Due to the long-term implementation of the strategy of giving priority to the development of cities, the supply of rural public goods in China has been in a state of inadequacy. From the perspective of public goods supply, rural human settlement projects can be divided into three categories: public welfare projects, quasi-public welfare projects and operational projects. Because of its particularity and complexity, quasi-public welfare projects often become weak links in rural human settlements. We should give full play to the respective advantages of the government, enterprises and village collectives, and work together to promote the effective supply of rural public goods. In this process, rural planning should shoulder the responsibility as a means of public policy and governance. Rural planning needs to clearly define the future-oriented rural system, pay attention to peopleoriented facility needs, and provide a variety of services. The model assumes that the population size of urban and rural areas is different,and the population can not flow freely between urban and rural areas; there are different degrees of spillover in the public goods supply. Model results show that coordinating public goods supply in urban and rural areas is the result of optimizing resource allocation efficiency,but the residents' individual utility level will not necessarily improve,so residents' willingness to support coordinated urban-rural supply is different,and public goods spillover and different tax systems are the factors that affect the residents' utility level. Finally,this paper uses the practice of coordinating urban and rural compulsory education in Chengdu City to confirm the above conclusions.展开更多

Based on the findings of a field survey, this article presents a summary of the structural imbalance between the provision of and demand for rural public services. This paper holds that the structural imbalance is primarily reflected in the dislocation between provision and demand, the unsuitable mode of provision, the monolithic provision mechanism, the excessive focus on construction at the expense of governance and the overemphasis of counties and townships at the cost of villages. Such structural imbalance is principally because of the limited financial strength of government at the grass-roots level due to treasury centralization and the over-dependence of public services on special funds allocated by government at or above provincial level.展开更多

The results show that the social benefit arising from the construction of road projects is good,while the social benefit arising from the construction of irrigation facilities is poor; the matching effect of supply and demand of public investment is poor,especially for the investment in irrigation facilities; on the whole,villagers' satisfaction with public investment has been promoted,but most of the villagers are still unsatisfied with the current irrigation facilities. The international community is facing the dilemma of an insufficient supply of public goods due to the conjunction of various forces and factors including the profound impact of the economic crisis,increased trade pro...The international community is facing the dilemma of an insufficient supply of public goods due to the conjunction of various forces and factors including the profound impact of the economic crisis,increased trade protectionism,changes in the global governance system and the impact of the Covid-19 pandemic.The Belt and Road Initiative(BRI)is a non-rivalrous and non-excludable public good provided to the international community by China as a responsible major country in the new era of historical development.International law has an important role in promoting and guaranteeing the supply of international public goods(IPGs).Since the implementation of the Belt and Road Initiative,the international governance environment has changed dramatically,with the rule of law being the basic premise and important guarantee of the long-term and smooth implementation of the BRI.In pursuing the BRI,buttressed as it is by the rule of law,China should pay attention to diversified governance based on a combination of international soft and hard law and make judicious use of existing bilateral,regional and multilateral international legal mechanisms.In addition,China must also pay close attention to the latest developments in international economic and trade rules and must innovate and improve its ability to supply rules for investment,trade liberalization,etc.Buttressed by international law,the BRI should focus not only on recent concrete initiatives in trade and investment liberalization,but also on the long-term planning and sustainable development of institutional supply,so as to realize the vision and goals of the BRI.展开更多
Public-private partnerships(PPPs) have reshaped the institutional structure of global governance.They have advanced collaboration on core issues such as health, clean energy, the rights of women and children, and acce...Public-private partnerships(PPPs) have reshaped the institutional structure of global governance.They have advanced collaboration on core issues such as health, clean energy, the rights of women and children, and access to infrastructure, among others. But which actors create and finance public-private partnerships in global governance to advance such objectives? What are the implications of the agency behind such collaboration for influencing the global agenda on sustainable development? While some scholars and advocacy groups see the growing role of private actors as a powershift away from public institutions, others argue that such arrangements tend to be complementary to public mandates and indeed may provide a new means for international institutions to pursue such mandates. The article probes this debate by analyzing the type of actors that finance global health partnerships, an area in which the influence of hybrid initiatives is particularly prominent. It reveals that public financing remains a core and necessary condition for the emergence and functioning of PPPs. The growing share of private financing,nonetheless, has important implications for shaping partnerships agendas and steering global health and sustainability governance. Rather than a powershift or abdication of responsibilities by the state, there is rather a tendency of deliberate diffusion of power by donors toward hybrid structures.展开更多

文摘Rectifying the structural imbalance between the provision of and demand for rural public services can effectively boost the efficiency of public funds utilization and the level of public service provision. Based on the findings of a field survey, this article presents a summary of the structural imbalance between the provision of and demand for rural public services. This paper holds that the structural imbalance is primarily reflected in the dislocation between provision and demand, the unsuitable mode of provision, the monolithic provision mechanism, the excessive focus on construction at the expense of governance and the overemphasis of counties and townships at the cost of villages. Such structural imbalance is principally because of the limited financial strength of government at the grass-roots level due to treasury centralization and the over-dependence of public services on special funds allocated by government at or above provincial level.

