Administrative regions are an important environment for the operation of China's market economy.The relevant economic subjects cannot predict the policy of adjustment of administrative divisions and carry out cons...Administrative regions are an important environment for the operation of China's market economy.The relevant economic subjects cannot predict the policy of adjustment of administrative divisions and carry out conscious migration behavior,adjustment of administrative divisions can be regarded as a quasi-natural experiment.The three cities of Hefei,Wuhu,and Ma'anshan,which are directly related to the adjustment of the administrative division of Chaohu,are taken as the treatment group,and the seven adjacent cities of Lu'an,Huainan,Chuzhou,Bengbu,Anqing,Chizhou,and Tongling are taken as the control group.Differences-in-Differences method and relevant control variables affecting the upgrading of industrial structure are used to test.The test results show that"Partitions of Chaohu"has a significant industrial structure upgrading effect by promoting the optimization of spatial layout,the cross-regional flow of production factors and the effective management of Chaohu Lake Basin.At the same time,the increase of total retail sales of consumer goods,urban fixed assets investment,public utility expenses in science,education,culture and health,and population plays a significant positive role in promoting the upgrading of industrial structure,while foreign direct investment plays a certain inhibition role in the upgrading of industrial structure.In order to meet the ever-developing space demands and enhance the impact on surrounding areas,the Hefei metropolitan area should be driven by technological innovation,strengthen the integration of industrial chains,improve the business environment and transportation network,and continuously promote the upgrading of industrial structure and the formation and development of new productive forces.展开更多

China is in a transitional period between urban renewal and industrial change.In this period,the focus has been on the suburbanization of enterprises and land transformation in old industrial areas,particularly areas ...China is in a transitional period between urban renewal and industrial change.In this period,the focus has been on the suburbanization of enterprises and land transformation in old industrial areas,particularly areas with chemical industries.A life cycle theoretical framework was established to develop chemical industrial zones in the context of urban expansion and land function conversion.The long-term historical processes and mechanisms that transformed a typical old chemical industry area along the Yangtze River,Yanziji Area of Nanjing City were unveiled and comparatively analyzed.The study found that the entire life cycle of the case study area was formed through the combined action of different influencing factors.Traditional industrial location factors played important roles during the rise and continuity of the chemical industry zone,while unconventional environmental regulations and government policies drove its decline and transformation.In the transformation of the old chemical zone,the renewal and redevelopment of industrial land into higher-value residential land is a key link determining the feasibility of government fund compensation and the circulation of capital.These findings demonstrate that regional control and environmental regulation play crucial roles in determining the location of polluting industries and the renewal of urban industrial areas.This research enhances the understanding of the development history and reconstruction of chemical industry clusters and plots within megacities at a finer geographic scale.展开更多

The deteriorating water quality in the Taihu Lake Basin has attracted widespread attention for many years, and is correlated with a sharp increase in the quantity of pollutant discharge such as agricultural fertilizer...The deteriorating water quality in the Taihu Lake Basin has attracted widespread attention for many years, and is correlated with a sharp increase in the quantity of pollutant discharge such as agricultural fertilizers and industrial wastewater. In this study, several factors were selected for evaluating and regionalizing the water environmental capacity by ArcG1S spatial analysis, including geomor- phologic characteristics, water quality goals, water body accessibility, water-dilution channels, and current water quality. Then, the spa- tial optimization of agriculture and industry was adjusted through overlay analysis, based on the balance between industrial space and water environmental capacity. The results show that the water environmental capacity gradually decreases from the west to the east, in contrast, the pollution caused by industrial and agricultural clustering is distributes along Taihu Lake, Gehu Lake and urban districts. The analysis of the agricultural space focuses on optimizing key protected areas of the Taihu Lake Basin, and the shores of Gehu Lake, optimally adjusting the second protected areas of the Taihu Lake Basin, and generally adjusting the urban areas of Changzhou and Wuxi cities. The analysis of industrial space focuses on optimizing the downtowns of Changzhou and Wuxi cities, optimally adjusting key protected areas and second protected areas of the Taihu Lake Basin, and generally adjusting the south and southwest of Gehu Lake. Lastly, some schemes of industrial and agricultural layouts and policies for the direction of industrial and agricultural development were proposed, reflecting a correlation between industry and agriculture and the water environment.展开更多

