Training Mode of Applied Talents in Urban and Rural Planning Major

Facing the development and change of contemporary urban and rural planning discipline and social talent demand,it is imperative to develop the talent training of urban and rural planning major.Based on the teaching platform,this study constructed a perfect talent training mode,implemented modular teaching,took the occupation as the guidance,carried out the application-oriented talent training,and delivered high-quality professionals to the society.

Research on the Revitalization of Rural Talents under the Strategy of Rural Revitalization

Since the implementation of the rural revitalization strategy,it has provided multiple assistance for the development of the vast number of villages in China.Talents are the key to the revitalization and development of the countryside.Only when a large number of high-quality talents take root in the countryside and help the rural construction in different fields can we give full play to the role of talents in promoting rural development.This paper takes the rural areas of China as the research object,analyzes the current situation of the development of rural talents,discusses the problems existing in the development of rural human resources,and puts forward effective measures for the revitalization of rural talents,to provide a solid theoretical basis for the better development of the countryside.

Training vocational and technical talents in western China from the perspective of rural vitalization

With the announcement of the Rural Revitalization Strategic Plan(2018-2022), China's western region has become an important battleground for rural revitalization strategies. To create a work team that understands agriculture, loves the countryside, and loves farmers is inseparable from vocational and technical education. The implementation of the rural revitalization strategy urgently requires the services of professional and technical personnel in the western region. According to the training mode of international and domestic professional and technical talents and the status quo of professional and technical talents in the western region, the paper analyzes the problem of "urbanization" in vocational and technical education in western China, lack of vocational education system and education form for "agriculture, rural areas and farmers", lack of diversity and flexibility in the learning system. Serving the rural revitalization strategy, we must vigorously develop vocational education for rural areas, cultivate rural craftsmen and economic management talents, optimize the vocational education curriculum system, strengthen the construction of teachers, and create a diverse talent evaluation mechanism. This will help the implementation of the rural revitalization strategy.

Implementation of the rural revitalization strategies is a specific mission promoted in the 19th CPC National Congress, and the core path of the 5 main ones for the implementation of rural revitalization strategies is rural talent revitalization, which is also the key for the revitalization of rural areas. This paper took the demands on talents in the integrated revitalization of culture and tourism in Xiadang Town, Shouning County, Fujian Province for example, proposed that cultural and tourism integrative development is an effective form of rural industrial revitalization, so that the regions such as Xiadang Town just getting rid of poverty could explore a characteristic road of rural revitalization through promoting rural talent revitalization effectively, implementing rural talent revitalization strategies according to the actual conditions, and urging the government to formulate policies for solving the talent structure conflicts during the overall revitalization.

延安精神融入乡村振兴人才培养:价值传递与路径探析

乡村振兴是一个由产业振兴、人才振兴、文化振兴、生态振兴和组织振兴构成的系统工程,其中人才振兴是推进农业农村现代化的有力抓手,更是实现乡村振兴的迫切需要。一方面,人才振兴对于乡村振兴起到关键作用,不仅贯穿在乡村振兴的五大组成部分中,具有十分重要的战略地位,还对其他四个振兴发挥着引领性与支撑性作用;另一方面,新时期加强农业农村人才队伍建设是推进产业振兴、文化振兴、生态振兴和组织振兴的有力保障,人才振兴对于推进乡村振兴有着重要的现实意义。因此,针对产业、生态、文化与组织对人才的不同需求进行路径探索,以人才振兴带动农业农村现代化发展,有助于全面实现乡村振兴。

A Research on the Path of Ideological and Political Education in Agricultural Colleges and Universities to Promote Rural Revitalization

Agricultural colleges and universities shoulder the arduous task of cultivating talents for rural revitalization,in which ideological and political education is the key link in talent training.Ideological and political education helps cultivate reliable talents for rural revitalization,stimulate the endogenous power of rural revitalization,and realize direct and indirect promotion of rural revitalization.However,there are still many issues in ideological and political education in terms of educational concept,educational content,and educational model.Hence,it is necessary to strengthen the role of ideological and political education in promoting rural revitalization by clarifying the goals and concepts of ideological and political education in agricultural colleges and universities,strengthening the cultivation of students’awareness of rural revitalization services,and innovating ideological and political education models.

