Theoretical Framework for Circular Agricultural Science and Technology Park Planning

In the paper, theoretical framework of Circular Agricultural Science and Technology Park planning was constructed based on circular agriculture, modern agriculture, garden landscape and management of agriculture SciTech park, and the concerning meaning and characteristics were introduced, providing theoretical bases and guidance for circular agriculture SciTech park.

Spatial Heterogeneity of Agricultural Science and Technology Parks Technology Diffusion: A Case Study of Yangling ASTP

Agricultural science and technology parks(ASTPs) represent an important growth pole in China’s agricultural modernization.Clarifying their diffusion laws can optimize the technological diffusion process and improve its efficiency. Our study uses disaggregated spatial information in its model to analyze ASTP technology diffusion in a heterogeneous space. We constructed a comprehensive index system to evaluate the diffusion environmental quality and introduced the heterogeneous diffusion equation to calculate the technological diffusion probability. We applied this framework to a real-world scenario: the apple planting technology diffusion of the Yangling ASTP in the Loess Plateau, China. The results indicated: (1)the technological diffusion environment of the Loess Plateau advantageous apple producing area showed strong spatial heterogeneity caused by climate, topography, and external transportation links.(2) Under the combined effects of distance and spatial heterogeneity, the spatial diffusion pattern of the Yangling ASTP apple technology was expansion diffusion supplemented by hierarchical diffusion and banded diffusion, and (3) ASTP technology diffusion showed a strong distance attenuation effect, and the frictional effect of distance can be decreased by improving the diffusion environmental quality. These laws can promote regional balanced ASTP-driven development.

Analysis of Modern Agricultural Science and Technology Park Planning Based on Plant Experience——A Case Study of Jiuxi Agricultural Science and Technology Park in Yunnan Province

It is an inevitable trend to replace the traditional agriculture with modern agricultural science and technology park, but the excessively unified development mode, similar functions and feature loss of modern science and technology park have become the obstacles to its development. As a kind of structure view element with the highest life attributes, plants can make the modern agricultural science and technology park have more vitality. Therefore, combined with the case study of Jiuxi Agricultural Science and Technology Park, the modern agricultural science and technology park planning was analyzed based on the perspective of plant experience, with the aim to provide bases for the planning of featured modern leisure science and technology park.

Practice and Exploration of Leisure Agriculture Construction in Inner Mongolia Agriculture and Animal Husbandry Science andTechnology Park

This article introduces the basic information about Inner Mongolia Agriculture and Animal Husbandry Science and Technology Park, and the practice concerning leisure agriculture; summarizes the experience obtained. Finally, some ideas are put forth for further construction and development of leisure agriculture in science and technology park as follows: making unified layout and rational planning; integrating the local tourism resources, to establish the system of leisure agriculture; creating features of leisure agriculture in the park; establishing the brand of leisure-oriented training base in science and technology park; carrying out exploration into operation mode of leisure agriculture in the park.

Evaluation for Innovation Ability of National Agricultural Science and Technology Parks in Jiangxi Province

Innovative ability is an important indicator for judging the effectiveness of the national agricultural science and technology park construction. Based on the statistical data of four national agricultural science and technology parks built in Jiangxi Province, this paper constructs an evaluation system consisting of three first-level indicators, eight second-level indicators and 24 three-level indicators. Based on the combined weighting method, the comprehensive scores of the innovation capabilities of the parks are obtained. It is found that the gap in innovation capability of each park is wide, and the radiation-driven function has not yet appeared. It is necessary to promote the improvement of innovation capabilities by promoting the synergy and innovation of agricultural science and technology in the park, encouraging the park to construct agricultural technology business incubators, and building and improving innovation platforms.