That means the increase of net income of farm households is chiefly from off-farm industries,more than from agriculture. The authors therefore conclude that the "poverty" in mountain areas or the gap between mountain areas and plain areas lies in the underdevelopment of off-farm industries in mountain areas. Employing decoupling index and industrial structure characteristic bias index methods, this study analyzed the spatial-temporal characteristics of industrial structure transformations and their resulting carbon emissi...Employing decoupling index and industrial structure characteristic bias index methods, this study analyzed the spatial-temporal characteristics of industrial structure transformations and their resulting carbon emissions in the Xuzhou Metropolitan Area from 2000 to 2014, with a focus on their relationships and driving factors. Our research indicates that carbon emission intensity from industrial structures in the Xuzhou Metropolitan Area at first showed an increasing trend, which then decreased. Furthermore, the relationship between emissions and industrial economic growth has been trending toward absolute decoupling. From the perspective of the center-periphery, the Xuzhou Metropolitan Area formed a concentric pattern, where both progress towards low emissions and the level of technological advancement gradually diminished from the center to the periphery. In terms of variation across provinces, the ISCB index in the eastern Henan has decreased the slowest, followed by the southern Shandong and the northern Anhui, with the northern Jiangsu ranking last. During this period, resource-and labor-intensive industries were the primary growth industries in the northern Anhui and the eastern Henan, while labor-intensive industries dominated the southern Shandong and capital-intensive industries dominated the northern Jiangsu. In terms of city types, the spatial pattern for industrial structure indicates that recession resource-based cities had higher carbon emission intensities than mature resource-based cities, followed by non-resource-based cities and regenerative resource-based cities. Generally, the industrial structure in the Xuzhou Metropolitan Area has transformed from being resource-intensive to capital-intensive, and has been trending toward technology-intensive as resource availability has been exploited to exhaustion and then been regenerated. Industrial structure has been the leading factor causing heterogeneity of carbon emission intensities between metropolitan cities. Therefore, the key to optimizing the industrial structure and layout of metropolitan areas is to promote industrial structure transformation and improve the system controlling collaborative industrial development between cities.展开更多

The current method of comprehensive evaluation and grading by one index system has the limitations due to the existence of differences between regions and industries. This paper evaluates industrial land use intensity by Total Factor Productivity (TFP) analysis, which not only measures the intensity but also illustrates the ef-ficiency of input factors. This method is applied to the Beijing Economic-technological Development Area (BDA). Although ample Chinese-speaking studies have been published on the topic, most of them suffer from paying too little attention to dynamic multi-scalar interactions between firms, institutions, policies and places, as well as a too strong focus on individual cases. They also mostly disregard internationally recognized concepts and theories in the field. Based on these internationally recognized modern concepts, this paper therefore puts forward some potential avenues for future research on the evolution of old industrial areas in China, which should overcome existing deficits in the Chinese-speaking literature. It suggests that some evolutionary economic geography concepts such as path dependence, lock-in, path creation, relatedness, as well as multi-scalar institutional and leadership approaches have useful potentials to better understand the evolutionary processes and mechanisms of old industrial areas in China.展开更多

Large num...In India, with ever increasing population and stress on natural resources, especially water, rejuvenation of rainwater harvesting (RWH) technique which was forgotten over the days is becoming very essential. Large number of RWH methods that are available in the literature are demand specific and site specific, since RWH system depends on the topography, land use, land cover, rainfall and demand pattern. Thus for each and every case, a detailed evaluation of RWH structures is required for implementation, including the analy-sis of hydrology, topography and other aspects like site availability and economics, however a common methodology could be evolved. The present study was aimed at evaluation of various RWH techniques in order to identify the most appropriate technique suitable for a large scale industrial area to meet its daily wa-ter demand. An attempt is made to determine the volume of water to be stored using mass balance method, Ripple diagram method, analytical method, and sequent peak algorithm method. Based on various satisfying criteria, analytical hierarchy process (AHP) is employed to determine the most appropriate type of RWH method and required number of RWH structures in the study area. If economy alone is considered along with hydrological and site specific parameters, recharging the aquifer has resulted as a better choice. However other criteria namely risk, satisfaction in obtaining required volume of water for immediate utilization etc. has resulted in opting for concrete storage structures method. From the results it is found that AHP, if used with all possible criteria can result in a better tool for evaluation of RWH methods and structures. This RWH structures not only meets the demand but saves transportation cost of water and reduces the dependability of the industry on irrigation reservoir. Besides monetary benefits it is hoped that the micro environment inside the industry will improve due to the cooling effect of the stored water.展开更多

