Coordination Mechanism and Empirical Research on Marine Science Technology Innovation and Marine Eco-civilization:A Case Study of Coastal Areas of China

Marine science technology innovation provides power and guarantees for marine eco-civilization construction,which provides direction and material support for marine science technology innovation.Therefore,the coordinated development of the two is of great significance to the marine economy sustainable development in China’s coastal areas.On the basis of clarifying the connotations of marine science technology innovation and marine eco-civilization in China’s coastal areas from 2006 to 2019,the mechanism for their coordinated development was analysed.A comprehensive indicator system based on the connotation of the two was constructed,and the coordinated development relationship was empirically tested using the coupled coordination model and the panel vector autoregressive(PVAR)model.The results show that:1)the level of China’s coastal marine science technology innovation continues to improve,gradually forming the core of the development of marine science technology innovation in the north,east and south of Shandong,Shanghai and Guangdong;the level of marine eco-civilization development fluctuating upward trend,showing obvious spatial differentiation characteristics.2)The degree of coordination of marine science technology innovation and marine eco-civilization is growing over time.There is no causal relationship between marine science technology innovation and marine eco-civilization in the northern marine economic circle,but there is a two-way causal relationship between the two in the eastern and southern marine economic circles.3)Marine eco-civilization shows a significant positive and continuous impact on marine science technology innovation,and marine science technology innovation shows a long-term,continuous,fluctuating,and lagging impact on marine eco-civilization.The overall role of marine eco-civilization on marine science technology innovation is dominant,and there are significant differences in the impact effects of the two major marine economic circles.

Practice and Thinking of Agricultural Science and Technology Experts Serving the Grassroots to Promote Rural Revitalization

Provincial agricultural research institutes are local agricultural research institutions.They are familiar with local agricultural and ru-ral conditions,and have advantages in scientific and technological achievements,technical reserves and the construction of scientific and tech-nological talent support systems.In the process of promoting the implementation of the rural revitalization strategy,all the responsibilities and obligations of the agricultural research institute are to identify the focus of scientific and technological support and talent support in rural revital-ization,and break the bottleneck and constraints of rural revitalization.By sorting out the current situation of agricultural science and technolo-gy experts serving the grassroots in the problem of talent support for rural revitalization,this paper analyzed the existing problems and put for-ward countermeasures and recommendations.

Modes and Approaches of Promoting Rural Revitalization by Science and Technology Commissioners: A Case Study of Science and Technology Commissioners from Zhejiang Academy of Agricultural Sciences

The modes and approaches of promoting the implementation of strategy for rural revitalization based on agricultural science and technology commissioner system were studied by taking Zhejiang Academy of Agricultural Sciences as an example.The relevant modes and approaches were summarized,such as giving full play to the expertise of science and technology commissioners to promote the prosperity of rural industries,promoting ecological livable construction based on modern agricultural science and technology,promoting rural civilization based on agricultural science and technology,and promoting the construction of rural good governance based on advanced productivity.Besides,agricultural science and technology commissioners use the three elements of"people,technology,and money"to promote the enhancement of agricultural efficiency,farmers’income,and the prosperity of life and then the coordinated development of rural revitalization.

On Innovation of Coordinative Development Mechanism of Science and Technology Park with Surrounding Areas under Promotion of the Government——Case Study on Three Science and Technology Park in Dongguan

Science and Technology Park, which plays a very important role in promoting rapid development of regional economy, has enjoyed various preferential policies in its unique development since China’s reform and opening up, which oppositely shows that the government has overlooked development outside the park and resulted in negative competition between the science and technology park and surrounding areas in resources and industry development, etc. Therefore, it is necessary and urgent to overcome the existing obstacles against coordinative development between the park and surrounding areas, to explore paths where the two can development coordinately and to achieve new breakthrough and innovation in coordinative development in subject, object, platform and mechanism.

Practice and Exploration of New Rural Construction in West Bank of Taiwan Strait Led by Spark Science and Technology

According to practice and exploration of spark program for 26 years in Quanzhou,the main model and their effects of new rural construction in west bank of Taiwan Strait led by spark science and technology were expounded. Six spark program systems were established,consisting of policy support guide,science and technology project lead,experts' intelligence support,spark science and technology training,scitech information service and spark program demonstration. Five spark projects were implemented to promote new rural construction in the west bank of Taiwan Strait,such as constructing the national spark industrial zone,organizing the new rural construction led by science and technology,constituting spark sci-tech innovation center,developing the rural informatization,and establishing science and technology commissioner bases. Finally,enlightenment of spark program and its development ways in the future were put forward.

Outlook for Oil and Gas Engineering Technology in China

In the field of global oil and gas engineering science and technology, innovative progress has been made in deep sea exploration, unconventional oil and gas exploration, deep exploration in mature areas, and improvements in recovery efficiency and supporting technologies. The oil and gas industry in China has entered the stage of "simultaneous development of both shallow and deep sea areas, conventional and unconventional oil and gas, and onshore and offshore exploration", withonshore deep areas,deep sea areas,and unconventional oil and gas as important exploration priorities. Oil and gas engineering science and technology in China has seen 14 breakthroughs made in key areas and 6 key tasks to be completed in the fields of "onshore deep exploration, deep sea exploration, unconventional oil and gas exploration, recovery efficiency improvement and supporting engineering technologies". These developments will effectively promote the orderly succession of oil and gas exploration and the efficient use of oil and gas resources to achieve a sustained and healthy development of the oil and gas industry in China and boost the development and utilization of overseas resources.

