However, the world's oil and gas resou...With the rapid and continual growth of national economy, the gap between oil demand and supply keeps widening in China, therefore China will increasingly depend on imported oil. However, the world's oil and gas resources are unevenly distributed; global world's oil prices remain high; and over 70 percent of China's imported oil has to be shipped through the Malacca Strait. There are various ways to ensure China's oil security today, and the practical and feasible strategic option is to increase the discovery and production of domestic oil, raise energy efficiency and develop petroleum substitutes. Scientific and technological innovation is crucial both in new oil reserves discovery and production, energy conservation, and in the development of petroleum substitutes, establishment of a strategic oil reserve system and for environment protection. This indicates that China should take effective measures in investment strategy, fiscal policies, financing instruments, intellectual property protection, fostering talents and professionals, so as to establish its own scientific and technological innovation system in the petroleum industry and be better able to ensure oil security.展开更多

The Yangtze River Basin’s water resource utilization efficiency(WUE)and scientific and technological innovation level(STI)are closely connected,and the comprehension of these relationships will help to improve WUE an...The Yangtze River Basin’s water resource utilization efficiency(WUE)and scientific and technological innovation level(STI)are closely connected,and the comprehension of these relationships will help to improve WUE and promote local economic growth and conservation of water.This study uses 19 provinces and regions along the Yangtze River’s mainstream from 2009 to 2019 as its research objects and uses a Vector Auto Regression(VAR)model to quantitatively evaluate the spatiotemporal evolution of the coupling coordination degree(CCD)between the two subsystems of WUE and STI.The findings show that:(1)Both the WUE and STI in the Yangtze River Basin showed an upward trend during the study period,but the STI effectively lagged behind the WUE;(2)The CCD of the two subsystems generally showed an upward trend,and the CCD of each province was improved to varying degrees,but the majority of regions did not develop a high-quality coordination stage;(3)The CCD of the two systems displayed apparent positive spatial autocorrelation in the spatial correlation pattern,and there were only two types:high-high(H-H)urbanization areas and low-low(L-L)urbanization areas;(4)The STI showed no obvious response to the impact of the WUE,while the WUE responded greatly to the STI,and both of them were highly dependent on themselves.Optimizing their interaction mechanisms should be the primary focus of high-quality development in the basin of the Yangtze River in the future.These results give the government an empirical basis to enhance the WUE and promote regional sustainable development.展开更多

Industrialized innovation is the bridge and intermediation between S&T innovation and industrial innovation, which is not only a concept, but also a mechanism and combination force. There are two ways to achieve industrialized innovation: through industry-university-research coordination and through technology entrepreneurship. The meaning of industry-university-research coordination is not about coordination among industry, university and research sectors in an institutional sense; rather it is about the coordination of the functions of cultivation and development in new industries, new technologies, and new talents of industrialized innovation. The incentive mechanism for industrialized innovation should motivate not only innovation but also coordination. Technology entrepreneurship is the industrialization of new technology through business start-ups, which occurs beyond the stage of incubation and development of new technology. The capital of technology entrepreneurship is the set consisting of knowledge capital manifested through technological innovation, human capital manifested through entrepreneurs, and physical capital in the form of venture capital. While physical capital is indispensable, knowledge capital and human capital play the decisive role in technology entrepreneurship. The industrialization of technological innovation involves two requirements: one is to enable the new technology industry to achieve a large scale rapidly, and the other is to fully realize the potential value of the new technology. Scientific and technological innovation policies play a critical role in the innovative development of high-technology industrial parks.However,it remains unclear how scientific and technological innovation policies i...Scientific and technological innovation policies play a critical role in the innovative development of high-technology industrial parks.However,it remains unclear how scientific and technological innovation policies impact the innovation efficiency of hightechnology industrial parks and what the impact pathways are.An in-depth investigation of this topic can give an insight into the inherent relation between the scientific and technological innovation policies and technological innovation.By conducting a theoretical analysis,this study empirically analyzed the impact of scientific and technological innovation policies on the innovation efficiency of high-technology industrial parks.The main research methods applied in this study were linear regression and qualitative comparative analysis(QCA).The results showed that the policy targets drove innovation efficiency in a relatively minor way.Among all policy tools,the demand-based policy tools had the most significant influence on innovation efficiency.The supply-based and environment-based policy tools had notable positive impacts during the lag periods of policies.The policy mix pathways for scientific and technological innovation policies that impact innovation efficiency come in four forms,namely,the targets-directed,demand-driven,supplydominated environment optimization,and environment-dominated comprehensive pathways.Therefore,this study put forward proposals on classifying and refining the scientific and technological innovation policies and optimizing the policy mix-driven models.展开更多
Scientific and technological(S&T)innovation and industrial structure upgrading have become two strategies to achieve high-quality economic development under the new pattern of development in China.Exploring the me...Scientific and technological(S&T)innovation and industrial structure upgrading have become two strategies to achieve high-quality economic development under the new pattern of development in China.Exploring the mechanism through which the former two affect the latter is of great significance to realize high-quality economic development and socialist modernization.Based on panel data of 30 provinces(municipalities,autonomous regions)from 2008 to 2017,this paper adopts the simultaneous equation model to empirically investigate the effect of S&T innovation and industrial structure upgrading on high-quality economic development.The study reveals that S&T innovation can significantly promote industrial structure upgrading and high-quality economic development,while industrial structure upgrading imposes a significantly negative effect on high-quality economic development.However,S&T innovation can offset such a negative effect and promote high-quality development indirectly.S&T innovation influences high-quality development in a dual path.To be specific,the former produces both a direct influence on the latter,but also an indirect influence through industrial structure upgrading.展开更多

