A Double-Timescale Reinforcement Learning Based Cloud-Edge Collaborative Framework for Decomposable Intelligent Services in Industrial Internet of Things

With the proportion of intelligent services in the industrial internet of things(IIoT)rising rapidly,its data dependency and decomposability increase the difficulty of scheduling computing resources.In this paper,we propose an intelligent service computing framework.In the framework,we take the long-term rewards of its important participants,edge service providers,as the optimization goal,which is related to service delay and computing cost.Considering the different update frequencies of data deployment and service offloading,double-timescale reinforcement learning is utilized in the framework.In the small-scale strategy,the frequent concurrency of services and the difference in service time lead to the fuzzy relationship between reward and action.To solve the fuzzy reward problem,a reward mapping-based reinforcement learning(RMRL)algorithm is proposed,which enables the agent to learn the relationship between reward and action more clearly.The large time scale strategy adopts the improved Monte Carlo tree search(MCTS)algorithm to improve the learning speed.The simulation results show that the strategy is superior to popular reinforcement learning algorithms such as double Q-learning(DDQN)and dueling Q-learning(dueling-DQN)in learning speed,and the reward is also increased by 14%.

Towards a Climate Service for the Tea Industry:A Collaborative Approach between the UK and China

Tea is an important global commodity,with important tea-growing regions spanning across South America,Africa,and Asia,and burgeoning smaller-scale and artisanal tea production in the UK and Europe.In each of these regions,the quality and quantity of tea production,with their economic and social consequences,are highly sensitive to variations in the climate on both short-term weather,seasonal and climate change timescales.The provision of tailored climate information in a timely and accessible manner through the development,delivery and use of climate services can help tea-farmers and other relevant stakeholders better understand the impacts of climate variability and climate change on decision-making and a range of adaptive actions.This paper presents an overview of the Tea-CUP project(Co-developing Useful Predictions),a joint initiative between UK and Chinese partners,which aims to develop and implement solutions for improving robust decision-making.Co-production principles are core,ensuring that the resultant climate services are usable and useful;users'needs are met through close engagement and joint research and decision-making.The paper also reports on the exchange of knowledge and experiences,such as between tea growers in China and the UK,which has resulted from this collaborative work,fostering global knowledge sharing,enriching understanding,and driving innovation by integrating diverse perspectives and expertise from different countries.This is an unintended but valuable side-effect of the collaborative approach taken and highlights the benefits of a highly relational and multidisciplinary approach to climate services development that will inform future work in the field.

Global trends and development of energy services industry in China

Energy service is an effective way to promote energy conservation by market mechanisms,including energy saving services,energy procurement,supply of many varieties of energy,supply of renewable energy technologies,energy-related consulting services,risk management,etc.China is a major energy consumer but energy is in short supply,and the efficiency of energy use is low.China's energy service industry has expanded rapidly,in terms of both the number of new Energy Service Companies entering the market and amount of capital invested in Energy Performance Contracting projects,but the energy service sector in China is still at an early stage of development.Developed countries began early in developing the energy service sector and their energy service market is mature,and the experience of developed countries shows that energy services play a significant role in advancing energy saving and emission reduction.Under the new situation,China needs combine energy services experience of developed countries,and take following measures to accelerate China's energy services rapid and healthy development,including the long-term aspects of policy planning,energy-saving core technology,finance and capital investment,public sector reductions,personnel training,and so on.

Economic Valuation of River Conservation towards International Tourists’ Preferences and Willingness to Pay for Ecofriendly Services of Hotel Industry: A Case Study of Namxong River in Vangvieng District, Laos

Using choice experiment, the objective of this study is to estimate international tourists’ preferences and willingness to pay for ecofriendly services which related to river and natural environment conservation of hotel industry in Vangvieng, a popular tourist town in Lao PDR. We used the mixed logit to take into account of preference heterogeneity by allowing coefficients to be normally distributed and assumed to vary among individuals. The result shows that all ecofriendly practices offered in this study are significantly preferred by tourists. Income, age, and education did not have significant effect on the probability of choosing ecologically friendly practices of hotel and attributes to support the ecotourism of the area;however, this study provides important information that female tourists are more receptive to a new alternative. These findings do not only support the provision of good and green services in Vangvieng Town, but will also be useful for policy maker to enhance the sustainability of ecotourism in Laos.

