Risks in the Transformation of Scientific and Technological Achievements concerning Tropical Agriculture

The transformation of scientific and technological achievements concerning tropical agriculture has the characteristics of high risk and high return. Based on the characteristics of transformation of scientific and technological achievements concerning tropical agriculture,this paper analyzes the risk factors during the transformation of scientific and technological achievements concerning tropical agriculture. In accordance with the current situation of low transformation rate of scientific and technological achievements concerning tropical agriculture in China,this paper proposes the measures to avoid the risks in the transformation of scientific and technological achievements concerning tropical agriculture and enhance the transformation rate of scientific and technological achievements concerning tropical agriculture.

An empowerment evaluation framework for national scientific and technical information governance

‘Empowerment’is the result of pursuing special capabilities under a specific value orientation.The changes in related object capabilities triggered by scientific and technical information activities in the new environment are important to the national scientific and technical(S&T)information governance.Based on the empowerment theories and evaluation practices,this study attempts to construct an empowerment evaluation framework for national S&T information governance and takes the participatory technology assessment and Altmetrics methods as examples to demonstrate its advantages:1)The capability changes and development potential are regarded as important basis for evaluation;2)The multi-person participation and multi-indicator comprehensive evaluation method is conducive to the democratic and objective nature of science and technology information governance policy formulation.

Design Index and Empirical Analysis of the Evaluation Index System for the Transformation of Scientific and Technological Achievements of Universities in Beijing, Tianjin and Hebei

Promoting the transformation of scientific and technological achievements of universities and colleges in Beijing, Tianjin, and Hebei is an important measure to enhance the level of scientific and technological development in universities, enhance the scientific and technological synergy of Beijing-Tianjiii-Hebei urban agglomeration, practice the coordinated development strategy of Beijing, Tianjin and Hebei, and promote the construction of Xiong'an New District. Based on the scientific and technological input of colleges and universities, the development of science and technology and the output of science and technology, this paper uses Delphi and AHP to construct a Beijing, Tianjin, Hebei University Science and Technology Achievement Transformation Performance Evaluation System from the perspectives of transformation potentials, scientific research activities and achievements transformation of university scientific and technological achievements. An empirical analysis was carried out to provide reference for the government's efficient decision-making and improvement of strategies for transforming scientific and technological achievements in universities.

Overview of the Latest Scientific Achievements of Chang'E-4 Mission of China's Lunar Exploration Project

On 3 January 2019,the Chang’E-4 probe successfully landed in the Von Kármán crater in the South Pole-Aitken Basin on the far side of the Moon.On 4 January,the Yutu-2 rover was successfully separated from the lander and the scientific payloads were powered on to conduct scientific exploration.It was the first time that manmade probe achieved soft landing and roving on the far side of the Moon.Based on the data obtained by scientific payloads on the Chang’E-4,the research team obtained geological information such as landing area topography,structure and composition;demonstrated the existence of deep materials—mainly olivine and low-calcium pyroxene in the South Pole-Aitken Basin;achieved high-precision imaging of the layered structure of lunar subsurface in the roving area;discovered carbonaceous spheroidal meteorite residues and impact glass;preliminarily revealed the geological evolutionary history of the South Pole-Aitken Basin;for the first time,obtained information of the radiation dose of energetic particles at the lunar surface and the structure of the lunar neutral atomic energy spectrum;discovered the lunar mini-magnetosphere and contributed new knowledge of the radiation hazards at the lunar surface.This article summarizes the latest scientific achievement from the Chang’E-4 mission over the past three years.

Identifying Scientific and Technical“Unicorns”

Purpose:Using the metaphor of"unicorn,"we identify the scientific papers and technical patents characterized by the informetric feature of very high citations in the first ten years after publishing,which may provide a new pattern to understand very high impact works in science and technology.Design/methodology/approach:When we set CT as the total citations of papers or patents in the first ten years after publication,with CT≥5,000 for scientific"unicorn"and CT≥500 for technical"unicorn,"we have an absolute standard for identifying scientific and technical"unicorn"publications.Findings:We identify 165 scientific"unicorns"in 14,301,875 WoS papers and 224 technical"unicorns"in 13,728,950 DII patents during 2001–2012.About 50%of"unicorns"belong to biomedicine,in which selected cases are individually discussed.The rare"unicorns"increase following linear model,the fitting data show 95%confidence with the RMSE of scientific"unicorn"is 0.2127 while the RMSE of technical"unicorn"is 0.0923.Research limitations:A"unicorn"is a pure quantitative consideration without concerning its quality,and"potential unicorns"as CT≤5,000 for papers and CT≤500 for patents are left in future studies.Practical implications:Scientific and technical"unicorns"provide a new pattern to understand high-impact works in science and technology.The"unicorn"pattern supplies a concise approach to identify very high-impact scientific papers and technical patents.Originality/value:The"unicorn"pattern supplies a concise approach to identify very high impact scientific papers and technical patents.

Theoretical Model on Transformation Factors of Scientific and Technological Achievements under the Belt and Road Initiative

With the continuous deepening of the Belt and Road Initiative,the countries involved are increasingly connected in the field of science and technology.Based on the transformation theory of scientific and technological(S&T)achievements,this study establishes a theoretical model of transformation factors of S&T achievements under the Belt and Road Initiative.Combined with the data analysis from questionnaire,it is found that in S&T achievements transformation process,there is a significant positive correlation between the innovation factors and the transfer factors,between the transfer factors and the diffusion factors,and between the diffusion factors and the transformation results.These conclusions provide reference for the subsequent S&T achievements transformation activities under the Belt and Road Initiative.Therefore,in the process of promoting the transformation of S&T achievements under the Belt and Road Initiative in the future,innovation factors such as information innovation,service innovation,and cooperative innovation should be fully reflected.Relevant agencies should take the transfer factors of S&T achievements as guidance;promote and apply the results of incubation through diffusion media and diffusion channels.
