High-quality Development of Selenium-enriched Industry in Guangxi Driven by Scientific and Technological Innovation

As the largest natural selenium-enriched soil area in China,Guangxi has achieved a leapfrog development in its selenium-enriched industry through the implementation of major scientific and technological projects driven by selenium-enriched innovation.The selenium-enriched industry has also become a new force in the poverty alleviation industry in Guangxi,making remarkable achievements.While summarizing and sorting out the effective measures and effects of scientific and technological innovation driving the development of selenium-enriched industry,the present paper analyzed some shortcomings and problems in the high-quality development of the selenium-enriched industry driven by the scientific and technological innovation.Finally,in view of the problems,it came up with pertinent recommendations and countermeasures,to better promote high-quality development of the selenium-enriched industry and boost the rural revitalization.

Construction of Innovative Rural Sci-tech Service System in China

At the background of structural regulation of agriculture and industrialized development of rural areas,systematic thought and constructive recommendations are put forward on building innovative rural sci-tech service system in China from following 5 aspects. (1) In organizational system,rural sci-tech service associations should become nonprofit organizations that have independent legal entities. (2) In service object,it should take farmers as subject,new rural economic organizations as carrier,agricultural leading enterprises as handle,little village officials as joint,sci-tech special commissioner as link,and agricultural brokers as medium. (3) In information resources,it should enhance practicality construction and sharing. (4) In service methods and reform measures,it should combine information technology,expert technical consulting service,and sci-tech model base. (5) In policy support and input mechanism,it should follow the principle of diversification,set up government special funds,and formulate preferential policies to attract sci-tech talents to join in rural sci-tech services,and protect legal rights and interests of sci-tech personnel in rural sci-tech services.

Empirical Study of the Usage of Mobile Information Service in Rural Area Base on the UTAUT Model

Based on the UTAUT model,this article introduces three variables including perceived cost,information quality and hedonic motives,and using the level of education as a moderator variable,to build an acceptance model of mobile information service system in rural area.Based on the household survey obtaining firsthand data of 961 farmers in Jiangsu Province,the study tests the improved UTAUT model by using Amos22.0 software.The results show that compared with the original UTAUT model,improved UTAUT model willingness to accept the explanatory power get further increase(from 49.0%to 61.9%).Performance expectations,social impact,information quality have significant positive influence on accepting intend,hedonic motives have a significant negative impact to accept in-tend,convenient conditions directly affect the use of behavior;gender and level of education has a regulating effect to accept intention.Through further grouping path analysis,the result shows that hedonic motives have broader impacts for women farmers accept mobile information services.Compared with other groups,only farmers with primary education are easily afected by others,and farmers with college education or above are more easily afectede by information quality.Finally,this paper explains the results and puts forward countermeasures and suggestions accordingly.

Modes and Approaches of Promoting Rural Revitalization by Science and Technology Commissioners: A Case Study of Science and Technology Commissioners from Zhejiang Academy of Agricultural Sciences

The modes and approaches of promoting the implementation of strategy for rural revitalization based on agricultural science and technology commissioner system were studied by taking Zhejiang Academy of Agricultural Sciences as an example.The relevant modes and approaches were summarized,such as giving full play to the expertise of science and technology commissioners to promote the prosperity of rural industries,promoting ecological livable construction based on modern agricultural science and technology,promoting rural civilization based on agricultural science and technology,and promoting the construction of rural good governance based on advanced productivity.Besides,agricultural science and technology commissioners use the three elements of"people,technology,and money"to promote the enhancement of agricultural efficiency,farmers’income,and the prosperity of life and then the coordinated development of rural revitalization.