Practice and Exploration of Rural Sci-tech Service Supermarket:A Case Study of Jurong Economic Forest and Fruit Industrial Branch

The rural sci-tech supermarket in Jiangsu Province is an innovative model of rural sci-tech service. With reference to the concept of modern commodity supermarket, this model integrates variety, technology and achievement information into the sci-tech supermarket platform, provides various agricultural sci-tech services, and improves farmers recognition and acceptance of science and technology, so as to accelerate conversion of scientific and technological achievements and demonstration and popularization of new varieties, new technologies and new models. This paper analyzes practice of Jurong economic forest and fruit industrial branch and presents recommendations for building Jiangsu rural sci-tech service supermarket.

Resilience and Stability in Organizations Employing Cloud Computing in the Financial Services Industry

The services and solutions offered by cloud computing continue to grow, just as the number of organizations relying on the service. Cloud computing has become prevalent in the financial services industry, where 83% of financial services institutions identified cloud computing as a primary element of their infrastructure. Although there are specific benefits of cloud computing that organizations rely on such as access to critical services and lower costs, there is the possibility that cloud computing will create costs for organizations. The purpose of the study was to present an intensive review of the benefits and threats by investigating resilience and stability of the organizations in financial services industry that use cloud computing as their primary element of infrastructure. Data collected from the interview was used to answer original research questions, which are: How are organizations in the financial services industry resilient when faced with threats or losses associated with the use of cloud computing in their organization? How do organizations in the financial services industry maintain stability when faced with threats or losses associated with the use of cloud computing in their organization? The study supports the advancement of knowledge by identifying the threats and losses that occur due to the use of cloud computing, and organizations understand common threats and thus implement proper mitigation.

Edge Cloud Selection in Mobile Edge Computing(MEC)-Aided Applications for Industrial Internet of Things(IIoT)Services

In many IIoT architectures,various devices connect to the edge cloud via gateway systems.For data processing,numerous data are delivered to the edge cloud.Delivering data to an appropriate edge cloud is critical to improve IIoT service efficiency.There are two types of costs for this kind of IoT network:a communication cost and a computing cost.For service efficiency,the communication cost of data transmission should be minimized,and the computing cost in the edge cloud should be also minimized.Therefore,in this paper,the communication cost for data transmission is defined as the delay factor,and the computing cost in the edge cloud is defined as the waiting time of the computing intensity.The proposed method selects an edge cloud that minimizes the total cost of the communication and computing costs.That is,a device chooses a routing path to the selected edge cloud based on the costs.The proposed method controls the data flows in a mesh-structured network and appropriately distributes the data processing load.The performance of the proposed method is validated through extensive computer simulation.When the transition probability from good to bad is 0.3 and the transition probability from bad to good is 0.7 in wireless and edge cloud states,the proposed method reduced both the average delay and the service pause counts to about 25%of the existing method.

Study on the benef its of meteorological services for industries in China

It is very important to analyze and evaluate the benefi ts of meteorological services for policy decision-making and taking precautions against meteorological disasters.In this study,a model for evaluating the benef its of meteorological services for industries is constructed,with the combining method of dose-response and contingency assessment,and also absorbing other countries' experience.According to this model,and referring to the practical value of the contribution of meteorological services to typical enterprises,experts calculated the benef its of meteo-rological services for every industry.By applying this model,and taking the evaluation framework of "to determine which industries are meteorology-sensitive" - "to evaluate the benefi ts of meteorological services" - "to get the total benef its of meteorological service",evaluation and analysis on the total benef its of meteorological services was done with case study.According to this study,the annual mean benef its of meteorological services are known as no less than 279.3 billion yuan(cost excluded) in present national economical environment.

An Empirical Research of Producer Services＇ Cluster Development To Regional Industrial Structure Optimization And Upgrading --Based on the Research of 16 central cities＇ Panel Data in Yangtze River Delta

Based on the 16 central cities＇ Panel Data in Yangtze River Delta, location quotient index is used in this paper to measure and analyze the current cluster situation of producer services in Yangtze River Delta, fixed effects model of Panel Data model is also used in this paper, and the industrial structure is taken as the dependent variable, while the core explanatory variables is the degree of producer services＇ cluster development, which is calculated by location quotient, moreover, three control variables introduced in this paper and they are technology advantage, education level and R＆D spending, and the mentioned above is to empirically study the impacts of producer services＇ cluster development to the regional industrial structure. As a result, producer services＇ cluster development has a significant positive role in promoting the regional industrial structure optimization and upgrading, though the extent is not yet a big push and is still to be further strengthened. In this paper, it has provided a strong evidence that under China＇ s new normal economy, producer services is badly needed to promote regional industrial structure, and finally it makes specific suggestions based on the current cluster situation of producer services in Yangtze River Delta.

