China is a developing country with rapid economic development and has made many remarkable achievements. However, the foundation of production safety is relatively weak, and the situation of production safety is still severe behind the rapid economic growth, and there is still a certain gap compared with Germany, Canada and other developed countries. Therefore, this article expounds the theory of safety production supervision mode, and then taking the supervision mode of production safety of Chinese government as the basic research object, from the development course, organization setup and management configuration and so on combing the current (until 2017) safety production supervision mode in Chinese government, and puts forward the status quo in the face of regulatory problems. In addition ,based on the research and analysis of the safety production supervision mode of the German and Canadian governments, the advanced experience and methods of the safety production supervision mode of the two governments are summarized, and through comparison, some suggestions on the supervision mode of production safety suitable for China’s national conditions are put forward, which provide theoretical support for the Chinese government or enterprise managers to do a good job in the management of production safety. 展开更多

Health Products and Technologies (HPTs) are pivotal for an efficient health system. Availability and accessibility to affordable health products are critical indicators towards achieving universal health coverage. Routine supportive supervision, performance monitoring, recognition of efforts and client feedback are vital activities toward health supply chain system strengthening. This is a descriptive paper that describes a model of integrated commodity supportive supervision, and mentorship and its impact on various outcomes of health commodity management. Data were abstracted from the standardized scored checklists used during integrated commodity supportive supervision and supply chain audit in public health facilities in Vihiga County. Scores for the period 2020 to 2022 were analyzed on the eight key areas of interest. The analysis was done using Statistical Package for Social Sciences (SPSS version 26). Results are interpreted at 95% Confidence interval. This paper also shares findings from both quantitative and qualitative data from client exit and facility managers’ interviews. Six complete rounds of supervisions, three clients and service providers’ interviews, and three annual award events have been conducted. We observed trends across six data collections points and compared the results at first point or baseline (January-June 2020) to the results at the last point or end line (April-June 2022). Findings show significant improvements on the eight parameters in terms of mean scores as follows: resolution of issues from previous visits by 35.06% (46.75% - 81.81%);storage of HPTs by 17.41% (68.72% - 86.13%);inventory management by 28.16% (42.67% - 70.83%);availability and use of commodity data management information systems (MIS) tools by 22.39% (74.40% - 96.79%);verification of commodity data by 25.61% (65.56% - 91.17%);availability of guidelines and job aids for commodity management by 46.28% (36.65% - 82.93%). There was an improvement on the mean score on accountability by 20.22% (58.58% - 83.51%). The composite (final) score improved by 28.33% (56.19% - 84.52%). There was progressive narrowing of the standard deviations on all the indicators across the study period. This demonstrates that there is standardization of practices and positive competition among all the public health facilities. There were significant improvements on all the eight indicators. Routine integrated commodity supportive supervision has proven to be an effective high impact intervention in improving management of health products and technologies in Vihiga County, Kenya. 展开更多

With the rapid growth of China's economy, rising demand for safety food has been accompanied by frequent food safety scandals. Given that China's farming is dominated by millions of small-scale farms, ensuring food safety is a major challenge facing the public and private sectors. The direct farm (DF) program, initiated in 2008, represents one of the government's major initiatives to modernize the distribution of fresh fruit and vegetables (FFV) and improve food safety. Under the DF program, participating national and international retailers are expected to establish more direct procurement relationships with farm communities. While it is often claimed that greater participation by retailers in the production and post-harvest processing implied the DF program will lead to improved quality, safety and traceability, systematic evidence remains elu- sive as existing studies are largely narrative, based on case studies, or theoretical inference. Little empirical evidence is available for a broader evaluation of the DF program. This paper aims to fill this gap by assessing the overall performance of a single retailer's DF experience with respect to the procurement and food safety of FFV. We use data from a survey of production managers of 35 DF production bases (PBs) spread across 11 provinces, 3 cities and 1 autonomous region in China. The results show a mixture of opportunities and challenges. On one hand, the DF program improves production practices and distribution channels of FFV produced on its PBs, thus facilitating the move of China's food system towards improved food safety compliance. On the other hand, significant heterogeneity in the traceability of food and the ability of DF to meet higher safety standards is evident both across major product categories and across household-operated vs. firm-operated PBs. This paper expounds the practical necessity of constructing diversified rural food safety supervision system as follows: it is the necessary requirements of guaranteeing people's health and life safety; it is an important component of governmental function of social management and the logical extension of administrative responsibilities; it is the basis of maintaining order of rural society and constructing harmonious society. The main problems existing in the supervision of rural food safety are analyzed as follows: first, the legislative work of rural food safety lags behind to some extent; second, the supervision of governmental departments on rural food safety is insufficient; third, the industrial supervision mechanism of rural food security is not perfect; fourth, the role of rural social organizations in supervising food safety is limited; fifth, the farmers' awareness of food safety supervision is not strong. Based on these problems, the targeted strategies of constructing diversified rural food safety supervision system are put forward as follows: accelerate the legislation of rural food safety, and ensure that there are laws to go by; give play to the dominant role of government, and strengthen administrative supervision on rural food safety; perfect industrial convention of rural food safety, and improve industrial supervision mechanism; actively support the fostering of social organizations, and give play to the role of supervision of organizations; cultivate correct concept of rights and obligations of farmers, and form awareness of food safety supervision. 展开更多