由分化到平衡:面向共同富裕的乡村治理人才发展逻辑——基于扎根理论的探索性研究

乡村治理人才在促进农村农民共同富裕中发挥着重要作用。既有研究侧重于探讨某类乡村治理人才与共同富裕的关系或其发展问题,缺乏乡村治理人才队伍整体与共同富裕相联系的针对性研究。对重庆的48名乡村治理人才采取半结构化访谈等方式获取原始材料,运用扎根理论探索乡村治理人才发展的内在逻辑及其与共同富裕的联系,逐步编码并提炼出41项初始概念、21项副范畴和5项主范畴,最终确定面向共同富裕的乡村治理人才发展逻辑。该逻辑涵盖了乡村治理人才发展所遵循的“需求—路径—能力—村庄形态”链条及其与村庄发展程度的关系,从而揭示了乡村治理人才在实践发展中的规律及其对共同富裕的影响与联系。乡村治理人才的发展需求集中在人才存量结构与人才保障体系不够完善、人才队伍稳定性不足、专业人才整体缺乏等方面,发展路径以党政机构主导为主体、乡村居民共治为根本、社会力量协同和企业主体参与为重要方式,基于结构、数量、规模、组织化程度、流动性5个维度建构的发展能力面临可持续挑战,乡村治理人才的不同发展需求、发展路径和发展能力的综合作用使村庄发展形塑出人才缺失型、人才流失型、人才稳定型、人才吸引型等不同形态。4种村庄形态与先富型、小康型、帮扶型3类村庄发展程度之间存在互为前提的联结关系。“分化”作为贯穿这一发展逻辑链条中的突出特征,事实上是农村农民共同富裕需解决的重要问题。面向全体人民共同富裕的现代化,从乡村人才振兴角度看,亟待推动人才缺失型、人才流失型村庄向人才稳定型或人才吸引型村庄转化,进而以乡村治理人才队伍的数量和质量平衡促进3类不同发展程度的村庄共同走上富裕道路。在政策选择上可从优化乡村治理人才资源配置、建立健全乡村治理人才引育机制、培养乡村治理专业人才、促进村(社)干部职业化、推动城乡人才自由流动等方面促进乡村治理人才队伍发展壮大。

乡村振兴背景下智慧乡村旅游人才培养路径研究

乡村教师是服务乡村振兴的重要力量,在乡村振兴战略中应担当新乡贤角色。基于浙、冀两地21名乡村教师的深度访谈发现:许多乡村教师认同自己在培养乡村振兴人才、助推乡村产业振兴、促进乡村文化振兴、参与乡风文明建设和协助乡村治理等方面发挥着新乡贤的示范引领作用;职业道德的内在要求、乡土情怀的内部驱动、国家政策的支持鼓励和乡民的认可服膺是乡村振兴战略中乡村教师新乡贤角色认同的基本动力来源。因此,要内外因素共同发力,促使乡村教师在乡村振兴战略中积极发挥新乡贤角色的示范引领作用。

政策工具视角下乡村人才振兴政策文本量化分析

乡村人才振兴是实现农民富裕富足、农村宜居宜业、农业高质高效的基础性战略支撑。基于政策工具视角构建政策工具类型、政策内容指向的二维交叉模型,运用文献计量法和内容分析法,分析我国中央层面发布的73份乡村人才振兴政策文本。分析发现,乡村人才振兴政策主题日益明晰、政策体系日臻完善,但存在政策工具运用失衡、政策导向相对集中、顶层设计协同不足、政策集成效益较弱等问题。后续政策调整应通过优化政策工具运用布局、促进政策导向全面涵容、加强政策体系顶层设计、推进政策集成效益提升等措施,增强乡村人才振兴政策的实际执行绩效,实现乡村人才的兴盛发展。