Present Situation of Rural Regional Development and Agricultural Extension Policy

The formulation of agricultural extension policy and the development of rural regional economy present the relationship of mutual existence,mutual influence and mutual promotion.Therefore,it is necessary to study the agricultural extension policy according to the current situation of rural regional development.Agricultural technology extension system is an organization set up at county and township levels to provide farmers with scientific research achievements and practical technical services on planting,animal husbandry,fishery,forestry,agricultural machinery and water conservancy,and it is an important carrier for implementing the strategy of developing agriculture through science and technology.On the basis of expounding the value and significance of rural regional economic development,this paper analyzes the problems existing in China s rural regional development from the aspects of rural infrastructure and public services,rural labor force s cultural and scientific level,rural grass-roots extension system,etc.,and puts forward corresponding measures against the problems.This study has certain theoretical reference value for promoting the all-round development of China s rural economy and realizing the great strategy of rural revitalization in China.

Thoughts on Science and Technology Service in Provincial Agricultural Research Institutes under the New Normal:Taking Changli Institute of Pomology of Hebei Academy of Agriculture and Forestry Sciences as an Example

In the context of the new normal of high-quality agricultural development,it is necessary to accelerate the comprehensive connection of scientific and technological services of provincial agricultural research institutes and industries,and mobilize the enthusiasm of scientific and technological service personnel.Under the new normal,traditional service types are single,technology promotion and training are becoming narrower and narrower.This article analyzed the problems in scientific and technological services of provincial agricultural research institutes,including lack of comprehensive demonstration bases,not close cooperation between scientific and technological and the government and new business entities,and lack of incentive mechanism.Finally,it came up with some pertinent recommendations such as improving supporting mechanism construction,making classified evaluation,and changing the scientific and technological service concepts.

Scientific and technological services are necessary for strengthening agriculture.Under the new situation,agricultural research institutes should give full play to their advantages,strive to innovate scientific and technological services methods,and improve scientific and technological service levels.Combined with the practice of science and technology work of Institute of Plant Protection of Hebei Academy of Agricultural and Forestry Sciences,this paper made an in-depth analysis on the present situations and existing problems in the scientific and technological services of agricultural research institutes.Based on the analysis,it came up with recommendations including change ideological concepts,strengthening service awareness,adhering to people-oriented principle,enhancing the team building,improving mechanism construction,stimulating innovative vitality,exploring service methods,and enriching service connotation,so as to improve scientific and technological service works.

科技情报智慧数据:方法、体系与应用

[目的/意义]分析智慧数据建设现状,认识人工智能时代科技情报智慧数据建设的方法与框架。[方法/过程]界定科技情报智慧数据的概念内涵,提出“明确定位与价值、数据架构体系、建设知识语料、数据质量控制、嵌入业务流程的协同建设模式、数据权益约束及安全分级”7个方面的建设原则,设计“技术与功能逻辑、数据分类组织、数据建设流程、数据协同加工工具、运营服务策略”体系框架,拓展智慧数据的示范应用。[结果/结论]通过研发具有“收、存、治、管、用”一体化的科情数据平台,建立了覆盖“情报动态、科研成果、创新活动、创新主体及多类功能型知识实体”等类型的科技情报智慧数据中心,并在“科技人才自动发现、重大科技问题的自动生成以及语义查重查新”等场景中开展应用。

[目的/意义]在数据驱动环境下,科技情报工作愈加重视基于数据的循证分析,建设智慧数据服务体系是科技情报工作向数据驱动赋能转型的重要动力。[方法/过程]界定了智慧数据服务的概念内涵与外延,从数据视角与服务视角两个维度出发阐述了智慧数据服务的特点,论述了科技情报智慧数据服务体系的建设目标;以此为基础,依据从数据到情报的服务逻辑与层级,提出了科技情报智慧数据服务体系的内容架构与建设模式。[结果/结论]从数据供给站、数据超市、数据应用产品、数据服务中台4个方面构建科技情报智慧数据服务体系,前两者侧重数据供给型服务,旨在满足用户的数据型需求,后两者侧重数据感知型服务,旨在满足用户的情报型需求;提出需求与建设并行、治理与协同并行、技术与内容并行、质控与运营并行的“四个并行”建设模式;并以中国科学院文献情报中心的智慧数据服务体系建设为案例,阐述了智慧数据服务体系的应用落地。