Coal mine safety supervision system plays an important role in the coal mine safety management in China.However,the current supervision system is established on the basis of learning the advanced experience from other developed countries.It needs to be further improved according to national conditions.Therefore,the effectiveness of coal mine safety supervision system reform on three types of collieries are assessed by using time series analysis method based on comparative analysis of the supervision system before and after the reform in this paper.The regression results show that the structural reform is not conductive to the improvement of coal mine safety situation in the short term,but conductive significantly in the long term.Specifically,the effects in township coal mines are more significant than stateowned key coal mines in the long run,but negative effects also exist in the short term.The negative effects in state-owned key coal mines are non-significant compared with township coal mines.Moreover,the regression results are analyzed from the aspects of the closure policy of illegal small township coal mines at the end of 1998 and shortage of the new supervision system.Finally,the suggestions on improving the new supervision system are put forward based on the above analysis. 展开更多

The cow stock of smallholder farmers with less than 100 cows still accounted for nearly 50% of total cows in China. Since the milk scandal occurred in 2008, raw milk safety has become focus for the sound development of the Chinese dairy industry. Adoption of on-farm milk safety measures by smallholders is a key for ensuring milk safety, and these measures are largely voluntary in nature. The recent survey conducted in northern China reveals that an overall adoption rate of various milk safety measures by smallholders is close to 48% with wide variations across the dairy farmers. We employ the Poisson regression model to study the determinants of farmers' adoption of voluntary milk safety measures. Compared with backyard dairy farmers, dairy complex and scaled dairy farms adopted more milk safety measures. Moreover, the empirical result indicates that farmers' adoption of raw milk safety measures is positively affected by farm size. These findings suggest that the changing dairy production structure towards larger farms and away from backyard dairy farming prompts smallholder dairy farmers to adopt more raw milk safety measures. This lends some support to the role of recent policy initiatives towards larger farms and away from backyard dairy farming on increasing the farmers' milk safety practices and reducing on-farm incidence of milk safety. 展开更多

Through the safety diagnosis on coal mine roadway rail transportation system, the result shows that the unsafe probability is about 0.5 influenced by no speed reduction and over quick turnout on roadway, which is the most possible reason leading to the accident of roadway rail transportation system. 展开更多

Then, improvement measures which are additional momentum method, adaptive learning rate, particle swarm optimization algorithm, variable weight method and asynchronous learning factor, are used to optimize BP neural network models. Further, the models are applied to a comparative study on coal mine safety warning instance. Results show that the identification precision of MPSO-BP network model is higher than GBP and PSO-BP model, and MPSO- BP model can not only effectively reduce the possibility of the network falling into a local minimum point, but also has fast convergence and high precision, which will provide the scientific basis for the forewarnin~ management of coal mine safetv production. 展开更多

Access to resources is required for the development of a professional identity, which includes gaining technical knowledge and receiving feedback, guidance as well as social and emotional support from clinical supervisors. The aim of this study was to evaluate BSN students’ views of professional development after clinical supervision (CS) during their undergraduate education. An additional aim was to illuminate how competence development was related to the WHO Patient Safety Educational Model. A cross-sectional study was conducted, in which CS was measured as part of a survey completed by a sample of nursing students after their clinical placement at two time-points, namely 2012 and 2013. Statistical descriptive and inferential analyses were used and differences in the responses between Time 1 and Time 2 compared. The benefit of CS for nursing students’ competence development revealed a positive significant relationship between students’ Interpersonal skills and the factor Improved care/skills. There were differences in terms of variables related to the Importance value of CS and Professional skills. The results can be used to inform undergraduate nursing education leaders, teachers and practice partners on individual, group and organisational level in order to enhance patient safety and highlight the importance of CS for BSN students’ professional development. 展开更多

This paper aims at the theoretical analysis to the impact of government supervision and consumer purchasing behavior on food quality security, so as to look for safety strategies and measures to strengthen and improve the level of food safety in China. Reputation mechanism is introduced and Bayesian approach is based on, in which government supervision as well as consumer purchasing behavior is taken as crucial factors to impact on the food quality security. As to the proposed quantitative indicators, government supervision includes exposure rate, fine and etc.;at the same time, consumer purchasing behavior includes consumer’s WTP for security food and consumer expectations to food safety. Taking China’s dairy industry as an example, it makes simulation by Netlog. The results show that consumer purchasing behavior alone has little effect on the dairy companies’ decision-making to be honest or counterfeiting enterprises. However, combination government supervision with purchasing behavior has great impact, and plays very good effects on food safety. 展开更多

[Objectives]This study was conducted to investigate and evaluate the quality safety of tea production in China.[Methods]With the production of famous and high-quality green tea in the western Sichuan tea areas as the investigation object,the practice survey and comprehensive evaluation analysis method were adopted to conduct research on tea production quality safety management and control,and a comprehensive evaluation was carried out in combination with the survey.[Results]Statistical analysis and scoring were carried out according to relevant indices,and the current situation of tea production quality safety was comprehensively evaluated.Four hazards were found,including pesticide residues,heavy metal residues,harmful microorganisms and non-tea impurities,and improvement measures were proposed.[Conclusions]This study provides a theoretical reference for improving the quality safety of tea production in China. 展开更多