Use of Component Integration Services in Multidatabase Systems: A Feasible Solution for Integrating Academic Institutions or Commercial Industries

The book chapter is an extended version of the research paper entitled “Use of Component Integration Services in Multidatabase Systems”, which is presented and published by the 13th ISITA, the National Conference of Recent Trends in Mathematical and Computer Sciences, T.M.B. University, Bhagalpur, India, January 3-4, 2015. Information is widely distributed across many remote, distributed, and autonomous databases (local component databases) in heterogeneous formats. The integration of heterogeneous remote databases is a difficult task, and it has already been addressed by several projects to certain extents. In this chapter, we have discussed how to integrate heterogeneous distributed local relational databases because of their simplicity, excellent security, performance, power, flexibility, data independence, support for new hardware technologies, and spread across the globe. We have also discussed how to constitute a global conceptual schema in the multidatabase system using Sybase Adaptive Server Enterprise’s Component Integration Services (CIS) and OmniConnect. This is feasible for higher education institutions and commercial industries as well. Considering the higher educational institutions, the CIS will improve IT integration for educational institutions with their subsidiaries or with other institutions within the country and abroad in terms of educational management, teaching, learning, and research, including promoting international students’ academic integration, collaboration, and governance. This will prove an innovative strategy to support the modernization and large expansion of academic institutions. This will be considered IT-institutional alignment within a higher education context. This will also support achieving one of the sustainable development goals set by the United Nations: “Goal 4: ensure inclusive and quality education for all and promote lifelong learning”. However, the process of IT integration into higher educational institutions must be thoroughly evaluated, identifying the vital data access points. In this chapter, Section 1 provides an introduction, including the evolution of various database systems, data models, and the emergence of multidatabase systems and their importance. Section 2 discusses component integration services (CIS), OmniConnect and considering heterogeneous relational distributed local databases from the perspective of academics, Section 3 discusses the Sybase Adaptive Server Enterprise (ASE), Section 4 discusses the role of component integration services and OmniConnect of Sybase ASE under the Multidatabase System, Section 5 shows the database architectural framework, Section 6 provides an implementation overview of the global conceptual schema in the multidatabase system, Section 7 discusses query processing in the CIS, and finally, Section 8 concludes the chapter. The chapter will help our students a lot, as we have discussed well the evolution of databases and data models and the emergence of multidatabases. Since some additional useful information is cited, the source of information for each citation is properly mentioned in the references column.

On the development of modern service industry under mismatched Blotto game of knowledge flow

In order to highlight and analyze the influence of heterogeneous knowledge flows to enterprises in the modern service industry,based on a review of the Colonel Blotto game,some presumptions such as the game's utility function are modified,and a mechanism to change tacit knowledge into explicit knowledge is constructed to carry out an analysis of a two-player knowledge flow management.The characteristics of the players' optimal reactions of knowledge flow management are studied,and the results bear evidence of the facts that a gap always exists under the spillover effect.Meanwhile,tacit knowledge seems more important to the development of enterprises than explicit knowledge.So it implies that the foremost task for the development of the modern service industry is to strengthen the settings and institutions for the flux of tacit knowledge and enterprise knowledge management.

Basic Characteristics,Spatial Disparity and Its Major Influencing Factors of Service Industry in China

Based on the analysis of its basic characteristics, this article investigated the disparities of Chinese service industry among the three regions （the eastern China, the western China and the middle China） and inter-provincial disparities of that in the three regions by Theil coefficient and cluster analysis. Then, major factors influencing its spatial disparity were explored by correlation analysis and regression analysis. The conclusions could be drawn as follows. 1） The development of Chinese service industry experienced three phases since the 1980s： rapid growth period, slow growth period, and recovery period. From the proportion of value-added and employment, its development was obviously on the low level. From the composition of industrial structure, traditional service sectors were dominant, but modem service sectors were lagged. Moreover, its spatial disparity was distinct. 2） The level of Chinese service industry was divided into five basic regional ranks： well-developed, developed, relatively-developed, underdeveloped and undeveloped regions, As a whole, the overall structure of spatial disparity was steady in 1990-2005. But there was notable gradient disparity in the interior structure of service industry among different provinces. Furthermore, the overall disparity expanded rapidly in 1990-2005. The inter-provincial disparity of service industry in the three regions, especially in the eastern China, was bigger than the disparity among the three regions. And 3） the level of economic development, the level of urban development, the scale of market capacity, the level of transportation and telecommunication, and the abundance of human resources were major factors influencing the development of Chinese service industry.