文摘Ecological products belong to public products. According to the characteristic heterogeneity of public products, they can be classified into pure public products and quasi-public products including "common-pool goods", "club goods" and "conditioned goods". Guided by the theory of public products supply and based on national conditions, this paper thinks that an ecological product supply model should be formed, which is led by the government and coordinated allocation of public resources between the government and the market in China. Some of the pure public goods are supplied by the government by the way of "environmental regulation + property rights market" and ecological compensation; some of the quasi-public goods are supplied by the market by the way of franchising and ecological purchasing.

文摘Using representative sampling survey data,we take the case of roads,domestic water,irrigation facilities,clinics and schools,to give an overview of the status quo of rural public investment in Sichuan's hilly and mountainous areas in the period 2005 -2008; conduct comprehensive analysis of public investment benefit,from the status quo of supply and demand,social benefit and villagers' satisfaction. The results show that the social benefit arising from the construction of road projects is good,while the social benefit arising from the construction of irrigation facilities is poor; the matching effect of supply and demand of public investment is poor,especially for the investment in irrigation facilities; on the whole,villagers' satisfaction with public investment has been promoted,but most of the villagers are still unsatisfied with the current irrigation facilities. The major capital source of rural public investment is from the government,but from the perspective of the villagers' demand,we should further increase the public financial input.

A mix of market forces, structural changes and a tendency toward unfettered capitalism [1] challenge diagnosis. This analysis examines these complexities with 216 business quarters of economic history. It also provides a mathematical model to characterize in broad strokes positive governance modeling for business. This work is important as economic growth ensures a nation’s ability to protect its citizens.
文摘To increase the provision of rural public goods is a major task of Chinese new rural construction,while it can not do without the necessary supervision.This paper described the relationship between public choice theory and the provision of rural public goods and it was a basis for in-depth study of the government's subject behavior from the perspective of public choice,and led to the necessity of regulation of rural public goods provision in rural areas,then it presented a strengthen monitoring of the rationalization proposals.

文摘The international community is facing the dilemma of an insufficient supply of public goods due to the conjunction of various forces and factors including the profound impact of the economic crisis,increased trade protectionism,changes in the global governance system and the impact of the Covid-19 pandemic.The Belt and Road Initiative(BRI)is a non-rivalrous and non-excludable public good provided to the international community by China as a responsible major country in the new era of historical development.International law has an important role in promoting and guaranteeing the supply of international public goods(IPGs).Since the implementation of the Belt and Road Initiative,the international governance environment has changed dramatically,with the rule of law being the basic premise and important guarantee of the long-term and smooth implementation of the BRI.In pursuing the BRI,buttressed as it is by the rule of law,China should pay attention to diversified governance based on a combination of international soft and hard law and make judicious use of existing bilateral,regional and multilateral international legal mechanisms.In addition,China must also pay close attention to the latest developments in international economic and trade rules and must innovate and improve its ability to supply rules for investment,trade liberalization,etc.Buttressed by international law,the BRI should focus not only on recent concrete initiatives in trade and investment liberalization,but also on the long-term planning and sustainable development of institutional supply,so as to realize the vision and goals of the BRI.

文摘Public-private partnerships(PPPs) have reshaped the institutional structure of global governance.They have advanced collaboration on core issues such as health, clean energy, the rights of women and children, and access to infrastructure, among others. But which actors create and finance public-private partnerships in global governance to advance such objectives? What are the implications of the agency behind such collaboration for influencing the global agenda on sustainable development? While some scholars and advocacy groups see the growing role of private actors as a powershift away from public institutions, others argue that such arrangements tend to be complementary to public mandates and indeed may provide a new means for international institutions to pursue such mandates. The article probes this debate by analyzing the type of actors that finance global health partnerships, an area in which the influence of hybrid initiatives is particularly prominent. It reveals that public financing remains a core and necessary condition for the emergence and functioning of PPPs. The growing share of private financing,nonetheless, has important implications for shaping partnerships agendas and steering global health and sustainability governance. Rather than a powershift or abdication of responsibilities by the state, there is rather a tendency of deliberate diffusion of power by donors toward hybrid structures.