Research Progress on the Development of Modern Agricultural Science and Technology Park

This paper summarizes the typical models,construction theory and development status of modern agricultural science and technology parks at home and abroad,in order to provide a reference for the sustainable development of modern agricultural science and technology parks in China.It is found that at present,the agricultural science and technology park in China is in the stage of quantitative development,neglecting the qualitative construction of the park.This paper points out that the balanced relationship among ecology,economy and society should be adjusted to promote the sustainable development of the park.

Safeguard Measures for the Development of Agricultural Science and Technology Parks

On the basis of current situations,this paper came up with several safeguard measures for improving the operation mechanism of agricultural science and technology parks,mainly including organization operation mechanism,technological guarantee mechanism,fund guarantee mechanism,and talent guarantee mechanism.

On Innovation of Coordinative Development Mechanism of Science and Technology Park with Surrounding Areas under Promotion of the Government——Case Study on Three Science and Technology Park in Dongguan

Science and Technology Park, which plays a very important role in promoting rapid development of regional economy, has enjoyed various preferential policies in its unique development since China’s reform and opening up, which oppositely shows that the government has overlooked development outside the park and resulted in negative competition between the science and technology park and surrounding areas in resources and industry development, etc. Therefore, it is necessary and urgent to overcome the existing obstacles against coordinative development between the park and surrounding areas, to explore paths where the two can development coordinately and to achieve new breakthrough and innovation in coordinative development in subject, object, platform and mechanism.

Operating Experience of Country’s Agricultural Science and Technological Park

Through the analysis of the operation of China’s agricultural science technological and development process, the paper summed up the basic experience of agricultural science technological park and operation mode, in order to run at all levels of agricultural science technological park of science and regional some beneficial references for the development of agricultural economy.

Library's industrial technology information service in science parks—Taking NSL's practice as an example

Purpose:The purpose of this paper is to explore how libraries can develop service and product strategies and the service support mechanism to provide industrial technology information service in science parks.Design/methodology/approach:The analysis is based on a case study of a large Chinese research library,National Science Library(NSL),the Chinese Academy of Sciences(CAS),in serving high-tech companies in Zhongguancun Science Park(Z-Park).Findings:NSL’s practices suggested that in serving business clients,libraries’ product and service strategies should be based on the understanding of users’ needs.Aside from those services that have been recognized by clients such as document retrieval & delivery and novelty search,libraries may expand their service and provide in-depth information analysis and consultation for some key clients.Moreover,a service and product development system should be established,which differentiates the libraries’ products and services from those of their competitors.In providing industrial technology information service,libraries need to construct the service support mechanism,publicize their service and learn to cooperate with clients to meet their demands for knowledge management and innovation.Research limitations:The generalizability of the findings is limited because they are based on an individual case study.Practical implications:Our service practices provide useful information for other libraries to expand their information service to high-tech companies in the new information environment.Originality/value:Z-Park is the first and one of the largest science and technology parks in China.Hence NSL’s practices in serving high-tech companies in Z-Park can be valuable to other libraries that intend to take up the similar service.

Current Situations and Recommendations for Development of Agricultural Sci-Tech Park District of Luzhou City

The agricultural science and technology park is a demonstration carrier for the assembly and integration of agricultural technology,the transformation of scientific and technological achievements and the modern agricultural production. It is an inevitable choice and important way to realize the transformation from traditional agriculture to modern agriculture. This paper reviewed the construction background,functional characteristics and development history of agricultural science and technology parks. It analyzed the current development situations of the provincial agricultural science and technology parks in Jiangyang District,Luzhou City of Sichuan Province. Then,it summarized its experience in park construction and compared with surrounding national and provincial agricultural science and technology parks. It found existing problems including insufficient industry-university-research integration,low level of agricultural intensification,weak functions of public service platforms and brand effect,and insufficient exploration of tourism resources. In view of these problems,it came up with recommendations for development of agricultural Sci-Tech Park District of Luzhou City,including gathering scientific and technological resources,enhancing scientific and technological support,strengthening the high-quality development of the park economy,and building a national 4 A-level excellent scenic spot.

