A New Bottom-Up Process: The Rural Urbanization Driven by E-Commerce in China

Rural urbanization driven by e-commerce is a new bottom-up urbanization process originating in the information era.The systematical restructuring that this process brings about in the social life,economic environment,and physical space of the countryside,which is reflected in characteristics such as the leaping non-agriculturalization of employment,the comprehensive modernization of rural life,and the intensive spatial urbanization.Obviously,there are many common features between this new process and the old one in the past three decades,but progresses also exist.The distinctions of the countryside,such as a low-cost entrepreneurial environment,local non-agricultural industry,and resources of specialty agricultural products,are manifested in the process.Combined with the Internet and e-commerce by the rural grassroots entrepreneurs,they enable rural area to break the location constrains and join in the national even global industry division,and further realize the leaping development of scale and function.Meanwhile,the capital and talents back to the rural areas are an important guarantee for the upgrading of rural development.Consequentially,the developing and planning idea of smart shrinking is necessary for the rural urbanization process driven by e-commerce in China.

Experience of the UK in Urban and Rural Planning System and Rural Planning Management and Recommendations for China

Based on the field survey,training and related literature review of urban and rural planning system and rural planning management and protection in the UK,this paper summarized the development history,basic experience and main characteristics of the UK's urban and rural planning system and rural planning management.It is intended to analyze its reference significance to China's current efforts to strengthen agricultural and rural planning management,promote urban and rural development,and promote the construction of new urbanization.It was found that the establishment of the UK's urban and rural planning system can be contributed to the problem of "urban diseases" arising from the process of urbanization development.Its development has undergone many revisions and adjustments,and has now formed a two-level planning structure,namely "regional spatial strategies" and "local development framework";the UK's urban and rural planning system stresses the planning management and protection of rural areas and small towns,and has formed a series of important rules and systems.In the process of urbanization development,the UK has completely preserved the historical buildings,local culture and landscape environment of traditional villages,which is worthy of our learning.With reference to the experience of the UK,in the process of coordinating urban and rural development and promoting new urbanization construction,it is recommended to give full play to the guiding role of planning and the participation of the public,attach great importance to the protection and planning management of agriculture and rural areas,and also emphasize the re-innovation based on China's national conditions.

省直管县改革能够促进共同富裕吗?——基于双重差分模型的实证分析

省直管县改革被视为发展县域经济、缩小城乡差距的重要举措,但已有研究对其能否实现缩小“三大”差距和推进公共服务均等化等共同富裕的主要政策目标仍存在争议。对此,以浙江省“省直管县”改革1997-2017年的面板数据为样本,运用双重差分法重新审视省直管县改革对实现共同富裕主要政策目标的整体效果。研究发现:省直管县试点和全面实施两个阶段对共同富裕均具有正向效应,且随着时间的推进呈现出逐年上升趋势。进一步分析发现,试点和全面实施阶段对共同富裕的正向效应存在区域差异,“省直管县试点”对共同富裕的影响具有“弱者变强、强者愈强”特征,而“省直管县全面实施”对共同富裕的影响则呈现出“抑强扶弱、协同发展”的特性。这些研究发现对优化省管县制度、探讨实现共同富裕的政策创新路径具有重要意义。

构建嵌套于城市碳账户下的可计算城乡家庭碳账户框架

家庭作为社会最小单元,是消费端的主要参与主体。在消费端基础上确立碳排放责任,有助于厘清基于利益相关者降低碳排放的动力机制。目前个人碳普惠管理实践过程中仍存在消费引发的碳排放边界难以说清、个人负碳市场交易逻辑复杂、个人减排逻辑道义纠结、缺乏稳定的管理体系等问题。若以家庭端作为制度安排和市场交易的基础,建立城乡家庭碳账户就是核心基石。本研究目标为初步构建家庭碳账户框架,明确其账户范围、边界、计算方法和与城市碳账户和个人碳捕获衔接的可扩展逻辑。综述了现有个人碳账户和家庭碳账户的研究现状,基于我国碳排放管理特色,构建城乡家庭碳账户体系,包含资产、权益、负债三大子账户,确定了家庭碳账户核算边界、抽样方式和计算方法。并进一步解释了城乡家庭碳账户与城市碳账户的链接嵌套逻辑,设计了城乡家庭碳账户参与城市碳配额管理的方式,以及区别了城乡家庭碳账户与个人碳普惠。从账户的角度出发,将家庭碳账户与碳市场相结合,“有形的手”碳配额市场与“无形的手”碳减排权益市场相结合,共同为家庭消费端碳减排提供了新的思路,并在一定程度避免了不同核算边界下的责任重叠问题,易于与我国碳管理体系衔接。本文提出的城乡家庭碳账户可作为适应中国碳管理特色的精细化深度减排的重要工具,对以家庭为单元的碳排放额度分配、减排及交易,深度推进碳普惠的激励机制设计,调动城市多级嵌套的碳减体系等具有基础支撑作用。

