Maintenance and Management Model for the Urban Stereo Landscape Forest in Chongqing Academy of Science and Technology

Based on landscaping practices in the stereo landscape demonstration project of Chongqing Academy of Science and Technology (CAST),current management and maintenance of the stereo landscapes were introduced by analyzing maintenance and management of the plants in the stereo landscape forest.The maintenance and management models were summarized according to the management styles,concrete measures and new technologies were studied,laws and key points for the maintenance and management in different seasons were given,and finally deficiencies and solutions were proposed to improve the future maintenance and management.

Distributed Technology of E-Business and Its Practice

With the evolution of application system, there are t wo different system architectures. One is the traditional application system suc h as MIS and Business Software. Along with its extension, the traditional applic ation system transforms from file-based structure to C/S and then CSS model. At the same time, following the prevalence of Internet/Intranet, Web application s ystem based on browser comes into being. In early time, Web application only pro vided functions of looking over or querying static data on browser. But with the development of Internet/Intranet widely, it’s expected that more and more trad itional applications can be performed on browser, or even E-Business trades and other complicated application systems such as MIS, ERP and CRM and so on. In or der to satisfy both traditional application and Web application, reduce the cost of developing system repeatedly, increase the repeated use of application syste m and take advantage of the functions of OOA/OOD sufficiently, a new distributed architecture structure (system solution based on repeated components) comes for th. In this article, this distributed architecture structure will be discuss ed in detail. Firstly, the evolution of traditional application system and Web application sys tem will be talked over, especially the advantages and disadvantages of these tw o architectures. Secondly, the distributed architecture (system solution based o n repeated components) will be described particular. Several prevalent technolog y of component, such as COM+, CORBA and EJB, will also be illustrate d in this part. Thirdly, the practice of the technology of repeated component wi ll be discussed by analysing and designing the management system of Science & Te chnology Articles. Lastly, the latest distributed techonlogy of E-business(Web service based on xml/soap) will be discussed. In the end, Based on summing-up o f the distributed technology of E-Business, the future distributed tenchnology of E-Business will be expected.

我国遗产型景区“平台(platform)+数据(data)+标准(standard)”管服体系构建初探

探索构建我国遗产型景区“平台(platform)+数据(data)+标准(standard)”管服体系是深入贯彻落实习近平新时代中国特色社会主义思想和党的二十大精神,推进科技治理体系和遗产型景区管理能力现代化发展的重要实践。随着文化旅游产业蓬勃发展,针对国家和地方遗产型景区管理现状,构建符合我国遗产型景区科技创新规律、适应遗产型景区新需求的科技创新管理体系,成为国家、省、市、区县中各类遗产型景区优化管理资源的重要途径。本文通过论述大数据、云计算、人工智能等相关技术,设计“横向到边、纵向到底”的总体建设思路,旨在构建统一标准、信息统筹、资源共享、监测预警、管理优化、决策支持等功能于一体的系统运行体系,为政府推动遗产型景区管理创新制定有效措施提出建议。

Thoughts on the Professional Training of Scientific and Technological Management Team of High-level Talents in Provincial Agricultural Research Institutes

From two aspects:the composition of scientific research management institutions and the tasks undertaken by scientific research management departments,the present situation of scientific and technological management team in agricultural research institutes is expounded.Some problems existed in the scientific and technological management team of provincial agricultural research institutes are analyzed,such as uneven knowledge structure of scientific research management personnel,low degree of specialization,poor stability,lack of professional and systematic job training,etc.Professional development countermeasures are proposed,such as optimizing the structure of scientific research management team,establishing a professional management system with the characteristics of agricultural scientific research institutions,formulating corresponding evaluation mechanism for scientific research management personnel,and strengthening the training of agricultural scientific research management personnel.

The health care economic-industrial complex: Concepts and general characteristics

The strategic role of health care within the Brazilian development agenda has been increasingly recognized and institutionalized. Aside from its importance as a structural element of the Welfare State, health care plays a leading role in generating innovation. Despite this, the productive base of Brazil’s health care system is extremely fragile, jeopardizing both the universal provision of health care services and the country’s competitive insertion in the globalized environment. This suggests the need for a more systematic analysis of the complex relationships that exist between the technological and the social interests involved in the productive base of health care provision in Brazil. Therefore, the purpose of this article is to enhance our understanding of the productive base of health care, especially given its potential to contribute to a socially inclusive development model, which is the ultimate goal in Brazil.

