The Agreement not onl...As the third legally-binding instrument of the Arctic Council, the Agreement on Enhancing International Arctic Scientific Cooperation was signed in May 2017 and entered into force on 23 May 2018. The Agreement not only reduces obstacles to the international scientific cooperation and promotes the movement of people and equipment across borders for the effective and efficient development of Arctic scientific knowledge, but also provides an improved international Arctic legal environment for conducting Arctic scientific cooperation based on UNCLOS and institutional arrangements. However, the observer states, the NGOs and IGOs, as well as Permanent Participants are rarely mentioned in this Agreement. This article chooses one group, non-Arctic states, as a case in point in order to critically discuss the influence of this new Arctic scientific cooperation agreement. It argues that the non-Arctic states are left behind at the original legal situation and trapped in an inferior status in Arctic science. Under these circumstances, this article suggests that non-Arctic states, especially those with competitive research abilities, should appeal for amendment of the Agreement to allow wider access to research areas and data sharing, especially when cooperating with the eight-member states of the Arctic Council. Also, non-Arctic states should take the Agreement as the reference when signing bilateral agreements with Arctic states so as to safeguard their interests when conducting Arctic scientific activities. Moreover, the active participation in other fora as well as various bilateral scientific projects can assist non-Arctic states to strengthen the relations with the Arctic states and build trust in the Arctic Council.展开更多

Focused on projects of Major Int...International cooperations have played an important role in academic activities as more and more researchers endeavor to participate in joint research or exchange with partners aboard. Focused on projects of Major International(Regional) Joint Research Program of the Natural Science Foundation of China(NSFC) from 2003 to 2008, we have investigated the characteristics of the scientific cooperation by mapping the funded projects from the aspects of topics, affiliations and cooperative countries(regions), respectively.Moreover, it is demonstrated that issues related to nano technologies, genes and ecological environments have become the hot topics in the joint research of NSFC, and projects with issues of big science have been preferentially funded under the program’s guide posted every year. Moreover, most granted projects were undertaken by the minority of affiliations with the leading research capability, which is the same to partners abroad. The aggregation effect has been greatly improved with the bilateral or multilateral agreement signed with scientific organizations abroad, so has the competitive mechanism of scientific resources allocation.展开更多

The Cube Sat refers to the low-cost nano satellite produced by international standards. The QB50 project is "an International Network of 50 double Cube Sats for multi-point, in-situ, long-duration measurements in...The Cube Sat refers to the low-cost nano satellite produced by international standards. The QB50 project is "an International Network of 50 double Cube Sats for multi-point, in-situ, long-duration measurements in the lower thermosphere and re-entry research". There are 23 countries and region participated in the QB50 Project. 38 Cube Sats were developed and launched. Among them, four Cube Sats developed by Chinese universities were sent to orbit(Three were deployed from the International Space Station, and one was launched by the Polar Satellite Launch Vehicle, PLSV). They are Aoxiang-1(Northwestern Polytechnical University, the Asia coordinator), Lilac Sat-1(Harbin Institute of Technology), NJUST-2(Nanjing University of Science and Technology) and NUDTsat(National University of Defense Technology). Through the development of the QB50 Project, Chinese researchers and students got in touch with the concept of Cube Sat and gained experience of international scientific cooperation. A lot of students took part in the assembly, integration, and test of spacecraft, which is helpful to the training of space talents. Now, many universities and institutes have the capabilities to develop Cube Sats and the subsystems independently.展开更多