In order to ensure the sustainable growth of rural economy,it is necessary to carry out further research on small-scale water conservancy projects and solve the seepage issue in rural areas.Based on the application significance of small-scale rural water conservancy projects and the analysis of anti-seepage technologies,along with specific examples,this paper specifically discusses the application of high-pressure jet technology,so as to provide reference for the development of engineering construction.

数字普惠金融如何赋能乡村产业振兴

厘清数字普惠金融发展赋能乡村产业振兴的作用机制,有助于缓解农村金融资源配置效率不高、金融基础设施不完善和金融服务体系薄弱与日益增长的乡村产业发展需求之间的矛盾。现有文献对数字普惠金融与农村经济现代化做了较为丰富的研究,但是鲜有将其与乡村产业振兴联系起来进行理论与实证的研究。本文从乡村产业生产、乡村产业延伸、乡村产业功能和乡村产业支撑四个维度构建我国乡村产业振兴水平评价指标体系,并多维度实证检验了数字普惠金融对乡村产业振兴的影响。主要有三点发现:一是数字普惠金融发展对乡村产业振兴水平和乡村产业振兴速度均具有显著的正向促进作用;二是数字普惠金融发展覆盖广度、使用深度和数字化程度对乡村产业振兴的边际效应呈现明显差异;三是数字普惠金融不仅可以直接缓解经营主体约束和激活市场活力促进乡村产业振兴,还可以通过农业科技创新、乡村产业融合和农业全要素生产率间接影响乡村产业振兴。

基于乡村振兴视角的科技特派员胜任力分析

选取山西省科技特派员为研究对象,利用主成分分析法,从科技特派员和服务对象两个视角进行科技特派员服务乡村振兴活动的调研,构建科技特派员的胜任力模型,并进行指标重要性与满意度的比较分析。研究发现,在乡村振兴背景下,科技特派员的胜任力模型包括知识经验、专业技能、态度价值观、动机特质和服务绩效5个维度34项指标。科技特派员知识经验、专业技能、态度价值观和服务绩效的重要性与科技特派员服务对象满意度之间存在差异。因此,应根据该胜任力模型及服务对象满意度规范科技特派员服务乡村振兴的选拔录用机制、优化培训系统和强化目标考核激励机制。

新农科背景下生物化学与分子生物学“根植三农聚焦融合”的课程思政教学实践

“根植三农聚焦融合”是河南牧业经济学院服务区域农牧产业发展,实现高水平应用型大学发展的重要抓手。生物化学与分子生物学课程是我校涉农专业的学科基础课程,新农科建设过程中学科融合的重要载体。为了新农课背景下课程思政目标的实现,课程组在思政案例凝练上,从学科发展史、三农实践应用、校友优秀案例、生态文明、职业道德与生物伦理等方面,搭建学生“三农”情怀的培养平台;在课程思政案例和实践项目安排上,对接行业发展、三农实践、教师科研、校企合作项目和学生自主创新项目等,建立学生知识应用的“融合”平台,从而实现对学生“根植三农”的情怀培养和“聚焦融合”的能力提升。授课过程中以线上线下混合式教学为主线,将单一的课堂讲授改造为人才培养全周期的参与。在课前的线上布置任务、课中的“六环节”教学和课后的第二课堂等环节中融入思政元素,通过具有一定挑战度、高阶性和创新性的知识应用达到思政目标。通过课程改革,学生在三农行业一线的就业率明显提升,利用学科融合解决三农问题的能力得到有效提升,增强了学生服务“三农”的意识,强化了学生的专业思想,激发了学生利用课程知识服务“三农”实践的内生动力。

科学文化数字化能够深化科普工作,大大提升记录、保存、展示文化的效能,起到“见人、见物、见生活”的作用,并能展现文化活态,让受众身临其境。数字中国建设中的科学文化数字化,使科学文化进一步发挥好科普的工具性和价值性作用,通过科学文化数字化与乡村振兴耦合,可以推动数字时代的产业振兴,完善社区治理,推动农业农村现代化走向更为广阔的未来。

岭南乡村居民中医药文化认知需求现状问题与对策——基于广州市从化区江埔街道科普调研的思考

党的十八大以来,习近平总书记高度重视中医药发展,党中央把中医药发展上升为国家战略。岭南乡村作为中医药文化根植的沃土,也是新时代背景下反映农村居民在中医药文化背景、认知、情感、行为方面现状与问题的缩影。为全面了解当前中医药文化认知需求现状,发掘其面临的突出问题与成因,提升中医药基层科普的活力与发展前景,该项目组通过现场问卷调查、知识竞赛、深度访谈,对岭南地区的中医药文化乡村传承发展现状进行了深入的调查。结果显示,乡村居民对中医药文化的认知度较低,而需求度较高。文章针对上述问题,提出因人、因地、因时制宜的对策与建议。