科技治理范式下的人才评价:理论指向与实践进路

当前,以科技管理范式为应然的人才评价体制机制相对滞后于科技治理改革实然,导致人才评价实践中衍生诸多问题,亟需建立符合科技治理需要的人才评价体制机制。但是,由于科技治理的理论内涵尚未厘清,对于人才评价改革实践的指导作用有限。为阐明科技治理时代的人才评价实践进路,本文首先从目标、行动、话语、组织、规范5个维度对科技治理的理论内涵进行解构。在此基础上,明确了科技治理时代的人才评价应将创新生态系统建设作为评价目标、以网络结构重塑评价主客体关系、面向合作重构人才评价标准、以平等对话改良评价方式、在行动中规范人才评价过程。

横琴科技园区的空间组织特征研究

在我国实施创新驱动发展战略的背景下,科技创新能力成为城市发展的核心竞争力,而科技园区作为城市创新活动集聚的新形态,已成为城市规划与建设的重要内容。因此,探讨横琴科技园区的空间组织,有利于揭示其创新生态的特征及驱动因素,可为科技园区的生态建设和可持续发展提供参考。文章以横琴科技园区的“横琴科学城、横琴国际科技创新中心、粤澳合作中医药科技产业园、横琴科技城”为样本案例,以主成分分析法对原始数据进行选取,结合耦合度模型对数据进行标准化处理,并通过空间统计学的方法从实证角度分析了对横琴科技园区的空间布局的特征、类型占比及驱动因素进行探讨。结果表明:1)不同类型科技园区在空间分布和组合上具备不同的偏好与特征,相对来说横琴科技园区中以配套设施为主的园区组织较为紧凑,以技术服务为主园区较为开放、注重资源共享;2)具有功能复合化特征,提高土地混合利用效率。横琴科技园区具有3种及以上功能,其中生产类空间与生活类空间的比值约为3.5∶1.2;3)横琴科技园区的空间形态社区化,与城市互动明显,多维且多样。4)注重空间的盈利性、商业性,市场活动、新区政策是驱动横琴科技园区可持续发展的主要影响因素。

新时代我国发起成立国际科技组织:机理、问题与路径

在科技自立自强成为国家发展战略目标与任务的大背景下,“发起成立国际科技组织”作为新时代我国国际科技交流合作新的重要形态,能够使我国在激烈的国际科技竞争中掌握战略主动。基于机理分析,我国发起成立的国际科技组织在组织属性、组织行为等维度上应具备实体化、公共化、国际化、法制化等基本要件。针对存在的主要问题,我国需要制定相关战略性整体规划、营造更开放的政策环境、出台更细化的成立审批要求和流程。在路径选择上,我国发起成立国际科技组织应遵循坚持独立自主、用好国际资源、选准学科领域、使用战略科学家等根本原则,同时,应基于自身优势和战略需求、突出组织特色和互补能力,通过组织创新的价值体现避免出现组织拥挤现象。

高校数字化转型能力评价模型研究

在深入推进数字化转型的过程中,构建高校数字化转型能力评价模型可以量化呈现转型实践的综合水平并精准定位其不足,助力高校有针对性地提升数字化转型能力。基于此,文章对数字化转型能力进行了理论审视,在此基础上通过文献梳理、专家筛选确定了高校数字化转型能力评价指标,构建了包含3个一级指标、8个二级指标、32个三级指标的高等学校数字化转型能力评价指标体系。依托此体系,文章采用层次分析法,得到高校数字化转型能力各级各项评价指标的综合权重,据此设计了高校数字化转型能力评价模型,并探索了该模型的应用场景。该模型可量化评估高校数字化转型过程中各项指标的达成度,为高校数字化转型实践提供精准决策的依据,并为高等教育系统数字化建设提供参考。

依托一流工程学科建设高校科技智库的难点、路径和策略

科技智库是支撑国家科技决策的重要力量,近年来科技智库的建设在全球范围内得到越来越多的重视和加强,其中依托高校成立的科技智库占据重要地位。全球高校科技智库越来越聚焦专业技术领域政策研究,理工类学科在科技智库建设和发展中发挥的作用愈加凸显。高水平研究型大学是国家科技创新体系中的重要力量,依托高校建设科技智库既是国家加强高端智库建设的需要,也应成为高校服务国家战略的自觉追求。本研究基于国外高校科技智库发展趋势,针对我国目前依托高校一流工程学科建设科技智库的难点,深入阐述破解发展难题的路径和策略。

