Thoughts on Present Situation of Development of Rural Animal Husbandry and Its Relationship with Construction of Ecological Agriculture and Revitalization of Rural Industry

After several rounds of phased ups and downs of development,rural animal husbandry finally presents a shrinking and depressed development situation under the comprehensive action of the failure of transformation and upgrading and the increasing production costs and breeding risks.Actively exploring and guiding the healthy and sound development of rural animal husbandry is not only an important measure to promote the construction of ecological agriculture,but also the main starting point to realize the revitalization of rural industry.This paper analyzes the present situation of the development of rural animal husbandry in recent years,the influence of animal husbandry on the construction of ecological agriculture and the revitalization of rural industry,and puts forward the corresponding measures,in order to promote the steady and efficient development of animal husbandry in the grand strategy of revitalizing rural industry.

Current Situation and Approaches Relating to Construction of Agricultural Production and Operation Development Capacity for Rural Households in Hubei Province

The main body of household operation in the rural household contract responsibility system of our country has developed to the present stage,and has formed the situation that three kinds of rural households coexist,namely,ordinary rural households,major professional households and family farms. The agricultural production and operation of three kinds of household plays an important role in supporting the rapid development of modern agriculture in China. Under the new situation of deepening the rural reform and realizing the goal of well-off society in an all-round way,it is of great practical significance to make a thorough investigation and study on the present situation and approaches relating to the construction of the agricultural production and operation capacity for the three kinds of rural households.

Towards Inclusive Development: Situating the Socio-Economic Wellbeing and Environmental Issues of an Indigenous Cultural Community in the Philippines

The Municipality of Carranglan is a rural community where agriculture is the main source of livelihood. The Kalanguya Ancestral Domain (KAD) is also located in the area, and it provides a home for the Kalanguya indigenous cultural community. They have fled to the area for a variety of reasons. Despite its rural setting, Carranglan is regarded as a first-class municipality and the largest municipality in Nueva Ecija. This study described and documented the socio-economic profile, and existing issues and problems the Kalanguya Indigenous Peoples (IPs) experienced in their milieu, especially in terms of environmental protection. Recognizing and valuing their perspectives is vital for inclusive development. This study also situated the current status and conditions of the IPs, who generally live below the poverty line and face a range of plights and challenges. As part of safeguarding indigenous rights and interests, this study was undertaken after series of consultations with community elders and leaders. Key informant interviews, household surveys, semi-structured interviews, focused-group discussion (FGD), and direct observations were used to elicit information. Many of the respondents are elementary undergraduates which show that the community had lacked access to education. The following are the primary socioeconomic issues confronting IPs: insufficient access to potable water, suboptimal agricultural productivity, meager monthly income, and a dearth of supplementary and alternative livelihood opportunities. Forest fires, landslides, encroachment of illegal loggers, and concerns about wildlife resources are some of the current environmental issues they have encountered. The local population was supportive of plans and actions targeted at improving the environment. This reveals that the IPs possess unique indigenous forest expertise that enables them to properly manage natural resources.

Rural Infrastructure Construction in New Socialist Countryside Construction

In the background of new socialist countryside construction,rural infrastructure construction is favorable to consolidating fundamental position of agriculture,expanding rural job opportunities,increasing farmers' income,and favorable to development of rural economy and the national economy. Rural infrastructure construction mainly includes construction of agricultural basic production conditions,construction of rural ecological environment,construction of agricultural service system,and construction of rural living facilities. Finally,we put forward approaches and methods for strengthening rural infrastructure construction: firstly,increase fund input to provide financial support for rural infrastructure construction; second ly,make scientific village planning to ensure sustainability of rural infrastructure construction; thirdly,arouse farmers' enthusiasm and initiative to promote stable development of rural infrastructure construction.