Based on super-efficiency slacks-based measure(SBM) model, grey-related analysis(GRA) and other models, this paper studies the heterogeneity of the coupling relationship among technological innovation, industrial transformation and environmental efficiency in the Huaihai Economic Zone during the period of 2005-2019. In addition, it analyzes the coupling mechanism of single and binary systems to the ternary system, which is of great significance for the collaborative symbiosis among systems. The findings are as follows. 1) The technological innovation, industrial transformation and environmental efficiency(TIE) systems of the Huaihai Economic Zone had significant spatial-temporal heterogeneity. Although their evaluation value fluctuated, the development trends are all positive. Ultimately, technological innovation is characterized by being high in the northeast and low in the southwest around Xuzhou, while other systems are relatively staggered in space. 2) The coupling of TIE systems is in transition, lack of orderly integration and benign interaction. However, the developing trend of interaction is also upward, and a spatial pattern driven by Xuzhou and Linyi as the dual cores has gradually formed. Moreover, the coupling is mostly manifested as outdated technological innovation and industrial transformation. Except for the final coordination of regenerative cities, the other resource types are all in transition. Cities in all traffic locations are still in transition. The overall system interaction of cities on Longhai Line(Lanzhou-Lianyungang Railway) is relatively optimal, and cities on Xinshi Line(Xinxiang-Rizhao Railway) are accelerating toward synergy. 3) The coupling status of TIE systems depends on the development of the single system and the interaction of the binary(2E) system. The coupling is closely related to technological innovation and Technology-Industry system,and is hindered by the inefficient interaction of Technology-Environment system. Specifically, the synergy of regenerative cities is attributed to the advantage of a single system and the effective integration of 2E systems. Beneficial from the advantages of environmental efficiency, the cities on Xinshi Line promote the synergy of the 2E and TIE systems. Therefore, while the Huaihai Economic Zone stimulates the development potential of the single and 2E systems, it is necessary to amplify the superimposition effect of systems in accordance on the basis of resource and location.展开更多

The capital of technology entrepreneurship is the set consisting of knowledge capital manifested through technological innovation, human capital manifested through entrepreneurs, and physical capital in the form of venture capital. While physical capital is indispensable, knowledge capital and human capital play the decisive role in technology entrepreneurship. The industrialization of technological innovation involves two requirements: one is to enable the new technology industry to achieve a large scale rapidly, and the other is to fully realize the potential value of the new technology. Both requirements are reliant on effective innovation in business models.

文摘Scientific and technological innovation policies play a critical role in the innovative development of high-technology industrial parks.However,it remains unclear how scientific and technological innovation policies impact the innovation efficiency of hightechnology industrial parks and what the impact pathways are.An in-depth investigation of this topic can give an insight into the inherent relation between the scientific and technological innovation policies and technological innovation.By conducting a theoretical analysis,this study empirically analyzed the impact of scientific and technological innovation policies on the innovation efficiency of high-technology industrial parks.The main research methods applied in this study were linear regression and qualitative comparative analysis(QCA).The results showed that the policy targets drove innovation efficiency in a relatively minor way.Among all policy tools,the demand-based policy tools had the most significant influence on innovation efficiency.The supply-based and environment-based policy tools had notable positive impacts during the lag periods of policies.The policy mix pathways for scientific and technological innovation policies that impact innovation efficiency come in four forms,namely,the targets-directed,demand-driven,supplydominated environment optimization,and environment-dominated comprehensive pathways.Therefore,this study put forward proposals on classifying and refining the scientific and technological innovation policies and optimizing the policy mix-driven models.

文摘Scientific and technological(S&T)innovation and industrial structure upgrading have become two strategies to achieve high-quality economic development under the new pattern of development in China.Exploring the mechanism through which the former two affect the latter is of great significance to realize high-quality economic development and socialist modernization.Based on panel data of 30 provinces(municipalities,autonomous regions)from 2008 to 2017,this paper adopts the simultaneous equation model to empirically investigate the effect of S&T innovation and industrial structure upgrading on high-quality economic development.The study reveals that S&T innovation can significantly promote industrial structure upgrading and high-quality economic development,while industrial structure upgrading imposes a significantly negative effect on high-quality economic development.However,S&T innovation can offset such a negative effect and promote high-quality development indirectly.S&T innovation influences high-quality development in a dual path.To be specific,the former produces both a direct influence on the latter,but also an indirect influence through industrial structure upgrading.