日本国立丰桥技术科学大学有组织科研的发展动因、平台构建与运行策略

为更好地解决经济社会发展面临的现实问题、满足紧迫需求,高职院校推进有组织科研刻不容缓。在日本,以丰桥技术科学大学为代表的职业本科大学通过跨学科科研平台的实践探索,在有组织科研方面取得了显著成绩。为应对日本社会和人才需求、国家战略定位等外部环境的变化,丰桥技术科学大学以技术科学与创新研究院(RITI)为主体构建了综合性的跨学科科研平台,围绕跨学科科研平台的目标确立、内部协作、外部支持、科研成果管理等方面形成了相对完善的运行保障体系。借鉴丰桥技术科学大学跨学科组织实践的成功经验,我国高职院校推进有组织科研应以服务区域产业发展为目标,明晰高职院校有组织科研功能定位;以组织机构建设为基础,搭建高职院校有组织科研创新平台;以参与主体内部协同为关键,创设高职院校有组织科研创新场域;以配套制度改革为牵引,夯实高职院校有组织科研保障体系。

NASA技术转移中的知识产权管理及对公共研究机构的启示

聚焦公共研究机构的知识产权管理问题,以美国国家航空航天局(NASA)为研究对象,对其成熟的技术转移体系背后的国家法律支持以及知识产权管理政策和规范进行分析,重点关注其机构知识产权所有权归属、技术转移机制/流程和内部技术转移机构设置、角色和职责设计、技术许可商业化流程及技术转移的收益分配和奖励。公共研究机构可以从NASA成功的经验中获得如下启示:在遵循国家法律政策的基础上,完善知识产权所有权归属和使用权的相关规定,探索新的举措;建立更规范且操作性强的技术转移业务流程,针对技术批露、知识产权申请预评估与申请决策、技术商业化决策等管理关键环节构建有效管理机制;从业务流程出发建立更清晰的部门和岗位职责设置,重视专业人才队伍培养和引进;从建立知识产权管理平台、完善利益分配和奖励制度等角度构建科学的知识产权管理政策体系,以促进技术转移活动的开展。

化工企业科技档案的管理及开发利用

文章通过总结整理某化工企业近10年来科技档案使用及利用情况,发现化工企业日常科技档案管理利用工作中的不足,提出化工企业在新时代、新格局下企业科技档案管理工作的建议,为如何提升化工企业科技档案管理,科学合理转化应用科技档案提供技术贡献。

科技人才评价研究综述

加强科技人才评价研究,有助于发挥“评价”的“指挥棒”和“风向标”作用,充分激发科技人才的创新创造活力,为加快实现高水平科技自立自强和建成科技强国的宏伟目标提供有力的人才支撑。综述了科技人才评价对象的研究现状,从专家定性评价法、定量指标评价法以及综合评价法3个方面对科技人才评价方法进行述评,重点介绍了层次分析法、熵值法、因子分析法、基于熵权的TOPSIS法、模糊综合评价法,对科技人才评价常见指标体系进行了梳理总结,展望了科技人才评价的发展趋势,结合当前形势与政策,提出今后应进一步细化评价对象分类研究,注重科技人才评价指标的价值导向和数字化技术在科技人才评价中的深化应用。

日本战略性创新创造计划的组织实施机制分析与启示借鉴

2014年设立的战略性创新创造(SIP)计划,是日本政府为克服部门分割弊端,强化其综合科技创新会议“指挥部”职能而推出的一项重要举措。通过对SIP计划组织管理架构以及最新改革实践进行分析梳理,总结了SIP计划在组织实施机制方面的主要特点,即强调中央政府“自上而下”的战略主导与组织协调、采用“技术+行政”的组合式管理模式、注重从基础研究到成果实际应用的“一气贯通”、注重发挥跨部门的协同作用、持续探索符合科技创新规律的组织实施模式等。最后,围绕进一步优化完善中国相关科技计划的组织实施与管理,提出了启示与经验借鉴。