数字乡村建设、农村人力资本与农业绿色发展

本文基于2014—2021年中国省际面板数据,采用固定效应模型,实证分析数字乡村建设对农业绿色发展的影响及作用机制。结果表明:数字乡村建设显著促进了农业绿色发展,此结论在一系列稳健性检验后依旧成立;异质性分析显示,数字乡村建设对西部地区农业绿色发展的驱动作用更加明显,东部次之,但对中部地区农业绿色发展的影响没有有效的证据支持;农业农村信息化和金融科技发展是数字乡村建设推动农业绿色发展的重要途径;数字乡村建设对农业绿色发展的促进作用受到农村人力资本的影响,随着农村人力资本水平不断提高,数字乡村建设对农业绿色发展的驱动作用明显增强。根据以上研究结论,提出应加强数字乡村建设,重点支持信息化技术和金融科技发展,同时加快提高农村人力资本水平,进一步促进农业绿色发展。

数字经济赋能乡村振兴研究热点与趋势——基于CiteSpace的可视化分析

数字经济是信息通信技术应用与发展所创造的新生产物,已成为全球经济发展和社会进步的重要源动力。在国家推进“数字经济赋能乡村振兴”的大背景之下,本文采用CiteSpace软件对2000—2022年中国知网(CNKI)所收录的CSSCI来源期刊有关“数字经济赋能乡村振兴”研究505篇文献,根据研究热点、聚类变化和演进趋势等特征分别进行了关键词共现、聚类分析、时间区图和时间线图等知识图谱的绘制。结合对知识图谱的分析和文献梳理,对数字化转型背景下我国乡村领域的研究现状和研究内容、热点问题、演进脉络及研究趋势等进行了深入分析,并对数字经济赋能乡村振兴的实践提出了三点对策建议:加快乡村信息化转型,开创城乡经济融合的新格局及孵化创新乡村产业模式,以期为乡村振兴数字经济领域研究提供参考。

深入推进数字乡村建设是全面推进乡村振兴战略的重要内容,是世界各国乡村发展的主要方向.澳大利亚、美国、德国、韩国等典型发达国家的实践表明,当前和今后一个时期开展数字乡村建设的国际趋势与发展路径包括:依照数字乡村专项规划建立健全相关体制机制,依据城乡区域融合发展理念开展基础设施建设,依托数字素养技能培训打造乡村数字人才队伍,依据农民的实际生产生活需求推动数字化转型,依靠协调政府市场关系取得数字乡村建设实效.针对当前中国在数字乡村建设中面临的现实问题,结合国外开展数字乡村建设的重要趋势,本文提出重视基层建设规划、健全信息服务体系、注重培养数字人才、加速提高农业农村数字化水平、构建多元投入保障机制的政策建议.

文章基于2011—2021年我国30个省份的面板数据,实证探究数字乡村建设对农业高质量发展的影响效应。研究发现:数字乡村建设能显著促进农业高质量发展,且经过一系列稳健性检验后,该结论依旧成立;数字乡村建设对西部地区农业高质量发展的促进作用最强,东部地区次之,中部地区最弱;数字乡村建设赋能农业高质量发展存在人力资本的门槛效应,当农村居民高中及以上学历人口占比跨越21.43%的门槛时,数字乡村建设对农业高质量发展的促进作用更强。

County financial ecology and the development of new socialist countryside in China

The new rural construction will involve many fields, such as the upgrade of the industrial structure of agriculture, the impravement of the efficiency in the use of agricultural resources, the increase of farmers＇ income, maintaining sustainable agricultural development, and strengthening the construction of agricultural service system and circulation system.Finance, as the core of modem economy, should serve the new rural construction. However, there are many problems about the financial system in the rural area for a long time. So it is vital to build a good county financial eco-environment to promote the development of county financial systems and give full scope to the supporting function of finance. Only when we solve the problems in rural financial ecology and make clear the government ＇s fanction and activities, the county financial environment can function and be improved. Based on the reality of county economic development and starting from the connotation of county financial ecology, this paper analyzes the status quo of county financial eco-environment, especially the significance of optimizing the county financial eco-environment under the macroscopic background that the country proposed the socialist new rural reconstruction, and proposes the opinions and suggestions to construct and the maintain county financial eco-environment.

