The status of domestic scientific & technical innovation is analysed. A series of emergent managerial problems caused by the system ISTI (SISTI) are pointed out. Because of Hall three dimensions structure's enlightenment, a three dimensional logical net diagram in which the system integration of innovation based on problem in real world but not on disciplinary logic is drawn. The intelligent group' s need span is greater under the conditions of relatively low material level than common groups who have lower degree of education. The SISTI is composed by multi-rule and intelligent multi-agent behavior. It is concluded that the logical relationships of integrated technology which based on the author's experience and observation must be considerded for a valid management of SISTI.展开更多

Purpose: This study aims to establish a new framework for evaluating science and technology (S&T) competitiveness that is appropriate to meet the needs of provincial academies of sciences (PASs) in China.Design/...Purpose: This study aims to establish a new framework for evaluating science and technology (S&T) competitiveness that is appropriate to meet the needs of provincial academies of sciences (PASs) in China.Design/methodology/approaches: An evaluation index, including such assessing indicators as research strength, research impact, research development and trends, and regional contributions, is developed for China's PASs. Taking the Jiangxi Academy of Sciences (JXAS) as an example, we first explain how to apply this framework to analyze the strengths and weaknesses of PASs in China. Then, we compare the results of all 17 PASs in order to get a comprehensive understanding of their competitiveness.Findings: Our results show the development path, current status, innovation advantages, and weaknesses of JXAS very clearly. Based on our comparative analysis, we ranked the 17 PASs from the perspective of different dimensions, by which their competitiveness strengths and weaknesses can be highlighted for improvement.Research limitations: In this analysis, we did not take S&T policies, S&T systems, or historical factors into consideration. Thus, we may have ignored the influence of the soft individual differences of different PASs in China..Practical implications: The evaluation index developed in this paper provides a useful insight into an analytical method that can be used by PASs or other provincial research institutions (PRIs) to assess their competitiveness.Originality/value: Compared with existing evaluation frameworks, our method has two main characteristics: First, we added three new dimensions, including the PASs' applicable research outputs, regional contributions, and comparative advantages; second, we conducted a comparative analysis of local research institutes in their different advantaged industrial areas, which makes our analytical method more comprehensive for local research institutions.展开更多
According to the connotation and structure of science and technology resources and some relevant data of more than 286 cities at prefecture level and above during 2001-2010, using modified method--Data Envelopment Ana...According to the connotation and structure of science and technology resources and some relevant data of more than 286 cities at prefecture level and above during 2001-2010, using modified method--Data Envelopment Analysis (DEA), science and tech- nology (S&T) resource allocation efficiency of different cities in different periods has been figured out, which, uncovers the distributional difference and change law of S&T resource allocation efficiency from the time-space dimension. Based on that, this paper has analyzed and discussed the spatial distribution pattern and evolution trend of S&T resource allocation efficiency in different cities by virtue of the Exploratory Spatial Data Analysis (ESDA). It turned out that: (1) the average of S&T resource allocation efficiency in cities at prefecture level and above has always stayed at low levels, moreover, with repeated fluctuations between high and low, which shows a decreasing trend year by year. Besides, the gap between the East and the West is widening. (2) The asymmetrical distribution of S&T resource allocation effi- ciency presents a spatial pattern of successively decreasing from Eastern China, Central China to Western China. The cities whose S&T resource allocation efficiency are at higher level and high level take on a cluster distribution, which fits well with the 23 forming urban agglomerations in China. (3) The coupling degree between S&T resource allocation efficiency and economic environment assumes a certain positive correlation, but not completely the same. The differentiation of S&T resource allocation efficiency is common in regional devel- opment, whose existence and evolution are directly or indirectly influenced by and regarded as the reflection of many elements, such as geographical location, the natural endowment and environment of S&T resources and so on. (4) In the perspective of the evolution of spatial structure, S&T resource allocation efficiency of the cities at prefecture level and above shows a notable spatial autocorrelation, which in every period presents a positive correlation. The spatial distribution of S&T resource allocation efficiency in neighboring cities seems to be similar in group, which tends to escalate stepwise. Meanwhile, the whole differentiation of geographical space has a diminishing tendency. (5) Viewed from LISA agglomeration map of S&T resource allocation efficiency in different periods, four agglomeration types have changed differently in spatial location and the range of spatial agglomeration. And the conti- nuity of S&T resource allocation efficiency in geographical space is gradually increasing.展开更多

The knowledge of existing S&...The Sendai Framework for Disaster Risk Reduction 2015–2030 underlines the importance of Science and Technology(S&T) and S&T networks for effective disaster risk reduction(DRR). The knowledge of existing S&T networks and their exact role in DRR,however, is limited. This opinion piece initiates a discussion on the role of S&T networks in the implementation of the Sendai Framework. The article highlights that current practice is oriented towards a narrative that emphasizes the potential of S&T for DRR and stresses a collaborative approach delivered through networks. But a true understanding of whether and how S&T networks can mobilize and enable S&T for DRR is missing. We call for a review of existing S&T networks for DRR and the development of good practice guidelines on S&T networks for DRR. This review should include knowledge on how to overcome common challenges and maximize the benefits, along with a framework for successful evaluation of such networks.This knowledge would provide much needed guidance for existing and emerging networks.展开更多

It concludes that China’s NIS has evolved from weak to strong, from a follower groping its way onto the track of independent innovation with Chinese characteristics. China’s innovation system has experienced a trajectory from “introduction and imitation of complete sets of technology” to “market for technology and imitative innovation,” to “integrated and secondary innovation” and on to “integrated, secondary, collaborative and original innovation combined.” The path of independent innovation with Chinese characteristics is a natural choice of economic, societal, and technological development in the new era.展开更多