This paper investigates the spatial effect of environmental regulation measures on the upgrading of industrial structure in the integrated development strategy of Beijing-Tianjin-Hebei region and its surrounding areas...This paper investigates the spatial effect of environmental regulation measures on the upgrading of industrial structure in the integrated development strategy of Beijing-Tianjin-Hebei region and its surrounding areas.In order to reflect the effect of the environmental regulation and different regulation measures more truly,this paper constructs indices of the environmental regulation measures through the results of policy texts quantification.On the basis of the previous research,this paper divides environmental regulation into the following types:personnel and administrative measures of command and control;market-oriented fiscal,taxation,financial and other economic measures;guidance measures.Spatial panel regression results show that administrative measures of command control and market-oriented fiscal measures have a significant role in promoting regional industrial structure upgrading,but not conducive to the advancement of the industrial structure of adjacent areas.Their roles in promoting and inhibition are counteracted,which causes the total effect of industrial structure upgrading of Beijing-Tianjin-Hebei and the surrounding areas are not significant.Personnel measures,financial measures,other economic measures and guidance measures do not have the short-term effect and spatial effect on the upgrading of industrial structure.展开更多

文摘The deteriorating water quality in the Taihu Lake Basin has attracted widespread attention for many years, and is correlated with a sharp increase in the quantity of pollutant discharge such as agricultural fertilizers and industrial wastewater. In this study, several factors were selected for evaluating and regionalizing the water environmental capacity by ArcG1S spatial analysis, including geomor- phologic characteristics, water quality goals, water body accessibility, water-dilution channels, and current water quality. Then, the spa- tial optimization of agriculture and industry was adjusted through overlay analysis, based on the balance between industrial space and water environmental capacity. The results show that the water environmental capacity gradually decreases from the west to the east, in contrast, the pollution caused by industrial and agricultural clustering is distributes along Taihu Lake, Gehu Lake and urban districts. The analysis of the agricultural space focuses on optimizing key protected areas of the Taihu Lake Basin, and the shores of Gehu Lake, optimally adjusting the second protected areas of the Taihu Lake Basin, and generally adjusting the urban areas of Changzhou and Wuxi cities. The analysis of industrial space focuses on optimizing the downtowns of Changzhou and Wuxi cities, optimally adjusting key protected areas and second protected areas of the Taihu Lake Basin, and generally adjusting the south and southwest of Gehu Lake. Lastly, some schemes of industrial and agricultural layouts and policies for the direction of industrial and agricultural development were proposed, reflecting a correlation between industry and agriculture and the water environment.

文摘Due to the severe restrictions of natural conditions and ecological environment,high-altitude mountainous areas usually become the " hard bones" in the battle against poverty. Xueshan Township,Luquan Yi and Miao Autonomous County of Yunnan Province,located in the alpine valley of Jinsha River,is a major township with wide and deep poverty,and the incidence of poverty is up to 45. 00%. In recent years,Xueshan Township has insisted on the battle against poverty,made effort to develop the Codonopsis pilosula industry,and successfully developed a road to poverty alleviation through C. pilosula industry,and formed a unique industrial poverty alleviation model by the end of 2018,the incidence of poverty dropped to 0. 74%. Based on field survey and interview,this paper analyzes and summarizes the specific practices,main results,practical experience and promotion and application measures of the poverty alleviation model of C. pilosula planting industry in Xueshan Township,in the hope of providing certain reference for the targeted poverty alleviation in similar areas in Yunnan Province and other provinces of China.
文摘This paper reveals that agricultural growth trend in China is strongly correlated with the growth of off-farm industries-the curve of net income from off-farm industries reflects the general characteristics of net income of households. That means the increase of net income of farm households is chiefly from off-farm industries,more than from agriculture. The authors therefore conclude that the "poverty" in mountain areas or the gap between mountain areas and plain areas lies in the underdevelopment of off-farm industries in mountain areas. Finally,the authors make suggestions of strategic adjustment of economic structure: 1) present situation of mountain areas in China should be fully considered; 2) a full industrial system is not our desire; 3) advantageous industries should be promoted to create famous products; 4) industrialization and urbanization in mountain areas should be promoted and so on.

