Currently, the progress of science and technology has become a key factor in promoting economic development. And the backwardness of science and technology at the grassroots level has undoubtedly restricted the process of China’s construction of socialist new countryside. Japanese Science and Technology Basic Plan: A Perspective of Policy Process

The Japanese government formulates the Science and Technology Basic Plan every five years based on the Science and Technology Basic Law, and indicates the future direction of Japan’s science and technology. This paper describes its history, significance, and decision process of this Science and Technology Basic Plan. Then this paper describes the characteristics of the previous five plans, contributions to Japanese science and technological activities, and its challenges for the future. In the formulation of the Science and Technology Basic Plan, the role of the Council for Science and Technology Policy has been significant. However, after establishing Shinzo Abe administration, the inclination to global innovation has been emphasized in Japan as well, the Council for Science and Technology Policy was renamed the Council for Science, Technology and Innovation, and the midterm and annual strategies centered on innovation have also been prepared. Coordination Mechanism and Empirical Research on Marine Science Technology Innovation and Marine Eco-civilization:A Case Study of Coastal Areas of China

Marine science technology innovation provides power and guarantees for marine eco-civilization construction,which provides direction and material support for marine science technology innovation.Therefore,the coordinated development of the two is of great significance to the marine economy sustainable development in China’s coastal areas.On the basis of clarifying the connotations of marine science technology innovation and marine eco-civilization in China’s coastal areas from 2006 to 2019,the mechanism for their coordinated development was analysed.A comprehensive indicator system based on the connotation of the two was constructed,and the coordinated development relationship was empirically tested using the coupled coordination model and the panel vector autoregressive(PVAR)model.The results show that:1)the level of China’s coastal marine science technology innovation continues to improve,gradually forming the core of the development of marine science technology innovation in the north,east and south of Shandong,Shanghai and Guangdong;the level of marine eco-civilization development fluctuating upward trend,showing obvious spatial differentiation characteristics.2)The degree of coordination of marine science technology innovation and marine eco-civilization is growing over time.There is no causal relationship between marine science technology innovation and marine eco-civilization in the northern marine economic circle,but there is a two-way causal relationship between the two in the eastern and southern marine economic circles.3)Marine eco-civilization shows a significant positive and continuous impact on marine science technology innovation,and marine science technology innovation shows a long-term,continuous,fluctuating,and lagging impact on marine eco-civilization.The overall role of marine eco-civilization on marine science technology innovation is dominant,and there are significant differences in the impact effects of the two major marine economic circles.

Canada-China Science and Technology Relations: An 80-Year History of Collaboration

For eight decades, China and Canada have engaged in an increasingly rich and comprehensive collaboration in science, technology and innovation. Beginning with the personal engagement of some of the most prominent innovators in both countries in the 1930 s through the 1970 s, it was realized that China was building on millennia of leadership in innovation, while Canada was in the forefront of Western advances in key areas of research. As China began to open up to the West in the late 1970 s, Canada’s development agencies focused on helping China build capacity. University collaborations have also been strong, facilitated by the large Chinese diaspora in the Canadian research community. Canadian companies have had long-standing relations in China, and start-up incubators and accelerators in both countries have linkages with their counterparts. Over the years, Canadian and Chinese governments have deepened their S&T engagement, with an Agreement for Science and Technology Collaboration signed in 2007, and the Canada-China Joint Committee on S&T(CCJC) established to guide joint initiatives including a funded program for collaborative research. The most recent events were the inaugural meeting of the Sino-Canadian Innovation Dialogue held on October 29, 2018 and the CCJC meeting on October 30, 2018. The future is bright for continuing collaboration in the coming decades.