推动农村公共体育服务高质量发展是构建更高水平全民健身公共服务体系的重要路径。从数字赋能视角出发,阐释数字赋能农村公共体育服务高质量发展的基本内涵与现实意义,并对数字赋能农村公共体育服务高质量发展的作用机制与现实困境进行分析。研究认为,数字技术从农村公共体育服务机制、技术机制、协同机制、决策机制及监管机制5个方面赋能农村公共体育服务高质量发展,而农村地区数字基础设施建设滞后、基层对数字技术的认识与应用不足、农民数字素养匮乏、数据信息共享通道阻塞及质量管理体系缺失成为阻碍农村公共体育服务高质量发展的现实困境。基于此,提出推进农村公共体育服务数字基础设施建设、加快农村公共体育服务数字化转型、加速弥合城乡数字鸿沟、推动城乡公共体育服务协调发展及构建农村公共体育服务全流程质量管理体系的创新路径。

科技金融、经济高质量发展与共同富裕——基于门槛效应的实证分析

科技金融作为促进创新要素深度融合的一种新型经济范式,能够助推经济高质量发展与共同富裕的实现。在理论分析的基础上,运用熵值法计算我国2006—2021年的30个省区市的共同富裕指数与经济高质量发展水平,利用超效率DEA测算科技金融效率值,并采用固定效应和门槛效应模型检验科技金融与共同富裕间的关系,研究表明:科技金融与共同富裕间存在着“U”型关系,0.438为科技金融效率的拐点值;经济高质量发展在科技金融与共同富裕的关系中呈现双门槛效应,当经济高质量发展水平跨越第二门槛值0.155,科技金融对共同富裕的影响由负转正。从优化科技金融投入、加快科技金融产出、提供差异化政策、合理调整产业结构、健全保障机制方面为实现共同富裕提出建议。

[目的/意义]高质量的科技情报对于支持我国科技创新、科技自立自强具有重要的现实意义。日趋激烈的大国科技博弈使科技情报工作面临更高的服务需求,进一步凸显科技情报体系能力的重要性。[方法/过程]从支持国家科技发展的战略视角,文章梳理国内外情报体系能力的相关研究,分析复杂信息环境下的科技情报体系能力建设的必要性和科技情报体系能力建设的核心内容。[结果/结论]研究结果表明,科技情报体系能力建设的核心内容与科技情报业务链的实施具有一定的关联性,基于业务场景的科技情报业务链设计可以提升科技情报体系能力,更好地服务于情报用户。

数字化转型视域下乡村教育服务体系架构研究

数字化转型浪潮下,数字技术对教育公平的支持与赋能受到广泛关注,乡村教育服务数字化成为振兴乡村教育的重要途径。当前,我国乡村对公平而有质量的教育具有强烈的需求,推进教育服务的数字化转型,构建具有乡村特色的教育服务体系正当其时。通过分析梳理已有乡村教育振兴政策和教育服务学术研究文献,借鉴教育服务的内涵,提出数字化转型视域下乡村教育服务的新内涵及乡村教育服务数字化转型的现实价值;针对乡村教育服务的现实需求,参考学术界已有的数字化教育服务的体系层次,按照服务目标、服务功能和服务建设的设计思路,提出数字化转型视域下乡村教育服务的体系层次,包含数据获取层、资源共建层、技术支撑层、服务汇聚层以及应用功能层。此外,提出从聚焦精准化服务应用、实现服务的数据驱动,以及完善多元化评价反馈等层面探讨乡村教育服务体系架构的实现路径,以期为后续乡村教育服务的发展提供实践依据,为乡村教育发展指引方向,提升乡村教育服务品质,促进乡村教育振兴。