文摘Employing decoupling index and industrial structure characteristic bias index methods, this study analyzed the spatial-temporal characteristics of industrial structure transformations and their resulting carbon emissions in the Xuzhou Metropolitan Area from 2000 to 2014, with a focus on their relationships and driving factors. Our research indicates that carbon emission intensity from industrial structures in the Xuzhou Metropolitan Area at first showed an increasing trend, which then decreased. Furthermore, the relationship between emissions and industrial economic growth has been trending toward absolute decoupling. From the perspective of the center-periphery, the Xuzhou Metropolitan Area formed a concentric pattern, where both progress towards low emissions and the level of technological advancement gradually diminished from the center to the periphery. In terms of variation across provinces, the ISCB index in the eastern Henan has decreased the slowest, followed by the southern Shandong and the northern Anhui, with the northern Jiangsu ranking last. During this period, resource-and labor-intensive industries were the primary growth industries in the northern Anhui and the eastern Henan, while labor-intensive industries dominated the southern Shandong and capital-intensive industries dominated the northern Jiangsu. In terms of city types, the spatial pattern for industrial structure indicates that recession resource-based cities had higher carbon emission intensities than mature resource-based cities, followed by non-resource-based cities and regenerative resource-based cities. Generally, the industrial structure in the Xuzhou Metropolitan Area has transformed from being resource-intensive to capital-intensive, and has been trending toward technology-intensive as resource availability has been exploited to exhaustion and then been regenerated. Industrial structure has been the leading factor causing heterogeneity of carbon emission intensities between metropolitan cities. Therefore, the key to optimizing the industrial structure and layout of metropolitan areas is to promote industrial structure transformation and improve the system controlling collaborative industrial development between cities.

文摘In recent years, great economic output of land has been achieved in economic-technological development areas in China, but the intensity of land use in some of these areas is very low. The degree of the low intensity of land use needs to be evaluated. The current method of comprehensive evaluation and grading by one index system has the limitations due to the existence of differences between regions and industries. This paper evaluates industrial land use intensity by Total Factor Productivity (TFP) analysis, which not only measures the intensity but also illustrates the ef-ficiency of input factors. This method is applied to the Beijing Economic-technological Development Area (BDA). A comparison analysis on factor use efficiency and input structure of capital and labor between industries is also carried out in the absence of a labor-income ratio.

文摘The restructuring of old industrial areas has been receiving much attention in regional development studies both in industrialized and emerging economies. Although ample Chinese-speaking studies have been published on the topic, most of them suffer from paying too little attention to dynamic multi-scalar interactions between firms, institutions, policies and places, as well as a too strong focus on individual cases. They also mostly disregard internationally recognized concepts and theories in the field. Based on these internationally recognized modern concepts, this paper therefore puts forward some potential avenues for future research on the evolution of old industrial areas in China, which should overcome existing deficits in the Chinese-speaking literature. It suggests that some evolutionary economic geography concepts such as path dependence, lock-in, path creation, relatedness, as well as multi-scalar institutional and leadership approaches have useful potentials to better understand the evolutionary processes and mechanisms of old industrial areas in China.
文摘In India, with ever increasing population and stress on natural resources, especially water, rejuvenation of rainwater harvesting (RWH) technique which was forgotten over the days is becoming very essential. Large number of RWH methods that are available in the literature are demand specific and site specific, since RWH system depends on the topography, land use, land cover, rainfall and demand pattern. Thus for each and every case, a detailed evaluation of RWH structures is required for implementation, including the analy-sis of hydrology, topography and other aspects like site availability and economics, however a common methodology could be evolved. The present study was aimed at evaluation of various RWH techniques in order to identify the most appropriate technique suitable for a large scale industrial area to meet its daily wa-ter demand. An attempt is made to determine the volume of water to be stored using mass balance method, Ripple diagram method, analytical method, and sequent peak algorithm method. Based on various satisfying criteria, analytical hierarchy process (AHP) is employed to determine the most appropriate type of RWH method and required number of RWH structures in the study area. If economy alone is considered along with hydrological and site specific parameters, recharging the aquifer has resulted as a better choice. However other criteria namely risk, satisfaction in obtaining required volume of water for immediate utilization etc. has resulted in opting for concrete storage structures method. From the results it is found that AHP, if used with all possible criteria can result in a better tool for evaluation of RWH methods and structures. This RWH structures not only meets the demand but saves transportation cost of water and reduces the dependability of the industry on irrigation reservoir. Besides monetary benefits it is hoped that the micro environment inside the industry will improve due to the cooling effect of the stored water.
文摘Since the 1990s, the Yellow River stream has been temporarily interrupted for several years, which affects the development of society, the economy and human life, limits the economic potential of the drainage areas, and especially causes great harm to regions on the lower reaches. Based on the analysis of the relationship between the development of society and economy and water scarcity, the author thinks it is necessary to optimize and adjust the industrial structure that has extravagantly consumed enormous amounts of water, and to develop ecological agriculture, industry and tourism which are balanced with the ecological environment. Finally, the author puts forward several pieces of advice and countermeasures about how to build the economic systems by which water can be used economically.