基于DEA模型的浙江省省级农业科技园区运营效率评价与分析

省级农业科技园区是农业创新体系建设的重要组成部分,是推动区域农业发展、技术革新及产业结构优化的重要载体。本文在“浙江省省级农业科技园区2022年度绩效监测”基础上,从投入-产出视角,基于数据包络分析模型,对浙江省省级农业科技园区的运营效率进行测度,计算出园区的综合效率、纯技术效率和规模效率,并在对结果进行深入对比分析后,提出相关建设意见。

跨国公司R＆D中心与大学科技园合作模式探讨

我国大学科技园与跨国公司R&D中心在多年合作的基础上,已形成了6个基本运行模式。认真总结大学科技园与跨国公司R&D中心合作的经验,巩固已取得的成果,并针对合作中的问题,在财政、税收、信贷、土地供应等方面采取切实可行的政策措施,促进大学科技园与跨国公司R&D中心的合作更加深入地开展,对大学科技园的未来发展将产生极大地推动作用。

横琴科技园区的空间组织特征研究

在我国实施创新驱动发展战略的背景下,科技创新能力成为城市发展的核心竞争力,而科技园区作为城市创新活动集聚的新形态,已成为城市规划与建设的重要内容。因此,探讨横琴科技园区的空间组织,有利于揭示其创新生态的特征及驱动因素,可为科技园区的生态建设和可持续发展提供参考。文章以横琴科技园区的“横琴科学城、横琴国际科技创新中心、粤澳合作中医药科技产业园、横琴科技城”为样本案例,以主成分分析法对原始数据进行选取,结合耦合度模型对数据进行标准化处理,并通过空间统计学的方法从实证角度分析了对横琴科技园区的空间布局的特征、类型占比及驱动因素进行探讨。结果表明:1)不同类型科技园区在空间分布和组合上具备不同的偏好与特征,相对来说横琴科技园区中以配套设施为主的园区组织较为紧凑,以技术服务为主园区较为开放、注重资源共享;2)具有功能复合化特征,提高土地混合利用效率。横琴科技园区具有3种及以上功能,其中生产类空间与生活类空间的比值约为3.5∶1.2;3)横琴科技园区的空间形态社区化,与城市互动明显,多维且多样。4)注重空间的盈利性、商业性,市场活动、新区政策是驱动横琴科技园区可持续发展的主要影响因素。

大学科技园建设医学科技成果转化生态体系的实践探索——以首都医科大学科技园为例

医学科技成果转化需要基础医学科学家、临床医生以及医药企业的紧密协作,大学科技园作为成果转化中连接科研端和产业端的角色,能够为创新医疗器械与新药研发供给科技成果和创意,建立医学科技成果评价标准衡量成果价值,并以概念验证检验医学科技成果转化有效性,同时还能够为医学科技成果转化提供人才支撑。为此,首都医科大学科技园依托首都医科大学及其21家附属医院的医疗资源和科研优势,深度整合国内外医学科技及医疗产业资源,打造“创新成果+专业技术平台+科技中介机构+医学转化研究所+产业化基地”的成果转化生态链,建立校、地、医、企等多方参与的新型转化生态体系,形成从成果到产品再到临床应用的转化医学闭环。首都医科大学科技园在新型组织架构下,在实践中不断拓展服务内容、创新服务方式,探索出科技成果转化服务、专业技术服务、技术经理人队伍建设、科技成果评价标准制定等一系列工作机制和模式,打造形成医学科技成果转化“一站式”专业服务体系。首都医科大学科技园的实践经验可为有关医学科技成果转化体系建设和运营提供参考借鉴。