基于聚类分析法的江苏省城乡统筹供水规划模式研究

在充分调查江苏省城乡统筹区域供水情况的基础上,分析每个供水片区水源地布局及取水规模、水厂布局及供水规模、人口密度、经济社会发展水平等特征;采用聚类分析法,以单个水源地服务面积、单个水源地服务人口和单个水源地取水规模为主要分类指标,综合考虑每个供水片区水厂数量、供水服务面积等因素,将江苏省供水规划模式分为适度集中、中度集中及高度集中供水规划模式,分析不同供水规划模式特征及适用范围;采用FISH判别分析方法,构建区域供水规划模式判别函数,为规划模式的选择提供数学函数。

城乡融合背景下桂林市乡村旅游地空间分布与聚集性发展研究

以桂林市为案例地,借助ArcGIS10.2分析桂林市乡村旅游地的空间分布特征,探寻其内在分布规律,进一步提出桂林市乡村旅游地聚集性发展方向。研究结果表明:桂林市乡村旅游地呈显著聚集型分布,桂林市市辖区和灵川县属乡村旅游地热点区域,并形成中部和南部两大核心乡村旅游区;桂林市乡村旅游地呈现“以市区为核心,以漓江为轴线,以低海拔区为扩散面,以A级景区为辐射区”的空间分布格局;桂林市乡村旅游地可分为红色乡村旅游聚集区、生态乡村旅游聚集区、民族乡村旅游聚集区。建议依据乡村旅游地空间状态,在现有优势基础之上利用乡村独有资源,发展特色乡村旅游产业,缩小城乡差距,助力城乡融合,推动桂林世界级旅游城市建设。

Urban rail transit disruption management: Research progress and future directions

Urban rail transit (URT) disruptions present considerable challenges due to several factors: i) a high probability of occurrence, arising from facility failures, disasters, and vandalism;ii) substantial negative effects, notably the delay of numerous passengers;iii) an escalating frequency, attributable to the gradual aging of facilities;and iv) severe penalties, including substantial fines for abnormal operation. This article systematically reviews URT disruption management literature from the past decade, categorizing it into pre-disruption and post-disruption measures. The pre-disruption research focuses on reducing the effects of disruptions through network analysis, passenger behavior analysis, resource allocation for protection and backup, and enhancing system resilience. Conversely, post-disruption research concentrates on restoring normal operations through train rescheduling and bus bridging services. The review reveals that while post-disruption strategies are thoroughly explored, pre-disruption research is predominantly analytical, with a scarcity of practical pre-emptive solutions. Moreover, future research should focus more on increasing the interchangeability of transport modes, reinforcing redundancy relationships between URT lines, and innovating post-disruption strategies.

黑龙江省数字乡村发展实践、困境与路径探析

全面推进数字乡村建设,是面向数字革命与城乡融合大局协同发力的战略性举措,对重组乡村要素资源、重塑乡村经济结构、推进乡村振兴发展具有重要意义。本文以黑龙江省为研究对象,基于省域行业数据以及县域数字乡村试点地区调研数据,论证数字乡村发展与“数字龙江”建设、乡村数字经济、乡村振兴之间的逻辑关系,从数字赋能、数字赋利、数字赋智、数字赋权等维度探究黑龙江省数字乡村发展现状。研究发现,黑龙江省数字乡村发展面临顶层规划不完善、区域发展不均衡、农业特色优势尚未发挥、示范引领与要素支撑不足等发展困境,要以“规划引领、分类推进、突出重点、试点先行、城乡兼顾”为发展思路,提出以农业数字化和黑土保护数字化为重点,赋能乡村高质量发展等对策建议。

城市轨道交通车站智慧运营管理模式的路径探究

随着我国社会经济的不断发展,城市轨道交通网络的规模也在不断扩大,人们的出行需求也在不断提升。在此背景下,为了更好地提升城市轨道交通车站运营管理水平,必须对现有管理模式进行优化,不断提升管理效率和质量。基于此,文章从城市轨道交通车站智慧运营管理的重要性入手,对城市轨道交通车站智慧运营管理面临的困境进行分析,并提出了城市轨道交通车站智慧运营管理模式的优化路径,以期进一步提高我国城市轨道交通车站运营管理水平。

西安市城市气溶胶污染岛长时间序列特征分析

城市气溶胶污染岛(UAPI)对人体健康、城市热环境、城市气候、大气辐射传输等有重要影响。该研究利用西安市2016—2019年城郊多个站点的PM_(2.5)数据定量化计算UAPI强度,分析PM_(2.5)和UAPI强度的日变化和年变化规律,并使用经验模态分解方法(EMD)对UAPI强度的长时间序列多尺度特征进行分析。结果表明,西安市具有明显的城市气溶胶污染岛效应,UAPI强度大于10μg·m^(-3)的比例达87.63%。在日内变化上,UAPI强度呈现夜晚高、白天低的特点;在年内变化上,呈现冬春高、夏秋低的“U”型分布特征;在年际变化上,2016—2019年UAPI效应呈逐年减弱的变化特征。利用EMD分解可以很好地揭示UAPI强度的多尺度特征,如IMF2、IMF4、IMF6分别体现了UAPI强度以周、月、年为周期的变化特征。对比PM_(2.5)和UAPI强度的时间序列,该方法可以较好地排除跨区域传输污染和大区域二次污染等对UAPI强度的影响。