文摘Industrial poverty alleviation is the core of poverty alleviation in rural areas of China,and it is the fundamental way for the rural poor to achieve stable income and poverty alleviation. Laopingzi Village,Jiaopingdu Town,Luquan County,Kunming County,Yunnan Province,located in the dry-hot valley area of Jinsha River,has become a typical deep poverty-stricken village due to its special natural conditions.In recent years,in the battle to win the fight against poverty,the people of Laopingzi Village have achieved a virtuous cycle of the ecological environment and an access to get rid of poverty and get rich through vigorously developing green prickleyash planting industry. By the end of 2018,the incidence of poverty in Laopingzi Village Committee dropped from 45. 62% in 2014 to 1. 11%,and the green prickleyash planting industry had achieved remarkable results in poverty alleviation. This article summarizes the specific practices of developing the green prickleyash planting industry in the village,analyzes the main results and successful experiences of the mode and discusses the inspiration of the implementation of green prickleyash cultivation on industrial poverty alleviation,so as to provide an effective practical example for the development and poverty alleviation of poverty-stricken areas.

文摘This paper investigates the spatial effect of environmental regulation measures on the upgrading of industrial structure in the integrated development strategy of Beijing-Tianjin-Hebei region and its surrounding areas.In order to reflect the effect of the environmental regulation and different regulation measures more truly,this paper constructs indices of the environmental regulation measures through the results of policy texts quantification.On the basis of the previous research,this paper divides environmental regulation into the following types:personnel and administrative measures of command and control;market-oriented fiscal,taxation,financial and other economic measures;guidance measures.Spatial panel regression results show that administrative measures of command control and market-oriented fiscal measures have a significant role in promoting regional industrial structure upgrading,but not conducive to the advancement of the industrial structure of adjacent areas.Their roles in promoting and inhibition are counteracted,which causes the total effect of industrial structure upgrading of Beijing-Tianjin-Hebei and the surrounding areas are not significant.Personnel measures,financial measures,other economic measures and guidance measures do not have the short-term effect and spatial effect on the upgrading of industrial structure.
文摘There is an obvious departure from the regional equi-librium of developments between the upper and lower reaches of the Pearl River in Guangdong, which resulted in "the effects of contra-geography-grads development". It is mainly because the upriver mountainous areas have been deeply stuck in industriali-zation delay and marginalization plights, so that nearly 40 million local people have conceived a dream to get rid of "the vicious circle of poverty" by speeding up industrial development. But the problem is that such industrialization efforts on a large scale in mountainous areas are encountering the bottleneck of environ-mental capacity that strictly limits industrial emissions along the upper reaches of any water system. As a solution, an institutional arrangement called "the Local Area Quotas for Industrial Emis-sions along the Pearl River" is put forward supposed to give cor-responding compensation to the rights of industrial development yielded by some areas with lower environmental capacity through the distribution and trading of IDQs.
文摘The development of rural industries in Bijie City of Guizhou Province leads the comprehensive rural revitalization with industrial revitalization,takes high-quality development as the overall guide,focuses on industrial scale,standardization,branding,and marketization,and strives to extend the industrial chain and enhance the value chain to achieve the prosperity of rural industries.In this study,it investigated the current situation of rural industry development in Bijie City(improving the quality and efficiency of characteristic industries,expanding the quantity and efficiency of agricultural products processing industry,recruiting and cultivating large business entities,expanding and strengthening the brand of agricultural products,and upgrading the rural tourism).Through analysis,it found that there are problems such as small scale of production enterprises,insufficient cultivation of independent brands,short industrial chain,low added value,weak market expansion ability,imperfect interest connection mechanism,and insufficient participation of farmers.Finally,it came up with countermeasures for the development of rural industries in Bijie City,including improving supporting facilities and building an extension base;strengthening leading enterprises and focus on deep processing;highlighting regional characteristics and paying close attention to the docking of production and marketing;enhancing the characteristic brand and strengthening the support of science and technology;promoting collaboration and support,and making innovation in the connection of interests.

However. the development of China's rural industry, like the development of the national economy as a whole, is characterized by great regional imbalance. From the economically developed coastal areas to. The hinterland and western frontier areas, the level of rural industrialization ebbs progressively. How to narrow down this imbalance and to speed up the development of rural industry in the less developed areas is one of the most important tasks in China's economic reform and development.