科创园区协同创新绩效影响因素组态研究

基于创新生态理论,从组态视角探讨科创园区协同创新绩效与其影响因素间的复杂因果关系,为丰富科创园区协同创新绩效的研究和科创园区的创新活动提供实践参考。首先从创新生态系统理论出发,以8家位于江苏省的国家级科创园区作为典型案例,运用扎根理论的编码技术和文本分析法,识别出影响科创园区协同创新绩效的关键因素;然后基于组态视角,进一步选取69家江苏科创园区,采用fsQCA方法,通过案例间的比较探索影响其协同创新绩效的条件组态。研究发现:(1)单个要素不构成科创园区高协同创新绩效的必要条件;(2)驱动科创园区高协同创新绩效有4种条件组态,体现了科创园区协同创新绩效的多重实现模式,具体为校-政二元驱动型、园区主导-政府支持型、政-校-园协同联动型和政府主导-园区运作型;(3)组态中部分资源的投入存在替代效应,例如,在一定条件下,高层次人才和经费资源的投入在实现高协同创新绩效的过程中具有相同效果。

我国农业科技园区数智化转型发展问题及对策

农业科技园区数智化转型发展是加速实现农业现代化的重要途径,我国农业科技园区建设还处于发展的初级阶段,随着数字化技术和农业技术的不断突破和融合,农业科技园区从传统型单一农业科技示范向集成创新的数智化方向转型发展。当前我国农业科技园区面临着农业信息化基础薄弱、数智化农业装备落后、高素质农业生产管理人才缺乏、数智化服务管理机制不完善等突出问题。因此,有必要优化数字化要素配置,改良智慧设施装备、创新数智服务方式。界定了我国农业科技园区数智化转型发展的内涵,分析了其发展现状及发展过程中存在的主要问题,并探讨了转型发展的对策建议,旨在为我国农业科技园区的转型发展提供理论指导,为破解农业转型升级与产业融合提供建议对策。

甘肃省国家农业科技园区创新能力评价研究

针对目前甘肃省国家农业科技园区创新能力发展关键因素研究不足、园区创新能力发展路径较为模糊、缺少对应的理论决策依据等问题,选取甘肃省8家国家级农业科技园区2016—2022年的数据作为研究样本,建立园区创新能力评价指标体系,综合运用文献归纳法、熵权-TOPSIS模型对园区创新能力进行评价研究。利用障碍度模型探究园区创新发展的障碍因素,分析出农业园区创新发展存在的主要问题,包括农业科技创新不足、农业科技人才队伍建设滞后、农业产业链不够完善等,提出完善研发投入政策保障体系、优化资源配置集聚创新资源、强化体制机制创新等对策建议。

寒地产业园区韧性空间规划策略与实践

从韧性设计的系统性、弹性、冗余性、气候适应性、灾害抵抗性5个特征出发,结合寒地的常态气候与极端灾害情况,立足于工程实践提出寒地产业园区韧性空间规划策略。从系统性层面提出寒地产业园区韧性空间规划设计框架;从弹性层面构建适宜寒地产业园区的韧性规划结构;从冗余性层面构建功能可拓展、韧性流线的韧性园区;从气候适应性层面构建低碳、尺度宜人的韧性空间形态;从灾害抵抗性层面提高寒地产业园区的景观要素韧性。同时,将该策略应用到深圳(哈尔滨)产业园区科创总部项目规划中。

国家农业科技园区“一区多园”的现象研究

文章利用案例分析、比较研究等方法,对国家农业科技园区“一区多园”的现状、形成机理、管理体制和存在的优势与弊端等进行了分析。研究发现:国家农业科技园区“一区多园”模式在全国均有实践,该模式有助于解决农业资源空间分散性问题,能够调动县级政府积极参与园区建设,有利于增强园区辐射带动作用,有益于提升园区竞争力和影响力;然而,“一区多园”不利于园区集聚效应,容易带来市县政府及其园区管理部门之间的利益冲突,增加了园区的协调管理难度。对于国家农业科技园区“一区多园”的现象,需要辩证地看待,具体问题具体分析,建议从强化分园区建设激励、加强园区宏观管理和指导、推动园区管理机制创新等方面加强建设。