新农村建设背景下黑龙江农业机械化发展应用与建议

在黑龙江新农村建设的背景下,继续扩大农业发展优势关键在于农业机械化。分析加快农业机械化发展的重要意义和黑龙江农村农业机械化发展现状,从推进农业产业化、促进规模化经营、推行农业标准化3个方面提出应对建议。

乡村振兴战略路径研究--基于习近平“三农”工作理念的分析视角

2023年中央一号文件强调,必须坚持不懈把解决好“三农”问题作为全党工作重中之重,举全党全社会之力全面推进乡村振兴,加快农业农村现代化。对此,该研究从战略缘起的“三农”问题出发,深入研究凝练乡村振兴战略的实施路径,以期助力推动新发展阶段下乡村振兴战略的高效实施。研究结果表明,第一,规划路径是确保乡村振兴战略实施的关键;第二,习近平总书记的“三农”工作理念构成乡村振兴战略的主要思想来源;第三,乡村振兴战略的实施是从根本上解决现阶段的“三农”问题,农村和农业问题相互影响,并共同导致农民问题;第四,从农村和农业问题背后的共同原因来看,乡村振兴的实施路径主要有资本流入、人才流入和制度构建;第五,从路径优先序来看,资本流入是前提、人才流入是基础、制度构建是保障。

广东省农业农村现代化评价指标体系构建与评估

为总结广东省农业农村现代化发展的特征,构建包含产业兴旺、基础设施、公共服务、人居环境、乡村治理和农民富足六大维度和28个二级指标的评价指标体系,对2020年广东省各地市农业农村现代化水平进行评估,并甄别需要持续加强的关键领域。结果表明:2020年广东省农业农村现代化总体得分为51.44分,距离2035年目标值仍有较大差距,其中人居环境得分最高,基础设施得分最低,乡村基础设施与公共服务发展明显滞后;广州的总得分最高,珠三角地区平均得分最高但人居环境建设仍需加强,粤西地区平均得分最低,特别需要关注乡村治理和农民富足;各地市产业兴旺差异最大,得分最高与最低的城市间分差达到65.03分。最后从促进全产业链融合发展、补齐基础设施建设短板、加大农村民生投入、优化乡村人居环境、提高乡村治理水平、形成农民增收长效机制等6个方面提出推动广东省农业农村现代化高质量发展的建议。

苏北地区休闲农业发展现状及对策研究

发展休闲农业有助于优化农村产业结构、激活农村经济、促进农民就业增收、推进城乡一体化发展。由于当前江苏省休闲农业发展南北不均衡现象突出,苏北地区休闲农业发展步伐相对滞后,但发展潜力雄厚,因此研究苏北地区休闲农业可以补齐短板,缩小南北发展差距,推动全省休闲农业高质量发展。通过文献查阅、数据统计和实地调研,梳理分析苏北地区休闲农业发展优势、现状特征,苏北休闲农业呈现蓬勃发展态势,经营主体不断壮大、营业收入快速增长、市场需求持续旺盛、品牌培育水平不断强化、类型模式丰富多样。同时发展过程中也存在政策扶持有待优化、整体发展规划有待完善、资源优势潜力亟待挖掘、产业融合程度有待增强、服务管理体系有待提高、特色品牌优势有待培育等问题。针对上述问题,从统筹规划、基础设施、产业融合、品牌培育、运营管理等方面提出发展对策,以期为推动苏北休闲农业可持续发展提供智力支持。

数字乡村建设、资源要素错配与农业高质量发展

选取2010—2021年中国31个省级面板数据,从资源要素错配视角出发,实证考察数字乡村建设对农业高质量发展的影响及作用机制。结果表明:数字乡村建设能够显著推动农业高质量发展。机制检验结果表明,数字乡村建设可通过缓解土地资源错配与劳动力资源错配促进农业高质量发展,亦会通过加剧资本错配抑制农业高质量发展。异质性分析发现,数字乡村建设对农业高质量发展的促进效应具体呈现出“西部>东北>中部>东部”的特征。由收敛模型检验结果可知,农业高质量发展的区域收敛性客观存在,而数字乡村建设已成为促进其区域收敛的“加速器”。

“四维协进”:调动农民种粮积极性的制度建构

调动农民种粮积极性是维护国家粮食安全、实现乡村振兴的基础。在全面梳整相关文献并对农民种粮积极性进行调研分析的基础上,发现“农业生产风险高收入低、农村缺少良好生活环境、农民种粮缺少稳定生存保障、社会主要矛盾发生变化、基层政府缺乏有效精准服务”是导致农民种粮积极性不高的重要因素。因此,立足“三农”实际,建构推动农业发展的基础性制度、加速农村繁荣的推进性制度、促进农民稳定的保障性制度、激励政府发力的考评监督制度——“四维协进”的系列化制度体系,对激发和调动农民的种粮积极性具有重要的时代价值。