中央苏区农业科技的研究与推广

发展农业生产不仅需要开展土地革命来激发苏区群众的积极性,还需要以农业科技的研究与推广来提高农业生产力水平。在中央苏区,中国共产党和苏维埃政府创办农事试验场、农业学校和农产品展览所,研究农业科学技术,在选育优良品种、改良土壤、防治病虫害、兴修水利、改良农具、植树造林等方面积极推广新技术和新经验,取得了很好的成效。农业科技的研究与推广,在解决中央苏区粮食安全等方面发挥了重要作用,这是中国共产党领导农业科技事业的开端。

数字赋能农村公共体育服务高质量发展:基本内涵、作用机制与创新路径

推动农村公共体育服务高质量发展是构建更高水平全民健身公共服务体系的重要路径。从数字赋能视角出发,阐释数字赋能农村公共体育服务高质量发展的基本内涵与现实意义,并对数字赋能农村公共体育服务高质量发展的作用机制与现实困境进行分析。研究认为,数字技术从农村公共体育服务机制、技术机制、协同机制、决策机制及监管机制5个方面赋能农村公共体育服务高质量发展,而农村地区数字基础设施建设滞后、基层对数字技术的认识与应用不足、农民数字素养匮乏、数据信息共享通道阻塞及质量管理体系缺失成为阻碍农村公共体育服务高质量发展的现实困境。基于此,提出推进农村公共体育服务数字基础设施建设、加快农村公共体育服务数字化转型、加速弥合城乡数字鸿沟、推动城乡公共体育服务协调发展及构建农村公共体育服务全流程质量管理体系的创新路径。

“科技、教育、人才”是巩固脱贫攻坚成果和推动乡村全面振兴的重要法宝,高校教师及机关干部下派基层驻村工作的举措成为助力乡村高质量发展的金钥匙,为乡村产业发展贡献力量。该文以新疆农业大学驻村工作为例,紧紧围绕高质量发展和推动乡村建设为主线,从科技服务促进特色林果业高质量发展、科技成果赋能畜牧养殖业提质增效、科技培训助力高素质农牧民能力提升、师生团队深入基层实践推动新农村建设、高质量乡村教育赋能乡村振兴及农旅融合助力乡村振兴发展6个方面总结梳理驻村期间系列方法举措和成果,旨在为探索“科技+教育+人才”赋能乡村振兴助力驻地乡村高质量发展奠定基础。

数字技术赋能城乡产业协调发展的内在机制与实现路径

数字技术的发展与普及应用推动生产要素在中国城乡的双向流动,进而推进城乡产业协调发展,但目前针对数字技术对城乡产业协调发展影响作用的实证研究不足。因此,借助省级面板数据,深入探究数字技术对中国城乡产业协调发展的总体影响和区域异质性及其作用机制,为进一步深化该主题研究,为利用数字技术推进城乡产业融合升级、实现城乡协调发展提供理论参考。以数字技术为切入点,从理论分析数字技术影响城乡产业协调发展的内在机制,基于2011—2021年中国30个省份面板数据,建立数字化综合评价指标体系,运用熵值法测算各省份数字化水平,运用耦合协调模型计算各省份城乡产业协调度,并就数字技术如何影响城乡产业协调发展进行实证分析。结果表明:数字技术对推进城乡产业协调发展具有显著正向影响;数字技术在不同空间地理位置对城乡产业协调发展存在异质性影响;县域经济在数字技术助推城乡产业协调发展过程中发挥部分中介效应;在不同经济发展水平下,数字技术对城乡产业协调发展的影响作用呈现非线性特征,当地区经济发展水平达到一定程度,数字技术才能对城乡产业协调发展产生显著正向推动作用,其门槛值为10.379。基于此,进一步从完善乡村数字基础设施建设、完善统筹规划和完善数字素养培育体系三方面提出具体对策建议。

乡村振兴战略背景下新农科实践教学基地建设研究

理论与实践相结合的培养模式是应用型人才培养的必由之路,也是新农科建设的内在要求,因此教学实践基地的建设与应用在农学类专业人才培养中起到十分重要的作用。乡村振兴是当前中国农村发展的重要战略,农学教学实践基地作为农学专业教育的重要组成部分,在乡村振兴战略背景下的建设研究具有重要意义。新农科建设对高校农科人才培养提出新标准和新要求,实践教学对新农科人才培养具有重要意义。该文阐述农学专业实践教学基地建设研究的重要意义、现状、问题及发展路径,以期为今后国内涉农高校新农科实践教学基地的科学化、合理化建设及高效利用提供理论指导。

通过对学生“离农”现象的现实审视,从国家、学校和课程三个层面阐述高职农业院校在公共课中培育“三农”情怀的内在逻辑。基于“思政引领、三全育人”的实践思路,聚焦农业农村现代化需求,明确教学目标;以“三农”案例为载体,“课标、能力、思想”三线融合,重构课程内容;“育心、练技、立志、践行”四路并进,创新教学方法;开展多样化评价,落实培养效果,探索高职农业院校公共课培育“三农”情怀的新路径。