A Dairy Industry Information Cooperative Service System Based on a Production Process Ontology

Agricultural information cooperative services （AICS） are now becoming an important aspect of agriculture informatization. This study offers an ontological conception of the agricultural production process, establishing operational divisions corresponding to both the stages and the fundamental information requirements of the dairy industry production process in China, yielding a process ontology for the dairy industry as well as a business chain model. A framework for a dairy industry information cooperative service system was established, with service functions realized in a prototype system. The resulting agricultural process ontology built on the basis of biological characteristics has advantages as a classification standard for agricultural information; whereas the business chain model based on this agricultural process ontology allows for an effective distribution of agricultural information cooperative services. This study outlines a concept and demonstrates a prototype of a cooperative service capable of integrating diverse online agricultural information relevant to the dairy industry in China.

Industry-City Integration in Eco-industrial Park of China

Industry-city integration in industrial park has stepped into quick development with the continuous advancement of urbanization in China. Relying on the developed ecological industry chain,sustainable development ability and good ecological service,eco-industrial park is at the forefront of industry-city integration,and accumulates rich experience in practice. The operation mechanism model includes government development,development of large state-owned enterprises,and public-private partnership. The space structures involve the relation between central urban district and new industrial town,overall layout of production,living and ecological space in eco-industrial park. In the aspect of system innovation,park management system,household registration management system,cultural system of community and environmental governance system face the challenges.

Coupling Path of China's Modern Service Industry and Agriculture Based on Improved Entropy Method

The economic development of China has transformed from factor-driven type to innovation-driven type,and the upgrading of industrial structure is very important. In this paper,in order to explore the path of the coupling effect of modern service industry and agriculture,based on previous research and practical experience,we select 14 indicators,and then use the theory of dissipative structure,coupling degree and coupling coordination degree to measure the coupling phase of modern service industry and agriculture. On this basis,we use the spillover effect for the empirical testing of influence of modern service industry on agricultural development. The study shows that modern service industry and agriculture in our country are at the medium coupling,and in the early stage of development. The spillover effects of China's modern service industry on China's economic development and agricultural progress are significant. Finally,the policy recommendations are put forward from tourism,logistics and so on to promote the coupling of modern service industry and agriculture and provide a reference for promoting the coupling level of China's modern service industry and agriculture.

Construction of Innovative Rural Sci-tech Service System in China

At the background of structural regulation of agriculture and industrialized development of rural areas,systematic thought and constructive recommendations are put forward on building innovative rural sci-tech service system in China from following 5 aspects. (1) In organizational system,rural sci-tech service associations should become nonprofit organizations that have independent legal entities. (2) In service object,it should take farmers as subject,new rural economic organizations as carrier,agricultural leading enterprises as handle,little village officials as joint,sci-tech special commissioner as link,and agricultural brokers as medium. (3) In information resources,it should enhance practicality construction and sharing. (4) In service methods and reform measures,it should combine information technology,expert technical consulting service,and sci-tech model base. (5) In policy support and input mechanism,it should follow the principle of diversification,set up government special funds,and formulate preferential policies to attract sci-tech talents to join in rural sci-tech services,and protect legal rights and interests of sci-tech personnel in rural sci-tech services.

Modern services and China’s economic transformation

Development of a modern service industry must be accelerated if China’s economic growth pattern is to be transformed and its industrial structure upgraded. For a long time, China’s modern services have been backward and played an insignificant role in the national economy. Sluggish growth of modern services is particularly dragging on China’s otherwise surging economic and social development; and it puts a strain on industrial restructuring and efforts to build a prosperous and harmonious socialist society. This paper sheds light on outstanding issues concerning the role of China’s modern services in various arenas, including transforming the economic growth pattern, improving economic structuring, upgrading the industrial structure, facilitating technological progress and spurring changes in the employment structure. Based on in-depth analysis, this essay proposes policies and countermeasures for the promotion of modern services.

Several Theoretical Issues on Agricultural Sci-tech Service and Management

In view of particularity and complexity of agricultural sci-tech service and management,this paper presents definition of basic concept of agricultural sci-tech service and management,sums up its basic characteristics,and discusses and analyzes its structural elements and functions. The agricultural sci-tech service and management plays an important role in speeding up rural construction and narrowing the gap between urban and rural areas. It ensures benign cycle of scientific and technological achievements and regional environment,and promotes development of agricultural industrialization.