文摘Based on panel data from 16 cities in Shandong Province from 2013 to 2022,and grounded in theoretical analysis,this paper constructs a benchmark regression model,a mediating effect model,and a heterogeneity test for empirical analysis.The results show that:(1)the digital economy has a significant positive effect on promoting the transformation and upgrading of the manufacturing industry in Shandong Province;(2)the digital economy can drive the transformation and upgrading of the manufacturing industry through technological innovation;and(3)the impact of the digital economy on the transformation and upgrading of the manufacturing industry in Shandong Province is evidently heterogeneous.

文摘Due to environmental damage and natural resource scarcity,the promotion of industrial green development to spur the industrial economy is of concern to many countries.We construct a theoretical framework of technological innovation,market proximity,and industrial green development and subsequently test it empirically.First,the results reveal that technological innovation is beneficial to industrial green development;technological innovation has a positive impact on industrial green development in adjacent regions through technology spillover,but human capital spillover has the opposite effect;the international market can effectively promote industrial green development,but the domestic market does the opposite.Second,the interaction between technology spillover,human capital spillover,and domestic and international markets is beneficial to industrial green development.However,the interaction between domestic and international markets imposes an inhibitive effect on industrial green development.Based on the findings,we make recommendations to improve the level of industrial green development.

文摘The 14th Five-Year Plan period is a critical period for China to achieve high-quality development. Based on super-efficiency slacks-based measure(SBM) model, grey-related analysis(GRA) and other models, this paper studies the heterogeneity of the coupling relationship among technological innovation, industrial transformation and environmental efficiency in the Huaihai Economic Zone during the period of 2005-2019. In addition, it analyzes the coupling mechanism of single and binary systems to the ternary system, which is of great significance for the collaborative symbiosis among systems. The findings are as follows. 1) The technological innovation, industrial transformation and environmental efficiency(TIE) systems of the Huaihai Economic Zone had significant spatial-temporal heterogeneity. Although their evaluation value fluctuated, the development trends are all positive. Ultimately, technological innovation is characterized by being high in the northeast and low in the southwest around Xuzhou, while other systems are relatively staggered in space. 2) The coupling of TIE systems is in transition, lack of orderly integration and benign interaction. However, the developing trend of interaction is also upward, and a spatial pattern driven by Xuzhou and Linyi as the dual cores has gradually formed. Moreover, the coupling is mostly manifested as outdated technological innovation and industrial transformation. Except for the final coordination of regenerative cities, the other resource types are all in transition. Cities in all traffic locations are still in transition. The overall system interaction of cities on Longhai Line(Lanzhou-Lianyungang Railway) is relatively optimal, and cities on Xinshi Line(Xinxiang-Rizhao Railway) are accelerating toward synergy. 3) The coupling status of TIE systems depends on the development of the single system and the interaction of the binary(2E) system. The coupling is closely related to technological innovation and Technology-Industry system,and is hindered by the inefficient interaction of Technology-Environment system. Specifically, the synergy of regenerative cities is attributed to the advantage of a single system and the effective integration of 2E systems. Beneficial from the advantages of environmental efficiency, the cities on Xinshi Line promote the synergy of the 2E and TIE systems. Therefore, while the Huaihai Economic Zone stimulates the development potential of the single and 2E systems, it is necessary to amplify the superimposition effect of systems in accordance on the basis of resource and location.

文摘Innovation is the driver and accelerator for high-quality economic development and the transformation and upgrading of enterprises.At present,the world is undergoing significant changes unseen over the last century.Faced with the new world economic pattern and the new international relations in the postpandemic era,China should systematically clarify the prominent problems with the current scientific and technological(S&T)system,and establish new technological innovation strategies in the new era and new economic landscape,which are of great significance.Especially in the context of the new pattern of development,it is greatly highlighted how to systematically lower over-dependence on core technologies and resolve bottleneck problems with core technology arising from excessive attention to the international economic flows.Based on the medium-and long-term strategic background of the current new pattern of development,this paper explores the prominent problems of the S&T innovation system under the background of the new pattern of development from the perspectives of innovation policy system,regional innovation system,and enterprise innovation mode.Meanwhile,the paper believes that the innovation guidance system under the new pattern of development needs to be realized based on the guidance of the new innovation strategy of"opening thinking based on bottom lines and comprehensive indigenous innovation,"and also the three leading paths of holistic innovation guided by the new pattern of the whole national institutional system,the future industry,and the world-class enterprises.Only in this way can China become a power in terms of S&T innovation in the world.
