the old-age services system. In this paper, related solutions were proposed from both macro and micro perspectives.

On the basis of current situations and problems,it came up with policy recommendations from reform of management institutions,reform of personnel system,construction of human resources,development of rural water use cooperation organizations,and improvement of fund input mechanism,to build rural grass-roots water conservancy service system.
